The most common method of statistical analysis in epidemiology is the retrospective analysis of infectious disease cases. Recorded in the system of Federal statistical observation they are not bound on specific localities, but to the areas of territorial bodies’ of Russian Federation Health Care Ministry and Rospotrebnadzor responsibility. In order to load the information into databases and use them in GIS, the spatial reference of statistical information to specific coordinates of suspected infection sites or to a specific administrative or specially designated territory having a spatial description is necessary. The aim of the work is to analyze the system of classification and coding administrative and specially allocated territories of the Russian Federation at various levels for the implementation of multifactor analysis of the epidemiological situation with the involvement of climatic, landscape, land management and other data, as well as to solve other problems of the territories spatial development.

Introduction: In the context of a decreasing size of the working-age population, monitoring of the health status and disease incidence in this cohort shall be one of the most important tasks of public and occupational health professionals. Health risk management for the working population in the Russian Federation requires complete and reliable data on its morbidity, especially in view of the fact that its average age demonstrates a stable growth. It is, therefore, crucial to have precise and consistent information about the morbidity of the working-age population. Objective: The study aimed to assess incidence rates of diseases with temporary incapacity for work in the constituent entities of the Ural Federal District of the Russian Federation. Materials and methods: We reviewed data on disease incidence rates published by the Federal State Statistics Service in the Common Interdepartmental System of Statistical Information, Section 15.12, Causes of Temporary Disability, and Section 2.9.I.4, Federal Project for Public Health Promotion. The constituent entities under study were ranked according to the number of cases and days of temporary incapacity per 100 workers and E.L. Notkin scale was used to determine grade the incidence. The statistical analysis was performed using STATISTICA 10 software. Long-term average values of certain indicators, median values, standard deviation (σ) and coefficients of variation were estimated. The difference in the indices was assessed using the Mann-Whitney test. Results: Compared to 2010, incidence rates of diseases with temporary incapacity for work in the constituent entities of the Ural Federal District in 2019 demonstrated a significant decline. The sharp drop was observed in 2015. We also established that the Common Interdepartmental System of Statistical Information contains contradictory information on disease incidence. Conclusion: It is expedient to consider the issue of revising guidelines for organization of federal statistical monitoring of morbidity with temporary incapacity for work and to include this indicator in the system of public health monitoring.

High pathogenicity of anthrax agent combined with unique insensitivity of its spore forms to environmental stresses class it among extremely dangerous biological agents. Registered and effectively used anthrax vaccines made invaluable contribution to the improvement of epidemiological situation around the world. Nevertheless, neglect of non-specific prophylaxis may result in dramatic scenarios and require large-scale measures on rectification of the consequences. Efforts on the development of next-generation vaccines are aimed at safety build-up, decrease in frequency of administration, and enhancement of manufacturing technologies. The review contains the key information on licensed anthrax vaccines designed for medical use, both in the territory of the Russian Federation and abroad. Among multiple experimental developments emphasized have been preparations manufactured by various biopharmaceutical companies in compliance with GMP standards, at different phases of clinical trials in 2016.

Chronic non - communicable diseases, mainly cardiovascular diseases, are the leading cause of death worldwide, including in the Russian Federation (RF). The article analyzes the negative and positive trends of the most relevant risk factors for cardiovascular diseases for the period from 2013 to 2017, and also provides a strategy for reducing mortality in the Russian Federation for the period up to 2024 based on data from an epidemiological analysis.

The paper presents analysis of epidemiological situation on hemorrhagic fever with renal syndrome around the world and in the Russian Federation over the period of 2009–2018. 5855 cases of hemorrhagic fever with renal syndrome were registered in Russia in 2018 (3.99 per one hundred thousand of the population). Downward trend is observed as compared to 2017 (by 29.6 %). Cases of cluster infection were not reported. It is established that the highest level of morbidity, exceeding the average level across Russia 3.9 times, was noted in the Volga Federal District, where 77.5% of the total cases occurred. The territory of the Russian Federation was differentiated by the HFRS incidence rates. The areas with high levels of morbidity included the entities of the Russian Federation with intensive index range between 9.08 and 41.39 per one hundred thousand of the population, among them Republics of Bashkortostan, Mari El, Tatarstan, and Mordovia, Udmurt and Chuvashi Republics, Kirov, Nizhny Novgorod, Penza, Samara, Ulyanovsk, Kostroma, Yaroslavl, and Jewish Autonomous Regions. The forecast for preservation of tense epidemiological situation on HFRS incidence in the territory of the Volga Federal District was substantiated.

The article deals with topical issues of development of the market of tank-container freight transportation in Russia. The study presents data on the use of tank-containers on various modes of transport, which allow high-quality and reliable transportation of goods in comparison with traditional tanks. The technological features of the design of tank-containers, their overall dimensions, weight and capacity are considered. Statistical information reflecting the dynamics of the chemical cargo transportation market in containers and tanks has been analyzed. The risks and threats that can lead to an environmental disaster due to the problems of updating the fleet of containers have been studied. The directions of development of smart logistics are given.

Analysis of the anthrax incidence in the Russian Federation over the period of 2009–2018 showed that the infections among the population were recorded in 14 regions of 6 Federal Districts. 23 anthrax outbreaks among people were revealed, where 90 people got sick with 3 lethal outcomes. In comparison to the previous ten-year period (1999–2008), the number of cases of the disease was reduced by 1.6 times. Three cases of cutaneous anthrax were registered in two constituent entities of the Russian Federation in 2018 – the Republic of Dagestan (1) and the Republic of Tyva (2). Outbreaks of infection among livestock animals and people were recorded in such neighboring states as Georgia, Kazakhstan, China, Kyrgyzstan, and Ukraine. Epizootiological and epidemiological instability as regards anthrax was observed in several countries of Asia and Africa. Human infection occurred as a result of contact with sick and dead animals in the process of slaughter and cutting of carcasses, consuming infected meat. Anthrax morbidity rates among animals and people in the Russian Federation in 2019 will depend on the comprehensiveness of implementation of the plans for anthrax prevention, and in case those plans will be realized at the maximum scale incidence will be limited to single cases.

Modern constitutional transformations, asserting a “value” legal understanding, actualize theoretical and practical problems of legislative regulation, serve as a prereq- uisite for rethinking the essence, role and significance of law in the life of society, and determine the formulation of a number of issues related, first of all, to the qualitative implementation of novelties. This collection reflects the diversity and depth of scientific discussions of the XV In- ternational school of young legal scholars on the topic “Constitution and modernization of legislation”, which was held by the Institute of legislation and comparative law under the Government of the Russian Federation in cooperation with the International Union of lawyers. In the context of a difficult epidemiological situation related to the spread of corona- virus infection, in order to protect the health of conference participants, the organizing Committee decided to hold the XV School remotely (by correspondence). For the first time, all its scientific events were held online. The participants had a unique opportunity to communicate with the direct developers of amendments to the Constitution of the Russian Federation, present their reports in a new format.
