Mosque is an instrument of empowerment of people who have a very strategic role in efforts to improve the quality and can unite the community. This article aims to describe the role of the Al-Fatah mosque as a pluralistic and socially pluralistic community empowerment center. The main data comes from interviews and observations, while the method used is qualitative descriptive. This article concludes that the empowerment of the pluralist society around Al-Fatah mosque is done by optimizing the role of all community groups in various mosque activities. The mosque can be the center of activity of all community groups because its activities are not limited to religious activities only, but cover other social social.

Globalization has resulted in a shift in human morals, marked by the many cases of moral deviations that are rife in various parts of Indonesia so that the application of spiritual attitudes has not been maximized. The attitude of dishonesty is shown by the number of students who cheat on the test, and the attitude of indiscipline is shown by the number of students who are late so that the application of social attitudes does not seem to be visible. The role of PAI teachers is considered quite important for the development of these two attitudes. At SMPN 1 Darussalam, PAI teachers have played a role in fostering spiritual and social attitudes. Big. This research was conducted with a field study using a qualitative descriptive method. Data collection techniques were carried out through interviews and documentation. The results showed the role of PAI teachers in fostering spiritual attitudes by praying before and after lessons, praying in congregation, doing charity activities every Friday, and religious activities. The role of PAI teachers in fostering social attitudes is carried out through social service activities, visiting the Disabled Foundation and nursing homes, getting used to the 3S (smile, greeting, greeting), reporting to the teacher what items are found, punishing students who are late. Factors supporting the role of Islamic Education teachers in fostering spiritual and social attitudes are seen from adequate school facilities in the form of female/male prayer rooms, learning media such as LCD, the use of active methods. While the inhibiting factors include the lack of adequate facilities, especially LCDs, the lack of interest in teachers and knowledge, and the lack of interest in students to improve themselves.

This research aims to illustrate and analyze the role of local elites in increasing voter participation and impact of local elite involvement in North Toraja District Head Vice Regent and Vice Regent 2015 by using qualitative descriptive method. Data were obtained by using interviews as well as literature and document studies.The results indicate that local elites play a role in increasing participation in Pilkada in North Toraja according to their capacity. Local political elites socialize candidate pairs, become campaign teams and volunteer teams of candidates for regent / vice bupati candidates. Religious figures become part of the election organizers and socialize the implementation of Pilkada through religious activities. Adat leaders play a role by utilizing the charisma owned socialize information Pilkada to the community, build communication with the candidate pair then support it in the elections.The involvement of local elites in the implementation of North Sulawesi District Head Vice Regent and Vice Regent 2015 has a significant impact on the political participation of the community. Increasing the political participation of the people in Pilkada is not solely because of the involvement of local elites in disseminating information on Regional Head Election. However, there are other motivating factors that enable the community to actively participate, namely (1) to be given material rewards (including piloting gambling activities) and (2) the religious sentiments of one of the candidate pairs on religious leaders in worship activities.

In Indonesia there are various kinds of tourism activities where one of them from the alternative tourism is rural tourism. When the rural tourism began to be developed then the community must also participate to play an active role in the development of rural tourism. Therefore, the empowerment of local people in this rural tourism activity is very important. The focus of this research is to know the form of community empowerment, the process of community empowerment, the components of the package of rural tour packages, the forms of tour packages offered, and the distribution channel. This research method using qualitative descriptive method. The process of collecting data is done by observation, interview and literature study. The data are then grouped, described, analyzed, then summarized. The findings of research results from community empowerment in packing of rural tourism package include: 1) The form of empowerment of community groups in Pelaga Village is the Sadar Wisata Group, 2) The empowerment of community groups in packing of rural tour packages includes components of rural tour package, Tour packages offered, and distribution channels. From this research, it can be concluded that the empowerment of community groups in packing rural tourism packages related to the many potentials that have the need for socialization and counseling to Pelaga Village community groups to be directly involved in tourism activities. Sustainability of empowerment activities can be developed and improved again because the better the empowerment activities are held to eat the better the benefits obtained by the community.   Keywords:Empowerment, Packaging, Tour packages

BUMDesa activities are inseparable from community empowerment which aims to accommodate all community activities in the economic sector and as an alternative to poverty alleviation. The purpose of this study was to analyze the processes and factors supporting the empowerment of village communities carried out by BUMDesa Tirta Mandiri so that they get many achievements. This research method uses a qualitative descriptive research design. The research results show that the success of Ponggok Village is not obtained instantly but through a series of community empowerment processes. The role of the village government is very influential in the success of BUMDesa because it is not tired of conducting literacy studies by cooperating with academics and consultants. Various innovations were also developed to be able to compete and keep up with the times, therefore other village-level economic institutions such as Pokdarwis Wanua Tirta and UKM Nila Murni are collaborating with them to be more active in empowering the people of Ponggok Village.Keywords: BUMDesa, Community Empowerment, Ponggok Village

The waste problem is a classic problem that is quite difficult to solve. This article aims to discuss the role of the bank sampah Bumi Inspirasi as an effort to empower the community in supporting the KANG PISMAN policy. This research method uses a qualitative descriptive approach using a logical analysis model. The findings show that the community empowerment carried out by the bank sampah Bumi Inspirasi has been carried out in a sustainable manner and with sufficiently optimal results, but is still constrained by several obstacles such as a lack of infrastructure and support from the government and the private companies. The implication of this finding is that the bank sampah is one of the institutions that will strongly support government programs in realizing less waste city if the cooperation between stakeholders is well established.Keywords: Community Empowerment, Bank Sampah, Waste Management

Islam is a religion of da'wah, meaning religion that always encourages its adherents to always active Islamic teachings. Even the advanced pullback of Muslims relies heavily on the da'wah activities it does. Da'wah can be done by means of Bill-oral, Bil Qalam, bil of things and can go through various forums as long as its purpose is to invite to live the command of Allah SWT in the form of faith and exempvises his apostles. Through Da'wah which is filled with Dhikrullah, praise the Prophet Muhammad with the accompaniment of the music that will captivate the society especially the youth follow the religious activities carried out by the congregation Sulthan. From the background, there will be a desire from researchers to know the extent of the role of the propagation of the Congregation of the Hubbun Prophet in increasing the spirit of the activity of youth religious activities village of Driyorejo District of Gresik Regency. And what are the encouraging factors in increasing the spirit of the youth's religious activities. This research uses qualitative descriptive research. Data collection using observations, interviews, and documentation. Through interviews and observations it is known that the main subjects studied were the youth members of the Hubbun prophet. The results showed that the mosque returned to life with all the religious activities and the taxon of youth by the worshippers of the Prophet Hubbun. This activity is done by preaching the congregation is a dhikr, shalawat with the suffix Sulthan rebana, Tahlil, Ad-Diba'i, Yellow Book and others. With the dhikr and Shalawat the youth will feel calm in their souls so that they can think clearly and do good things. And through the Mauidzah Hasanah and good guidance can affect the morality and the lives of the youth who follow the congregation of the Sulthan. The spirit, cooperation, feeling of sincerity and high sacrifice from the managers in spending time for the activities of the congregation and the community who are conducive to make the activities of the Congregation of the Prophet Hubbun can run well. Penelitian ini mengkaji revitalisasi peran strategis Sekretaris Daerah dalam akselerasi reformasi birokrasi, dengan metode penelitian deskriptif kualitatif, dan desain penelitian evaluatif, analitik, eksploratif, eksplanatif dan komparative, serta teknik analisis kualitatif. Hasilnya, secara umum dan keseluruhan, ada 8 (delapan) dimensi pokok dan utama satu kesatuan kelompok peran strategis seorang Sekretaris Daerah dalam birokrasi pemerintahan yaitu: (1) Pemimpin (Leader) birokrasi dan ASN. (2) Manajer (Manager) birokrasi dan ASN, (3) Konseptor, konsultan, desainer, formulator kebijakan daerah, organisasi birokrasi dan ASN, (4) Administrator birokrasi, ASN dan pelayanan public, (5) Koordinator, komunikator, fasilitator, mediator, motivator, dinamisator, energisator organisasi birokrasi, ASN dan pelayanan public, (6) Supervisor, educator, trainer, learner, advocator, promotor dan empower organisasi birokrasi, ASN dan pelayanan public, (7) Implementor dan eksekutor kebijakan organisasi birokrasi, ASN dan pelayanan public, (8) Controller, monitor dan evaluator organisasi birokrasi, ASN dan pelayanan publik. Model revitalisasi peran strategis Sekretaris Daerah dalam akselerasi reformasi birokrasi adalah revitalisasi peran Sekda sebagai aktor Reinventer Government, Leader Manager birokrasi, Entrepreuner birokrasi, aktor New Public Management (NPM), aktor Strategi Banishing Bureucracy reformasi birokrasi, dan aktor reformasi birokrasi berbasis kearifan budaya lokal. Disarankan untuk mempertimbangkan penerapan model revitalisasi peran strategis Sekretaris Daerah dalam akselerasi reformasi birokrasi tersebut. This research explore revitalization a strategic role of Local Secretary owned Local Government to accelerate bureaucracy reformation, by use a qualitative descriptive as method, and an evaluative, analytic, explorative, explanative and comparative as investigation design, and a qualitative as analyses. Results, by all dan generally, there are eight main dimensions as unity at strategic role played by Local Government Secretary within government bureaucracy include: (1) Leader, (2) Manager, (3) Conseptor, consultant, designer and formulator for local policy and officer or employment, (4) Administrator for public service and employment, (5) Coordinator, communikator, facilitator, mediator, motivator, dynamisator, energizer, (6) Supervisor, educator, trainer, learner, advocator, promotor and empower for bureaucracy, public service and employment, (7) Implementor and executor, (8) Controller, monitor and evaluator. Revitalization model of strategic role of Local Government Secretrary to accelerate bureaucracy reformation are revitalization as Reinventer Government actor, Leader Manager, Entrepreuner, New Public Management (NPM) actor, Banishing Bureucracy Strategy actor, and actor bureaucracy reformation based local wisdom. Recommended to actualize those revitalization model as mentioned above in order to accelerate any strategic role of Local Government Secretary into bureaucracy reformation it.

The social laboratory functions for the expansion and strengthening of social science knowledge in universities. This study aims to determine the role and function of social laboratories in strengthening religious values in Tanah Datar District. This research uses a qualitative method with a descriptive approach. This research found that social laboratory activities started in preparation, programming, implementation, and evaluation. Laboratory activities include religious social literacy, religious social activities, and religious social documentation. The implication of the activity can be seen from the role of the social laboratory in helping the community to develop religious activities. A social laboratory is a place for applying science, especially in the field of community empowerment. The presence of social laboratories is the contribution of universities in the field of developing religious activities.

The Government

As one of the natural tourist attractions that continues to experience an increase in tourist visits, Oetune Beach requires planned management from various stakeholders, one of which is the local government. The purpose of this research is to describe the government role in the management of Oetune Beach in Tuafanu Village. The research used a qualitative descriptive approach and data were obtained from field observations, interviews, documentation, and literature studies on Oetune Beach from various available sources. Based on the results of the research, it was found that the role of the local government (TTS tourism office) in managing the tourist attraction of Oetune Beach which runs through 4 roles, namely the role of coordinator, developing strategies and policies for managing Oetune Beach in making infrastructures such as access roads to tourist attractions, provision of electricity, and clean water in the oetune beach area. The role of the facilitator is by providing facilities and infrastructure at the Oetune Beach DTW, conducting tourism promotions and guiding each sub-district to identify tourist attractions in each region. The role of the stimulator is carried out through the involvement of local communities as coastal managers. The role of a motivator is carried out through a community empowerment program that provides land to open the tourist attraction of Oetune Beach at no cost to local communities
