Abstract: The paper examines the scope of the Statute of the City as a new regulation act of Brazilian urban policy based on the comparative study of contemporary processes in three medium-sized cities in São Paulo State (Piracicaba, Bauru and Rio Claro). The study analyzes three complementary dimensions: economic, urban and political-institutional. It observes the existence of endogenous and exogenous obstacles, which have been conditioning urban policies and hindering the implementation of the directives of newly approved Master Plans. Despite the expressive incorporation of instruments of the Statute of the City, many of them has neither been implemented nor regulated. That scenario can be generalized as prevalent in Brazil and refers to contemporary standards of regional and urban development. Keyword: urban dynamics; medium-sized cities; statute of the city; participative master plans.

Holambra (SP, Brazil): tourism, heritage and losses ABSTRACT The article presents a research carried out during a monograph work in the bachelor course of Tourism of the Federal University of Minas Gerais. The case study is about the urban context of Holambra, a municipality in the interior of the state of São Paulo (Brazil), located 130 km from the city of São Paulo, that has about thirteen thousand inhabitants and an expressive economic and technological contribution in the flowers and ornamental plants sector. In the urban area of the municipal seat the urban policies were determinants for the construction and dynamization of the local urban landscape and on the development of tourism. Such transformations in space and landscape were responsible, according to the hypothesis that the study was based, due to socio-spatial consequences that currently constitute a new moment of expansion and urban dynamics. Although the city stands out economically for its quality of life and tranquility, it has a very recent urban formation. The municipality was emancipated from a farm in 1991 and, since then, municipal urban policies have been implemented and supported the urban development mainly concerning to public landscaping and the characterization of a leisure scenario. Tourism, a recent socio-economic phenomenon that has been developing locally, has as its main object of attraction the Dutch culture in its most varied branches of appreciation. Policies focused on tourism are based on the "scenario setting" and composition of public leisure spaces. KEYWORDS: Tourism; Heritage; Policy.

During the initial months of the COVID-19 pandemic, farmers worldwide were greatly affected by disruptions in the food chain. In 2020, São Paulo city experienced most of the effects of the pandemic in Brazil, with 15,587 deaths through December 2020. Here, we describe the impacts of COVID-19 on urban agriculture (UA) in São Paulo from April to August 2020. We analyzed two governmental surveys of 2100 farmers from São Paulo state and 148 from São Paulo city and two qualitative surveys of volunteers from ten community gardens and seven urban farmers. Our data showed that 50% of the farmers were impacted by the pandemic with drops in sales, especially those that depended on intermediaries. Some farmers in the city adapted to novel sales channels, but 22% claimed that obtaining inputs became difficult. No municipal support was provided to UA in São Paulo, and pre-existing issues were exacerbated. Work on community gardens decreased, but no garden permanently closed. Post COVID-19, UA will have the challenge of maintaining local food chains established during the pandemic. Due to the increase in the price of inputs and the lack of technical assistance, governmental efforts should be implemented to support UA.

Current imaginaries of urban smart grid technologies are painting attractive pictures of the kinds of energy futures that are desirable and attainable in cities. Making claims about the future city, the socio-technical imaginaries related to smart grid developments unfold the power to guide urban energy policymaking and implementation practices. This paper analyses how urban smart grid futures are being imagined and co-produced in the city of Berlin, Germany. It explores these imaginaries to show how the politics of Berlin’s urban energy transition are being driven by techno-optimistic visions of the city’s digital modernisation and its ambitions to become a ‘smart city’. The analysis is based on a discourse analysis of relevant urban policy and other documents, as well as interviews with key stakeholders from Berlin’s energy, ICT and urban development sectors, including key experts from three urban laboratories for smart grid development and implementation in the city. It identifies three dominant imaginaries that depict urban smart grid technologies as (a) environmental solution, (b) economic imperative and (c) exciting experimental challenge. The paper concludes that dominant imaginaries of smart grid technologies in the city are grounded in a techno-optimistic approach to urban development that are foreclosing more subtle alternatives or perhaps more radical change towards low-carbon energy systems.

A space-time analysis of American visceral leishmaniasis (AVL) in humans in the city of Bauru, São Paulo State, Brazil was carried out based on 239 cases diagnosed between June 2003 and October 2008. Spatial analysis of the disease showed that cases occurred especially in the city's urban areas. AVL annual incidence rates were calculated, demonstrating that the highest rate occurred in 2006 (19.55/100,000 inhabitants). This finding was confirmed by the time series analysis, which also showed a positive tendency over the period analyzed. The present study allows us to conclude that the disease was clustered in the Southwest side of the city in 2006, suggesting that this area may require special attention with regard to control and prevention measures.

The worldwide concern regarding sustainable urban development has been increasing as the populations of countries increase and demand more consumption of the already scarce natural resources. According to the United Nations, it is estimated that 55% of the world population lives in urban centers, with the perspective of surpassing 68% in 2050. In Brazil, 84% of the population today live in the cities. One of the goals of sustainable development is to make cities more sustainable and inclusive and, to accomplish such goal, many variables need to be accomplished, among which is the strengthening of efforts to protect and safeguard cities’ cultural heritage, for the present and future generations. Seeing as São Paulo is the 10th urban city in the world, and its historical heritage preservation policies are recent and in the process of being outlined, this research strives to answer: What are the main challenges identified by owners/managers of listed historical buildings in São Paulo, which stand in the way of conserving/preserving their properties? Results revealed that the main challenges are a lack of knowledge about what interventions can be done to the property, lack of knowledge on incentive laws and more feasible ways for the conservation of historical sites and dealing with excessive bureaucracy. Such results contribute to the implementation of urban development policies focused on the sustainable goal of safeguarding the city’s cultural heritage, in order to propitiate advancements in preserving the memory and identity of the city through the conservation of properties listed as historical heritage.

The spatial pattern of the urban development recently experienced by large urban areas is significantly changing the traditional city model based on its compactness. It is generating new forms of urban organization that imply morphological, territorial, social, and functional changes. We analyzed the spatial impact generated by the construction of the Altorreal resort in the Murcia region and its effects on the local population (e.g. number of inhabitants). The results obtained highlight the importance of this resort in terms of space and population compared with other neighborhoods of the city.
