The success of a learning process that is planned and implemented by the teacher can be seen through the process of assessing students. Assessment can be carried out using appropriate assessment instruments so that it is necessary for teachers to be able to understand and compile assessment instruments properly. This study aims to examine and describe the assessment instruments made by elementary school teachers in Jakarta. The type of research used is descriptive qualitative research with data collection techniques using interviews and document analysis. The subjects in this study were 8 grade VI elementary school teachers in Jakarta with science material on theme 7 about the reproductive system. Based on the results of the study, it shows variations in the ability of teachers in developing assessment instruments. There were 6 teachers who were able to make instruments proportionally according to the LOTS and HOTS categories, but there were 2 teachers who were only able to compile an assessment instrument that only measured LOTS. In this study, teachers also found errors in determining the level of cognitive items, especially at levels C4, C5, and C6. These results make the basis for the importance of teachers understanding hierarchy in depth, especially in relation to the preparation of HOTS-based assessment instruments because the quality of learning success is largely determined by the assessment instrument used.

This research aims to qualitatively analyze the validity of items and the suitability of cognitive domains (LOTS and HOTS) assessment instruments on natural science subjects made by elementary school teachers in East Jakarta. The method used is descriptive qualitative method with analysis of observations, documents in the form of teacher-made assessment instruments, interviews, and results of expert validation which are analyzed by comparison analysis techniques. The observation results show that all schools use the questions that are available in textbooks owned by students for assessment and the results of analysis of teacher-made assessment instruments validated by experts, there are 81.25% items included in the LOTS category while 18.75% are included in the category HOTS, so it can be concluded that: (1) the instruments used by elementary school teachers in East Jakarta have fulfilled the content validity, (2) the cognitive domain (LOTS & HOTS) on the instruments used by elementary school teachers are proportional, (3) the quality of assessments conducted by elementary school teachers in East Jakarta is good with a record of improvement, and (4) the implementation of assessments conducted by elementary school teachers in East Jakarta has followed the assessment standards provided by the government.

Background: Assessment is a crucial step for determining whether or not a learning process has been successful. High-order thinking skills are a requirement for learning achievement in the twenty-first century. The goal of this project is to put quantitative evaluation instruments created by Jakarta elementary school teachers to the test. Methods: A mix method is used, which combines descriptive qualitative research with document analysis and quantitative research with instrument testing on reproductive system material, which is then examined using Anates. The participants in this study were eight Jakarta-based grade VI primary school teachers. Results: It demonstrates that teachers' capacity to construct evaluation instruments varies widely. Testing using Anates shows 15% of the questions compiled are valid and 85% invalid, 1 school with strong reliability and 7 other schools are less reliable. The difference shows that 42.5% are accepted and 57.5% are rejected. The level of difficulty showed that as many as 8.75% of the questions were in the very easy category, 18.75% easy, 51.25% moderate, 7.5% difficult and 13.75 very difficult. These results form the basis of the importance of the hierarchy of teacher understanding in depth, especially in relation to the preparation of HOTS-based assessment instruments because the quality of learning success is largely determined by the assessment instrument used. Conclusions: The LOTS and HOTS-based capability instruments made by the teacher at 8 East Dijakarta Elementary Schools have not been maximized and need development by these teachers.

Based on the findings of the training as described above, the following steps included : 1) The training on the preparation of attitude assessment instruments is an urgent necessity; 2) The average Pretest score in training only reaches 54; While on final test reached 69.76. A minimum score pretest 23 and final test 47; Maximum score pretest 72 and final test 79. The increase in the achievement of the learning outcomes is quite meaningful, both seen from the average and from the achievement of the maximum score of 79; 3) found data from 25 elementary school teachers who attended the training, 16 of them (68%) has uploaded training products in the form of Likert model scale instrument. Compared to the specified PM target of 60%, this achievement has exceeded the target.

This study aims to (1) describe clearly and comprehensively about the quality of non-cognitive assessment instruments made by elementary school teachers, (2) develop procedures for developing non-cognitive assessment instruments made by teachers, (3) develop non-cognitive assessment instruments made by teachers. To realize this goal, researchers used three structured research designs. The first design is survey research to describe the quality of non-cognitive assessment instruments made by teachers. The instruments studied are survey data, which are illuminated by non-cognitive instruments constructed by the teacher in the Lesson Plan (RPP). Furthermore, from the results of a review of the teacher's non-cognitive assessment instruments, a guidebook on the procedure for developing cognitive assessment instruments made by teachers will be developed. The development of the guidebook uses development procedures (R & D). In the third draft, the researcher and the teacher developed a non-cognitive assessment instrument in the workshop. This workshop is the application of the guidebook that has been prepared. The procedure for preparing instruments uses steps (a) development of instrument specifications, (b) instrument writing, (c) instrument review, (d) instrument assembly (for testing purposes), (e) instrument testing, (f) results analysis trial, (g) instrument selection and assembly, (h) printing instruments, (i) administration of instruments, and (j) preparation of scales and norms. The whole series of studies will produce outputs (a) research reports, financial reports, and logbooks, (b) articles that have been discussed, (c) guidelines for preparing non-cognitive assessment instruments made by teachers that can be used as teaching materials and alternative materials for drafting training assessment instruments, (d) scientific publications in accredited journals, (e) a collection of validated non-cognitive assessment instruments made by teachers.
