Today a need to improve the quality of education is in the centre of public attention. A basic problem in the discussions on the quality of education emerges from the fact that the term 'quality' is widely interpreted. The text points to multiple meanings of the term quality of education, and to its different interpretations. The nature and the essence of different theories of education have been recognized, and different interpretations of the quality of education in them were analyzed. The analysis shows that different approaches to the quality of education reflect different views on the fact what one would like to accomplish with the education. It means that a definition of the quality of education has been essentially determined with the education aims. The issue of the quality of education cannot be separated from much broader ethical discussion on values which have been found in its base. Therefore, the text emphasizes a need to understand numerous philosophies of education, and concludes that promoting only one opinion trend in the theoretical foundation of the quality, while ignoring the others, can have negative consequences on understanding of this complex phenomenon and thus on attempts for its improvement.

Incident reporting in health care prevents error recurrence, ultimately improving patient safety. A qualitative systematic review was conducted, aiming to identify barriers to incident reporting among nurses. Joanna Briggs Institute methodology for qualitative systematic reviews was followed, with data extracted using JBI QARI tools, and selected studies assessed for methodological quality using Critical Appraisal Skills Program (CASP). A meta-aggregation synthesis was carried out, and confidence in findings was assessed using GRADE ConQual. A total of 921 records were identified, but only five studies were included. The overall methodological quality of these studies was good and GRADE ConQual assessment score was “moderate.” Fear of negative consequences was the most cited barrier to nursing incident reporting. Barriers also included inadequate incident reporting systems and lack of interdisciplinary and interdepartmental cooperation. Lack of nurses’ necessary training made it more difficult to understand the importance of incident reporting and the definition of error. Lack of effective feedback and motivation and a pervasive blame culture were also identified.

The analytical review of academic pedagogical literature is given. The concepts presented are treated with respect to their practical applicability within the existing educational systems. The ways to arrange potential problems are suggested.

В статье рассматривается проблема влияния рисков виртуальной образовательной среды на качество образования. С точки зрения педагогического взаимодействия как основы цифрового образовательного процесса выделяются риски, связанные с внешними организационными условиями реализации цифрового образования (отсутствие финансирования, принятие неэффективных управленческих решений, недостаточное нормативно-правовое регулирование, отсутствие материально-технического обеспечения, ограничение доступа к образовательным услугам), и психолого-педагогические риски (дидактические ошибки и недостатки в организации цифрового обучения, обусловленные неготовностью к деятельности в виртуальной образовательной среде участников педагогического взаимодействия, и их личностные характеристики, препятствующие эффективной работе). На основе анализа практической реализации проектных технологий даны рекомендации по предупреждению негативных последствий неготовности преподавателей и студентов к учебной деятельности в условиях виртуальной образовательной среды. The article deals with the problem of the impact of virtual educational environment risks on the quality of education. From the perspective of pedagogical interaction as of the basis of a digital educational process, the article highlights the risks associated with external organizational conditions of the implementation of digital education. Among them, there is a risk of a lack of funding, of making inefficient management decisions, of insufficient legal regulation, of a lack of logistical support, and of restricted access to education. Psychological and pedagogical risks are didactic mistakes and defects in the organization of digital learning, and personal characteristics as obstacles to effective work – both due to the unpreparedness of the participants of pedagogical interaction to work in the virtual educational environment. The author expresses opinion of the different degrees of such risks manifestation and the occurrence of consequences for the quality of education. Based on the analysis of practical experience in the implementation of project technologies, recommendations are offered to prevent the negative consequences caused by the unpreparedness of teachers and students learning in virtual educational environment.

Accessing, comprehending, and using information to make informed decisions and improve one’s overall health or well-being are the foci of health literacy. The concept of behavioral health was introduced in the early 1980s and, since then, it has influenced new ideas (e.g., behavioral health literacy and integrated behavioral health care) and gained research and public attention. My aim is to provide an overview of definitions (i.e., health literacy, mental health literacy, and behavioral health literacy) and their connection to each other. I propose an expanded and honed definition of behavioral health literacy to enhance the behavioral health literacy and well-being of the individual as well as the community, with the hope of reducing both physical and behavioral negative health conditions and improving overall quality of life for all people.

This article analyzes the problems of addi-tional financing of the university and the possibility of considering them as a subject of social responsibility for Russian society. The possibility of improving the quality of education in higher education through the use of endowment assets is substantiated. The definition of endowment assets and funds is given. The level of development of this mechanism by the leading Russian uni-versities is determined. The author analyzes the statistics of successful foreign use of such a tool as endowment funds. This article attempts to establish the relationship be-tween the number of participants in endow-ment funds and the amount of funds raised. Also, the tasks necessary to develop an al-gorithm of actions that allow Russian higher education to use endowment assets have been formulated.

Актуальность заявленной проблемы обусловлена повышением качества системы непрерывного образования на современном этапе его модернизации. Цель статьи заключается в раскрытии традиционных подходов к оценке качественных показателей современного образования. Представлен анализ существующих трактовок дефиниции «качество образования»; раскрыто проблемное поле зарубежных исследований, связанных с качеством высшего образования; рассматриваются качественные характеристики образования в зарубежных университетах. В статье с позиций отечественных ученых отражены основные критерии качества высшего образования; выделены существующие недостатки, связанные с качеством образования в России на этапе реформирования в направлении интеграции в мировое образовательное пространство. На основе анализа социологических исследований раскрыты основные проблемы, связанные с качеством высшего и общего среднего образования. The urgency of the stated problem is due to the improvement in the quality of the continuous education system at the present stage of its modernization. The purpose of the article is to reveal traditional approaches to assessing the quality indicators of modern education. The analysis of existing interpretations of the definition of "quality of education" is presented; the problematic field of foreign studies related to the quality of higher education is revealed; the qualitative characteristics of education in foreign universities are considered. The article reflects the main criteria for the quality of higher education from the standpoint of domestic scientists; highlighted the existing shortcomings associated with the quality of education in Russia at the stage of reforming towards integration into the world educational space. Based on the analysis of sociological research, the main problems associated with the quality of higher and general secondary education are revealed.

In this article, the problem of knowledge quality has become a subject of public attention in recent years. The creation of organizational models for quality control of education and the regulatory framework for the national system for evaluating the quality of education is one of the priorities of the educational policy of our Republic. The creation of such a system, on the one hand, forces the need to ensure state guarantees of education, and on the other-stimulates the legitimate interest of clients in quality education. The quality assessment means the evaluation of educational achievements of students, quality of educational programs, implementation of educational process in a particular educational institution, the educational process in the whole country and its territorial systems. The theoretical basis of these sets of core competencies are the provisions formulated in psychology. It is indicated that the subject of human communication, knowledge, work is manifested in the system of human relations to society, to other people, to themselves, to work; human competence has an axiological vector of development; professional competence includes competence.

The article examines the relationship between the theoretical categories “quality of education” and “competitiveness of education”, as applied to educational activities of higher educational institutions. Based on a review of the scientific literature, the author adduces the examples of the opposition and mixing of the quality and competitiveness of education. The quality of education and its competitiveness are characterized as fundamental values that are the objects of analysis and evaluation in the university management system. The author’s definition of the competitiveness of educational organization as a feature reflecting the relative superiority over rivals at the pre-active stage is proposed. The author considers the relationship of competitiveness and quality of education by highlighting the methods and indicators of their evaluation and analysis in the intra-university management system. The mutual dependence of the quality and competitiveness of education is manifested in the formulation of indicators and methods for their evaluation. Assessment of the competitiveness of education and evaluation of its quality have a methodological commonality – using assessment approaches based on the “resource” and the “resultant” methodology. It has been proved that when evaluating the competitiveness of education, the results of educational activities should be taken into account, and using only an approach focusing on the resources of educational activities to assess the competitiveness of education will make such an assessment incomplete. The “quality” – “competitiveness” matrix built by the author allows to reveal four types of universities.

The article presents classical systems of academic monitoring displaying didactic, educational, social and psychological, administrative, and material aspects of academic process on the basis of the analysis of the set of approaches to definition of the concepts of �pedagogical monitoring� and �quality of education�. The actualmodification of monitoring system for rural school is analysedwith regard tomultiple aspects of understanding the category of �quality of education�. The conclusion is drawn on existing problems in organization of pedagogical monitoring associated with various approaches to understanding the essence of educational quality, classical inclination of pedagogy to traditional knowledge criteria of monitoring, need of developing new indicators with regard to humanistic orientation of contemporary school and weak measuring and monitoring framework. Considering these factors and specifics of modern rural school authors present a model of social and pedagogical monitoring for rural educational organizations and provide an example of education monitoring in one of the rural schools of the Kirov region, displaying elements of a competence and activitybased paradigm.

The article considers the human capital as a factor of economic development. Definition of the category of «quality of higher education,» allows us to consider the problem of the direction of economic policy measures to improve the quality of higher education with the new positions. The economic approach to assessing the quality of education reveals the economic factors improve, the value of higher professional education.
