Introduction. The era of high technologies and economy disrupts interaction between man and nature, worsening the state of the environment and living conditions on Earth. In Russia, the construction industry follows a classical development model and applies stereotypical patterns of urban design. Finding problem solving methods means identifcation of problem triggers that help to clearly understand and develop rational problem tackling mechanisms. Green roofs suggest an advanced approach to architecture and urbanization whereby green spaces take the place of new buildings. Supplementary dynamic space is not reduced to its decorative and environmental functions. Materials and methods. We applied such research methods as analysis, the system approach, synthesis, deduction, and comparative analysis. The initial review of the state of affairs in the Ryazan region was performed with regard for the theoretical nature of this study; correlation and regression analysis were employed to assess territories and spaces. Results. The history of green roof systems is analyzed in the article. Systematization of the effective regulatory and technical framework enabled the co-authors to assess the widespread applicability of the green roof technology in Russia. Special attention is paid to the issues that are not covered by effective domestic regulations. The research work has shown that the frst edition of GOST (All-Russian State Standard) 58875 is an attempt to consolidate previously issued manuals and recommendations. There is no information available about the seasonal efciency of green roof solutions in different Russian regions. A number of issues remain unresolved. The “green roof” policy has not been developed. Conclusions. Russia is not ready for large-scale construction of green roofs. Further research into green construction should be carried out with regard for unstable climatic conditions in different regions of the country to confrm the feasibility of green roofing at the legislative level.

Green roof technology and implementation are taking root in North America at an accelerating pace. Growing recognition of the benefits of green roofs and increasing interest in green infrastructure are leading to expansion of green roof technologies that have been in use for decades in Europe and elsewhere. While some regions have adopted the use of green roofs on a large scale, other areas are warming up to the concept more slowly. Large-scale implementation of green roofs has not yet occurred in Indiana, but a number of exemplary projects have been constructed, and there are signs that interest in the technology is increasing in the state. The purpose of this article is to provide an overview of green roof technology, analyze selected green roofs in Indiana, explore trends in the state, and address issues for future development of green roof technology in the region. A variety of green roofs were investigated throughout the state. Discussions were held with individuals involved in each project to obtain technical and logistical details of green roof design, installation, and performance.

Nowadays green roofs play a key role in alleviating the negative effects of urbanization. Despite investors awareness of the advantages of green roofs, there are still some barriers that hinder investments on a large scale. As a result a financial and non-financial incentives are implemented. The review presented in this paper allowed to identify the most popular initiatives and to formulate recommendations for creating incentive supporting implementation of green roofs in urban areas.

The Annual Meeting of the Heads of Federal and Central Regional Libraries of Russia was held on November 11—12, 2020 in the online format. The event was organized by the Ministry of Culture of the Russian Federation, the Russian National Library and the Russian State Library. The main goal of the meeting is to ensure participation of the heads of federal and central regional libraries in the formation and implementation of the state library policy. The topic of the 2020 Meeting is “The Library Profession and Scientific and Educational Work of Libraries”. The scientific content of the meeting was basically determined by the “Strategy for the development of librarianship in the Russian Federation for the period up to 2030”, the draft development of which has been already completed as a whole, but requires the deployment of large-scale research work to form the unified system for monitoring the activities of libraries in the country.The meeting focused on the following issues: organization of scientific research work in libraries; training of professional staff; modernization of librarianship and the role of information technologies in the modern development of libraries and digitalization. The relevance of these topics was proved in the discourse on the development of higher and further professional education in the library sector, improvement of availability of information in the modern conditions. During the sessions, there were summed up the results of the 7th All-Russian competition “Library Analytics” among the central libraries of the subjects of the Russian Federation, the 8th All-Russian competition “The Best Professional Book of the Year” and the 7th All-Russian library review competition for the best electronic publication on culture and art.

Over the past 20 years, a large number of studies have been published on reducing storm runoff by various types of green roofs. This article analyzes the results of experimental studies presented in 39 publications on green roof runoff reduction in a climate similar to the climate of Russia: in Canada, the USA, Finland, Norway, France. An analytical review found that the ability of green roofs to retain rainfall varies from 20 to 99.5% depending on climatic conditions (duration and intensity of rains, duration of dry periods, solar radiation, temperature and humidity, wind conditions), the properties of green roof layers (moisture capacity of the substrate and a drainage layer, the substrate thickness), the type of vegetation, the geometry of a green roof (slope and orientation). Green roofs can be a useful tool for reducing urban storm water runoff. However, in order to ensure high efficiency, it is necessary to use green roof technology with other measures to reduce runoff.

Vegetable cultivation offers a unique opportunity for hill farmers of Uttarakhand due to the favourable climatic conditions. Consequently, vegetable cultivation in Uttarakhand hills, even in off-season, has picked up on quite a large scale. Although it has become quite remunerative but farmers are reportedly facing lots of marketing and production constraints. The present study was conducted in Kumaon region of Uttarakhand to study the production and marketing constraints faced by the vegetable growers. Study sample comprised of 200 farmers selected purposively from eight villages spread across four blocks and two districts in Kumaon division of Uttarakhand. The data was collected using a pre-tested structured interview schedule. The study findings revealed that major marketing constraints reported by vegetable growers were: long chain of intermediaries, inadequate transportation facilities, high transportation charges, inadequate storage facilities, low price / lack of remunerative price and non-availability of market information. Further, some production related constraints reported by the respondents were high cost of seeds/ fertilizers, lack of information about planting material/ production inputs, lack of knowledge about grading and standardization of vegetable, non-availability of farm labour and lack of packaging material. These findings will be helpful to the State government for developing a policy framework and relevant guidelines for promoting vegetable production in the state.

December 16, 2018 marked the 100th anniversary of the formation of the Reference Bureau within the Library of the State Rumyantsev Museum. This date is quite rightly considered the birthday of the specialized bibliographic service of the Russian State Library (RSL). Practically from the first years, the specialized bibliographic division of the Library was considered as a complex unit integrating bibliographic service and compiling activity with the considerable elements of scientific-methodical, organizational-coordinating and even scientific-research work in the field of bibliography. Despite the repeated internal restructuring and renaming of division, this approach has continued for many decades. In 1926, the Reference Bureau joined the “super complex” of Scientific-bibliographic Department, which became the basis for more specialized bibliographic divisions, created there beginning with mid-1940s. Over the following years, the bibliographic service of the RSL has undergone numerous structural transformations (mergers and demergers) and has repeatedly changed its name. Analyzing the historical experience, we can distinguish three cross-cutting directions of bibliographic activities of the Library, conventionally designated as reference-, scientific- and recommendatory-bibliographic. To the 100th anniversary the Scientific Research Department of Bibliography of the RSL prepared the Retrospective Index “Bibliographic activities of the Russian State Library (1918—2018)”, reflecting the literature on bibliographic activities of the RSL and its publications on the problems of bibliographic science and practice.

Green roof typology can vary depending on buildings structure, climate conditions, substrate, and plants used. In regions with hot and dry summers, such as the Mediterranean region, irrigation plays an essential role, as the highest temperatures occur during the driest period of the year. Irrigation might reduce the heat island effect and improve the cooling of buildings during this period, however, the added cost of maintenance operations and additional energy consumption could outrun the benefits provided by the project. Moreover, in situations where water is scarce or primarily channelled to other uses (e.g., domestic, agriculture or industry) during drought occurrence, it is advisable to implement green roof projects with the lowest use of water possible. The objective of the present work is to investigate solutions to optimize water use in green roofs under Mediterranean conditions, such as those of southern Europe. Two case studies are presented for Portugal, and potential techniques to reduce irrigation requirements in green roofs were tested. These addressed the use of native plant species, including the extreme type of a non-irrigated green roof (Biocrust roof) and techniques for plant installation. Plant drought tolerance was found to be an advantage in green roofs under these climatic conditions and, for the species studied, aesthetic value could be maintained when irrigation decreased.

Abstract This article examines the issues of digital modernization of the oil and gas complex of Russia, the evolution of digital oil and gas technologies. The main results of research work in the field of creating digital technologies for preventing complications and accidents, transferring drilling data in blockchain format, monitoring the state of pipelines using magnetic tomography are briefly outlined. The digital modernization strategy is aimed at large-scale digitalization of oil and gas production facilities and lays a reliable basis for the growth of capital productivity of fields in the long term. The approach is based on improving the quality of management, analyzing the effectiveness of control actions when using an integrated model or a digital twin of the field. The integrated application of digital technologies for effective management is the basis for cost optimization, ensuring the transition to robotic control, and increasing the capital productivity ratio of key gas assets. These solutions are especially effective in regions with difficult natural and climatic conditions or undeveloped infrastructure, Arctic fields. The proposed integrated approach makes it possible to extend the periods of profitable exploitation of gas fields at the stage of declining production and complicated production conditions. By the end of 2025, the number of digital fields using technologies for processing Big Geo Data will exceed 10% of the total number of oil and gas fields in Russia.

The article discusses the practicability for privatizing some large Russian state-owned enterprises (SOEs) under sanctions. Privatization remains a significant trend in the economic policies of many countries, includingRussia. The revenues from privatization demonstrate a steady upward trend worldwide. The effect of external sanctions which create significant difficulties in conducting privatization inRussiadoes not remove from the agenda the issue of privatization of large companies, but also makes it more relevant. Privatization is an effective tool for forming a competitive environment, increasing the efficiency of SOEs and reducing the presence of the state as a direct participant in market relations. The article contains not only theoretical arguments in favor of privatization, but also its relevance, especially considering the sectoral structure of the economy and the performance indicators of large SOEs. A particular feature of the research methodology is the evaluation of the performance of 29 large SOEs on the basis of a universal set of financial indicators. As a benchmark, we use the financial indicators of 144 Russian private companies and wide samples of foreign competitors for each SOE. The results show that the consolidated financial characteristics of SOEs tend to be inferior to those of private companies and foreign competitors. In addition, the total return, including dividend yield, on the state-owned enterprises’ equity is below the return of market benchmark with lowest risk.

Green roofs, which are roofs with growing substrate and vegetation, can provide habitat for arthropods in cities. Maintaining a diversity of arthropods in an urban environment can enhance the functions they fill, such as pest control and soil development. Theory suggests that the creation of a heterogeneous environment on green roofs would enhance arthropod diversity. Several studies have examined how arthropod diversity can be enhanced on green roofs, and particularly whether substrate properties affect the arthropod community, but a gap remains in identifying the effect of substrate heterogeneity within a green roof on the arthropod community. In this paper, it is hypothesized that creating heterogeneity in the substrate would directly affect the diversity and abundance of some arthropod taxa, and indirectly increase arthropod diversity through increased plant diversity. These hypotheses were tested using green roof plots in four treatments of substrate heterogeneity: (1) homogeneous dispersion; (2) mineral heterogeneity—with increased tuff concentration in subplots; (3) organic heterogeneity—with decreased compost concentrations in subplots; (4) both mineral and organic heterogeneity. Each of the four treatments was replicated twice on each of three roofs (six replicates per treatment) in a Mediterranean region. There was no effect of substrate heterogeneity on arthropod diversity, abundance, or community composition, but there were differences in arthropod communities among roofs. This suggests that the location of a green roof, which can differ in local climatic conditions, can have a strong effect on the composition of the arthropod community. Thus, arthropod diversity may be promoted by building green roofs in a variety of locations throughout a city, even if the roof construction is similar on all roofs.
