The importance of family businesses in the Croatian economy is well known. In this respect, Croatia is part of the larger picture in which family businesses are considered of fundamental importance to the European Union’s economy. The most specific feature that sets Croatian family businesses apart is that they are all relatively young, as they were mostly established in the 1990s. This is due to the socio-economic development of Croatia as a country that was part of the former Yugoslavia. In this regard, although the traditions of certain crafts and products are significantly older, the modern legal vehicles through which such business is conducted, that is, Croatian companies, are only around thirty years old. This fact contributes to the hypothesis that governance issues related to family businesses are an underdeveloped legal area. However, the need to address the specific needs of Croatian businesses is on the rise, as a significant number of the founders are now retiring, and the issue of successful transfer of these businesses has never been more important. The goal of this article is to question whether available legal instruments for enhancing the governance of family businesses from comparative law and practice such as family constitutions and family councils can be applied in Croatian practice as well. To this end, this study analyses the most significant legal forms in which a family business can be established in Croatia: crafts, family farms, and all types of commercial companies (with an emphasis on limited liability and joint-stock companies). Analysis of the Croatian legal framework from the perspective of family businesses will contribute to the comparative discussion regarding the specific legal needs and challenges of such businesses.

The current socio-economic situation in rural areas is characterized by a number of problems that hinder sustainable development. The low quality of life, the existing level and quality of life in the village, the lack of social infrastructure, the environmental situation, limited opportunities for work in the village, low incomes of the population compared to the city had a significant impact on the process of migration and deterioration of the quality of the labor force, depopulation of the rural population. In this context, the solution to the problem of rural settlement development is very relevant. The regional leadership chooses the direction of rural development without taking into account the current socio-economic situation at the municipal level and the peculiarities of rural settlement development, which reduces the effectiveness of territorial administration. The level of rural development was assessed on the example of the Orel region. The current socio-economic situation in rural areas is characterized by many problems that hinder its transition to sustainable development. The problem of depopulation of the population in rural areas is revealed. At the same time, the destruction of social and engineering infrastructure is observed, the area of cultivated land is reduced, and differences in the level of socio-economic development of the periphery, semi-periphery and suburban areas are increasing. The analysis of the differences in the socio-economic development of the municipalities of the Orel region indicates an increase in intraregional differentiation during the period under review and the absence of an effective intraregional policy aimed at reducing the existing socio-economic asymmetry within the subject of the Federation. Proposals for its solution have been developed, which should be implemented in the context of continuous monitoring of the state and development.

The assessment of personal security was made with the results of the analysis of the development, provision, application, and incentivisation of personnel of agricultural enterprises in Ukraine. The purpose of this study is to clarify the theoretical and methodological approaches to personnel security assessment in agricultural enterprises and to develop areas for its provision. Historical and economic, abstract and logical methods, statistical and economic techniques were applied in the study. The methodological part of the study established that the main imperative of social responsibility of entrepreneurship is the provision of the enterprise with personnel. Personnel security is a dominant feature of economic security of the enterprise, which ensures its sustainable development. The study determined the basis of the population in rural areas of Ukraine for the development of the workforce of agricultural enterprises. The study analysed the dynamics of development of the average number of full-time employees in the economy of Ukraine for the last five economic years. The structure of employment of the population of Ukraine by types of economic activity was determined. A complex characterisation of the dynamics of the personnel rotation at agricultural enterprises is carried out according to the following indicators: the level of hiring and dismissal; rate of change in the number of employees. The level of working time usage per one fulltime employee by types of economic activity in Ukraine was analysed and this indicator was compared with the level achieved in foreign countries. The organisation of material incentives for labour is identified. At present, this is very problematic, as there is a decrease in the real level of wages in all spheres of economic activity and in agriculture in particular. The objective reasons that threaten the personnel security of agricultural enterprises are identified. Reserves have been identified for improving the personnel security of agricultural enterprises to achieve a strategy for their sustainable development and economic sustainability. The study proposes measures to reduce risks and eliminate threats associated with the development, organisation, quantitative and qualitative provision of the enterprise with personnel capable of performing intellectual creative activity, commercialising innovations and putting them into practice

The study examines the role of small farms in the development of entrepreneurship and family business, which contribute to the sustainable development of rural areas in Bulgaria. The aim of the article is to outline the socio-economic importance of small farms on the sustainable development of rural areas, to reveal structural changes and to assess the impact of the implementation of the Common Agricultural Policy. The strengths of small farms for rural development and their needs are highlighted. The difficulties faced by producers in starting a family business are outlined. The results of the study clearly show that small farms are of great social, economic and environmental importance for rural areas. The lack of a definition of “family farm” in the national legislation hinders the process of integration of small farms in economic terms, which in turn affects the sustainability of rural areas. A preliminary assessment of the impact of the implementation of the Common Agricultural Policy on small farms has been made.

Approaches to defining the essence of family businesses in foreign countries are considered and the main requirements for their creation are determined. It is determined that family business in foreign countries is mostly carried out in farming. The world family business is characterized by two features. First of all, the preservation of a huge number of small and medium enterprises created by family members. The second feature is the presence of huge family corporations and holdings with a world name and age history, which are inherited 3-6 times. Approaches to the regulation of family businesses in the Czech Republic, Hungary and Romania are analyzed. Foreign experience proves that family businesses can be created both in the form of commercial enterprises and in the form of a legal entity, which allows companies to choose the rules of their own activities; an automatic registration procedure is applied, which reduces time costs; the law defines the list of persons who may belong to family members; joint and several liability of family members under the terms of the contract is applied, which strengthens the liability of all family members for the results of activities; There is a distribution of profits depending on the amount of contributions of each family member, which creates the interest of all persons in increasing the profits of the enterprise. Draft legislative acts were considered, which provided for the introduction of family businesses taxation or regulation of their economic activities. The advantages and disadvantages of such bills are substantiated. The existing system of taxation of family farms within the single tax is analyzed (group 4). Recommendations on the possible introduction of family business taxation in Ukraine as part of the simplified taxation system are substantiated. The risks of applying family business taxation for the state and family businesses are highlighted.

PurposeThis paper considers the multiple social networks of small family businesses and the dynamic interactions between them. It analyses family, friendship and business networks and the way additional ties within the networks become visible when they are considered together rather than separately.Design/methodology/approachSemi-structured interviews of thirteen family-owned and managed businesses are used to establish the patterns of networking. A detailed case study is then presented, allowing a deeper qualitative analysis of the interaction of different types of networks.FindingsThe findings explore multiple rationalities employed in the networking of family businesses and how different aspects of their individual family, friendship and business networks contribute to business development.Research limitations/implicationsThe paper suggests that a multi-rational theoretical perspective of the family, rather than a solely business-related perspective, deepens the understanding of the dynamics of family businesses behavior and that different types of businesses may be influenced to varying degrees by different rationalities.Practical implicationsBusiness networking tends to be deliberately encouraged by business support agencies, often via the deliberate development of events. A deeper understanding of the manner in which small businesses use and develop networks would enhance the direction and effectiveness of such investment.Social implicationsFamily businesses, especially micro- small- and SME businesses, are often integral to the communities in which they are based. By viewing family businesses within their social space, we acknowledge the importance of the community around them and the integrated nature of family, business and community in rural areas.Originality/valueThe value of this research lies in the proposition that smaller businesses in rural areas are often surrounded by the inter-woven networks of family, business and community.
