The provision of Green Open Space (GOS) constitutes an important need for city and as a mandate ofthe Law on Spatial Planning. Ungaran city currently has the width of public GOS under 20%. It makesUngaran city has not yet qualified to become a Green City. The objectives of this study are to identify andanalyze the width and distribution of GOS existing condition; to analyze the needs of Ungaran’s GOSin order to meet the specified conditions of prevailing law; to arrange the plan of GOS based on GreenPlanning concept; and to arrange the design of GOS based on Green Design concept. The analysis willbe conducted by using Patch Analysis method. The analysis of GOS is based on the inhabitant’s needand the wide area, and the Analytic Hierarchy Process (AHP). The GOS mapping result of Ungarancity is 2.190,66 ha which consists of private GOS (2.112,74 ha) and public GOS (77,92 ha). Based onthe total projection of population in 2032, the public GOS need is 292,41 ha. Whereas the needs ofpublic GOS based on the 20% from wide area (612,17 ha). The direction of public GOS developmentbased on green planning is divided into three alternatives, first, based on the balance distribution ofGOS within the area, and land use priority; second, based on the balance distribution of GOS, land usepriority, distance to the residence, minimum width of 250m2, and the complexity of landform; third,based on the consideration of the spatial patterns and regional asset authority. The direction of publicGOS development is based on green design approach to divide the design based on necessity activityand function patterns of public GOS.

Decisions usually involve the getting the best solution, selecting the suitable experiments, most appropriate judgments, taking the quality results etc., using some techniques.  Every decision making can be considered as the choice from the set of alternatives based on a set of criteria.  The fuzzy analytic hierarchy process is a multi-criteria decision making and is dealing with decision making problems through pairwise comparisons mode [10].  The weight vectors from this comparison model are obtained by using extent analysis method.  This paper concern with an alternate method of finding the weight vectors from the original fuzzy AHP decision model (moderate fuzzy AHP model), that has the same rank as obtained in original fuzzy AHP and ideal fuzzy AHP decision models.

According to the principles that green sports building should follow are reducing environmental load and the amount of the utilized resource and energy. It emphasizes harmoniousness of architecture and environment. Started with green buildings concept, the necessity for developing green building is analyzed and its design rules are summarized. On the basis of that, the architecture of green sports building technology is presented according to the design idea of sports building and green building,. And sustainable utilization of green sports building is explored on resource, environment, energy-saving, after-use and so on. Then green design for manufacturing is referred to. Based on life cycle, green design for sports building is pointed out. At last, by using Analytic Hierarchy Process (AHP) method, assessment model is built and environmental performance in design phase of green sports building is assessed.

Atrocities against stray animal’s especially large number of scavenging street dogs have increased at an alarming rate nationwide. Relevant authorities, in view of controlling stray animal population and curb chronic infections mulled cracking down on stray dogs using inhumane methods such as usage of tranquilizers or forcefully capturing. Thus, causing injuries, trauma and potentially death to these captured strays. Even though statistics about the number of violent incidents against strays remains unknown but animal welfare groups report constant complaints regarding animal cruelty. Animal activists mooted a request to design and built a modernize efficient yet low cost trap cage with a provision of technology which are normally ignored by many quarters; as a vehicle to educate the public on humane and compassionate ways to treat stray animals.   The design of the cage involves consists of 3 parts, which was electronics hardware, communication system and critically the structure hardware whereby to withstand the possible aggressiveness of the animal. The objective of this paper is to present and apply the techniques of the analytic hierarchy process (AHP) in the prioritization and selection of design criteria of the trap cage. The finding shows that out of 5 design criteria, quality criteria is the most important criteria in designing of a humane trap cage issue. This is followed by innovativeness, cost, safety and aesthetics factors.

In this paper, we examine the benefits of a more quantifiable way to make decisions that enable senior leaders to better manage disruption of and attacks on the critical infrastructure. Most of the decisions have been made using intuition and in some cases unrelated experiences and have not particularly worked to the benefit of the sectors' performance and stability. Much of this is due to the history of the logic control systems and networks that were fairly isolated and much better protected. Attempts to reduce costs and secure many of the benefits of IP-based environments have unfortunately now also introduced some of the vulnerabilities indicative of IP-based systems into the logic environments. Senior leaders have not been used to these new ‘hybrid' information technology/operational technology (IT/OT) environments which though creating new opportunities also introduce new challenges. The unique nature of the critical infrastructure in which it is over 80%-owned by the private sector, often regulated by the federal government, and serves the interests and demands of the public, creates a non-trivial challenge at many different levels. More trust and cooperation between the three elements of society is surely a desired interest by the key stakeholders, but there are many concerns in terms of over-regulation, costs, and loss of intellectual property that have consistently sustained a level of discomfort between the three communities in terms of the priorities and self-serving interests of each other. The challenges of the low asymmetry entry and attribution within the cyber domain have raised the profile of many actors who would not even have previously registered in the ‘noise' on a trouble or problem scale. Now, the ability to determine those responsible, as well as, almost any actor having the ability to present a challenge to the environment have changed many of the dynamics in terms of how senior leaders must now operate and manage the appropriate systems and networks. Hence, for obvious reasons, senior leaders are much more cautious in their approach to decision making because of the potential consequences. This is especially true because cyber assets, though so valuable can be also so vulnerable. In this study, we will discuss a method that moves decision from a less arbitrary to a more data-centric, quantifiable approach that drives leadership to better and quicker decisions.

Nowadays, the Government as a Platform (GaaP) based on cloud computing and network, has come to be considered a new structure to manage efficiently data-driven administration in the public sector. When the GaaP concept was first introduced, the ICT infrastructures that could underpin GaaP were not sufficiently developed. However, the recent digital transformation has transformed the previous electronic government, which was system- and architecture-oriented. As part of the next generation of government models, GaaP may reinvent the government at a lower cost but with better performance, similar to the case of electronic government two decades ago. This study attempted to determine the priority of factors of GaaP by using the analytic hierarchy process (AHP) methodology. Because of the GaaP characteristics, we drew the main components for building GaaP from previous studies and a group interview with experts. The study results show that experts tend to prefer publicness in terms of building GaaP. Most of the factors that the experts weighed with the highest importance are related to the public sector, which revealed that governments should focus on their primary duty, regardless of the origin and characteristics of the platform in GaaP. However, since GaaP allows governments to be more horizontal and innovative, the platform approach can fundamentally shift the existing processes and culture of the public sector. The enhanced activity of citizens with ICT can also accelerate the introduction of GaaP. Finally, the study showed that a data-driven GaaP is necessary to efficiently handle big data, contract services, and multiple levels of on-line and off-line channels. In this public platform, government, citizens, and private sector organizations can work cooperatively as partners to seamlessly govern the hyper-connected society.

Because of the frequent occurrence of injury accident in the sports curriculum, the security of physical education cannot be ignored. So, this paper analyzes the factors of injury accident in physical education teaching process and proposes prevention measures. The establishment of security system in physical education is an urgent problem. This paper studies the causes and countermeasures of sports injury accidents based on two methods: causality diagram and analytic hierarchy process. The first section introduces the principles of causality diagram and hierarchical analysis in detail. The second part of the article establishes mathematical model of the analysis method. The part three of the text investigates and analyzes the accident status and prevention measures of 100 primary schools and universities in Heilongjiang province in the form of literature researches and questionnaires. It also proposes weight coefficients and causality diagrams of Sports Injury Accidents using causal analysis theory. It converts causal diagram into a hierarchical model using the analytic hierarchy process AHP.

It is found that the traditional BDA methods are not appropriate the system target BDA. A new method of the system target BDA is proposed in this paper. Firstly, based on Hierarchy Analysis Method (AHP), the system target function index system is set up. Secondly, the step of system target function damage assessment method is analyzed and proposed based on Fuzzy Analytic Hierarchy Process (FAHP). Finally, an example of air base damage assessment is given to verify the validity and availability of the proposed method.
