In this note I argue that the decriminalization (or authorization) of marijuana use should be considered with an eye to the evil it avoids instead of to the good it seeks. The debate about the decriminalization/permission of the consumption of marijuana in Mexico is set within the context of the individual freedom and the damage to health produced by its consumption. Other related issues result from this approach, such as individual responsibility and the duty of the State to seek the social good. How can one justify the decriminalization of marijuana considering the duty of the state? How can the harmful craving for it be understood given the alleged natural inclination towards personal wellbeing (axiom of Western culture)? The response has to do with the exercise of power by the State, in the definition of what is healthy and harmful, normal and pathological, because the concepts “healthy” and “harmful” have ideological uses (in the sense of the 18th Brumaire of Louis Napoleon). Secondly, we cannot ignore the discomfort caused by social life, due to the demands on public duty at the expense of private interests. This results in a tension between the individual and society that is only mitigated by tolerance for drug abuse, alcohol or permission of “red zones,” because only in this way are social conflicts dissipated.

The principle of guilt forms a basic maxim of the democratic and social constitutional state. However, the basis of criminal guilt is located in an interdisciplinary and methodological field of tension. Different ontological, functionalist, and naturalistic approaches compete with views from epistemology and philosophy of science in order to reach a definition of the concept of guilt. Central to this is the importance of individual freedom. The present study shows that the conventional models of justification of criminal guilt brought forward by the above-mentioned concepts have deficits concerning the requirements of normativity, verification, and legitimation. For this reason, they offer only an insufficient argumentative basis for criminal guilt. For this reason, they are replaced here by the idea of a material recognition of individual freedom as a reality historically constructed and mediated by the state. This also includes the (in)proportionality between the freedom ascribed and concretized by the state and the individual freedom of the individual.

The article is dedicated to the planning and development of the countryside in the 1920-1930s, both in the context of the rural social policy and in connection to the general orientation of Soviet town planning of this period. The idea of a "Model Cultural Village", which should've been shown to peasants as an example for imitation, was formed in the first post-revolutionary years. Depending on the changing construction policy of the State in the 1920-1930s, this idea was embodied in various projects, but all of them were far from the real situation in the countryside. In particular, attempts to create "exemplary" and then the "standard" projects of the planning of collective and state farm settlements, not based on the study of specific data, are considered. The article shows the birth of scientific approach to the individual rural design based on pre-project studies in the second half of the 1930s. Such an approach was developed by the institutes of communal hygiene, but it did not manage to develop before the World War II. The social life basis in the countryside was unsustainable, and in the pre-war years the state policy regarding the planning of the countryside became much more strict. The struggle with the so-called "extravagances" began. This trend was in contradiction with the slogan of "blurring the differences between urban areas and the countryside". The article shows the gradual simplification of the concept of "agro­town" - from agro-industrial plants, conceived in a big way in thelate 1920s, to a minimum equipping of the countryside. At the same time, the search for a visual image of the Soviet countryside was mainly reduced to competition projects of various "types" of clubs and community centers.

Patricia Morgan's paper describes what happens when the state intervenes in the social problem of wife-battering. Her analysis refers to the United States, but there are clear implications for other countries, including Britain. The author argues that the state, through its social problem apparatus, manages the image of the problem by a process of bureaucratization, professionalization and individualization. This serves to narrow the definition of the problem, and to depoliticize it by removing it from its class context and viewing it in terms of individual pathology rather than structure. Thus refuges were initially run by small feminist collectives which had a dual objective of providing a service and promoting among the women an understanding of their structural position in society. The need for funds forced the groups to turn to the state for financial aid. This was given, but at the cost to the refuges of losing their political aims. Many refuges became larger, much more service-orientated and more diversified in providing therapy for the batterers and dealing with other problems such as alcoholism and drug abuse. This transformed not only the refuges but also the image of the problem of wife-battering.

State Boundaries in the Minds of Men: Bulgarian Intellectuals Dividing the Balkans in the mid-19th CenturyThe correlation between the political imagination of intellectuals and their social ties is rarely linked to the state-building projects they produce. In most cases, political and social realities in regions do not coincide with the state boundaries sketched by intellectuals. Nevertheless, they do reflect the ideas of a narrow stratum of interconnected individuals that are easy to target and follow.The current text introduces and analyses the individual ties that laid the foundation for state-building creativity in the context of the mid-19th century empires. It suggests that elites occupy a different place in the social hierarchy of the forming nations, creating their preliminary state boundaries mostly based on their own interconnections and personal considerations. While their plans do not necessarily succeed, they usually reflect the nature of the debates and concerns of a relatively small group that conceives them.The case of the Bulgarian public actors in the mid-19th century offers a concentrated picture of a predominantly mobile intellectual elite engaged in the division of the Balkans. That elite included not only revolutionary thinkers like Georgi Rakovski, but also poets and journalists like his younger contemporaries, Hristo Botev and Lyuben Karavelov. Following their writings, one can produce a picture illustrating the correlation between state boundary-making and the imagination of intellectuals. While the Bulgarian example is easy to follow, it is not unique. The hypothesis can be transferred to other cases and other elites engaged in state-building debates, especially those isolated from the reality of their target group due to their position in the social hierarchy, emigrant status or conflicting affiliations. Государственные границы в сознании людей: деление Балканов болгарскими интеллектуалами в середине 19 века Корреляция между политическим воображением интеллектуалов и их социальными связями редко ассоциируется с проектами по конструированию государства, которые они создают. Они отражают идеи узкой прослойки контак- тирующих индивидумов, чьи действия легко увидеть и проследить.Данный текст рассматривает и анализирует личные связи политических активистов, которые заложили основы проектов по конструированию государства в контексте империй середины 19 века. Автор утверждает, что интеллектуальные элиты занимали особое место в социальной иерархии формирующихся наций, создавая предварительные государственные границы, базируя их на своих личных связях и идеях. Их планы не венчались успехом во всех случаях, однако, они отражали природу дебатов и интересов маленькой группы, которая их выражала, но никак не всего населения.Случай болгарских политических активистов середины 19 века представляет собой пример преимущественно мобильной элиты, вовлеченной в раздел Балканского полуострова. Эта элита включала в себя не только революционных мыслителей как Георгий Раковский, но также поэтов и публицистов как его младшие современники Христо Ботев и Любен Каравелов. Анализируя оставленные ими письменные документы, можно воспроизвести модель, иллюстрирующую корреляцию между конструированием государственных границ и политическим воображением интеллектуалов. Болгарский пример предлагает достаточное количество материала для проведения исследования, однако, он далеко не уникален. Данная система может буть перенесена на другие случаи, в которых фигурируют элиты, причастные к конструированию государственных границ. Autorka twierdzi, że elity intelektualne zajmowały szczególne miejsce w społecznej hierarchii formujących się narodów, tworząc wstępne granice państwowe w oparciu o osobiste więzi i idee. Ich plany nie we wszystkich przypadkach były zwieńczone sukcesem, lecz odzwierciedlały specyfikę debat i interesów małej grupy, która je wyrażała, a nie całej ludności.Przypadek bułgarskich aktywistów politycznych połowy XIX wieku stanowi przykład mobilnej elity zaangażowanej w podział Półwyspu Bałkańskiego. W skład tej elity weszli nie tylko rewolucyjni myśliciele jak Georgi Rakovski, ale także poeci i publicyści jak Christo Botev i Luben Karavelov. Analizując pisane przez nich dokumenty, można odtworzyć model ilustrujący korelację pomiędzy konstruowaniem granic, a polityczną wyobraźnią intelektualistów. Bułgarski przykład oferuje wystarczającą ilość materiału do badania, lecz jest daleki od bycia wyjątkowym. Model ten może być przeniesiony do innych przypadków, w których biorą udział elity zaangażowane w konstruowanie granic państwowych, jednocześnie znakomicie ilustruje działalność przedstawicieli elit, którzy są odizolowani od grupy docelowej ze względu na sprzeczną z nią tożsamość, status emigranta lub pozycję w hierarchii społecznej.

This article is dedicated to the analysis of the essential hallmarks of social services procurement. The attention is focused on the absence of the unity of the scientists’ thoughts as for the definition of the term “social procurement”. It has been determined that in the foreign scientific literature the scientists to denote the term “social procurement” use the notions “social contracting”, “social order” and “social commissioning”, and they use these notions with slightly different meanings. Therefore, the notion “social procurement” is defined as: 1) activity of a country; 2) form of the state support; 3) complex of measures; 4) legal mechanism. The article has grounded the expediency of the definition of social procurement in the legal relations of social care as a special legal way to influence the behavior of the parties of the social care legal relations. The publication advocates the idea that social procurement is one of the conditions for the rise of the state and private sectors partnership. The state-private partnership in the legal relations regarding the provision of social services is proposed to be defined as cooperation between Ukraine, AR of Crimea, territorial communities represented by the competent state bodies, self-government bodies (authorized bodies in the sphere of social services provision) and legal entities, but for the state and municipal enterprises and establishments, and organizations (providers of social services) regarding the provision of social services, which is carried out on the basis of an agreement and under the procedure set by the Law of Ukraine “On Social Services” and other legal acts that regulate the social care legal relations. The article substantiates the thesis that the subject of the social procurement is social services and resolution of social issues of the state/regional/local levels in the aspect of the satisfaction of the needs of people/families for social services (state/regional/local programs of social services). It has been determined that the main forms of realization of the social procurement in the social care legal relations are public procurements of social services and financing of the state/regional/local programs of social services. The public procurement of social services is carried out under the procedure set by the Law of Ukraine “On  Public Procurement” taking into account the special features determined by the Law of Ukraine “On Social Services”. The social procurement in the form of financing of the state/regional/local programs of social services is decided upon the results of the tender announced by a client according to the plan for realization of the corresponding target program.

As well as investment by the lead to reduce the effects of environment polluting due to the accompanying emissions of dangerous toxic gases, gas flaring, which sometimes lead to the death of many people if inhaled and that the aim of the research dealt with knowledge of the environmental impact before making an investment associated gas decision and after the establishment of a project to improve the environment and the extent of impact of the project in the social life and the solution to the problem of the research of the combustion of large amounts of associated gas because of the lack of attention to hold such an important natural resource that generates state many returns and lead to significant financial losses in the event of lack of investment. the gas combustion leads to polluted and unhygienic environment causing disease, cancer of the inhabitants of neighboring areas .oan the practical side of the research dealt with the relationship between investment-associated and its impact gas-decision in the preservation of the environment and that the most important conclusions of the research: the investment-associated gas decision Rashid and that the decision came too late, according to the findings of the research, the this decision adds another supplier of oil in the state budget was burning waste and contribute to the preservation of free burning remnants of a healthy environment, This corresponds to the research : Promote associated gas investment in order to support the state budget an additional financial resource of oil and this is what improves the current and future situation and also reduces the effects of environmental damage.

The problem of developing the spiritual worldview and spirituality was the development of society at all stages. The spiritual worldview and spirituality of the individual, teachers in society changed depending on the level of the social structure of the state and its ideology, religious and secular views, the development of pedagogical science. Therefore, the spiritual worldview and spirituality of the whole society is one of the most important characteristics of the pedagogical preparation of the individual. The research problem is relevant in the framework of the program «Rukhani zhangyru». Therefore, we believe that a set of activities under the program is the core of this topic. Spiritual worldview and spirituality is the most important issue in the context of globalization. The purpose of this article is to generalize and systematize this problem, to determine the role and place of the spiritual worldview and spirituality. To achieve the purpose, this study discusses some of the findings of scientists on the problem of spiritual worldview and spirituality in education. The discussed fundamental principles of development and existing scientific works on the problem of spiritual worldview and spirituality. Many actual issues can be considered in the notion of concept since these categories has not yet been studied in science. In this article special attention is paid to spiritual worldview and spirituality and its basic concepts, which is one of the most important problems in pedagogy and psychology. Summary the article has analyzed the existing scientific and methodological approaches to assessing the level of social security of the state. It was revealed that they differ because: scientists include various components that form social security; they use various indicators and calculation methods; have various aspects of both generalization and practical direction. It was revealed that most often the components of social security include: safety of life, health, social protection and aspects of social and labor relations. The methods that are most often used in calculating the level of social security were considered. It was proved that in assessment, the selection of indicators that pose a threat, is the difficult task. It was revealed that there is no legally approved methodology for assessing the social security of the state. The use of various social security assessment methodologies was analyzed. Emphasis was placed on the selection of indicators used in these techniques. It was concluded that for assessing the social security of the state, an integral indicator is used most often. At the same time, scientists prefer their own set of indicators. The author’s definition of «social security» was presented, which allowed the formation of four components of the state’s social security (life, poverty, health and education). It was established that the choice of indicators for assessing the social security of the state should cover a retrospective period and should be based on both reporting and calculated data. A hierarchical model of an integral indicator of state social security was proposed. There was defined a set of indicators for each of proposed component. The following algorithm has been proposed for assessing the integral indicator of state social security: the formation of the components of social security and the definition of indicative indicators for each of the components; formation of a database; determination of an integral indicator; determining the influence of each component on the change in the integral indicator; interpretation of indicators; determining the sustainability of hazardous trends.

This paper examines the beliefs and practices that collectivism engenders in Uganda and how they may influence the principal-agent relationships present in the situation of “corruption”. Within some specific contexts of collectivism, vices that may qualify to be corruption may be interpreted otherwise as long as they are perceived not only serve only individual but also group or community goals. The paper shows that in some societies in Uganda, corruption or even theft can be acceptable as long as it is perceived to bring benefits to the family, kinship or community. The paper argues that the drivers and manifestations of corruption in Uganda cannot be understood without reference to beliefs and practices engendered by collectivism. It provides examples that show that in quite many collectivistic cultures, acceptance or rejection of corruption depends on the contextual interpretations of the act and the perception and meaning attached to the party to whom the act has been committed. In some cases, especially where the state has either lost or has never gained legitimacy among some sections of the population; stealing state funds may be interpreted as being “smart” rather than immoral. This tendency towards conceptualizing „corruption‟ as something that takes place only when the individual does not share his loot with others but enjoys its benefits alone contributes to making individuals shun the individual responsibility for their corrupt actions and complicates the moral issues related to corruption in the context of collectivism. It could be that the level of individuals‟ sense of responsibility for their actions in collectivistic environments is lower thus making interventions that solely focus on individual retribution less effective in combating corruption

The paper explores the phenomenon of secondary usage of Roman coins (2nd to 4th century) in medieval necropolises (10th to 15th century) in the territory of Serbia. The research is focused upon the graves in which the coins are used as ornaments on the costume of the deceased, most frequently reshaped as pendants. This type of secondary usage is only registered in female graves. The paper aims to suggest the interpretation of this phenomenon via the analysis of value and importance of secondarily used coins in the formation of family treasures, defined in important and critical moments of the social life. The possibility is explored of the graves in which female individuals were buried with parts of their dowry. The construction of meaning of these objects is analysed through their exchange in the customs linked to marriage and, finally, funerary practices. Since the Roman coins are scarce and exclusively made of bronze, it may be concluded that the definition of their value and importance is based upon the symbolic and representational levels. The starting point of the paper is the concept of the social biography of objects, in order to further investigate the link between the Serbian medieval social structure and evaluation of the coins in rural communities of the Central Balkans.
