El artículo presenta una experiencia de análisis y gestión de información científica y tecnológica para la focalización de la Investigación, Desarrollo e Innovación (I+D+i) en la Universidad de La Frontera, Chile. El objetivo fue identificar y visualizar áreas temáticas de la producción científica de la universidad visibles en el sistema de publicación científica y en el sistema de  financiamiento público. La muestra consideró publicaciones y proyectos disponibles durante el periodo 2007-2011. La identificación de las áreas temáticas se aborda desde la utilizacióncomplementaria del método de las palabras asociadas y la validación de expertos, mediante el análisis temático de contextos elementales y la utilización de herramientas de visualización de redes sociales. Se extraen aprendizajes de gestión de información y gestión de capacidades científicas y tecnológicas.This paper presents an experience of the analysis and management of scientific and technological information for directing research, development and innovation efforts in the Universidad de La Frontera. The study’s objective is to identify and envision researchfields in the University`s scientific production appearing in published scientific research and recorded in the public financing systems. The sample includes publications and projects published between 2007 and 2011. The task of research field identification is approached through the complementary use of “Cowords Analysis”; “Expert Validation Methodology” and “Thematic Analysis of Elementary Contexts”; in conjunction with social network visualization tools.Information regarding the management of information and scientific and technological capabilities are among the study’s findings.

At his death, the great linguist Ferdinand de Saussure (1857–1913) left a considerable amount of papers, drafts and documents, some of them dealing with the Lithuanian language. Only in 1996 were they given to the public library of Geneva. The aim of this paper is to present some of the new insights offered by these unpublished documents in the field of Lithuanian accentuation. The majority of the documents pertaining to Lithuanian accentuation were written by Saussure over a time span of almost ten years between 1888 and 1896 in Paris and Geneva; some of them are later notes from a course on the Lithuanian language given by Saussure in 1901–1902 in Geneva. These manuscripts shed some light on a research field that still remains a relatively neglected part of Saussure’s scientific production. They bring new insights on crucial issues such as the origins of the Lithuanian intonations or the Baltic metatony.

Resumen:En este trabajo se presenta una experiencia de Educación para la Salud basada en el empoderamiento social y orientada a la mejora de las condiciones generales de salud de la población. Estuvo apoyada en redes sociales telemáticas y desarrollada, desde la Universidad, en la región de Chontales (Nicaragua). Para la investigación se han desarrollado grupos de discusión con docentes, estudiantes y líderes de opinión locales, que han colaborado activamente en diversas actividades propuestas de educación y promoción de la salud. Para el análisis de los datos se ha empleado el programa de análisis cualitativo Atlas.ti, creando previamente el sistema de categorías y posteriormente los diferentes códigos de análisis. El conjunto de conclusiones del estudio pone de manifiesto el consenso de los actores implicados sobre la utilidad y potencialidad de las redes sociales en la Educación para la Salud y el empoderamiento social, así como la necesidad y demanda explícita de una mayor formación específica y acceso a los recursos para poder conseguir un impacto social real. Abstract:This paper presents a Health Education experience based on social empowerment and aimed at improving the general health conditions of the population. It was supported in telematics social networks and developed, from the University, in the region of Chontales (Nicaragua). For the research, discussion groups have been developed with local teachers, students and opinion leaders, who have actively collaborated in various proposed education and health promotion activities. After creating the system of categories and the different codes of analysis, the qualitative analysis program Atlas.ti was used for the analysis of the data. The set of conclusions of the study shows the consensus of the actors involved on the utility and potential of social networks in Health Education and social empowerment, as well as the need and explicit demand for greater specific training and access to the required resources to achieve a real social impact.

The formulation of a competitive strategy requires an appropriate incorporation of knowledge contents for fostering the development of the competitive advantage. Visual artifacts, in the form of strategy maps, are generally considered useful for making the intertwining between different knowledge bases within the strategy making explicit. However, literature has not systematically analyzed the methods and tools for explaining how strategy making is enabled and constrained. Moreover, the public sector is a research field in which there is a call for a deeper understanding of strategic issues. In order to fill this gap, this chapter explores how strategy maps shape the strategy processes mobilizing knowledge across boundaries. Using the case study of Ca’Foscari University of Venice, a public body in the Italian University setting, the authors find that strategy maps function as boundary objects and can make strategizing a joint managerial practice.

The Italian public-owned Academic Medical Centers (AMCs) are hospitals where the activities of scientific research, teaching, and patients care are fully integrated. AMCs have an enormous impact on society and country health. Recently, policymakers and practitioners give more and more great importance to the AMCs’ scientific activity for both welfare and national competitivity. The scientific production and its impact on the research community could be obviously affected by different factors related to the structural and operational characteristics of each AMC. Healthcare institutions could be different for the typology of services that they offer, their geolocation, the presence/absence of Emergency Departments, the number of employees, and so forth. In this sense, our study aims to investigate and determine which are the possible factors impacting the research productivity of AMCs. We develop a model to assess the academic value of AMCs by taking into account these factors and how they are related to healthcare performance, measured in terms of scientific production (e.g. scientific publications) and impact on the research field (e.g. citations). To face this issue, for each of the public AMCs we collect data about research productivity from bibliographic indexing databases (e.g. Web of Science, PubMed) and we retrieve structural information mainly from their official websites. This work has been partially financed by the research project “Leading Change in Academic Medical Centers”, funded by the competitive call for projects V:ALERE 2019. The project aims to provide evidence, advice, and remarks to help the agents of the public health system to address the many challenges that they face.

O artigo apresenta uma reflexão sobre colaboração interuniversitária em redes e grupos nacionais e internacionais de pesquisa na contemporaneidade, com ênfase no seu valor, nos seus impasses e nos desafios impostos às pessoas e aos grupos participantes. O trabalho parte do suposto de que cenário acadêmico brasileiro exige do professor pesquisador o ajuste dos interesses pessoais aos coletivos de pesquisadores e, ao mesmo tempo, a resposta às exigências advindas do modelo concorrencial que orienta a produção científica na contemporaneidade. Tomando isso em consideração, busca-se subsidiar os interessados na escolha das modalidades de pesquisa colaborativa e dos tipos de projetos, contribuir para a organização da divisão do trabalho no interior das equipes de pesquisa e, quem sabe, no encorajamento de coletivos de pesquisadores a empreenderem projetos colaborativos. Tendo como referencial metodológico a análise de redes sociais, a pesquisa valeu-se de estudos bibliográficos e de reflexões sobre a prática cotidiana da pesquisa em grupo no âmbito da produção científica universitária, inclusive a partir da inserção do autor deste artigo em um coletivo voltado à constituição de uma rede interuniversitária de investigação em educação. The work in networks and groups of research collaboration: contemporary challenges AbstractThe paper represents a reflection about inter-university collaboration in national and international networks and research groups in contemporary society, with emphasis on their value, their dilemmas and challenges posed to people and groups participating in it. The work stems from the assumption that Brazilian academic scenario requires the teacher researcher the adjustment of personal interest to the collective of researchers and at the same time the answer to the requirements arising from the competitive model that guides the scientific production nowadays. Taking this into consideration, the paper tries to subsidize those interested in determining the collaborative research and the types of projects, contribute to organize the division of labor within the research teams, and perhaps encourage collective of researchers to undertake collaborative projects. The methodological reference of the research was the social network analysis, bibliographic studies and reflections on everyday research group practice within the university scientific production, including the experience from the author of this article into a collective that aimed to establish an inter-university network education research.Keywords: Research Networks. El trabajo asume la suposición de que el escenario académico brasileño requiere el ajuste docente investigador del interés personal al colectivo de investigadores y al mismo tiempo cumplir con las exigencias derivadas del modelo competitivo que guía la producción científica en la actualidad. Tomando esto en consideración, la búsqueda es subsidiar interesados en determinar la investigación en colaboración, los tipos de proyectos y organización de la división del trabajo dentro de los equipos de investigación, y quizás, animer investigadores a llevar a cabo proyectos de investigación compartida. Este artículo es el resultado de un proyecto de investigación desarrollado desde el Centro de Evaluación Académica de la Universidad de Costa Rica, que se propuso como uno de sus objetivos, valorar a fondo los cambios que ha ido realizando el Sistema Nacional de Acreditación de la Educación Superior de Costa Rica –SINAES- en los criterios que deben seguir las carreras que optan por una autoevaluación. Se presenta entonces una síntesis de los referentes teóricos que indica la agencia sustentan las guías, una valoración al respecto, y finalmente, el resultado del análisis comparativo de los manuales que en el 2000 y 2009 propuso SINAES, los cuales han sido utilizados tanto a nivel público como privado por carreras de diversas áreas.Palabras clave: autoevaluación, evaluación, acreditación, rendición de cuentas, educación superior,  mejoramiento, criterios, modelo CIPP.AbstractThis article is the result of a research project from the Academic Evaluation Centre of the University of Costa Rica, which proposed as one of his goals; thoroughly assess the changes that have been making the agency in charge of the accreditation in Costa Rica: -SINAES-, on the criteria that have to follow the courses or professions who opts for the auto evaluation. This paper analyses the productive structure in Spanish television research. Data from theses about Spanish television which had been defended in this country over the period 1976/2007 was extracted. Two methodologies are used within this analysis: a bibliometric analysis and Social Network Analysis (SNA). Results show the production of theses by time period, university, these advisors and examination board members. The use of social networks leads us in the identification of notable academic groups operating in the present period as well as tendencies in the composition of the board in terms of university of origin and thesis advisor. There are 404 theses on television written in this period. The results indicate a general and constant increase in the number of theses, especially noticeable over the last 15 years. Regarding scientific production, the Complutense University of Madrid stands out as the most productive. The structural analysis shows that only the Complutense University of Madrid, the Autonomous University of Barcelona, University of Navarre and the University of La Laguna generate their own research groups. Professors shaping the Spanish research system for television are found through the analysis of social networks. Leading positions within the network structure are held by professors of communication from the Complutense University of Madrid and the Autonomous University of Barcelona. El presente trabajo es un análisis de la estructura productiva de la investigación española sobre televisión a través de los datos extraídos de las tesis doctorales sobre televisión en España en el período 1976/2007. Para ello se utilizan dos metodologías diferentes; el análisis bibliométrico y el análisis de redes sociales. Para localizar las tesis doctorales se ha utilizado la base de datos bibliográfica Teseo. Los resultados describen la producción según quinquenios, universidades, directores y evaluadores. Se generan redes sociales para identificar grupos académicos que caracterizaron el período estudiado y tendencias de selección en tribunales según director y universidad. El número total de tesis producidas en el período estudiado es de 404 títulos. La tendencia general indica un incremento constante en todos los períodos con un crecimiento exponencial en los últimos 15 años. Son las universidades históricas de Comunicación las que destacan en la producción, siendo la Universidad Complutense la que capitaliza el mayor número de tesis leídas. El análisis estructural demuestra que solamente la Universidad Complutense, la Universidad Autónoma de Barcelona, la Universidad de Navarra y la Universidad de la Laguna generan grupos propios. A través del análisis de redes sociales se localiza a los profesores que estructuran el sistema de investigación español en televisión. Las posiciones predominantes dentro de la estructura de la red son ocupadas principalmente por catedráticos de Comunicación de la Universidad Complutense y Autónoma de Barcelona.

This report focusses on the planning and realization of an interdisciplinary local area network (LAN) for medical research at the University of Heidelberg. After a detailed requirements analysis, several networks were evaluated by means of a test installation, and a cost-performance analysis was carried out. At present, the LAN connects 45 (IBM-compatible) PCs, several heterogeneous mainframes (IBM, DEC and Siemens) and provides access to the public X.25 network and to wide-area networks for research (EARN, BITNET). The network supports application software that is frequently needed in medical research (word processing, statistics, graphics, literature databases and services, etc.). Compliance with existing “official” (e.g., IEEE 802.3) and “de facto” standards (e.g., PostScript) was considered to be extremely important for the selection of both hardware and software. Customized programs were developed to improve access control, user interface and on-line help. Wide acceptance of the LAN was achieved through extensive education and maintenance facilities, e.g., teaching courses, customized manuals and a hotline service. Since requirements of clinical routine differ substantially from medical research needs, two separate networks (with a gateway in between) are proposed as a solution to optimally satisfy the users’ demands.

RESUMENEl sistema patriarcal no afecta exclusivamente al poder político y judicial, sino que afecta a la estructura interna de la sociedad, la identidad y las formas de vida de los individuos que en ella viven. Para comprender mejor como condiciona el sistema patriarcal las formas de vida y la visión que tienen los individuos de la realidad social, hemos de analizar el modo en que se extiende al orden institucional y lo determina mediante "tipificaciones" de hechos y de personas y mediante roles concretos, esteoreotipaciones sexiuales que obstaculizan el acceso a la esfera pública de la mujer, así como su reinserción en el mercado laboral, en suma, todo aquello que afecta al conocimiento común que comparten los miembros de una comunidad. It sum, everything that concerns the common knowledge that the members of a community share. In order to codify the political and partisan activity in Iraq, after a difficult labor, the Political Parties Law No. (36) for the year 2015 started and this is positive because it is not normal for the political parties and forces in Iraq to continue without a legal framework. Article (24) / paragraph (5) of the law requires that the party and its members commit themselves to the following: (To preserve the neutrality of the public office and public institutions and not to exploit it for the gains of a party or political organization). This is considered because it is illegal to exploit State institutions for partisan purposes . It is a moral duty before the politician not to exploit the political parties or some of its members or those who try to speak on their behalf directly or indirectly to achieve partisan gains. Or personality against other personalities and parties at the expense of the university entity.
