Cocoa is one of the important commodities that significantly contribute to Indonesian economy. Moreover, millions farmers depend on this commodityas their main source of income. However, the low quality of dried cocoa beans produced by Indonesian smallholder cocoa farmers has led the low farm-gateprice. Therefore, efforts for increasing the cocoa income are required. Hilirisasi (down streeming) program has been implemented by the Government of Indonesia (GoI), including in cocoa commodity in order to increase the added value ofcocoa. There are various downstream products, including intermediate and final products that can be produced. The intermediate products include paste/liquor,cocoa butter, and cocoa powder, meanwhile the final products, such as 3 in 1 cocoa powder, milk chocolate bars and dark chocolate bars. Research on addedvalue of intermediate and final cocoa products specially in small size producing units is still limited, whereas this research is required to support the nationaleconomy and smallholder cocoa farmers. Therefore, this research aims to understand the added value of producing intermediate and final cocoa products at asmall sized enterprises of cocoa processing unit based in Jember, East Java. This research was conducted in March to June 2020 by conducting observation, documentation and interview for understanding the production activities of intermediateproducts (cocoa paste/liquor, cocoa butter and cocoa powder) and final products (3 in 1 milk powder, milk chocolate bar and dark chocolate bar). The researchresults show that producing intermediate and final products resulted in medium to high added value and profitable for the producing unit. Producing cocoa paste/liquor generated the highest profit among the intermediate cocoa products, meanwhile on final cocoa products, processing 3 in 1 cocoa powder provided thehighest profit. In order to increase the national and community economy, the support of GoI to small and medium enterprise (SMEs) or farmer groups for processing the downstream cocoa products is required. The export duty policy was initially intended to increase the value added of cocoa beans. On the other hand, in the past few years there has been a significant increase in imports of cocoa beans to meet the needs of domestic industrial in order to keep running optimally and can create added value. To assess how much influence the export duty policy for cocoa beans, the import of cocoa beans, the export of cocoa beans and the price of cocoa butter on the development of exports of cocoa butter, this study uses a quantitative approach using secondary data from various sources. The results of the analysis show that the development of the export of cocoa butter is significantly influenced by the amount of cocoa bean imports and the export of cocoa beans. but the price factor of cocoa butter and the amount of export duty does not significantly influence. This shows that the main problem is the performance of the cocoa processing industry which is strongly influenced by the availability of raw materials. In addition, although an increase in imports of cocoa beans can still be offset by an increase in exports of processed cocoa products that have added value.                    Kebijakan bea keluar pada awalnya ditujukan untuk peningkatan nilai tambah biji kakao. Di sisi lain, dalam beberapa tahun terakhir terjadi peningkatan impor biji kakao secara signifikan untuk pemenuhan kebutuhan industri domestik agar tetap berjalan optimal dan dapat menciptakan nilai tambah. Untuk mengkaji seberapa besar pengaruh kebijakan bea keluar biji kakao, impor biji kakao, ekspor biji kakao dan harga cocoa butter terhadap perkembangan ekspor cocoa butter, penelitian ini menggunakan pendekatan kuantitatif dengan menggunakan data sekunder dari berbagai sumber. Hasil analisis menunjukkan bahwa perkembangan ekspor cocoa butter secara signifikan dipengaruhi oleh besaran impor biji kakao dan ekspor biji kakao. Sedangkan faktor harga cocoa butter dan besaran tarif bea keluar tidak berpengaruh secara signifikan. Hal ini menunjukkan bahwa permasalahan utama adalah pada kinerja industri pengolahan kakao yang sangat dipengaruhi oleh ketersediaan bahan bakunya. Selain itu, walaupun terjadi peningkatan impor biji kakao masih dapat diimbangi dengan adanya peningkatan ekspor produk kakao olahannya yang memiliki nilai tambah.

<em>Cocoa is a strategic commodity with an important role in Indonesian economy. Despite being the world's third largest cocoa producer and exporter after Ivory Coast and Ghana, Indonesia still faces a number of problems in production, processing, and marketing. The government issued Permentan Nomor 67/Permentan/OT.140 /5/2014 which aims to improve the competitiveness and added value of Indonesian cocoa, support national cocoa postharvest industries, protect the consumers of unqualified cocoa beans, increase cocoa farmers’ income, and facilitate the tracing for production and circulation deviation. The study aimed to develop a strategic priority recommendation in achieving the goals of Permentan Nomor 67/ Permentan/OT.140/5/2014. The study was conducted in West Sumatra, West Java, East Java, Yogyakarta, and DKI Jakarta from January to December 2016. The study was conducted by survey method and the data was analyzed analytic hierarchy process (AHP). The results indicated that priorities should be put forward on: 1) implementing national regulation on cocoa beans fermentation consistenly and continuously; 2) product diversification with affordable and achievable cost and technology; 3) a massive, continuous, and intensive campaign on social awareness of the importance of sustainable energy; 4) stimulating small to big scale cocoa processing industries; 5) intensification, rehabilitation, and rejuvenation of the cocoa farming to meet the domestic demand for cocoa.</em>

Chocolate is a well-known dessert all over the world. The original chocolate is made from cocoa products: cocoa bean and cocoa butter. Research and Development on low-fat chocolate process were conducted for value addition of coconut oil and Thai fruit. This chocolate processing study composed of (1) coconut oil fractionation, (2) chocolate formulation and (3) shelf-life storage determination.  Accordingly, fatty acids composition of the blend of coconut fat and palm oil shortening were determined. It was found that the said product composed of Caproic acid 0.47±0.12%, Caprylic acid 5.65±0.31%, Capric acid 5.14±0.14%, Lauric acid 42.56±0.28%, Myristic acid 16.31±0.18%, Stearic acid 14.55±0.13%, Oleic acid 9.26±0.17%, and Linoleic acid 2.16±0.35%. The saturated fatty acids and unsaturated fatty acids found in this product were 88.57±0.14% and with 11.42±0.81%, respectively. The range of melting point is 260C-330C and oxidative stability is 14.2 to 16.7 hours. The chocolate formula of pale and dark chocolate 1kg composed of coconut fat, palm oil shortening, and lecithin as emulsifier in same amounts such as 250g, 100g, and 0.5g. However, icing sugar and defatted cocoa powder are in different amounts; the icing sugar in pale chocolate and dark chocolate is 350g and 450g while the defatted cocoa powder in pale chocolate and dark chocolate is 200g and 300 g, respectively.  These chocolate products have physical properties similar to the chocolate products produced from cocoa butter. The shelf life of these products is 3 months.

Indonesia should focus on cocoa products that have the highest competitiveness in order to compete with other competitors in cocoa international trade. This research aimed to analyze Indonesia’s cocoa and cocoa preparations competitiveness. Data used in this research were secondary data. Research began with analyzed cocoa and cocoa preparations market structure. The result showed that the market structure of cocoa paste, cocoa butter and cocoa powder (unsweetened) classified as an oligopoly, in the other hand cocoa beans classified as monopoly. RCA (Revealed Comparative Advantage) method showed that Indonesia had comparative advantages on cocoa beans, cocoa paste and cocoa butter (RCA>1). TSI (Trade Specialization Index) method showed that Indonesia had a tendency as a net exporter of cocoa beans, cocoa paste and cocoa butter. EPD (Export Products Dynamic) method showed that Indonesia had a high competitive advantages on cocoa beans, cocoa paste, cocoa butter and cocoa powder (unsweetened).

The author analyzes factors that led to a deeper fall in output and profitability in the real sector of the Russian economy in comparison with other segments during the acute phase of the financial crisis. It is argued that some contradictions in the government anti-recession policy, activities of the financial sector and natural monopolies lead to pumping out added value created in manufacturing and agriculture, increase symptoms of the «Dutch disease», etc. It is shown that it may threaten the balanced development of the Russian economy, and a set of measures is suggested to minimize these tendencies and create a basis for the state modernization policy.

Candi Village in Bandungan District is one of the Chili Supply Sub-district for Semarang Regency and surrounding area has agro-climate suitable for the development of various agricultural commodities supported by wide market opportunity, so it is suitable for agricultural business development. The purpose of this research is to identify the distribution pattern of red pepper, to know each value of commodity chains and distribution, to design alternative distribution pattern of red pepper.Population in this research is 88 respondents from 735 of member of chilli farmer in Desa Candi with total area of 150,3 hectare consisting of rice field, moor and yard. Methods of data analyst using quantitative approach is done by using Margin Marketing Analysis. The results include: (1) The pattern of distribution of existing farming business grows naturally in accordance with the developments and needs of the perpetrators, the actors in this pattern are farmers, wholesalers, collectors, wholesalers, retailers, consumers. (2) The value of the red chili commodity chain in this naturally grown pattern often makes pricing more dominant by traders, so farmers receive prices slightly lower than market prices. (3) Some obstacles faced in distributing red peppers are the difficulty of changing the mindset of the community about advanced farming, this is best utilized by market participants (chain of distribution) who are more informed and always keep abreast of market dynamics. Conventional marketing pattern by farmer cause price level accepted by farmer in general relatively smaller compared to price received by trader. Suggestions shorten the chain of distribution patterns, increase the added value of products and improve the bargaining position of farmers and for the government always guide / accompany farmers in getting accurate market information, which can be used as farmers in bargaining, Increased market transparency can act as a trigger for the functioning of a market, improved competition and increased adaptation to meet the needs of supply and opportunity to compete with market prices. Desa Candi di Kabupaten Bandungan adalah salah satu Kecamatan Penyedia Cabai untuk Kabupaten Semarang dan sekitarnya memiliki agroklimat yang cocok untuk pengembangan berbagai komoditas pertanian yang didukung oleh peluang pasar yang luas, sehingga sangat cocok untuk pengembangan bisnis pertanian. Tujuan dari penelitian ini adalah untuk mengidentifikasi pola distribusi cabai merah, untuk mengetahui masing-masing nilai rantai komoditas dan distribusi, untuk merancang alternatif pola distribusi cabai merah. Populasi dalam penelitian ini adalah 88 responden dari 735 anggota petani cabai di Desa Candi dengan total luas 150,3 hektar yang terdiri dari sawah, tegalan dan pekarangan. Metode analis data menggunakan pendekatan kuantitatif dilakukan dengan menggunakan Analisis Pemasaran Margin. Hasil meliputi: (1) Pola distribusi usaha pertanian yang ada tumbuh secara alami sesuai dengan perkembangan dan kebutuhan pelaku, pelaku dalam pola ini adalah petani, pedagang besar, pengumpul, pedagang besar, pedagang besar, pengecer, konsumen. (2) Nilai rantai komoditas cabai merah dalam pola yang dikembangkan secara alami ini sering membuat penetapan harga lebih dominan oleh para pedagang, sehingga petani menerima harga yang sedikit lebih rendah daripada harga pasar. (3) Beberapa kendala yang dihadapi dalam mendistribusikan paprika merah adalah sulitnya mengubah pola pikir masyarakat tentang pertanian maju, hal ini paling baik digunakan oleh pelaku pasar (rantai distribusi) yang lebih banyak informasi dan selalu mengikuti perkembangan dinamika pasar. Pola pemasaran konvensional oleh petani menyebabkan tingkat harga yang diterima petani pada umumnya relatif lebih kecil dibandingkan dengan harga yang diterima pedagang. Saran mempersingkat rantai pola distribusi, meningkatkan nilai tambah produk dan meningkatkan posisi tawar petani dan bagi pemerintah selalu membimbing / menemani petani dalam mendapatkan informasi pasar yang akurat, yang dapat digunakan sebagai petani dalam tawar-menawar, Peningkatan transparansi pasar dapat bertindak sebagai pemicu berfungsinya pasar, meningkatnya kompetisi dan peningkatan adaptasi untuk memenuhi kebutuhan pasokan dan peluang untuk bersaing dengan harga pasar.

Abstract Utilization of cocoa bean to be a derivative products in industrial is wide enough, that it is necessary to determine the priority of the processed products development. This study aimed to determine the prospective processed cocoa products with a system approach using Bayes method and assessed the potential of added value by using Hayami method. Based on several assessment criteria indicated that chocolate bar is the priority product that needs to be developed and followed by several other processed products. This development was able to produce the added value of Rp 135.000 per kg of cocoa beans. Result indicated that by processing the cocoa beans into chocolate bar could provide a considerable income for the businessman.

IntroductionQuality-adjusted life year (QALY) has been recommended by the government as preferred outcome measure for Health Technology Assessment (HTA) in India. As country-specific health-related quality of life tariff values are essential for accurate measurement of QALYs, the government of India has commissioned the present study. The aim of this paper is to describe the methods for the Development of an EQ-5D Value set for India using an Extended design (DEVINE) Study. Additionally, this study aspires to establish if the design of 10-time trade-off (TTO) blocks is enough to generate valid value sets.Methods and analysisA cross-sectional survey using the EuroQol Group’s Valuation Technology (EQ-VT) will be undertaken in a sample of 2700 respondents selected from six different states of India using a multistage stratified random sampling technique. The participants will be interviewed using computer-assisted personal interviewing technique. The TTO valuation will be done using 10 composite TTO (c-TTO) tasks and 7 discrete choice experiment (DCE) tasks. Hybrid modelling approach using both c-TTO and DCE data to estimate the potential value set will be applied. Values of all 3125 health states will be predicted using both the conventional EQ-VT design of 10 blocks of 10 TTO tasks, and an extended design of 18 blocks of 10 TTO tasks. The potential added value of the eight additional blocks in overall validity will be tested. The study will deliver value set for India and assess the adequacy of existing 10-blocks design to be able to correctly predict the values of all 3125 health states.Ethics and disseminationThe ethical approval has been obtained from Institutional Ethics Committee of PGIMER, Chandigarh, India. The anonymised EQ-5D-5L value set will be available for general use and in the HTAs commissioned by India’s central HTA Agency.
