Strategic communication is one of the expressions of state power and represents an instrument in the political and security achievement of national interests. In the context of contemporary conflicts, it is an expression of a hybrid action in the fields of information, media, internet, and the entire spectrum of public diplomatic performances. It can have an offensive or defensive character. The main goal is to influence the public opinion and further move the focus in relation to the public towards cultural values and eventual adjustment of the political system through the ?reprogramming? of the political culture in accordance with the given objectives. Strategic communication is a planned and comprehensive activity of the organizational entity, which aims at achieving a successful and efficient interaction with the environment. Some of the elementary forms of strategic communication that support the highest national goals, even in the case of defense and security issues, are propaganda, public diplomacy, and interest communications (advocacy, lobbying, etc.). In this paper, using the analysis of the content and synthesis, a projection of strategic communication in the scope of propaganda, public diplomacy, and lobbying as determinants of strategic communication is presented. A framework for strategic propaganda planning, a strategic approach to public diplomacy, and a lobbying strategy have been developed, with a basic proposal for the modelling of every listed component of strategic communication. The paper contributes to the thesis that strategic communication aims at supporting the organization?s mission. In the field of defense and security, strategic communication has one of the vital roles in supporting the achievement of the mission of strengthening the overall identity, the international position of internal cohesion and the unity of the nation, as well as the general readiness to respond to the contemporary security challenges. Strategic communication represents a wide area of communication disciplines that combine different co-information areas, disciplines, and skills in a hybrid and inventive way. Strategically guided propaganda, public diplomacy, and lobbying are certainly areas of importance for the comprehensive construction of the ?soft? power, but also in support of the construction of the ?hard? power. The conclusion is that the planning and implementation of the strategic communication, through strategic determinants, such are propaganda, public diplomacy, and lobbying, must be meticulously studied and planned, according to scientific and practice-tested postulates. In this way, it is possible that strategic communication really strongly and significantly supports the achievement of the organization?s mission, which in the case of the state relates to its international position, resistance to contemporary, hybrid challenges of risk and threats, and readiness for the defensive, and, if necessary, offensive activity. This approach seeks to raise general defense capacities, thus turning the state into an unwanted opponent, and achieving the effect of preventing and deterring possible aggressive action.

The level of social harmony in society and the development of democracy depends to a large extent on the level of development of parties, their ideological and political orientation, methods and means of action. The purpose of the article is to study the party system of Ukraine and directions of its development, which is extremely complex and controversial. The methods. The research has led to the use of such scientific search methods as a system that allowed the party system of Ukraine to be considered as a holistic organism, and the historical and political method proved to be very effective in analyzing the historical preconditions and peculiarities of the formation of the party system. The results. The incompetent, colonial past and the associated cruel national oppression, terror, famine, and violent Russification caused the contradictory and dramatic nature of modernization, the actual absence of social groups and their leaders interested in it, and the relatively passive reaction of society to the challenges of history. Officials have been nominated by mafia clans, who were supposed to protect their interests and pursue their policies. Political struggle in the state took place not between influential political parties, but between territorial-regional clans. The party system of Ukraine after the Maidan and the beginning of the war on the Donbass were undergoing significant changes. On the political scene, new parties emerged in the course of the protests and after their completion — «Petro Poroshenko Bloc», «People’s Front», «Self-help»), which to some extent became spokespeople for not regional, but national interests. Pro-European direction is the main feature of the leading political parties that have formed a coalition in the Verkhovna Rada of Ukraine. Conclusion. The party system of Ukraine as a result of social processes is at the beginning of a new stage in its development, an important feature of which is the increase in the influence of society (direct and indirect) on the political life of the state. Obviously, there is a demand from the public for the emergence of new politicians, new leaders and new political forces that citizens would like to see first and foremost speakers and defenders of their interests.

In the context of contemporary conflicts, it is an appearance of hybrid action in the fields of information, the media, the Internet and the wide spectrum of public diplomacy performances. The main goal of strategic communication (SC) is to influence public opinion. In addition, SC strives to move the focus of the public towards cultural values as well as the adjustment of the political system. The main task of strategic communication (SC) is to influence public opinion and its focus on cultural values, the possible adaptation of the political system by "reprogramming" political culture in accordance with the goals set by psychological influence. One of the main channels for influence are social networks. In the paper, we used a multi-criterion analysis to identify the method of prevention pertaining to psychological manipulations in the cyberspace. This paper suggests preventive measures against negative impacts of social networks. In the paper, we used the Analytic Hierarchical Processes for the analysis of hierarchy in the application of preventive measures. Based on the obtained results, we developed and presented the application of preventive measures, to prevent the harmful effects of psychological manipulations in the cyberspace.

This study attempts to reveal cultural diplomacy, which Turkey implements towards Indonesia. The ‘golden period’ of Turkey is from 2007 until 2013. After that, the public diplomacy of Turkey was not effective as before, and it was fallen dramatically. The country’s instability caused by the political turmoil within the country also influences the growth of international isolation. With these based on the problem that influences its image, Turkey needs to prove a different and better image to promote itself abroad.  Public perceptions can be shaped and controlled by doing cultural diplomacy that acts as soft power. Having one thing in common as a country with a Muslim population as the majority, Turkey has a special place in the hearts of the Indonesian people. Based on the theory of cultural diplomacy by Milton C. Cummings, the authors drew two arguments. First, Turkey’s Cultural diplomacy towards Indonesia is done not only by state actors (officially by the government) but also by non-state actors such as individuals and companies. Second, cultural diplomacy carried out by Turkey towards Indonesia is through all aspects of the needs of the Indonesian people, such as films, fashion, news, music, food, and education.

Globalization has brought huge changes in every section of life, including education. The international relations have been impacted on by globalization as well. The students, scholars and researchers, these days, are regarded as actors in diplomacy. Education diplomacy is considered as an important tool in the conduct of international relations worldwide. The public diplomacy through provision of education opportunities, known as soft power tool, has emerged as a new trend by which countries extend their national interests and attempt to shape the preferences of others and affecting their behaviour in one’s favour. International Education has proved to be a major contributor to soft power goals and has emerged as an important part of public diplomacy that has created many advantages. The countries anticipate, by means of education diplomacy, the promotion of nation’s policy priorities and interests and subsequently, to contribute to country’s economic development and investment. The present study aims to explore the soft power goals of the Southeast Asian Countries. It further explores the goals that are achieved by the countries through implementation of public diplomacy in education.

Contestation over war memorialization can help democratic theory respond to the current attenuation of citizenship in war in liberal democratic states, especially the United States. As war involves more advanced technologies and fewer soldiers, the relation of citizenship to war changes. In this context war memorialization plays a particular role in refiguring the relation. Current practices of remembering and memorializing war in contemporary neoliberal states respond to a dilemma: the state needs to justify and garner support for continual wars while distancing citizenship from participation. The result is a consumer culture of memorialization that seeks to effect a unity of the political community while it fights wars with few citizens and devalues the public. Neoliberal wars fought with few soldiers and an economic logic reveals the vulnerability to otherness that leads to more active and critical democratic citizenship.

Deepening globalisation and worldwide availability of free information and ideas raise concerns of the communist China’s political leadership about the stability of the regime and the sustainability of the state ideological orthodoxy. Therefore, the state’s tightening control of the public communication to curtail the domestic criticism and occasional public discontent is becoming framed and legitimised in terms of cultural security as a non-traditional security concern. This study argues that the restrictive impacts of the politicisation of culture in the centralised agenda of President Xi Jinping reinvigorate China’s anti-Western narratives and attitudes. The research focuses on the state’s cultural security-related and applicable strategy in the political and institutional agenda and media. Moreover, the study also traces the state cultural security policy in the field of the civic and non-governmental sector, religious and ethnic minorities policy, literature, film and audiovisual sectors. The findings assess the concern that the intellectually anachronistic, self-restraining and internationally hostile policy devaluates China’s cultural potential and complexity.

Public administration is carried out through the public service. Public administration is an instrument of the State which is expected to implement the policy decisions made from the political and legislative processes. The rationale of this article is to assess the working relationships between ministers and permanent secretaries in the Government of National Unity in Zimbabwe. The success of the Minister depends to a large degree on the ability and goodwill of a permanent secretary who often has a very different personal or professional background and whom the minster did not appoint. Here lies the vitality of the permanent secretary institution. If a Minister decides to ignore the advice of the permanent secretary, he/she may risk of making serious errors. The permanent secretary is the key link between the democratic process and the public service. This article observed that the mere fact that the permanent secretary carries out the political, economic and social interests and functions of the state from which he/she derives his/her authority and power; and to which he/she is accountable,  no permanent secretary is apolitical and neutral to the ideological predisposition of the elected Ministers. The interaction between the two is a political process. Contemporary administrator requires complex team-work and the synthesis of diverse contributions and view-points.

The article is devoted to identifying the role of the Confucian component in shaping China’s foreign policy during the period of “reforms and openness”. The author analyzes the Chinese “soft power” model and its differences from the classical one, the theoretical foundations of which were formulated by J. Nye, and discovers the China’s “soft power” features in foreign policy and establishes its meaningful connection with Confucian values and concepts. The article provides an overview of “soft power” interpretations in the main works of Chinese scholars, examines the reflection of Confucian “soft power” ideas in the state and party documents and decisions of the period of “reforms and openness”, shows the application of Confucian principles in the foreign policy of China. It is shown that the creation of effective Chinese “soft power” tools is becoming a part of a purposeful and long-term policy of the state. Such tools include the swift reform of leading media, TV and radio companies using modern technologies and focusing on foreign audience abroad, promoting China’s traditional and modern culture in foreign cultural markets, increasing China’s presence on the world market, spreading and promoting the Chinese language, “Education Export” and widening educational contacts, economic ties development and scientific and technical cooperation, public diplomacy development, support of the compatriots living abroad. Geopolitically, China’s soft power strategy is focused on developing relations with its close neighbors and creating a security belt around China. It has been proved that modern China seeks to proclaim itself as a new “soft power” center, the creation of which is a part of the State purposeful long-term policy. It is accompanied by the active appeal of Chinese ideologists to the country's traditional cultural heritage and basing of this new foreign policy on the conservative values of Confucianism, which is a kind of civilizational code determining all aspects of social life for China.
