Special Autonomy assigns its rights and obligations to local governments to regulate and manage their own affairs and interests of the society so that people increasingly can be served well. But in fact, public services provided is not maximized. This study used qualitative methods, data sources are divided into two types of data sources, namely primary and secondary data sources. The results of this study indicate that there is still lack of public services the Government of Papua Province visible from the weak aspects of responsiveness, which local governments less responsive to some of the problems in the field of education, economy and industry growth and physical development as well as non-physical. From the aspect of responsibility is also still found their weaknesses, which the Government of Papua Province is still not fully overcome the problems of corruption and poverty. Meanwhile, from the aspect of accountability, it is known that the performance of governance in Papua in providing public services are not running optimally, one reason is the lack of competence and capability of local government officials.

This research aims to know and explain the application of the principles of good governance, namely the principles of transparency and participation and the constraints of applying the principles of transparency and participation in public services. The research method used is empirical research method, to achieve this goal, so this research uses data collection techniques through interviews, observations, document studies, and documentation. While the data sources used are primary and secondary data sources. The approach of this research is conceptual approach that is moving from the views or doctrines that develop in the science of law and the approach of the Law, namely the approach carried out by edilah regulation related to legal issues that are being studied. The results revealed that the principle of transparency has not run optimally because the SOP has not been informed to the public, the principle of participation has not run optimally because the management of complaints has not been good. Therefore, in the context of public services that are a very strategic part in measuring good governance needs to be optimized by providing SOP information on information boards, websites, brochures, opening complaints through social media or working with village officials, head of Cluster Area to directly socialize public service procedures and policies to the community.

This study aims to determine the satisfaction of public service in the field of licensing Deli Serdang regency. Location of the research conducted in the area of Deli Serdang regency government is the reason for this is a site selection study for Deli Serdang regency. This study uses secondary data sources as the primary data source, which is equipped with a primary data source as a supporter. Sources of data mainly obtained from the Department of Commerce Office of P2KPM and Deli Serdang regency. The results showed that people's satisfaction of public services in Deli Serdang regency values obtained cumulative index of 21.7 in the range of 17-23 (moderate), so it can be concluded that the implementation of public service in Deli Serdang Regency included in the rate being.

In the Guidelines of the State Council General Office on Government Procurement of Services from the Private and Non-governmental Sectors, “public service provider for the government” is broadly defined; it is stated that npos, businesses, and industry organizations have equal opportunity to be public service providers. A comparison of local eligibility requirements on npos serving as public service providers shows that the eligibility requirements focus on such aspects as service provider qualifications, time of establishment, organizational management, human resources, financial management, professional qualifications, annual inspection, evaluation, and honors. On the whole, the requirements are not demanding; the quality of public services is also secured through institutional design and innovation. The lax eligibility requirements imposed by local governments on npos as public service providers indicate that the social governance system will feature diversity, and reflect the government’s intention to support and develop npos. However, there are also some problems in local policies, such as 1) too much is at the discretion of the government; 2) the eligibility requirements are not good for the development of grassroots organizations; 3) no standards have been defined on eligibility for public service provider; and 4) related laws and regulations lack authority. Therefore, it is necessary to make government procurement of public services law-based and provide continued theoretical and institutional support for the implementation of the most authoritative policy.

The concept of the welfare state upholds the existence of the legal system under the premise of legal certainty and the protection of basic human rights. Paragraph IV of the 1945 Constitution of the Republic of Indonesia emphasizes the existence of “state obligations” and “the government duty” to protect and serve all public interest. The normative basis of the Constitution was translated as the national principle to embody the public services. The Public Service Law Number 25 of 2009 is a formulation of legal certainty. However, the main problem that occurs in the public services is maladministration in bureaucracy. It is important to build interpretations of the authority attached to the bureaucratic system or on subjects who become government officials. By analyzing the Constitution, this article states that the government official dimensions must be considered as an interrelated issue, so that the articulate practice must be seen as inherent social conditions. District is part of the government organization that is closest to dealing directly with the community and spearheading the success of regional development, especially in Medan, where the District will be seen directly in planning and controlling development and services, and a reflection of good governance in Medan. The objectives of this study are as follows: (i) to describe the Good Governance implementation in the District, especially in the District of Medan Helvetia, (ii) to analyze the factors that support and inhibit the implementation in the District, especially in the District of Medan Helvetia.The form of descriptive research using a qualitative approach, this research was conducted in the District of Medan Helvetia. The informants consisted of key informants, namely the Head of District and their apparatus as many as 4 people who were determined purposively and the Main informant namely the community who were taken accidentally as many as 20 people at the time of the study. Primary data comes from interviews and secondary data from literature studies and other written documents. After the data and information needed has been collected, the researcher then sifts through the data and information into the research indicators that have been determined. After the data and information are grouped, the researcher then presents the data and analyzes the data qualitatively.Research Results: The good governance implementation in Medan Helvetia District Office refers to the Decree of the District of Medan Helvetia number 138/19-17/SK-MH/IX/2015 on Standard Operating Procedures (SOP) in Medan Helvetia District Environment. In general, the implementation analysis as follows: (i) Standards and Policy Objectives: public servants have attempted to achieve the public service goals they have set, (ii) Resources: human resources and support resources or facilities, researchers see still shortcomings, (iii) Inter-Organizational Relations: inter-organizational relationships implemented in Medan Helvetia  District are good, (iv) Characteristics of the Implementing Agent: the characteristics of the existing implementing agent can already be applied by the implementor of public services in both the public service in Medan Helvetia district, (v) Social, Political, and Economic Conditions: on the variable social, economic and political conditions, the implementors of public services in providing public services do not discriminate between each other, (vi) Implementor Disposition: the attitude given by the implementor of public services is friendly and courteous when providing public services. Supporting factors are cooperation with stakeholders, commitment of the head district (Camat), and the economic potential of the region and opportunities of private CSR, while the Inhibitor Factors are Lack of community participation, lack of human resources apparatus, lack of funds and some damaged road and drainage infrastructure.

Service is a very important task that must be found from the figure of the government apparatus as a servant of the community, namely that the community must carry out its duties that always serve the interests of the community and meet every need of the community in accordance with applicable regulations. Serving and protecting the community is the main function of every government apparatus in carrying out government duties. The services provided by the government apparatus to the community must be in accordance with their authority. The reality that occurs until now there are still complaints from the community such as the unknown requirements, convoluted and also uncertainty in the administration of administration and the attitude of government officials who are less responsive to what is the needs of each community. In carrying out public services there is a tendency for injustice to exist in public services where people classified as poor will find it difficult to obtain services. To find out howcapacity of the state civil apparatus on the effectiveness of public services in the Dinas Kependudukan dan Pencatatan Sipil Kota Sungai Penuh. The approach used in this study is a qualitative study, because it determines and reports the existing situation according to its reality and by measuring it. Typical qualitative research to find out attitudes, opinions, opinions, information, domography, circumstances and procedures. The informants in this study were 8 people. This study uses data collection techniques namely field research, library research, and interviews. From the interviews conducted by the researchers concluded that the services carried out by the Sungai Penuh village office staff were done well and in accordance with public service procedures.

This research was conducted to seek the Standard Operating Procedures of the Immigration Office in Handling Foreign Tourists Who Misused Permits for Visiting Visa in Bali. The research used in study is qualitative descriptive. The informant determination technique used was the Purposive Procedure technique. The data sources used were primary and secondary data sources. Primary data in this study were data that come from direct observation to the location of the study by observation and interview. While secondary data in this study were data obtained from documentation or literature studies to supplement primary data. The results showed that the supervision and deportation of foreign nationals at the Ngurah Rai Special Class I Immigration Office was carried out to the maximum by immigration officers, starting from the coming till being out of Indonesia, the process was in accordance with Law Number 6 of 2011 and Regulations The Government of the Republic of Indonesia Number 31 of 1994 concerning Procedures for Supervision of Foreigners and Immigration Measures as well as provisions that apply to the stages of foreigners is carried out by the process of detention in the detention room of the Immigration Office, given the action by the Head of the Immigration Office. This study aims to explain the model of village fund management based on the Village Information System (SID) in all villages in 15 sub-districts in the Wonosobo Regency, which amount to 236 villages. The study focused on the village fund management model by utilizing existing SID technology, namely the Desa Mitra Application. As well as to explain the extent to which this new model is developing and how it impacts the community. This study uses model qualitative methods, with the premier and secondary data sources, with data collection techniques using questionnaires, interviews, observation, and documentation. This study revealed that the SID-based village fund management model using the village partner application in Wonosobo District was very helpful and useful in managing village funds. Of the four stages of managing existing funds, the application of village partners plays a significant role in helping each process of managing existing funds. as in the stages of planning, corporate governance, implementation, and reporting and accountability. There are several important factors that influence the creation of the existing accountability model, namely the Government Institution in this case the Wonosobo District, the Village Government, and the existing HR. The results of this study show good results regarding the accountability of Village Funds in Wonosobo., vertical and horizontal accountability models are characteristic of the management of Village Funds in Wonosobo District by utilizing the developed SID.

Advances in communication and information technology bring many changes to the general habits of society. Communication and information technology is now inseparable from people's lives in this era. With digitalization, people can disseminate and obtain information widely without requiring a long time. The benefits of this easy, cheap, and fast technology have in common with the concept of excellent public service which is the hope of the community. In public services, people want services that are easily accessible, do not incur a lot of costs, and also do not require a long time to receive public services. To provide excellent service in this era of rapid technological progress and the government can optimize the use of information and communication technology in governance, which is known as E-government. Through the development of public service innovations based on E-government, it is expected to be able to provide services that are in accordance with the principles of good governance, so as to improve service quality and community satisfaction. Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) of Badung Regency builds public service innovations called Layanan Perizinan Online (LAPERON). This study uses qualitative research methods through secondary data collection. The development of public services in the LAPERON application can be seen from the availability of LAPERON on the website and also the Mobile Application with various features that make it easier for the public to apply for licensing services.

Purpose: This study aims to provide an overview related to research on heritage assets in Indonesia. This study classifies and reviews articles based on research methods and focused results regarding accounting treatment, is it in accordance with Government Accounting Standards (SAP)? Research Methodology: This research is a literature study which contains theories that are relevant to the research problem. The data collection is taken from secondary data sources, SAP and various scientific articles. Results: The results demonstrate that the treatment in several heritage assets in Indonesia has referred to the prevailing SAP, historical assets are recorded as fixed assets, without valuation using cost or revaluation, the majority has been presented in the financial report based on accounting principles, this means the government accountability requirements for disclosure of heritage assets have been quite achieved. Limitations: Secondary data sources using several articles that are not all published in accredited journals. Contribution: This research has implications for the government to evaluate the function of financial reporting as an accounting tool that facilitates the realization of transparency and accountability.
