This study investigates the concept of the stability of the state and the public finance sector (PFS) based on a review of current literature in the field. An attempt has been made to define the principles of public management and present the structures of public finance sector units (PFSU) in Poland. The study focuses on the public finance sector, units included in this sector, mechanisms influencing the functioning of public service organisations and their management. Part of the research is a case study analysis of a sample PFSU, which is a central administration body. The purpose of the study was to identify the measures used to assess the stability of a public finance sector unit and to interpret those measures in relation to the studied areas of the PFS in Poland. The paper explores the principles of managing the organisation of the public finance sector, the notion of public management and its genesis. The selected PFSU case was used to indicate the relationship between the functioning of a public finance sector unit and the stability of leadership in that unit. The study is descriptive and uses inference methods. The research material included the literature on public finance and management as well as internal materials of the studied public finance sector unit. The main objective of the study was to show how the destabilisation of leadership can affect the functioning of the state office. As a result of the analysis, measures most accurately describing the phenomenon of leadership stability have been constructed. They include: measures based on quantitative assessment, measures based on institutional behaviour assessment and measures based on the subjective opinions, behaviours and expectations of employees, stakeholders and associates of the PFSU. The existence of a relationship between the stability of leadership and the functioning of a public finance sector unit was confirmed. Changes were recorded in the functioning of the office during frequent personnel changes in senior civil service positions.

This article addresses changes to the Public Finance Act that have been proposed in the Public Finance (Wellbeing) Amendment Bill or are being considered for future legislative or administrative action. It discusses these changes in the context of the State Sector Act. The interrelationship between the two pieces of legislation is described, as are the implications of proposed changes to the Public Finance Act. These changes include requirements for the specification of objectives for wellbeing (outcomes) in the budget process and reporting of wellbeing by the Treasury at least every four years. Changes also include, potentially, greater flexibility in the nature of appropriations and the selection of the services that will be provided within an appropriation, as well as legislative support for the public service to operate in a more ‘joined-up’, innovative and collaborative way. The article identifies as a strength of the proposed changes to the Public Finance Act and the State Sector Act that they maintain consistency between the two acts, but also identifies the risk of replacing one one-size-fits-all system with a different one-size-fits-all system, and considers a ‘two-track’ public management system as an alternative.

The article presents conceptual basis and outlines for a new direction in the ecosestate – fiscal security of the state. A range of vital conceptual problems have been addressed in the article, including defining the concept of the fiscal security, defining key terms, identification of status of fiscal security as scientific discipline in the ecosestate and distinguishing its institutional boundaries. The author emphasises, that problems and dysfunctions of the public finance system can create dangerous threats to the economic security of the state. They undermine the stability and effectiveness of basic economic institutions, weaken the country's economic sovereignty as well as reduce financial resources for its development. The author provides update of basic definitions and introduces new ones to outline concept of the fiscal security. According to presented approach “fiscal security of the state” reflects a performance of the public finance system that enable government to carry out its functions and tasks effectively as well as to resist external and internal threats to the economic and social stability in the state. Some provisions of the theory of economic security of the state have been revised, according to which fiscal security is being considered as part of the country's financial security. The author justifies the thesis, that public finance system itself is one of the crucial factors of the economic security of the state, therefore fiscal security should be considered as an autonomous component of the economic security of the state. Based on the considerations outlined in the article two separate components of the economic security of the state are proposed to be distinguished – financial security and fiscal security. An internal structure of each component is introduced as well in the article, which allows to define their institutional borders.

One of the main criteria for economic development is the size of the public debt and its dynamics. The article considers the impact of public debt on the financial security of Ukraine. The views of scientists on the essence of public debt and financial security of the state are substantiated. An analysis of the dynamics and structure of public debt of Ukraine for 2014-2019. It is proved that one of the main criteria for economic development is the size of public debt and its dynamics. State budget deficit, attracting and using loans to cover it have led to the formation and significant growth of public debt in Ukraine. The volume of public debt indicates an increase in the debt security of the state, which is a component of financial security. Therefore, the issue of the impact of public debt on the financial security of Ukraine is becoming increasingly relevant. The constant growth and large amounts of debt make it necessary to study it, which will have a positive impact on economic processes that will ensure the stability of the financial system and enhance its security.

Deepening globalisation and worldwide availability of free information and ideas raise concerns of the communist China’s political leadership about the stability of the regime and the sustainability of the state ideological orthodoxy. Therefore, the state’s tightening control of the public communication to curtail the domestic criticism and occasional public discontent is becoming framed and legitimised in terms of cultural security as a non-traditional security concern. This study argues that the restrictive impacts of the politicisation of culture in the centralised agenda of President Xi Jinping reinvigorate China’s anti-Western narratives and attitudes. The research focuses on the state’s cultural security-related and applicable strategy in the political and institutional agenda and media. Moreover, the study also traces the state cultural security policy in the field of the civic and non-governmental sector, religious and ethnic minorities policy, literature, film and audiovisual sectors. The findings assess the concern that the intellectually anachronistic, self-restraining and internationally hostile policy devaluates China’s cultural potential and complexity.

O Projeto Cisternas nas Escolas objetiva o fornecimento de água para as escolas rurais do Semiárido, utilizando ações estruturais mediante concepção de cisternas como tecnologia social para armazenamento de água pluvial, e ações não estruturais por meio de práticas educativas contextualizadas. Este trabalho objetiva apresentar um pioneiro diagnóstico da infraestrutura dos serviços de abastecimento de água as escolas rurais em que foram implantadas cisternas do Programa Cisternas nas Escolas na Microrregião Serrana dos Quilombos, no estado de Alagoas, especificamente no município de Santana do Mundaú, utilizando-se como metodologia a pesquisa exploratória e qualitativa, com emprego de entrevista semiestruturada e não estruturada, além do uso de questionário, fichas-relatório e registros fotográficos. Das cisternas implantadas nas escolas, apenas uma está sendo parcialmente utilizada. Estão todas elas totalmente desprovidas de acompanhamento técnico, sendo possível perceber a falta de interesse do executivo municipal na promoção da manutenção desses equipamentos. São fundamentais ações que elevem o empoderamento social a essas construções.  Cistern in Schools Program: case study in the mountainous microregion of quilombos in the state of Alagoas, Brazil The reality of many rural schools in the public system presents a still worrying scenario regarding access to water. The Cisterns in Schools Project aims to provide water for rural schools in the Semi-Arid and priority areas located in indigenous villages and quilombola communities, using structural actions through the design of cisterns as social technology for rainwater storage, and non-structural actions through contextualized educational practices. The work aims to present a pioneering diagnosis of the infrastructure of water supply services to rural schools in which cisterns of the Cisterns in Schools Program were implemented in the mountainous dos Quilombos Microregion in the state of Alagoas, specifically in the municipality of Santana do Mandau. The methodology was based on exploratory and qualitative research using semi-structured and unstructured interviews, using a questionnaire, report cards and photographic records. Of the cisterns installed in schools, only one is being partially used. They are all totally devoid of technical monitoring, being possible to perceive the lack of interest of the municipal executive in promoting the maintenance of this equipment. Local governments in the Slovak Republic are important in public administration and form an important part of the public sector, as they provide various public services. Until 1990, all public services were provided only by the state. The reform of public administration began in 1990 with the decentralization of competencies. Several competencies were transferred to local governments from the state, and thus municipalities began to provide public services that the state previously provided. Registry offices were the first to be acquired by local governments from the state. This study aimed to characterize the transfer of competencies and their financing from state administration to local government using the example of registry offices in the Slovak Republic. In the paper, we evaluated the financing of this competency from 2007 to 2018 at the level of individual regions of the Slovak Republic. The results of the analysis and testing of hypotheses indicated that a higher number of inhabitants in individual regions did not affect the number of actions at these offices, despite the fact that the main role of the registry office is to keep registry books, in which events, such as births, weddings, and deaths, are registered.

The legal-financial status of the Agricultural Property Agency is complex. Rights and obligations of the financial nature of the public are interspersed with numerous powers and duties of the sphere of private law. Specific elements shaping financial status Agency are organizational relationship and the capital of other legal entities, including primarily with the Treasury and the companies controlled by the Agency. They occur in the context of normative pass Agency to the public finance sector and its companies to the category of public sector entities. In view of the takeover by the executive agencies, a significant part of the tasks previously performed by the state without legal personality, budgetary establishments, precisely in this area normative appeared completely unique opportunity to examine the impact of the construction of legal personality to changes in the shape of subjectivity.

The emergence of e-government changed the world of the Public Administration (PA) and the discipline of Public Management dramatically. Through the presentation of a case- study of the municipality of Palermo, this article attempts to discuss the renewed need for assessing performance of e-government services in a local government and to disclose the main critical issues in accomplishing this evaluation. Palermo is experiencing the implementation of a second- generation e-government project that is embodied in the realization of a web portal. The conceptualization of a framework to assess the performance of the digital services appears to be crucial in order to improve the system and to avoid the errors of the first project. This work relies on a survey to the citizens and semi-structured interviews to managers in charge of the development of the project. System Dynamics, a particular kind of dynamic simulation, is used to provide the necessary feedback structure for identifying the determinants of the success of the portal.
