Who are You? Theorising from the Experience of Working through an Avatar

This article explores the experience of a researcher who was part of a pan-European team exploring one of the currently available avatar worlds used for educational purposes. The article reports research undertaken as part of the European Union (EU)-funded project EQUEL (e-quality in e-learning) from the point of view of a single researcher. The EQUEL project was organised into several Significant Interest Groups (SIGs) and the Agora SIG was set up to explore knowledge-sharing in 3D (three-dimensional) avatar-based systems, in particular Active Worlds Educational Universe (AWEDU – http://www.activeworlds.com ). AWEDU is a relatively common, stable and explored 3D system. AbstractThe Single Market is one of the cornerstones of the European Union. The idea to transform it into a Digital Single Market (DSM) was outlined several years ago. The EU has started different initiatives to support this transformation process. One of them is the program Horizon 2020 to support the process from a technical point of view. In parallel to this, initiatives were started to set up a sound legal framework for the DSM. The Single Digital Gateway Regulation (SDGR) is an outcome of these initiatives. The key aspect of the SDGR is the underlying Once-Only Principle (OOP), outlining that businesses and citizens in contact with public administrations have to provide data only once. “The Once-Only Principle Project (TOOP)” is the EU-funded project initiated for research, testing, and implementation of the OOP in Europe. The authors give an overview of the research questions of the different parts of TOOP. Besides that, they introduce the other chapters of this book and what the reader can expect as the content of them.

This paper presents the experimentation facilities provided by the European Union-Brazil project "FUTEBOL - Federated Union of Telecommunications Research Facilities for an EU-Brazil Open Laboratory", from the point of view of the experimenter. The FUTEBOL testbeds to provide experimentation capabilities for optical-wireless experimentation, which is crucial for the development of 5G technologies. The main offering of FUTEBOL is, thus, to be able to set up an experiment accross many network domains – be it optical, wireless, packet or cloud –, and to orchestrate them using tools such as COPA and ABNO. Further, FUTEBOL provides
a set of services that can be instantiated with very little effort, in order to compose complex 5G experiments in reduced time.

The Austrian government is extremely sceptical about the accession negotiations which are conducted by the European Commission on behalf of the European Union with Turkey and calls for the negotiation process to end. Serious reservations of Vienna have been raised by the current political situation in Turkey under the rule of President Recep Tayyip Erdogan, as well as by the standards of democracy in Turkey, which differ greatly from European standards. Serious deficiencies in rule of law, freedom of speech and independence of the judiciary, confirmed in the latest European Commission report on Turkey, do not justify, from Vienna’s point of view, the continuation of talks with Ankara on EU membership. In fact, Austria’s scepticism about the European perspective for Turkey has a longer tradition. This was marked previously in 2005 when the accession negotiations began. Until now, Austria’s position has not had enough clout within the European arena. Pragmatic cooperation with Turkey as a strategic partner of the EU, both in the context of the migration crisis and security policy, proved to be a key factor. The question is whether Austria, which took over the EU presidency from 1.7.2018, will be able to more strongly accentuate its reservations about Turkey and even build an alliance of Member States strong enough to block Turkey’s accession process.

Empirical evidence suggests an overall convergence in terms of GDP and per capita income occurring among the European Union (EU) Member States. Nevertheless, economic inequalities have been increasing at the regional level within European Union countries. Through the review of relevant literature, this study analyzes the increasing inequalities from an economical point of view, focusing on Italy and the UK as examples. First, a general overlook of the empirical evidence of the GDP and per capita income at national and sub-national levels will be presented. Second, an explanation of the possible causes of the results will be proposed through the use of economical and sociological theories. The findings of this research might uncover the relative inefficacy of EU Cohesion policies and point towards the necessity for deeper and more thoughtful measures to continue the convergence of Member States while preserving internal equilibria. This paper ends with discussions for the future directions of the EU.

Background: In 2016, the European Union adopted unanimously Council Conclusions on the next steps to combat antimicrobial resistance under a One Health approach. To implement some of the provisions laid down in the Council Conclusions, a European Joint Action on Antimicrobial Resistance (AMR) and Healthcare-Associated Infections (HCAI) or EU-JAMRAI was set up, gathering 44 partners. Methods: As part of EU-JAMRAI, 13 participating European countries set up a country-to-country peer review system to evaluate each other’s national action plans (NAPs). This review system entailed a self-assessment, strengths–weaknesses–opportunities–threats (SWOT) analysis, and country visits. All steps were executed with representatives from both the human and the veterinary domains (One Health approach). Special attention was given to supervision and the way supervision can enhance the implementation of guidelines on AMR, both at the policy level and within healthcare institutions. Results: Despite differences in the stage of developing and implementing NAPs, all 13 countries are working on NAPs. In this process, country visits function as a moment to exchange best practices and to provide an outsider’s point of view. At the end of 2019, 13 country-to-country visits had taken place, resulting in tailor-made recommendations for each country. These recommendations were shared with the competent authority. An example is a country that used the recommendation to improve infection prevention as an immediate reason to get the topic on the agenda of the Ministry of Health. During the country visits, intersectoral participation was perceived as desirable, but in some cases it was challenging to arrange. For some highly relevant topics, it has been recognized that discussion should take place on a European level. Examples of such topics include supervision, infection prevention guidelines, funding, surveillance, and regular audits of antibiotic prescriptions for physicians including feedback loops. Conclusions: Peer review is a cooperative and friendly working method compared to common audits. The country visits function as an agenda setting tool to get or to keep AMR on the political agenda and presenting the most relevant topic(s) to address for each country.Funding: NoneDisclosures: None

In many international agreements, the European Union sets up joint bodies such as ‘association councils’ or ‘joint committees’. These institutions bring together European Union and third-country officials for agreement implementation. To date, we know surprisingly little about how much discretion the European Commission enjoys in them. Drawing on a principal–agent framework, we hypothesise that the complexity of agreements, the voting rule, conflict within the Council, and agency losses can explain Commission discretion in these institutions. Drawing on an original dataset covering nearly 300 such joint bodies set up by the European Union since 1992, we find robust empirical support for all expectations except for the agency loss thesis. Our findings suggest that the European Commission is the primary actor in the implementation of many of the European Union's international agreements, allowing it to influence EU external relations beyond what is currently acknowledged in the literature.

Although the European Union has no formal authority in the area of spatial policy, in sectoral policies can have a clear spatial impact. In this sense it conducts a de facto - and usually uncoordinated - form of spatial policy. An informal policy document produced six years ago sought to remedy this by offering an embryonic form of European spatial policy: the European Spatial Development Perspective (ESDP). So far, no follow-up has been produced. Is this because the current document is sufficient for addressing Europe's spatial issues or because interest in this endeavor has waned? Or are we simply in a period of transition towards a new ESDP? This brief review deals with those dilemmas, from a specific point of view of the observers, both curious and worried.
