The article examines the destructive socialization of the individual from the point of view of the synthesis of philosophical and pedagogical approaches. The first considers it as a phenomenon that arises in the programs of propaganda of destructive cults, implemented through the use of modern information and communication technologies; the second approach is aimed at finding possible ways to solve the indicated problem, which is investigated within the framework of media pedagogical science, which closely correlates with the processes of interaction between the subject of information and its media agent. The work focuses on the formation of a new vector in the development of media pedagogy by rethinking its target content.

The purpose of the article is to consider the main components and advantages of the concept of "service" public administration in the constantly changing conditions of the transition to knowledge, information and information technology. The subject of the research is the process of improving the technology of providing public services for citizens from the point of view of client orientation in order to improve the quality of services provided, which is an important part in the development of the information function of public administration in the Russian Federation in the context of changes. Research methodology: the theoretical and methodological research was based on the scientific works of domestic and foreign scientists concerning the paradigm of public administration caused by transformational changes in the economy and society. Research results: the Russian and foreign experience of the development of the concept of "service" public administration is analyzed, the state within the framework of the service model is considered as an integrating social institution, and the advantages of using information and communication technologies in state and municipal administration are revealed.

This special issue approaches information and communication technologies (ICT) visions and their realisation/implementation at various levels, among different actors and from various perspectives. Conceptually, we distinguish three different dimensions, even though those overlap in the individual contributions as well as in empirical reality – namely ideational, instrumental, and relational. The different contributions address both visions formulated by the Chinese state and by individual actors such as entrepreneurs. Even though the conditions for the use of ICT in China are deeply affected by state governance, this governance is in no way tantamount to one single government. As this issue’s contributions show, state attempts at building a stable cyber-governance are in need of allies and, depending on the allies’ visions and other, competitive visions, the outcomes of these dynamics are seldom truthful realisations of one original grand masterplan.

Start-up is a modern entrepreneurship form designed to realize original business ideas, mostly based on new technologies and the Internet. It evolves in the development cycle, which is determined by the business idea development cycle and the financing cycle. The purpose of the paper is to describe and analyse the business idea. The business idea is characterized by its content, circumstances of its origin, degree of originality and evidence of this originality. Start-ups are dominated by business ideas based on the application of information and communication technologies, the business idea is most often created by combining professional and business experience, but its originality is from the international point of view only average and the level of legal protection is quite rare.

The article is devoted to the problem of bullying and anti-bullying policy in school institutions. The problem of bullying, from a scientific point of view, began to be studied at the end of the 20th century. Today, this issue is covered in all laws and programs related to ensuring a safe educational environment for participants in the educational process. Bullying, as a social and pedagogical problem, has been actively studied since the beginning of the development of information and communication technologies, which contributed to the rapid dissemination of not only verbal, but also media information: photo and video facts about manifestations of bullying between children. The article presents the results of the research "Unicef", "La Strada-Ukraine", which indicate the prevalence of the phenomenon of bullying among children. The essence of the concept of "bullying" is revealed, as well as categories that are close in meaning: "violence", "aggression", "bullying", "bullying", "conflict". The structural components of the roles of the bullying process are described: initiators or offenders, helpers of offenders, defenders of the victim, victims and observers. The article provides data on anti-bulging programs in foreign countries and focuses on the problem of anti-bulging policy in educational institutions of our country. Three main approaches that make up the anti-bullying policy of schools are analyzed: disciplinary, restorative and an integrated approach, which is implemented using two directions: managerial and educational. The directions of anti-bullying policy at school are presented, namely managerial and educational. The managerial direction is organized and implemented by the head of the educational institution. The constituent components of activities in this area are an analysis of the current situation in an educational institution, the development of an official position of the institution regarding bullying and informing all participants in the educational process about it, the development of rules of conduct for all participants in the educational process and informing about them, defining the responsibilities and responsibilities of participants educational process in relation to the rules of safe behavior in an educational institution, instructing employees, students and parents. Whereas the educational direction is characterized by informing, explaining, developing the skills of tolerance and non-violent communication of all participants in the educational process.

The rapid development in the world of information and communication technologies makes it possible to say that now they are one of the most common ways of teaching. These technologies influence the formation of methods and methods of pedagogical activity, open up new opportunities for communication and obtaining information. Informatization and computerization of education acts as a component of the general trend of global processes of world development, as an initial information and communication basis for the harmonious development of the individual and social systemic information. Preparing a student for an active and fruitful life in a modern digital information society is one of the main tasks of the modern stage of modernization of the education system.

The article explores modern information and telecommunication technologies, which are the basis of information processes in education. The article characterizes the need to use modern information and communication technologies in the work of future translators. The analysis of modern software tools that contribute to the automation and simplification of translation operations, the generalization of work with individual words and fragments of foreign text. The article reveals the peculiarities of the use of translation programs and electronic dictionaries in the training of future translators in the higher education system and their role in the thorough formation of translation competence in future professionals. The research reveals a number of advantages of using electronic translation tools in the work of a translator, defined as modern electronic software helps to select the most accurate equivalents of translation and lexical equivalents. Specialized software is a translator's assistant that automates basic actions, helps to structure and systematize translation activities. The main programs-translators are described. They give the opportunity to instantly translate a sentence or a fragment of text into many languages. Online dictionaries contain a large database of words. They are multilingual. But the final translation of a foreign text depends on the translation actions and transformations of a specialist, electronic software only automates general actions.
