Patricia Morgan's paper describes what happens when the state intervenes in the social problem of wife-battering. Her analysis refers to the United States, but there are clear implications for other countries, including Britain. The author argues that the state, through its social problem apparatus, manages the image of the problem by a process of bureaucratization, professionalization and individualization. This serves to narrow the definition of the problem, and to depoliticize it by removing it from its class context and viewing it in terms of individual pathology rather than structure. Thus refuges were initially run by small feminist collectives which had a dual objective of providing a service and promoting among the women an understanding of their structural position in society. The need for funds forced the groups to turn to the state for financial aid. This was given, but at the cost to the refuges of losing their political aims. Many refuges became larger, much more service-orientated and more diversified in providing therapy for the batterers and dealing with other problems such as alcoholism and drug abuse. This transformed not only the refuges but also the image of the problem of wife-battering.

In view of the low likelihood of the acceptance of the social science approach to alcohol problems proposed several years ago, a “common sense” approach is suggested as an alternative. Several assumptions guide this proposal, the principal one being the absence of any significant progress in the reduction of alcohol problems in the United States over the past 200 years. By the development of a common vocabulary and direct methods of observation and data collection, the “common sense” approach would provide for identifying the strengths of the multitude of past and current efforts in dealing with alcohol problems in terms of both intervention and prevention. The guiding criterion in such an approach would be the impact on alcoholism and alcohol-related problems, the definition of which would be a major task of the research.

The paper starts with a brief discussion of recent developments of economic restructuring of the State Owned Enterprises in China and their related reforms in social insurance and social assistance. It then reports the findings of an attitude survey of residents in Shanghai in 1996 towards the social and economic consequences of economic reform. It reveals that, despite the fact that most people feel better off with the reforms, there is still a need for the state to play a role in social protection.

This article is dedicated to the analysis of the essential hallmarks of social services procurement. The attention is focused on the absence of the unity of the scientists’ thoughts as for the definition of the term “social procurement”. It has been determined that in the foreign scientific literature the scientists to denote the term “social procurement” use the notions “social contracting”, “social order” and “social commissioning”, and they use these notions with slightly different meanings. Therefore, the notion “social procurement” is defined as: 1) activity of a country; 2) form of the state support; 3) complex of measures; 4) legal mechanism. The article has grounded the expediency of the definition of social procurement in the legal relations of social care as a special legal way to influence the behavior of the parties of the social care legal relations. The publication advocates the idea that social procurement is one of the conditions for the rise of the state and private sectors partnership. The state-private partnership in the legal relations regarding the provision of social services is proposed to be defined as cooperation between Ukraine, AR of Crimea, territorial communities represented by the competent state bodies, self-government bodies (authorized bodies in the sphere of social services provision) and legal entities, but for the state and municipal enterprises and establishments, and organizations (providers of social services) regarding the provision of social services, which is carried out on the basis of an agreement and under the procedure set by the Law of Ukraine “On Social Services” and other legal acts that regulate the social care legal relations. The article substantiates the thesis that the subject of the social procurement is social services and resolution of social issues of the state/regional/local levels in the aspect of the satisfaction of the needs of people/families for social services (state/regional/local programs of social services). It has been determined that the main forms of realization of the social procurement in the social care legal relations are public procurements of social services and financing of the state/regional/local programs of social services. The public procurement of social services is carried out under the procedure set by the Law of Ukraine “On  Public Procurement” taking into account the special features determined by the Law of Ukraine “On Social Services”. The social procurement in the form of financing of the state/regional/local programs of social services is decided upon the results of the tender announced by a client according to the plan for realization of the corresponding target program.

The article is devoted to the analysis of such extensively studied phenomenon of modernity as cultural industry, which includestwo opposite tendencies: the industrialization of cultural objects production and the "culturification" of industry. The former presupposes the presence of such symptoms of modernity as: a modernist version of the commodification of cultural objects (works of art, university education, etc.) as well as their massive reproduction. In addition, this tendency includes the following positions: the commodification of consumption, the lossof cultural objects of their regulatory and critical functions, the projectivity of cultural production. The reverse tendency – "culturification" of industry – contains the following aspects: the reduction of commercial goals of industrial production, the "economy of signs": an increase in the role of cultural competence in the process of actual industrial production, a reduction in the cost of the material component of the production. The proposed classification of tendencies and symptoms of the cultural industry does not claim for exhaustiveness and completedsystematicity. It is designed to clarify the logic of the formation of this phenomenon of culture, not only as a form of de-differentiation of cultural (in the sense of high culture) and industrial (as a historical form of social),but also as the de-differentiation of cultural and social ones in general. The industrial society, whose existence is the basis for the absolutization of the industry autonomy, is one of the historical forms of the social itself. In this type of society, cultural autonomyis realized as the closure of an elitist social structure. Withdrawal from an industrial society implies "Reassembling the social", a synthetic unity of social and cultural. In the logic of "liquidity of Modern" (opposite to solidity) and of the subject-object opposition, this process manifests itself in the process of human and things synthesis (as a "Making things public"), that is, in the de-differentiation of material and spiritual production and consumption, is therefore in social and cultural. The definition of the cultural industry clarifies the meaning of culture as a way of being a human in the perspective of the sustainability of his efforts, the kind of their institutionalization and signification.

Summary the article has analyzed the existing scientific and methodological approaches to assessing the level of social security of the state. It was revealed that they differ because: scientists include various components that form social security; they use various indicators and calculation methods; have various aspects of both generalization and practical direction. It was revealed that most often the components of social security include: safety of life, health, social protection and aspects of social and labor relations. The methods that are most often used in calculating the level of social security were considered. It was proved that in assessment, the selection of indicators that pose a threat, is the difficult task. It was revealed that there is no legally approved methodology for assessing the social security of the state. The use of various social security assessment methodologies was analyzed. Emphasis was placed on the selection of indicators used in these techniques. It was concluded that for assessing the social security of the state, an integral indicator is used most often. At the same time, scientists prefer their own set of indicators. The author’s definition of «social security» was presented, which allowed the formation of four components of the state’s social security (life, poverty, health and education). It was established that the choice of indicators for assessing the social security of the state should cover a retrospective period and should be based on both reporting and calculated data. A hierarchical model of an integral indicator of state social security was proposed. There was defined a set of indicators for each of proposed component. The following algorithm has been proposed for assessing the integral indicator of state social security: the formation of the components of social security and the definition of indicative indicators for each of the components; formation of a database; determination of an integral indicator; determining the influence of each component on the change in the integral indicator; interpretation of indicators; determining the sustainability of hazardous trends.

Abstract What explains the election of the 45th President of the United States? Many commentators have said that Trump is a fascist. This builds on grave concerns, since Citizens United, that democracy is being corrupted. This article suggests the long term cause, and the shape of ideology is more complex. In 1971, an extraordinary memorandum of Lewis Powell for the U.S. Chamber of Commerce urged that ‘[b]usiness interests’ should ‘press vigorously in all political arenas for support’. Richard Nixon appointed Powell to the Supreme Court, and a few years later, despite powerful dissent, a majority in Buckley v. Valeo held that candidates may spend unlimited funds on their own political campaigns, a decision of which Donald Trump, and others, have taken full advantage. Citizens United compounded the problems, but Buckley v. Valeo was the ‘Trump for President’ case. This provided a platform from which Trump could propel himself into extensive media coverage. The 2016 election was inseparable from the social ideal pursued by a majority of the Supreme Court since 1976. No modern judiciary had engaged in a more sustained assault on democracy and human rights. Properly understood, ‘fascism’ is a contrasting, hybrid political ideology. It mixes liberalism’s dislike of state intervention, social conservatism’s embrace of welfare provision for insiders (not ‘outsiders’), and collectivism’s view that associations are key actors in a class conflict. Although out of control, Trump is closely linked to neo-conservative politics. It is too hostile to insider welfare to be called ‘fascist’. Its political ideology is weaker. If we had to give it a name, the social ideal of Donald Trump is ‘fascism-lite’.

This chapter proposes the practice of nation branding as a political technology, as an example of neoliberalism in which the definition of national identity, previously assessed primarily by the social sciences and humanities, becomes the domain of business managers and advertising executives, thanks to technologies associated with social media. It explains how the redefinition of social goods, the role of the state, and the role of experts entail the replacement of a more socially driven understanding of identity with an act of commercial prestidigitation by way of nation branding; the pertinent state entities are replaced by advertising and image consultancy firms; and, lastly, scholars of various disciplines are replaced by advertising and PR executives. In short, following neoliberalism, identity is reinterpreted as brand. Identity no longer results from the never-ending and instantaneous negotiation between a multiplicity of parties, representative of myriad aspects relevant to the configuration of individuals and communities, but is rendered instead as the quantifiable, concrete result of a variety of transactions. Through this reformulation, a new relationship is suggested between the idea of nation as imagined community and the reality of the state as a material expression of the concept of nation.

On any given night in Victoria, around 4,000 children and young people live under the care and protection of the State. For many young people, this care extends over a long period of time, sometimes until their 18th birthday. It is well documented that young people leaving State care often lack the social and economic resources to assist them in making the transition into independent living. As a consequence, the long-term life outcomes from this group are frequently very poor. A recent report from the Centre for Excellence in Child and Family Welfare in partnership with Monash University estimated that, for a typical cohort of 450 young people who leave care in Victoria each year, the direct cost to the State resulting from these poor outcomes is $332.5 million. The estimated average outcomes of the leaving care population are based on a recent survey involving sixty young people who had spent at least two years in care as teenagers. This paper provides an overview of the economic methodology used to estimate this cost, and provides discussion of the motivation for measuring outcomes in terms of costs to the State.

Homelessness is a major social problem in the United States. The article starts with an overview of homelessness in American history, followed by the definition of contemporary homelessness, its prevalence, and the composition and diverse characteristics of the homeless population. Contrasting perspectives on what causes homelessness are discussed, while the multidimensionality of the homeless experience is explored. The unique experiences of three subpopulations, including homeless persons who are involved in criminal justice, emerging youth leaving foster care, and older homeless persons are further featured. Public and community responses to homelessness are examined, highlighting evidence-based and emerging practices that aim at reducing and preventing homelessness. A discussion of international homelessness follows, as homelessness is recognized as a global issue affecting people living in poverty in both the developed and developing world. The article concludes with discussion of the implications for social work.

Sexual assault or rape affects millions of women and men in the United States; however, it is only in the last 30 years that it is being considered a social problem. During this period, many policies at the state and federal levels have attempted to address sexual assault and provide legal remedies for victims. However, sexual assaults are still the most underreported crime in the United States and are accompanied by bias and misinformation that plague our response. Social workers play a crucial role in offering services to survivors and advocating for more education and awareness in our communities and universities.
