The rapid development and deep penetration into all areas of modern society of information and communication technologies significantly increase the role of network interactions. Network structures represented primarily social networks, embedded in the public policy process and became one of the key political actors. Online communities take the form of public policy, where the formation of public opinion and political decision-making plays the main role. Networking environment opens up new opportunities for the opposition and protest movements, civic participation, and control of public policy in general. The article gives an insight on the political aspects of social networking, concludes on the trend formation and network's strengthening of the political activity in a wide distribution of e-networking and e-communications.

Events of recent years have shown the importance of the individual political leaders in choosing the ways and models of development of different societies, the ability to successful governance. The article investigates the political leadership and its role and place in the sustainable development of society, domestic and foreign theories and approaches to the study of this phenomenon are analyzed. The author discusses features, problems and trends in the study of political leadership, which is understood as the political capital of the company in most modern Western research, as a condition of its successful development; and a political leader (in terms of importance for the sustainable development of society) as a significant person of the political process, to make political decisions, exercising public political activity, function integration and consolidation of the social forces that specifies the activity of state and / or public institutions, political movements to influence policy situation. The research results suggest that the specificity of the present stage of the study of political leadership is to increase the attention of scientists to the subject of the crisis of political leadership, the needs of leaders by modern society who influence the members of society positively, develop the state effectively.

The article analyzes changes that have occurred in public life and legal practices during the period of rapid development of information and communication technologies. On the basis of the presented facts and observations, the need for normative regulation of actions and statements on the internet is substantiated. It is concluded that information in modern society increases in value, since it can be used not only as a product, but also as a means of influencing public opinion and institutions.

This article argues thai the role of the law in the political system has been construed much too narrowly. A review of the political science literature demonstrates an interest in the law that is largely confined to the making of new laws, social change, and social control. That view implies an acceptance of the legal profession's distinction between public and private law as a reasonable guide for political scientists in the study of law.A more interactive view of the law is presented, characterizing legal mobilization (invoking legal norms) as a form of political activity by which the citizenry uses public authority on its own behalf. Further, the legal system, structured to consider cases and controversies on an individual basis, provides access to government authority unencumbered by the limits of collective action. This form of public power, although contingent, is widely dispersed.Consideration of the factors that influence legal mobilization is important not only to understanding who uses the law, but also as predictors to the implementation of public policy; with very few exceptions, the enforcement of the laws depends upon individual citizens to initiate the legal process. By virtue of this dependence, an aggregation of individual citizens acting largely in their own interests strongly influences the form and extent of the implementation of public policy and thereby the allocation of power and authority.

The article presents the dynamics of transformation of network characteristics of modern society, related to changes in the quality and structure of communications, which are expanding and differentiating in the public space integrated with the Internet. The ways of development of information and communication technologies in all spheres – social, political, economic, cultural, which are conditioned by the network logic of development of social subjects are analyzed. The analysis of the actual researches concerning problems of formation of the new model of organization of socio-political space in which horizontal network communications dominates and many different actors involved in the transformation of public policy, as well as the role and importance of network structures possessing high potential for self-organization and mobilization. The peculiarities of functioning of the Ukrainian political system, which, on the one hand, reflect the global trends of network public policy formation, are considered; on the other hand, existing social networking practices are not always linked to increasing public resources and developing democratic foundations of politics. The author draws attention to the dominance of informal political communication practices, the imitation of publicity, the formation of clan politics and the patrimonial political system that characterize the destructive potential of social networks. The article provides a theoretical substantiation of the concept of "Internet in public regional policy", which allows to expand the paradigmatic field of political science, as well as to apply the network method to the analysis of Ukrainian public policy, which makes it possible not only to explain new socio-political phenomena, but also to define new vectors development of the modern political system of Ukraine based on the principles of democratic participation and cooperation of the state and civil society. The effects of the Internet of communications through the penetration of network society into public policy and its actions, which is multidimensional in nature and manifested as changes at different levels, causes the emergence of innovative mechanisms that reproduce its new type, namely network public policy.

This essay poses the theoretical possibility of the end of cinema (probably by the end of this century). With these words, it is meant that in the near future, the cinema, that is to say, the film industry, the films, the movie theatres, will disappear or will change in the way we know it. To support this thesis there are (at least) the following arguments and circumstances: the pseudo-hedonism in modern society, the  rapid development of artificial intelligence, the alteration of neuronal structures and therefore, the alteration of human rhythms in perceiving reality, the political and environmental changes in the planet. This will, in turn, open to some new other possibilities such as new devices for viewing, new entertainment industries, and even, perhaps, a new society. So, one may ask if it will be just a transformation in the way we see movies or really the end of cinema as we know it?

The macro-objective level of studying the political environment of state policy actualizes the comprehension of the political system in the structure of the external environment through the description of the category «political culture». In general, scientific understanding of the phenomenon of political culture has become a derivative of various research traditions. At the present stage, it is possible to identify several more or less formalized conceptual positions on this matter: subjective objective approaches, cultural and political doctrines.The essence of political culture unites the behavioral, activity aspects of subjects in the sphere of politics and the way the political system operates. Also, the notion of political culture captures the established system of values, norms, institutions, political consciousness that has developed historically, and the forms of political activity that correspond to it. At the same time, all these concepts, approaches have a point of intersection, which represents the main environmental feature of the phenomenon of political culture - universality, presence in one form or another in all spheres of social life.Domestic researchers recognize and underscore the importance of the influence of political culture on the whole complex of relations between the participants in the political process, the form of organization of state power, the form and effectiveness of the political system, the structure of institutions of power, the ability of political culture through its regulatory mechanisms to achieve social consensus, to promote or impede democratic development national state. At the same time, the problem of the environmental significance of political culture for public policy in foreign and domestic scientific discourses arises more theoretically than practical.In our case, the empirical basis for such a reflection was the information and analytical materials of the Razumkov Center «Political Culture and Parliamentarism in Ukraine: Current Status and Main Problems». Proceeding from this generalization, political culture in the structure of the political environment is a systematically organized integrity whose influence extends to its sphere components (mental, social, institutional, economic, etc.), Their interaction, the result of interaction. And finds its manifestation at all levels of society. The combination of these areas and their content is the conditions and factors of the public policy environment.

A powerful force in the development of modern society is the intensive global spread of information and communication technologies that help to collect, store, analyze and distribute information.Today, there is a clear need for a broadapplications of computer technologies in various fields human activities, and in particular in the protection of the environment. The most important areas are geographic information systems and associated modeling of natural resources, technological processes, as well as data preparation, processing and analyze systems. Currently, the rapid development of computer technology, the introduction of modern computer technologies opens up wide opportunities to achieve a qualitative leap in the level of efficiency of information and control systems in aerospace engineering, manufacturing, transport, economy, ecology, medicine and other areas based on the use of artificial intelligence principles, methods of self-organization and adaptation to changing conditions and goals of functioning, characteristics of the system and the external environment, uncontrolled environment.

<p><em>The article analyzes the political socialization of youth as a component of general socialization, carried out under the influence of a combination of institutional and personal factors, in particular the influence of the media.</em></p><p><em>The purpose of the article is to determine the mechanisms of the influence of information and communication technologies on the political socialization of youth based on the analysis of personal and institutional factors of political socialization.</em></p><p><em>The article used a set of general scientific methods, namely: a logical analysis of scientific achievements and theoretical conclusions on the research problem; comparative method; a systematic approach that allowed revealing the integrity and interconnection of factors and mechanisms of informational impact on the process of political socialization.</em></p><p><em>It is determined that the value-normative formation of an individual occurs through the implementation of certain social mechanisms, with the help of which the socio-political roles and political activity of individuals as participants in the political process are fixed.</em></p><p><em>It is revealed that an individual interpretation of the features of cultural interaction in the process of political socialization is of particular importance in the conditions of the modern information society. Through the process of political socialization, the regulation of political practices is ensured. As a result of socialization, value-mental attitudes are consolidated, through the prism of which there is an assessment of the everyday life of the individual, and, accordingly, the perception of the political world.</em></p><p><em>In fact, building a system of social mechanisms for the influence of the media on the process of political socialization of youth is crucial because it creates the prerequisites for the further development of civil society. At the same time, the fixed social models of political practices, based on the symbolic reproduction of images and values, will ensure at the social level the correspondence of individual needs of an individual with group needs. Accordingly, there will be a reproduction (adjustment) of behavioral practices in accordance with the goals, interests and ideals of the social group that shares certain political values.</em></p><p><strong><em>Key words:</em></strong><em> mass media, informational impact, political socialization, political culture, value orientations.</em></p>

The development of the system paradigm in economic science leads to the formulation of a number of important questions to the political economy as one of the basic directions of economic theory. In this article, on the basis of system introspection, three questions are considered. The first is the relevance of the class approach to the structuring of the socio-economic space; the second is the feasibility of revising the notion of property in the modern world; the third is the validity of the notion of changing formations as the sequence of “slave-owning system — feudal system — capitalist system”. It is shown that in modern society the system approach to the structuring of socio-economic space is more relevant than the class one. Today the classical notion of “property” does not reflect the diversity of production and economic relations in society and should be replaced by the notion of “system property”, which provides a significant expansion of the concepts of “subject of property” and “object of property”. The change of social formations along with the linear component has a more influential cyclic constituent and obeys the system-wide cyclic regularity that reflects the four-cycle sequence of the dominance of one of the subsystems of the macrosystem: project, object, environment and process.
