В статье рассматривается проблема влияния рисков виртуальной образовательной среды на качество образования. С точки зрения педагогического взаимодействия как основы цифрового образовательного процесса выделяются риски, связанные с внешними организационными условиями реализации цифрового образования (отсутствие финансирования, принятие неэффективных управленческих решений, недостаточное нормативно-правовое регулирование, отсутствие материально-технического обеспечения, ограничение доступа к образовательным услугам), и психолого-педагогические риски (дидактические ошибки и недостатки в организации цифрового обучения, обусловленные неготовностью к деятельности в виртуальной образовательной среде участников педагогического взаимодействия, и их личностные характеристики, препятствующие эффективной работе). На основе анализа практической реализации проектных технологий даны рекомендации по предупреждению негативных последствий неготовности преподавателей и студентов к учебной деятельности в условиях виртуальной образовательной среды. The article deals with the problem of the impact of virtual educational environment risks on the quality of education. From the perspective of pedagogical interaction as of the basis of a digital educational process, the article highlights the risks associated with external organizational conditions of the implementation of digital education. Among them, there is a risk of a lack of funding, of making inefficient management decisions, of insufficient legal regulation, of a lack of logistical support, and of restricted access to education. Psychological and pedagogical risks are didactic mistakes and defects in the organization of digital learning, and personal characteristics as obstacles to effective work – both due to the unpreparedness of the participants of pedagogical interaction to work in the virtual educational environment. The author expresses opinion of the different degrees of such risks manifestation and the occurrence of consequences for the quality of education. Based on the analysis of practical experience in the implementation of project technologies, recommendations are offered to prevent the negative consequences caused by the unpreparedness of teachers and students learning in virtual educational environment.

The current situation in secondary education is characterized by the development of various educational institutions, which differ not only in educational programs and curriculum, but also in the conditions for training and educating, which make up the educational environment of modern educational institutions. The importance of studying the processes of forming the educational environment in a modern school is relevant, since the quality of education and upbringing of modern students who spend most of their time in the educational environment of schools will depend on its organization. Studying the problems of organizing the educational environment is also important in the sense that it is the qualitative approach to this process that will determine in the future if it is possible for students to receive high-quality educational services. The influence of the educational environment on the modern student is determined today, first of all, by the students' perception of the educational process, their involvement in the process of its creation and improvement. The effectiveness of the educational environment may also depend on how the student perceives it. So, the educational environment can be an effective means of developing the potential of the student, but if it is an integrated space for the interaction of children and adults (parents, teachers).

AbstractThe category of education quality in the system of higher professional education acts as providing high competitiveness, optimal organization and management of the educational process, as well as access to the world market of educational services. We can talk about the international legal regulation of the quality of education relatively arbitrarily, bearing in mind the practical absence of normative legal acts regulating the relations of subjects of international educational law in the field of regulating the quality of education. We can talk about the international component of assessing the quality of education in the context of the Bologna Declaration, because the Bologna process strengthens the European emphasis on assessment and quality control, accreditation, takes a course towards convergence of standards and assessment procedures. Among the most important reforms proclaimed by the Bologna Declaration, the development of European cooperation based on developed comparable criteria and methods is named. In a resolution of the Congress of European Rectors of Universities (Salamanca, March 29–30, 2001), quality is defined as the “cornerstone”, the “fundamental condition” of trust, relevance, mobility, compatibility, and attractiveness. Rectors reaffirmed their intentions to seek mutually recognized mechanisms for assessing, controlling and certifying quality.

Modern higher professional education is aimed at the formation of a highly qualified competent specialist. In the conditions of the competence approach, there is an active introduction in the educational process of multimedia technologies. This is one of the most rapidly developing areas of information technology. Therefore, the training of students should be carried out with the use of various information and communication tools, ensuring the improvement of the quality of education. The purpose of the article is to present the experience of training students of pedagogical University using multimedia technologies. The analysis of the impact of these technologies on the motivation and training of students when studying discipline "technology of training teachers of the past" (media technologies have been embedded in the discipline content). For the study, we measured the motivation of students. We compared the indicators of motivation diagnostics in 2017 (before the introduction of multimedia technologies) and 2018 (after the introduction of technologies). We compared the motives of creative realization (MTR) and professional motives (PM). According to the control event on the discipline "Technologies of teaching teachers of the past", we found that the percentage of "excellent" in 2018 has increased significantly, the percentage of unsatisfactory ratings have decreased. The obtained data allowed detecting positive changes after the introduction of multimedia technologies into the educational process. The motivation of students to study the discipline has increased, their preparedness has increased, and the quality of education has increased. The high efficiency of multimedia technologies was determined, so their implementation in the training of students of pedagogical University will continue.

The quality of education is the main priority in most states’ policy, and Russia is no exception. Russia pays much attention to the accessibility of quality education for all citizens regardless of their place of residence and social status. The quality of education is considered a complex characteristic of educational activity and students’ training. We will consider it within the framework of this article in the context of the assessment and development of the school educational environment. The quality of the educational environment is provided by the following factors: content components relating to the interaction between participants of an educational relationship; organization of the educational process; conditions for professional staff growth and comfortable environment for exceptional children. The study using the SACERS rating scale revealed that schools in different districts of the metropolitan area differ in terms of providing students with equal conditions in their educational environment. The most significant differences were revealed in the following components of the educational environment: the creation of organizational conditions for extracurricular activities and additional education; interior solutions to ensure privacy, the comfort of communication, and motor activity; conditions for the learning and development of students with special educational needs. The study showed that schools with a higher quality index of the educational environment have quite homogeneous educational conditions. They provide relatively equal access to quality education compared to a group of structural units with a lower quality index. The differences in the compared educational organizations specifying the heterogeneity of educational conditions are related to characteristics such as the variability or uniformity in the use of resources, resource availability or its active use, whether it is a systematic or fragmented working process, and the focus on control norms or development.

Introduction. Digital technologies have become an integral part of the educational process in the modern world. The coronavirus pandemic accelerated their spread, allowed their new features to be tested, their advantages to be assessed and bottlenecks identified. It is thus relevant to develop regulatory measures to timely address the negative effects of global distance education and to take advantage of all its positive aspects. Methods. The study was conducted using regression analysis techniques. The monitoring data of the Programme for International Student Assessment (PISA) for 2009, 2012 and 2018 were used as a source of information (The PISA 2018 survey is currently the most recent one). These data were used to investigate the impact of the spread of digital technologies on the education quality metrics (reading literacy and numeracy) of students aged 15–16. To assess the spread of digital technologies, the following metrics were applied: the time spent by students on the Internet in an educational institution (2012 and 2018), the number of personal computers per student (2009 and 2012) and the share of students having a PC or a laptop at home (2009, 2012 and 2018). The share of spending per student in total public expenditure (2009 and 2012) and the share of teachers who have completed professional development courses in the last 3 months (2018) were also used for the analysis. Results and Discussion. The regression models constructed reflected the dual impact of digital technology on the quality of education. On the one hand, the use of PCs and laptops contributed to the higher levels of literacy and numeracy of students; on the other hand, the time spent on the Internet in school and at home during the school week had a negative impact on these indicators. In addition, a significant positive impact of the share of government spending per student in GDP per capita and teacher qualifications on testing results was established. Conclusion. Digital technologies and new devices have radically changed modern education. They help students develop technological skills, use their learning gains and share their knowledge. However, it is important to take into account that the quality of education may deteriorate due to the impact of digital technologies and to take timely governmental regulatory measures to prevent this.

The paper considers the transition period of society development, based on the use of digital information and communication technologies. Now the digital economy covers all the spheres of society, so the question of its study is relevant. The transition to a new digital economy model contributes to improving the life quality of the population. In higher education institutions educational paths are changing, a rapid transition from physical to virtual reality is observed. However, the educational environment lags far behind the pace of industrial production based on modern technologies. In such situation, approaches to modernizing the training system need to be developed. This case university strategies, aimed at creating a full environment for the development of education and science, information and knowledge from the intellectual global environment, are being developed. In the context of the transition to digital technologies in education, the library, as one of the main structural divisions of the university, should also become digital. The paper reveals the different viewpoints of the library community that show the strategy and direction of library development for the digital environment. Libraries are now actively developing information and communications technology providing services to their users, while maintaining traditional forms and methods of working with readers. This symbiosis meets the needs of different groups of readers and users. On the basis of theoretical research of formation processes and development of electronic library, problems of transition period are considered, strategy of digital library development is identified, technologies of creation and introduction of information resources into university educational environment are determined. The purpose of the research was to study the activity of using information resources in the educational process and research activities, in order to improve the quality of service to library users. It will identify the attitudes of students towards information resources and library services. The relevance and importance of the transition to the digital library is noted, the impact of this process on the development of all library activities is analysed, while maintaining the continuity of its main functional purpose. In addition, the emergence of new social and technological tasks is indicated, the specifics of working with digital users are distinguished. The library works with both virtual users and real readers. Book loan and electronic resources to users are analyzed. The library’s activities are covered in educational and leisure activities with university students and teachers. In the article, the recommendations presented will improve the efficiency of the library

Purpose of the study. The aim of the study is to analyze the optimal conditions for the use of electronic educational environment and competence-activity approach in the educational process of the university for the training of bachelors in the direction of “business informatics”.The urgency of the problems outlined in this article is determined by the need to develop human resources in the field of information technology and improve the quality of training in this area.The object of the research is the training of full-time students of educational institutions of higher professional education, carried out in the conditions of education informatization.Materials and research methods. The article analyzes the possibility of effective use of electronic educational resources in the educational process in terms of informatization of higher education, as well as the impact of the use of the competence-activity approach and interdisciplinary connections on the development of students’ professional competencies.Results. Taking into account the analysis carried out on the use of electronic educational environment at NUST “MISiS”, it is shown that it is promising to be shared with the competence-activity approach in order to bring the training of IT specialists in line with modern requirements at the shortage of time resources.Conclusion. In the transition to a digital economy in our country, it is necessary to form the approaches to the training of IT industry specialists. The use of the electronic educational environment “LMS Canvas” at the NUST “MISiS” and the competence-activity approach, which implies not the message, but the formation of students’ knowledge in the process of implementing the project development, has proved its effectiveness in preparing bachelors in the direction of “business informatics”. This approach made it possible, through effective use of interdisciplinary connections in the e-learning environment, to involve students in the process of active learning, to improve the process of key competencies forming, to improve substantially the quality of diploma works and their practical significance, as well as to increase the level of compliance with global trends in the field of higher education informatization.

Purpose of the study. The digital turn in higher education and pedagogical technologies requires the use of a variety of teaching approaches and methods. The quarantine period in connection with the COVID-19 pandemic caused the need for a radical transformation of the higher education system, its new paradigm in a modern digital society. In such conditions, it becomes necessary to form a digital educational environment and many countries, including the Republic of Uzbekistan, have faced this task. Students need to develop skills in working with information, in particular, the use of information and communication technologies in the process of solving cognitive tasks and performing creative tasks in cognitive and educational activities. All these processes update the topic of the article and require an analysis of the experience of using electronic educational resources in the Republic of Uzbekistan.Materials and methods. The methodological basis of the research was the activity-oriented, personality-oriented, systemic, project-based and individually creative approaches. The analysis of the historiography of the problem showed: despite a significant number of studies in the field of application of various information technologies in historical research, there are still no works that would summarize data on working with electronic educational resources in the Republic of Uzbekistan. This article is an attempt to offer an analysis of the possibilities, as well as the main advantages of using electronic educational resources in teaching disciplines in higher education, using the example of Uzbekistan.Results. The article examines electronic resources for distance education that are present in the CIS countries, since online educational resources as a complex of various educational materials, for which gadgets are used, can improve the quality of education and diversify the forms of teaching. The author analyzes the conditions and prospects for the development of distance education in the Republic of Uzbekistan, notes a conceptual approach to educational digital platforms that contribute to improving the quality of education. The system of higher education of the Republic as well as the conditions and prospects for the development of distance education in the Republic of Uzbekistan are investigated. The author identifies the main trends in the modern online educational environment. In addition, the advantages and disadvantages of electronic educational resources have been identified. The article defines the strategic goals for the development of higher education in the Republic of Uzbekistan at a new stage of development, and also presents an analysis of Internet resources for distance education that are available in Uzbekistan. Conclusion. Thus, we come to the conclusion that in the current conditions, many countries are switching to digital and electronic means of education; the article shows the main Internet resources that contribute to the effectiveness of the system of professional training for bachelors, using the example of the Republic of Uzbekistan. The effectiveness, intensity, activation, individualization, and communicativeness of the educational process depend to a greater extent on how electronic resources are used, what tasks are solved during their use.

Introduction. the essence of the situation in education during the COVID-19 pandemic in the world is quite complex: due to the large number of restrictions in some countries, education is conducted completely remotely or hybrid. In the period of 2020, medical university students were forced to practice in hospitals in the context of the pandemic, helping local medical staff, which helped to fill the shortage of specialists. The quality of education will inexorably fall due to low involvement in remote education as well as many distractions which have already proven many researchers. Universities were not ready for mass digitalization due to government restrictions and social distancing, so the quality of material transfer cannot match the classical education. The purpose of the study is to examine the impact of the pandemic COVID-19 on the medical education market and its stakeholders. Results. Universities were not ready for the transition to online (distance) education, as evidenced by the decline in the quality of education, based on surveys of the faculty of some universities. As a result, on the one hand, you can get higher education online while in your country, on the other hand, the quality of education falls without an adequately commensurate practical part (for example, medical education cannot be of high quality when it is taught online). Over time, only the year 2025 is expected to surge technologies to improve online education and the full transfer of many universities to provide distance learning; it is a good chance to get an education to those who previously could not obtain it, including for economic reasons. Conclusion. The global COVID-19 pandemic has become a catalyst for global processes of digital transformation in all spheres of life. In such circumstances, the role of digital technologies in education has become extremely important. Among the many technological advantages, their ability to protect human lives and at the same time ensure the implementation of the educational process remained almost unnoticed. Current situation has accelerated the mass transition to the use of digital technologies, including digitalization of education, its technologization and standardization.

Rapidly growing educational space as well as increasing demands of the market to the modern specialist made the problem of social success a topical one. The paper focuses on sociological analysis of social success of students, its purpose is to study satisfaction with the quality of education obtained as a factor of their social success achieved in the educational process. Social success is regarded as integrated evaluation of student personality, which is based on analysis of the educational organization. In contrary, social unsuccess is connected with academic, professional and personal failure demonstrated in the process of studentʼs self-realization in educational environment. Among factors, influencing the quality of education and hence the social success of students one can note motivation, professional focus, activity, digital behavior, skills in adopting of digital educational environment. Researches in this sphere can focus on development of feedback mechanisms with students, which can form their analytical competencies and foster confidence between participants of educational process. This determines to put focus of the study on resilient educational environment, project and creative forms of academic activity and on looking for the best ways of further implementation of digital technologies.
