Region expansion is one of the main keys in providing services to the community, after the establishment of Law Number 22 of the Year 1999 concerning the regional government. This law was established due to problems arose mainly concerning the lack of public services, the extent of territory, territorial borders, ethnic and cultural differences, and unfair development in all regions and others, leading to many problems in the community. The results of this study revealed that region expansion had positive implications in term of social, political and cultural recognition of regional communities. Through the expansion policy, community entities with a long history of cohesiveness and greatness have been recognized as new autonomous regions. This recognition has, in turn, positively contribute to community satisfaction, which ultimately increases the regional support for central governments. It can be concluded that regional expansion policies shorten the geographical distance between citizen settlements and service centers, and narrow the range of control between the local governments and its lower government units. In addition, the expansion enables the government to bring new types of service to the area, such as electricity, water, and health services. Abstrak: Pemekaran daerah merupakan salah satu kunci utama dalam memberikan pelayanan kepada masyarakat, setelah disahkannya atas UU No. 22 Tahun 1999 tentang pemerintahan daerah, lahirnya undang-undang ini dikarenakan adanya permasalahan-permasalahan yang timbul terutama dari segi kurangnya pelayanan publik, luasnya wilayah, batas wilayah,  perbedaan suku dan budaya,dan pembangunan yang tidak merata di seluruh daerah dan lain-lain, sehingga menimbulkan banyak permasalahan dalam masyarakat. Hasil penelitian ini menemukan bahwa pemekaran daerah membawa implikasi positif dalam bentuk pengakuan sosial, politik dan kultural masyarakat daerah. Melalui kebijakan pemekaran, entitas masyarakat yang mempunyai sejarah kohesivitas dan kebesaran yang panjang, memperoleh pengakuan sebagai daerah otonom baru. Pengakuan ini pada gilirannya memberikan kontribusi positif terhadap kepuasan masyarakat, sehingga meningkatkan dukungan daerah terhadap pemerintah nasional. Intisari kesimpulan yang dapat diambil adalah Kebijakan pemekaran daerah mampu memperpendek jarak geografis antara pemukiman penduduk dengan sentra pelayanan, juga mempersempit rentang kendali antara pemerintah daerah dengan unit pemerintahan di bawahnya. Disamping itu, pemekaran juga memungkinkan untuk menghadirkan jenis-jenis pelayan baru di Daerah tersebut seperti pelayanan listrik, Air, Kesehatan dan sebagainya. Abstrak: Analisis Tingkat Kepuasan Masyarakat Dalam Pelayanan Publik Studi Kasus: Di Gorontalo Utara. Pelayanan publik yang dilaksanakan oleh pemerintah daerah perlu dilakukan penilaian secara berkala. Hal ini berfungsi sebagai proses pembenahan layanan birokrasi pemerintahan. Tujuan penelitian ini adalah sebagai proses penilaian tingkat kepatuhan layanan yang diberikan oleh Organisasi Perangkat Daerah di Kabupaten Gorontalo Utara. Metode yang digunakan adalah mix metode yakni gabungan metode kualitatif dan kuantitatif. Untuk mendapat data yang valid maka terlebih dahulu dilakukan survei. Kesimpulannya hasil analisis survei pemerintah daerah Gorontalo Utara berkategori “Baik” dengan indeks sebesar 79.13. Bila dibandingkan dengan hasil indeks nilai kepatuhan pelayanan yang dipublikasikan oleh Ombudsman Republik Indonesia Tahun 2019 Kabupaten Gorontalo Utara memperoleh nilai sebesar 71.51. Berdasarkan hasil analisis tersebut menunjukkan bahwa ada peningkatan nilai indeks kepuasan pemerintah daerah Gorontalo Utara dari Tahun 2019 ke Tahun 2020 sebesar 7.62, nilai ini cukup signifikan. Artinya, Pemerintah Daerah Kabupaten Gorontalo Utara telah melakukan perbaikan-perbaikan dalam menunjang pelayanan publik pada setiap instansi di lingkungan pemerintahan. Kata Kunci: Survei Kepuasan Masyarakat; Pelayanan Publik; Gorontalo Utara; Pemerintah Daerah; Nilai Kepatuhan. Abstract: Analysis of Public Satisfaction Level in Public Service Case Study: In North Gorontalo. Public services implemented by local governments need to be assessed periodically. This serves as a process of improving government bureaucratic services. The purpose of this research is as a process of assessing the level of compliance of services provided by the Regional Device Organization in North Gorontalo Regency. The method used is a mix of methods that are a combination of qualitative and quantitative methods. To get valid data, a survey is first conducted. In conclusion, the results of the survey analysis of the North Gorontalo regional government are categorized as "Good" with an index of 79.13. When compared with the results of the service compliance value index published by the Ombudsman of the Republic of Indonesia in 2019, North Gorontalo District obtained a value of 71.51. Based on the results of the analysis shows that there is an increase in the satisfaction index value of the North Gorontalo regional government from 2019 to 2020 of 7.62, this value is quite significant. That is, the Regional Government of North Gorontalo Regency has made improvements in supporting public services in every agency in the government environment. Keywords: Public Satisfaction Survey; Public Service; North Gorontalo; Local Government; Compliance Value.

Regional autonomy provides broad and tangible authority to local governments to carry out public services. Acceleration of improving service quality requires creativity and innovation so that services can be carried out effectively and efficiently. The government wants public services to be closer to the community, so that the sub-district becomes the spearhead of services provided by the regional government. A set of regulations issued by the government that gives authority to the sub-district to carry out licensing and non-licensing services. One of the policies issued is the integrated sub-district administrative service (PATEN), this policy is reinforced by the issuance of Bandung City Regulation No. 185/2015 concerning the delegation of mayor's authority to the sub-district and village heads. PATENT policy requires the sub-district as a node of one-stop integrated services. In practice, there is a dilemma in delegating the authority of the mayor to the sub-district head regarding the implementation of PATENT in the city of Bandung.              Some of the factors that inhibit the implementation of the PATENT include the limits of authority delegated to the sub-district head in the licensing service is unclear, there are different interpretations that the sub-district does not need to provide licensing services because Bandung has BPMPTSP besides geographically not too large so that service institutions it can be reached by the community, there is no incentive / disincentive for the region to implement or not implement integrated administrative services in the sub-district, the sub-district institutional capacity, especially the availability and competency of human resources that are not sufficient to carry out delegated service authority. Suggestions that can be conveyed regarding the implementation of the PATENT policy, must be considered that the delegation of authority should consider the typology of sub-districts based on the scale, type of service, impact and level of responsibility of the services provided.

The practice of good governance the government the regions is an effort to strengthen democracy. It means, good governance good from the perspective of the community meaningful receive public services local governments quality .One segregation of the region is segregation of aceh barat into three areas, namely Simeulue, Nagan Raya and Aceh Jaya in 2002. At the time conflict aceh stirs that it demands the community not covered by local government services closest to the distric was segregated .In addition happened euphoria the act of regional autonomy. This study aims to analyze perceptions of Simeulue, Nagan Raya and Aceh Jaya to regional government performance in providing basic service after segregation of areas and whether there are differences between third the government the area. Survey used technique the random samples of 150 derived from three the district segregation. With the commencement of the Native Courts (Amendment) Law, 1961, the Government of the Northern Region of Nigeria abolished “opting out”, an experiment with jurisdiction which must surely be unique within the history of modern legal systems and therefore worthy of recording before the facts are obscured and lest any other African state, faced with similar difficulties, is tempted to adopt this expedient as a temporary palliative to meet a similar situation. It is all the more desirable to publish the facts since the strong case for abolition presented by the Northern Regional Government is in danger of being lost by default. On 14th October, 1961, the Daily Service in Nigeria published a bitter attack on the Native Courts (Amendment) Law, 1961, under the title “The light goes out in the North”.

Public services have become an important issue in Indonesia for more than a decade. One of them is health services, which is one of the basic needs whose provision must be held by the government as mandated in Article 28 H of the Constitution. For this reason, the Social Insurance Administration Organization (Badan Penyelenggara Jaminan Sosial, BPJS) was established on 1 January 2014. Are services to patients covered by BPJS satisfiying enough? This paper answers this question through literature studies and observations, comparing four hospitals in Java and two outside Java. It was found that there were still many problems in this service, and the most prominent was the queuing system that was unsatisfactory and too few staff and medical personnel and rooms compared to the increasing number of BPJS patients. In order to maintain public trust, the government needs to resolve this problem immediately

Special Autonomy assigns its rights and obligations to local governments to regulate and manage their own affairs and interests of the society so that people increasingly can be served well. But in fact, public services provided is not maximized. This study used qualitative methods, data sources are divided into two types of data sources, namely primary and secondary data sources. The results of this study indicate that there is still lack of public services the Government of Papua Province visible from the weak aspects of responsiveness, which local governments less responsive to some of the problems in the field of education, economy and industry growth and physical development as well as non-physical. From the aspect of responsibility is also still found their weaknesses, which the Government of Papua Province is still not fully overcome the problems of corruption and poverty. Meanwhile, from the aspect of accountability, it is known that the performance of governance in Papua in providing public services are not running optimally, one reason is the lack of competence and capability of local government officials.

Abstract: The regional government is at the forefront of sustainable development. Through policies issued by local governments can help improve the quality of education at the Madrasah level. The study aims to describe 1) a comparison of education policies by the Nganjuk Regional Government. 2) The authority of education policy providers by the Nganjuk regional government. 3) positive and negative impacts of the comparison of government policies on the implementation of Madrasah education. This research uses qualitative research with a descriptive-analytic approach. Data collection techniques are done using observation, interviews, and documents. Data analysis of the results of the study was carried out by data reduction, data presentation, and concluding (data verification). The results of the study show that (1) Problems and comparisons of educational policies namely regarding the qualifications of the establishment of schools and madrasas, and differences in the admission schedule for new students that are still not aligned between the Education Office and the Nganjuk Ministry of Religion Office due to the centralization and decentralization of the government system. (2) The authority exercised by the Education Office and the Regional People's Representative Assembly Commission 4 does not affect Madrasas (3) The positive impact is that madrasas can choose students who are superior and can meet the ceiling set by the government. The negative impact is that madrasas are said to be a factor in merging schools and the lack of local government attention to madrasas.Keywords: School, Madrasa, Educational Policy, Local Government Abstrak: Pemerintah daerah menjadi ujung tombak dalam pembangunan yang berkelanjutan. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif-analitik. Teknik pengumpulan data dilakukan dengan menggunakan observasi, wawancara serta dokumen. Analisis data hasil penelitian dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan (verifikasi data). Hasil penelitian menunjukkan bahwa (1) Permasalahan dan perbandingan kebijakan pendidikan yaitu mengenai kualifikasi jarak pendirian sekolah dan madrasah, dan perbedaan jadwal penerimaan siswa baru yang masih belum selaras antara Dinas Pendidikan dan Kantor Kementerian Agama Nganjuk dikarenakan sentralisasi dan desentralisasi sistem pemerintahan. (2) Kewenagan yang dilakukan Dinas Pendidikan dan DPRD Komisi 4 tdak berpengaruh kepada Madrasah (3) Dampak positif yaitu madrasah mampu memilih siswa yang unggul dan bisa memenuhi pagu yang telah ditentukan oleh pemerintah. Dampak negatinya adalah madrasah dikatakan sebagai faktor penggabungan sekolah dan masih kurangnya perhatian pemerintah daerah terhadap madrasah.Kata kunci: Sekolah, Madrasah, Kebijakan Pendidikan, Pemerintah Daerah

There have been important developments in the decentralization of the government structure in Turkey since the early 1980s. This paper examines the link between fiscal decentralization and local borrowing within Turkish provinces. It first discusses local government reforms throughout the history of the Turkish Republic with the focus on recent reform efforts and current local government structure. It then provides an empirical analysis of the effects of decentralization in Turkish provinces using cross-sectional and panel data approaches, and spatial econometrics. The dataset consists of 67 provinces from 1980 to 2000, and separately cross-sectional data on all 81 provinces for the year 2000. Using decentralization measures such as number of local governments per capita and ratio of own-source municipal revenue to total provincial tax revenue, and specific characteristics of the municipalities the analysis examines whether variations in local decentralization across these provinces and across time have had a significant impact municipal borrowing in those provinces.

In the Guidelines of the State Council General Office on Government Procurement of Services from the Private and Non-governmental Sectors, “public service provider for the government” is broadly defined; it is stated that npos, businesses, and industry organizations have equal opportunity to be public service providers. A comparison of local eligibility requirements on npos serving as public service providers shows that the eligibility requirements focus on such aspects as service provider qualifications, time of establishment, organizational management, human resources, financial management, professional qualifications, annual inspection, evaluation, and honors. On the whole, the requirements are not demanding; the quality of public services is also secured through institutional design and innovation. The lax eligibility requirements imposed by local governments on npos as public service providers indicate that the social governance system will feature diversity, and reflect the government’s intention to support and develop npos. However, there are also some problems in local policies, such as 1) too much is at the discretion of the government; 2) the eligibility requirements are not good for the development of grassroots organizations; 3) no standards have been defined on eligibility for public service provider; and 4) related laws and regulations lack authority. Therefore, it is necessary to make government procurement of public services law-based and provide continued theoretical and institutional support for the implementation of the most authoritative policy.

The Sustainable Capacity Building for Decentralization (SCBD) project funded by the AsianDevelopment Bank (ADB) aimed to strengthen the capacity of local governments in Indonesia.Banjarnegara Regency was selected by the ministry of internal affairs for the implementation ofthe project. The SCBD Project in Banjarnegara consists of five components including frameworkof capacity building, institutional capacity building, human resources management, humanresources development and sustainable financial and budgeting. This project will is held in fiveyears using two funding schemes phases, donor funded the first 3 years (2009‐2011), thencontinued by the local government of Banjarnegara. During the 2009‐2011period, the projecthas finished all five components, PMU then conducted evaluation to ensure achievement of theSCBD’s main goal: strengthening local governance for delivering good public services. The expostevaluation method used to evaluate the SCBD Project for short term outcomes found thatthe project hasn’t directly improved the public services performance even having completed allfive components of the project. Most people in Banjarnegara Regency felt no significantimprovement of public services provided by the government. The ineffectiveness of publicservices can be understood, because not all of the components of the SCBD project had beenthoroughly implemented at local government level. Moreover, many activities of the projecttend to overlap implying lack of coordination among the project implementation units.Key words: evaluation, SCBD
