Indonesia declared COVID 19 as an outbreak since March 2020, where the President of Indonesia announced the fist two cases who were cured already. Since then a lot of publication, as well as information, spread out through social media. The hoax buster of the government had already put 134 hoaxes in the website only in one month 1. Thus, one can imagine how difficult for Indonesian people to understand the situation of the outbreak and to properly respond to it. Cases increased exponentially and it was estimated that Indonesia would reach 20,000 cases at the end of March 2020 2. The fact is up till the 6th of April 2020, Indonesia reported 2,491 cases 3.What happens to the estimation? Was it wrong or a lot of underreported cases occur in the community? Is it because of the intervention that the government launched effectively?

The world is entering a new phase of the digital era, including Indonesia. The unification of the real world and cyberspace is a sign, where the conditions of both can influence each other (Hyung Jun, 2018). The patterns of behavior and public relations in the virtual universe gave rise to new social interactions called the Digital Society. One part of Global Megatrends has also influenced public policy in Indonesia in recent years. Critical mass previously carried out conventionally is now a virtual movement. War of hashtags, petitions, and digital community comments are new tools and strategies for influencing policy. This paper attempts to analyze the extent of digital society's influence on public policy in Indonesia. As well as what public policy models are needed. Methodology used in this analysis is qualitative descriptive. Data collection through literature studies by critical mass digital recognition in Indonesia and trying to find a relationship between political participation through social media and democracy. By processing the pro and contra views regarding the selection of social media as a level of participation, this paper finds that there are overlapping interests that have the potential to distort the articulation of freedom of opinion and participation. - which is characteristic of a democratic state. The result is the rapid development of digital society which greatly influences the public policy process. Digital society imagines being able to participate formally in influencing policy in Indonesia. The democracy that developed in the digital society is cyberdemocracy. Public space in the digital world must be guaranteed security and its impact on the policies that will be determined. The recommendation given to the government is that a cyber data analyst is needed to oversee the issues that are developing in the digital world. Regulations related to the security of digital public spaces must be maximized. The government maximizes cooperation with related stakeholders.Keywords: Digital Society; Democracy; Public policy; Political Participation

Social media as a communication tool has enabled governments around the world to interact with citizens for customer service, access to information and to direct community involvement needs. The trends around the world show recognition by governments that social media content may constitute records and should be managed accordingly. The literature shows that governments and organisations in other countries, particularly in Europe, have social media policies and strategies to guide the management of social media content, but there is less evidence among African countries. Thus the purpose of this paper is to examine the extent of usage of social media by the Botswana government in order to determine the necessity for the governance of liquid communication. Liquid communication here refers to the type of communication that goes easily back and forth between participants involved through social media. The ARMA principle of availability requires that where there is information governance, an organisation shall maintain its information assets in a manner that ensures their timely, efficient and accurate retrieval. The study adopted a qualitative case study approach where data were collected through documentary reviews and interviews among purposively selected employees of the Botswana government. This study revealed that the Botswana government has been actively using social media platforms to interact with its citizens since 2011 for increased access, usage and awareness of services offered by the government. Nonetheless, the study revealed that the government had no official documentation on the use of social media, and policies and strategies that dealt with the governance of liquid communication. This study recommends the governance of liquid communication to ensure timely, efficient and accurate retrieval when needed for business purposes.

Lawyers played a key role in challenging the Trump administration’s Travel Ban on entry into the United States of nationals from various majority-Muslim nations. Responding to calls from nongovernmental organizations (NGOs), which were amplified by social media, lawyers responded to the Travel Ban’s chaotic rollout by providing assistance to foreign travelers at airports. Their efforts led to initial court victories, which in turn led the government to soften the Ban somewhat in two superseding executive actions. The lawyers’ work also contributed to the broader resistance to the Trump administration by dramatizing its bigotry, callousness, cruelty, and lawlessness. The efficacy of the lawyers’ resistance to the Travel Ban shows that, contrary to strong claims about the limits of court action, litigation can promote social change. General lessons about lawyer activism in ordinary times are difficult to draw, however, because of the extraordinary threat Trump poses to civil rights and the rule of law.

This study analyzes securitized discourses and counter narratives that surround the COVID-19 pandemic. Controversial cases of security related political communication, salient media enunciations, and social media reframing are explored through the theoretical lenses of securitization and cascading activation of framing in the contexts of Slovakia, Russia, and the United States. The first research question explores whether and how the frame element of moral evaluation factors into the conversations on the securitization of the pandemic. The analysis tracks the framing process through elite, media, and public levels of communication. The second research question focused on fairly controversial actors— “rogue actors” —such as individuals linked to far-leaning political factions or militias. The proliferation of digital media provides various actors with opportunities to join publicly visible conversations. The analysis demonstrates that the widely differing national contexts offer different trends and degrees in securitization of the pandemic during spring and summer of 2020. The studied rogue actors usually have something to say about the pandemic, and frequently make some reframing attempts based on idiosyncratic evaluations of how normatively appropriate is their government's “war” on COVID-19. In Slovakia, the rogue elite actors at first failed to have an impact but eventually managed to partially contest the dominant frame. Powerful Russian media influencers enjoy some conspiracy theories but prudently avoid direct challenges to the government's frame, and so far only marginal rogue actors openly advance dissenting frames. The polarized political and media environment in the US has shown to create a particularly fertile ground for rogue grassroots movements that utilize online platforms and social media, at times going as far as encouragement of violent acts to oppose the government and its pandemic response policy.


Significance The new rules follow a stand-off between Twitter and the central government last month over some posts and accounts. The government has used this stand-off as an opportunity not only to tighten rules governing social media, including Twitter, WhatsApp, Facebook and LinkedIn, but also those for other digital service providers including news publishers and entertainment streaming companies. Impacts Government moves against dominant social media platforms will boost the appeal of smaller platforms with light or no content moderation. Hate speech and harmful disinformation are especially hard to control and curb on smaller platforms. The new rules will have a chilling effect on online public discourse, increasing self-censorship (at the very least). Government action against online news media would undercut fundamental democratic freedoms and the right to dissent. Since US-based companies dominate key segments of the Indian digital market, India’s restrictive rules could mar India-US ties.

With the development of Web 2.0, social media such as Twitter and Sina Weibo have become an essential platform for disseminating hot events. Simultaneously, due to the free policy of microblogging services, users can post user-generated content freely on microblogging platforms. Accordingly, more and more hot events on microblogging platforms have been labeled as spammers. Spammers will not only hurt the healthy development of social media but also introduce many economic and social problems. Therefore, the government and enterprises must distinguish whether a hot event on microblogging platforms is a spammer or is a naturally-developing event. In this paper, we focus on the hot event list on Sina Weibo and collect the relevant microblogs of each hot event to study the detecting methods of spammers. Notably, we develop an integral feature set consisting of user profile, user behavior, and user relationships to reflect various factors affecting the detection of spammers. Then, we employ typical machine learning methods to conduct extensive experiments on detecting spammers. We use a real data set crawled from the most prominent Chinese microblogging platform, Sina Weibo, and evaluate the performance of 10 machine learning models with five sampling methods. The results in terms of various metrics show that the Random Forest model and the over-sampling method achieve the best accuracy in detecting spammers and non-spammers.

Purpose This paper aims to explore the level of hibah knowledge among Muslims in Kedah and investigate its determinants, consisting of education level, education stream, religiosity, social influence and social media. Design/methodology/approach This study is quantitative in nature. Questionnaires were distributed to collect data from Muslims in Alor Setar, Kedah. In total, 195 questionnaires were collected and data were analyzed using descriptive analysis, correlation analysis and multiple regression analysis. Findings The study finds that Muslims in Alor Setar, Kedah have good knowledge of hibah. Further, education stream, religiosity, social influence and social media were identified as significant factors that influence their knowledge of hibah. Research limitations/implications The first limitation is its narrow focus in surveying Muslims only in Alor Setar, Kedah. The second limitation is the limited number of determinants used in investigating hibah knowledge among Muslims and the techniques used in analyzing the data. Despite these limitations, the study’s findings provide invaluable insights into the factors influencing hibah knowledge among Muslims in Alor Setar, Kedah. Practical implications This study provides insights regarding the significant personal factors and environmental factors to increase Muslims’ knowledge of hibah. The link between the Islamic education stream and hibah knowledge provides a clear indication that Islamic education can curb the economic problems caused by the substantial amounts of frozen and unclaimed assets in Malaysia. A significant relationship between the environmental factors (social influence and social media) and hibah knowledge also implies that the government and private agencies related to Islamic estate planning and management may use these significant determinants as part of the marketing strategy to increase the usage of hibah as an alternative tool for estate planning. Originality/value This study contributes to a better understanding of Muslims’ knowledge about hibah. The government and related agencies in Islamic estate planning and management can now gain better insights into Muslims’ level of knowledge about hibah and the factors influencing their knowledge of hibah as an effective tool for Islamic estate planning and management. Hence, more effective strategies can be recommended to enhance the knowledge of Muslims on hibah. The findings of this study should be of value to the government in its effort to address the increasing number of frozen estates in Malaysia.

Ontario’s efforts to reform primary care through interdisciplinary primary care teams are unprecedented in Canada. Since 2004, the provincial government has focused its reform efforts on three models: Family Health Teams (FHTs), Community Health Centres (CHCs), and Nurse Practitioner-led Clinics (NPLCs). These models vary by team structure, funding, and governance. I examine the strong preference for the FHT model by the government and medical profession, and the implications of this preference on health equity. The opportunity for teams to increase health equity in Ontario may be limited due to the preference for physician-centered FHTs over more egalitarian team models.

This paper examines the abduction of the schoolgirls in Chibok Local Government Area of Borno State, Nigeria in 2014. The paper examined how the abduction of the schoolgirls generated responses and support for the rescue of the abducted girls from people and organization from different parts of the globe. The Islamists terrorist organization operating in Borno State has attracted the attention of the world since 2009 when they started attacking government establishments and security installations northeast which later escalated to major cities in Northern Nigeria. Methodologically, the paper utilized secondary sources of data to analyze the phenomenon studied. The paper revealed that the development and innovations in information and communication technology which dismantled traditional and colonial boundaries enabled people to express support, solidarity and assist victims of conflict who resides millions of Kilometers away. This shows that Internet-based communications technology has reduced the distance of time and space that characterised traditional mass media. The campaign for the release of the schoolgirls on the social media platforms particularly Twitter and Facebook has tremendously contributed to the release of some of them. Furthermore, the girls freed from abduction have received proper attention: education and reintegration programmes which enable them to start post-abduction life. In this regard, social media has become a tool for supporting the government in moments of security challenges which the Bring Back Our Girls campaign attracted foreign and domestic assistance to Nigeria in the search of the abducted girls and the fight against the Islamist insurgents.

AbstractBackgroundIn 2014, in the United Kingdom, the government made a commitment to spend £3.6 million on the introduction of Skype video calling consultations in general practice, however the efficacy of such technology has not yet been explored fully.AimThe study aimed to explore the views and attitudes of General Practitioners (GPs) towards video consultation in primary care; specifically, in three broad areas∙The benefits of video consultations to patients and healthcare professionals.∙Potential problems with video consultation and its implementation.∙The cost-effectiveness of video consultation in this setting.MethodA convenience sample of the views of 12 general practitioners across two primary care centres in North London were identified using topic guide based semi-structured interviews. A thematic framework approach was used to analyse the data collected to isolate main and sub-themes.FindingsThree main themes were identified1.Technology – GPs expressed concerns about the ability of patients to use technology, the availability of technology and the quality of technology available.2.Utility – encompassing GP’s ideas about the usefulness of video consultations to patients, practitioners and the doctor–patient relationship. GPs presented mixed views on the extent to which video consultation would be useful.3.Practicality – covering the views of GPs on implementation and effects on workload. GPs unanimously felt that it was not a practical substitute for face-to-face consultation. There were mixed feelings about it being used as an alternative to telephone consultation.ConclusionGPs did see potential benefits to using video consultations but also expressed concerns that need to be addressed if they are to have full confidence in the system. The views of those who are going to use video consultation as a means of increasing patient access are paramount if such tools are to be a core part of primary care.
