The spatial pattern of the urban development recently experienced by large urban areas is significantly changing the traditional city model based on its compactness. It is generating new forms of urban organization that imply morphological, territorial, social, and functional changes. We analyzed the spatial impact generated by the construction of the Altorreal resort in the Murcia region and its effects on the local population (e.g. number of inhabitants). The results obtained highlight the importance of this resort in terms of space and population compared with other neighborhoods of the city.

By 2050, half of the net increase in the world’s population is expected to reside in sub-Saharan Africa (SSA), driving high urbanization rates and drastic land cover changes. However, the data-scarce environment of SSA limits our understanding of the urban dynamics in the region. In this context, Earth Observation (EO) is an opportunity to gather accurate and up-to-date spatial information on urban extents. During the last decade, the adoption of open-access policies by major EO programs (CBERS, Landsat, Sentinel) has allowed the production of several global high resolution (10–30 m) maps of human settlements. However, mapping accuracies in SSA are usually lower, limited by the lack of reference datasets to support the training and the validation of the classification models. Here we propose a mapping approach based on multi-sensor satellite imagery (Landsat, Sentinel-1, Envisat, ERS) and volunteered geographic information (OpenStreetMap) to solve the challenges of urban remote sensing in SSA. The proposed mapping approach is assessed in 17 case studies for an average F1-score of 0.93, and applied in 45 urban areas of SSA to produce a dataset of urban expansion from 1995 to 2015. Across the case studies, built-up areas averaged a compound annual growth rate of 5.5% between 1995 and 2015. The comparison with local population dynamics reveals the heterogeneity of urban dynamics in SSA. Overall, population densities in built-up areas are decreasing. However, the impact of population growth on urban expansion differs depending on the size of the urban area and its income class.

The City of Montreal initiated a First Strategic Plan for Sustainable Development in 2005 followed by a Community and Corporate Sustainable Development Plan in 2010–2015. This study proposes a sustainable urban development indicator (SUDI) for each Montreal Urban Community (MUC) to evaluate the achievements of sustainable development plans. This study identifies thirty-two variables as the attributes of sustainable urban development. The multivariate technique and Exploratory Spatial Data Analysis are applied to determine the spatial pattern of SUDI for each MUC. The spatial pattern of SUDI identifies that Ville Marie, Verdun, Sud-Ouest, Mercier-Hochelaga-Maisonneuve and Plateau Mont-Royal have strong sustainable development. The findings of this study help the City of Montreal to understand the improvement of the sustainable development plans for Montreal city and to distribute the municipal budget for the community benefits accordingly.

In order to create an environment favorable for human development and preservation of the natural environment of the city by means of architecture and urban planning, the need for theoretical justifi cation of urban planning and urban development practices, taking into account the new requirements for the mechanisms of formation of the urban environment. Based on the fundamental principles of the concept of biosphere compatibility, an algorithm for assessing urban development was developed, criteria and indicators for assessing the quality of the urban environment were determined. Using the developed algorithm, the analysis of the feasibility of the principles of biosphere compatibility in urban development of the city of Orel. It is concluded that it is necessary to create an innovative system of employment and strategic planning for the development of urban areas on the principles of biosphere compatibility.

Recent research has elucidated the role of talents to explain urban growth differences but it remains to be shown whether urban dynamics, such as human capital and a mixed local population, can be linked to intraurban employment growth. By use of a unique longitudinal database, we track the economic development through the lens of intraurban employment growth of a number of primary urban areas (PUA) in Göteborg, Sweden. Regarding factors influencing employment growth, we find that relative concentrations of human capital protect areas from rising unemployment during severe recession (1990–1993) and recovery (1990–2000) while the composition of skills is beneficial during recovery (1990–2000) and long-term growth (1990–2008). Our findings suggest that neither too high concentrations of creative occupations nor too low ones are beneficial. Thus, human capital drives much of the employment changes in relation to the recession and early transition from manufacturing to service but composition of skills is more relevant for explaining long-term intraurban employment growth.

Migration has become a common phenomenon in the contemporary world. In the Post World War II period, due to social and political unrest between conflicting and dividing nations, many countries across the globe saw migrations at different scales. The pressure created by the inflow and outflow of a huge population, within a comparatively short span of time, created various urban dynamics that have been reflected in the urban fabric of cities through largescale creation of camps, refugee colonies, workers’ and migrants’ colonies, urban villages and slums, many of which have survived due to good governance or political and urban development management systems. On the other hand, several others have fallen prey to various social distresses and suffered as underdeveloped or undeveloped archaic areas causing hindrance to development and prosperity of adjacent urban areas. The socio-economic condition that developed in New Delhi after the Partition in 1947 saw migration of millions overnight, with the creation of a l arge number of refugee camps in the city. This paper describes the courageous survival of one of these camps at Basai Darapur as well as the ambitious transformation of such camps to the colonies Moti Nagar and Kirti Nagar, over time, with proper management, through urban governance, socio-political aid, urban planning visions and urban design guidelines. The paper also attempts to discuss the possible holistic future of Moti Nagar and Kirti Nagar in coming times through careful urban management, considering opinions of different urban local bodies, real-estate stakeholders and public participations in different phases of urban development aided by the Delhi Masterplan 2021.

Through political transition, socio-economical trends of cities as urban areas contributed to huge movements of population from rural to urban areas or from small urban areas toward big urban areas, making them bigger, under the rapid growth. Those cities have faced: Overloads with number of citizens, Lack of adequate infrastructure and Creativity deficiency for drafting and implementing urban development vision. Consequently, the question is what qualitative life do cities offer when considering abovementioned suppositions related to rapid urban growth? In general, for cities under rapid development, experts and authorities have not sufficiently succeeded to develop proper methodologies to neutralize chaotically urban development trends for some inner or outer urban areas under the rapid growth, especially from countries in transition. In this context several reasons have been identified. Starting from not properly definition of land ownership and land destination, lack of urban development plans, not harmonized and not approved legislation framework, not established adequate mechanisms for monitoring and implementation of projects, lack of adequate expertise from specific fields, unsustainable transport modes, etc. This paper identifies the possibilities that may lead to the success of urban management for strategic development of rapid growth for urban areas. The approaches for improvement and change should be based on multidisciplinary actions from different organisational levels of society, proactively and in the same time acting on: Analytical aspect Planning aspect Organizational aspect Implementation aspect Furthermore, this concept should be based on multi-sectorial expertise and partnerships between different actors dealing with the complexity of urban development. As main guideline for management of spatial city structure of cities under rapid urban growth, can be considered concept which is based on management of transition from existing to new developed urban areas and inter-relation between inner and outer urban areas. This concept may possibly include the development of new urban areas and renovation of existing ones, establishing transitional networks for implementing urban policies versus urban dynamics. In this way will be encouraged to redefine investments and to strengthen public-private partnership, as basic spatial development concept.

Abstract The Nowe Centrum Łodzi project that was completed in 2007 in Łódź, Poland is one of the biggest contemporary large-scale urban (re)development projects in Europe and the largest project of this type in Central Europe. The principal goals of the mega-project in question include the regeneration of degraded post-industrial and post-railway land in the city centre of Łódź and the enhancement of competitiveness and the metropolitan position of the city. The authors seek to identify spatial and functional changes at a mezo-scale, i.e. in the so-called immediate neighbourhood of the urban regeneration megaproject (URMP), which have accompanied the implementation of the Nowe Centrum Łodzi project over the years 2013–2016. The other aim was to classify urban areas neighbouring the URMP based on features of spatial and functional transformation identified in these areas. The studies allowed the researchers to identify three categories of urban area in the immediate neighbourhood of the URMP which revealed differences in spatial and functional transformations. We indicated that the transformation of the immediate neighbourhood of the URMP involved not only the local authorities responsible for the overall improvement of the quality of public space but also other users, inter alia, residents, local urban activists, the business community, public institutions, and NGOs, that in most cases complemented efforts initiated by the Municipality. From the methodological point of view the authors use a case study including desk research, an urban planning inventory, and direct observation.

In spite of the enhancements related to building construction, many regions still present a major level of seismic risk as a consequence of the high vulnerability of the urban configuration of their cities. An improved method to assess the seismic vulnerability of buildings in urban areas is proposed in this contribution in order to advance the management of seismic emergency scenarios. The methodology, mainly based on the cadastral database, allows for a more standardized implementation as a function on the typological, structural, and urban parameters of the buildings, reducing the level of uncertainties linked to these methodologies and giving continuity to the different RISK-UE published works. The generalization of the method to any urban area has also been improved by means of removing the parameters whose calibration is associated with a specific area. The methodology has been put into practice in the urban area of the city of Lorca (SE Spain), in the aftermath of the earthquake of 11 May 2011, due to the availability of well-documented data reported from this seismic event. The proposal, when it is combined with Geographic Information System (GIS) techniques, provides valuable information for the planning and management of post-earthquake emergency situations.

Change detection is an essential step to locate the area where an old model should be updated. With high density and accuracy, LiDAR data is often used to create a 3D city model. However, updating LiDAR data at state or nation level often takes years. Very high resolution (VHR) images with high updating rate is therefore an option for change detection. This paper provides a novel and efficient approach to derive pixel-based building change detection between past LiDAR and new VHR images. The proposed approach aims notably at reducing false alarms of changes near edges. For this purpose, LiDAR data is used to supervise the process of finding stereo pairs and derive the changes directly. This paper proposes to derive three possible heights (so three DSMs) by exploiting planar segments from LiDAR data. Near edges, the up to three possible heights are transformed into discrete disparities. A optimal disparity is selected from a reasonable and computational efficient range centered on them. If the optimal disparity is selected, but still the stereo pair found is wrong, a change has been found. A Markov random field (MRF) with built-in edge awareness from images is designed to find optimal disparity. By segmenting the pixels into plane and edge segments, the global optimization problem is split into many local ones which makes the optimization very efficient. Using an optimization and a consecutive occlusion consistency check, the changes are derived from stereo pairs having high color difference. The algorithm is tested to find changes in an urban areas in the city of Amersfoort, the Netherlands. The two different test cases show that the algorithm is indeed efficient. The optimized disparity images have sharp edges along those of images and false alarms of changes near or on edges and occlusions are largely reduced.

Introduction. Migration is a global phenomenon that has no borders and affects all countries without exception. Subjective and objective reasons determine migration flows in the world. More than half of the world's population lives in urban areas. Popular and attractive, with their infrastructure, dynamic labor force market, development of integration and consolidation, inclusion, countries / destination cities of migrants who are looking for a better life and more possibilities for employment and social protection. Cities meet the urgent needs of migrants and respond to amount of integration challenges. The majority of cities, which are under considerable pressure from migrants, especially refugees, are awareness that well-managed migration can bring not only challenges but also opportunities and initiatives which can benefit from the economy and society, especially in the long time period. The goal of the article is to research the European continent as a location for migrants and refugees and also to analyze challenges and opportunities for cities destination under influence of migrant’s flows. Method (methodology). The methodological basis of the article are the following general scientific and empirical methods, such as: historical, systemic, generalization method, grouping, comparative method. Results. According to the ratings, Germany (Berlin), Great Britain (London), France (Paris), Poland (Gdansk) are the most popular countries / cities for migrants in the European continent. Migrants may be a burden to the city, because in its turn mentioned one spends public money on their upkeep. At the same time, migrants may be more talented and skilled workers, less demanding than local population. That is why a government and business of destination city of migrants can cooperate effectively in order to maximize potential of immigrants in cities. The main factors which attract migrants in destination cities are economic opportunities of ones. In particular, the attractiveness of Berlin for migrants is due to the fact that the city is innovative, creative and open to thought. Apart from the city has also dynamic labor market and low labor costs. It is worth noting that the majority of developed countries have demographic issues and aging nation, while young people in developing countries look for work due to imbalances in the domestic labor market. Migration, in the following destination cities (Berlin, Athens, Paris), has made its adjustments in the field of infrastructure, education, health care, urban planning, etc. In particular, the private and public sectors combine own attempts in order to solve migration issues in the long term period.
