The role of the federal registration service for the rational use of agricultural land

The author considers the issues of using agricultural land in the Russian Federation, which significantly affects the wellbeing of its citizens. The possibility of partial payment of works on the firstcategory lands inventory and complex cadastral works at the expense of funds received through submission of extracts from the Unified State Register of Real Estate is justified. The shortcomings of the existing system of securing rights to immovable property are reflected, which consist in the possibility of depriving their owners of the registered right in court. It is shown that protecting the rights of individuals and legal entities to land plots by the state, as well as improving the living conditions of the population in rural areas are the main directions of developing the agricultural branch and improving the living standards of rural commodity producers. Possible ways of reducing the area of unused agricultural lands are proposed.

In the article, the author examines the modern content of the institution of territory zoning in general, gives the classification and grouping of its individual types, zoning units and the reflection of information about them in the Unified state register of real estate. Further prospects for improvement the institution of zoning, strengthening the territorial zoning and the role of agglomerations in the Russian Federation, the development of new systems of macroeconomic zoning of the country, and identification of territories interesting for tourism are considered in this paper.

The article presents the review of antitumoral medications for treatment registered in Russia nowadays and being at the final stage of their development - clinical studies in authorized testing centers for subsequent registration. The summarized information is presented by official sources - the State register of medications of the Ministry of Health of the Russian Federation, the Electronic Subject Heading List of Clinical Recommendations and Clinical Handbooks and prepared on their basis Orders on Standards of Medical Care. The place and role of chemotherapeutic remedies are demonstrated in relation to therapy of oncologic patients and typical schemes of application of anti-blastoma remedies in case of the most prevalent and most severe nosological forms of neoplastic diseases.

This work examines the issue of entering into the Unified State Register of Real Estate (hereinafter referred to as USRN) information about the boundaries of territorial zones and ways to solve them. In order to improve the business environment at the regional level, the decree of the Government of the Russian Federation of January 31, 2017 No. 147-p approved 12 target models for simplifying business procedures and increasing the investment attractiveness of the constituent entities of the Russian Federation. According to this Order, until 2021, it is necessary to prepare, coordinate and approve the draft Rules of land use and development (hereinafter referred to as the PZZ) and enter information on the boundaries of territorial zones in the USRN.

Accurate and complete information on the status and use of agricultural lands is required to take rational managerial decisions in the agricultural industry. Their aim is to ensure agricultural development and the effective use of agricultural lands, in particular. Analysis of information sources containing data on the status and use of agricultural lands shows that there are data pitfalls related to the area of agricultural lands and the area of agricultural lands not used as intended. This study revealed that there is misinformation about the area of vacant agricultural lands and the area of unclaimed land areas in the Russian Federation. The reliability of the available information on the area of agricultural lands of different ownership forms is questionable, provided that the division of agricultural land occurs at a slow pace. Accurate, complete, and timely information on the land market and accurate state cadastral assessment of agricultural lands will reduce the information asymmetry that impairs the selection, and improve the conditions for the agricultural land market operation. The existing problems with the accuracy and completeness of information on the status and use of agricultural lands should be resolved through improvements in the Unified Federal Information System for Agricultural Lands. The system was put into operation in 2018 by the Ministry of Agriculture of the Russian Federation, which collects and consolidates information on agricultural lands. To do this, it is required to develop a mechanism that allows the EFIS ZSN to receive information from various sources, while one of the information providers should not be interested in its content.

The article discusses the formation of rural hospitality in the Russian Federation. We describe the deep cultural, historical and spiritual roots of the phenomenon of hospitality in different ethnic groups living in our country. Proceeding from the need to find appropriate directions of rural hospitality formation, the article introduces a number of tasks that contribute to the successful solution of given problems. The article discloses the concept of "rural hospitality" in activity and spiritual aspects, characterizes motivation of rural hospitality consumers and reveals those qualities, which the owners of rural estates should have. The legal and socio-economic basics for the formation of hospitality spheres are analyzed. Terminological apparatus of GOST R 56641-2015 "Small funds accommodation services. Rural guest houses. General requirements” is carefully considered. The article highlights the important role of rural tourism in addressing a number of issues of rural areas sustainable development, such as the conservation of small settlements, the development of additional employment, increasing incomes, strengthening of youth in rural areas. The authors present own opinion on the structure and the essential characteristics of the product "rural hospitality" that includes a number of levels, each of which is the object of improving to create optimal tourist product. A systematic interpretation of the substantive descriptions of "rural hospitality service" category is suggested. The strategic directions of state policy in hospitality sphere are outlined, which is associated with the relief of the tax burden for the rural guest houses, development of infrastructure in rural areas, competent information support for the promotion of rural hospitality products in the domestic and international tourist market, the improvement of service quality in rural tourism, on the basis of staff training, development and implementation of service standards.

This work is devoted to the issues of entering into the Unified State Register of Real Estate (hereinafter referred to as USRN) information about the location of borders between subjects of the Russian Federation, borders of municipalities, and settlements on the example of the Tyumen region. The procedure and features of the establishment, change of administrative-territorial division are considered. Analysed the legal aspects and grounds for carrying out activities for the coordinate description of administrative boundaries as objects of land management. At the same time, problems that arise both at the stage of adoption of regulatory acts establishing administrative boundaries and at the stage of preparation and coordination of land management documentation are identified and justified. According to the results of the work, a number of proposals were formulated, which will allow to provide the USRN with information on the administrative-territorial division in full.

The article gives an assessment of reducing the living standard of the population in rural areas of Russia (a case of the Volgograd region). The analysis of the current state of rural areas was carried out and problems and trends of a decreasing standard of living of the population were identified. The dynamics of the urban and rural population of the Volgograd region has been illustrated in accordance with the data of the Federal State Statistics Service of the Russian Federation. The conclusions are drawn about the depopulation in the rural areas, natural loss, migration outflows, and the change in the category of settlements. There have been systematized the factors influencing the living standards of the population in rural areas in modern conditions, such as: legal, socio-economic, political, technological, etc. With the help of the Ishikawa diagram, the potential causes of the declining standard of living of the rural population are ordered and aggregated, and the most important factors are identified. The effectiveness and efficiency of the state policy aimed at the long term development of rural areas is assessed. It has been noted that the volume of financing the state program Comprehensive development of rural areas for 2020–2025 will amount to about 2.3 trillion rubles, which is 12 times more than funding of the previous program. Lack of activities and insignificant amount of funding aimed at the development of social infrastructure of modern villages, the development of education and health care were identified by the authors. A set of measures to improve the existing policy for the long term development of rural areas in Russia has been substantiated. The necessity of including the problems of the development of Russian villages into the system of national projects in the Russian Federation has been emphasized.

Today the studying of geodetic maintenance of cadastral activities in the Russian Federation is an extremely important and topical issue at the present stage of development of the interrelation between geodesy and the sphere of land and property relations. The research tasks are to identify problem aspects in the practical geodetic activity, as well as to analyze the role of geodesy for one of the most important areas of its application. Specificity of geodetic support of cadastral works is considered. The methods of determining the coordinates of the characteristic points of the boundaries of land plots and other real estate objects are compared, the main problems of geodetic work for cadastral purposes are formulated, and the direct dependence of land tax and rent on the area of the real estate object is revealed. In this way, the article reflects the importance of surveying for land and real estate management system.

Since January 1, 2019, Federal Law No.217 dated July 29, 2018 “On the introduction by citizens of gardening and gardening for their own needs and on amending certain legislative acts of the Russian Federation” (hereinafter referred to as Law No.217). Changes that occurred with gardening and dacha plots in connection with the adoption of the new federal law caused a number of problems with its implementation. This law has caused a big resonance among citizens, and among management structures, and among the community of cadastral engineers. Land plots that are located in the dacha and garden associations now fall into the development areas of individual and low-rise residential buildings, blocked residential area development. And houses on these sites can acquire the status of individual houses. In this regard, there will be and will arise many questions and problems with the use and management of territories and the registration of rights to real estate.

Since 2014 the Russian Federation has been carrying out the works for determining flooding and underflooding zones near water objects. It is legally stated that the information about the boundaries of such zones must be inserted into the Unified State Real Estate Register. However, the range of legal and regulatory and technological issues in determining the boundaries of flooding zones has not yet been solved and the works have not been completed to the full extent. The article performs the analysis of governing regulatory documents as well as the amendments accepted in 2019, devoted to the improvement of the procedure for determining flooding and under flooding zones. As the argument of relevance of determining flooding and underflooding zones were considered the examples of cata-strophic floods on the territory of the Russian Federation, which caused billion-ruble losses to the state as well as to the real estate owners. The article substantiates the necessity of computer-based forecasting modeling of emergencies, related to flooding of territories and determining the boundaries of the emergency geospace – the flooding and underflooding zones. The article draws the technological scheme of the actions for determining emergency geospace. There have been built the digital forecast-ing models of the flooding zones on the territory of the Novosibirsk city in disastrous flood. There has been drawn the information about the registered geodata base of flooding zones in residential areas of the Novosibirsk region during seasonal river floods. To optimize the processes of entering information about flooding and underflooding zones into the unified state register of real estate, a technological scheme for establishing flooding and flooding zones has been developed and introduced into the work of the Verhne-Obskoj Basin Water Management. There has been shown the positive impact of determination and registration in state informational resource of the data about flooding and under-flooding zone boundaries. In particular this information allows to perform the evaluation of territorial stability of land-property complex spatial structures. On the basis of statistical data on damage due to floods, there has been drawn the conclusion about the necessity of tax reduction on real estate in areas of possible emergencies and redistribution of funds of real estate owners for property insurance.
