The gap between the American people and the United States military is growing, with implications for the preservation of democratic institutions. The gap has contributed to the erosion of democratic norms by negatively affecting perceptions of citizenship obligations and weakening the attachment to national institutions. Ironically, a feature of the gap is the rise of a “warrior caste” of men and women who self-select to join the all-volunteer force (AVF), leaving the remaining 99.5% of citizens to think that national defense is a concern for “other people.” With only 1 in 200 Americans directly involved in military service, the wars that the AVF serves in do not directly affect most Americans or their elected representatives. This indifference has led to perpetual wars with poor oversight, eroding the democratic norm of citizen oversight of and participation in the nation’s wars. The civil–military gap can be mitigated with a comprehensive expansion of programs that offer opportunities for military and national service, the adoption of more robust civic education in civilian and military education systems, and fostering a culture of defense among the citizenry.

The dual status of the National Guard as a component of the national defense establishment and as a military force under state control has long been an object of Congressional and military concern, and lately has drawn some scholarly attention. It has not been generally appreciated, however, that without benefit of legislation or much public notice the domestic function of the Guard has been subtly and radically transformed during the past decade. From an embodiment of force it has become largely an instrument of rescue and relief. The change appears to be bringing a welcome increase in local prestige to this sometimes neglected and often controversial organization. But it suggests a serious problem in case an atomic attack should result in the mobilization of the Guard into national military service just at a time when its new domestic services are most urgently needed at home.

This article investigates the participation of French-born soldiers in the AIF – Australia’s volunteer army during the First World War. While the AIF counted men from many different ethnic and cultural backgrounds, the experiences of the French-born Diggers is yet to be fully explored. This article analyses the detailed profiles of these men contained in their military files and demonstrates how they are emblematic of the diverse nature of the French community in Australia. French-born residents of Australia were in a unique position, as they were also liable for French military service. This article explores the motivations and implications of their choices. It also draws on French archival sources to provide a transnational perspective, framing the soldiers’ experiences within the broader context of the conflicting demands of the French and Australian governments, and how French identity was expressed from both above and below.

The Federal archival agency, the Russian Ministry of foreign affairs and the Russian Historical Society organized in 2018 a large-scale historical documentary project (an exhibition and online publication) on the background and consequences of the Munich Agreement (November 1937 – March 1938)11 This year marked by the 80th anniversary of the beginning of Second World War the project is to be continued in the form of an exhibition and an online publication of archival documents. We offer our readers some French documents. They are stored at the Russian State Military Archive in the fund «The Ministry of War of France. Military districts, fortified areas, army, corps, divisions, regiments, brigades, military educational institutions and other military organizations» (RGVA. F. 198k).) The fund contains materials on the activities of the French highest military bodies and their units, as well as documents on the headquarters and garrisons of the French military fortresses. These documents were moved from Germany to Moscow after the end of World War II and subsequently were incorporated into the foreign funds of RGVA. In 1993–1994 on the basis of bilateral intergovernmental agreement on cooperation in the field of state archives, identification and return of archival documents and on the basis of the Federal Law of April 15, 1998 No. 64-ФЗ «On Cultural Values Moved to the USSR as a Result of the Second World War and Located on the territory of the Russian Federation» the documents of the 198k fund were transferred to France. The most valuable of the them were microfilmed; their copies are kept in the RGVA on the rights of originals. The two documents being published in this issue of MGIMO Review of International Relations are part of the 198k fund (second inventory), containing documents from French military attachés in European countries, which focus on their political and economic situation, armed forces, countries occupied by Germany, foreign and domestic USSR policy, the state of the Red Army, as well as intelligence reports of the 2nd bureau of the General Staff of the French army. Both documents: Note by the French military attaché in the USSR O.-A. Palace to the Minister of National Defense and the Minister of War of France E. Daladier about the strategic situation in Eastern Europe and its influence on the position of the USSR government on the conclusion of the Anglo-Franco-Soviet agreement on mutual assistance of July 13, 1939 (RGVA. F. 198. Op. 2. D. 466. L. 43–50) and the Report of the French Military Attaché in Poland F. Musse to the Minister of National Defense and the Minister of War of France E. Daladier on the influence of Poland on the course and results of the Anglo-French-Soviet negotiations of August 24, 1939 (RGVA. F. 198k. Op.2. D. 292. L. 148–166) are published in Russian translation for the first time.

This chapter argues that proposals for universal military training (UMT) for all American men failed for several reasons. Opponents of UMT attacked the idea’s efficacy for national defense, but they also questioned the assumptions that military training made men or should be an obligation of citizenship. Despite the support of the War Department, three presidents, and the majority of American citizens, UMT failed to gain legislative traction, in part because Americans did not share a common definition of masculine citizenship. The failure of UMT confirmed that military service in the United States would be selective rather than compulsory and that it would not be directly tied to masculine forms of citizenship. Its failure reinforced the notion that there were alternative acceptable ways of being a man and a citizen in the United States.

Povzetek Po drugi svetovni vojni so se oborožene sile ZDA popolnjevale z vpoklicem ali obveznim služenjem vojaškega roka za fante. Ta praksa se je končala leta 1973 z uvedbo prostovoljnega popolnjevanja (All-Volunteer Force – AVF). Uvedba AVF pa je prinesla več novih izzivov, vključno z ustreznim pridobivanjem in zadrževanjem vojaškega kadra. Sčasoma je bilo treba sprejeti več prosilcev, saj se je pridobivanje kadra zmanjšalo. Bilo je manj zainteresiranih in ustreznih prosilcev, od teh pa še manj tistih, ki so ustrezali standardom. Ob uvedbi sprememb v nacionalni obrambni politiki in zaradi sodelovanja ZDA v nedavnih bojnih operacijah večjega obsega je prišlo do pomanjkanja pripravljenosti na področju pridobivanja in zadrževanja kadra. Nezadovoljiva pripravljenost se je najbolj kazala v rezervni sestavi, na kar se v tem članku tudi osredotočamo. S pomočjo opisa teh dogodkov prikazujemo medsebojno povezanost med pridobivanjem in zadrževanjem kadra ter pripravljenostjo, pri čemer kažemo na potrebo po bolj preudarnem razmisleku o tem, kako se vsak izmed njih izvaja, še zlasti v okviru AVF. Teorija identitete ponuja načine za razumevanje in razvijanje takih vrst vojaškega kadra, ki je potreben za lažje pridobivanje, zadrževanje in pripravo kadra. Ključne besede: vpoklic, obvezno služenje vojaškega roka, prostovoljno popolnjevanje, All-Volunteer Force – AVF, pridobivanje kadra, zadrževanje kadra, pripravljenost. Abstract After World War II “the draft”, or compulsory military service of young men, staffed U.S. forces. This practice ended in 1973 with the introduction of the All-Volunteer Force (AVF). However, staffing the AVF introduced several new challenges, including the adequate recruitment and retention of military personnel. Over time, more applicants had to be taken, as recruitment fell short. There were fewer interested and eligible applicants, and of these, even fewer who met the standards. A lack of readiness relating to both recruitment and retention became apparent as changes occurred in the national defense policy and the U.S.’s participation in recent large-scale combat operations. Inadequacies in readiness were most evident among the reserve forces – the focus of this paper. Through the description of these events, the inter-relationships between recruitment, retention, and readiness are demonstrated, pointing to the need for more deliberate thought with regard to how each is implemented, especially in the context of the AVF. Identity theory offers ways to understand and to develop the kinds of military personnel needed to better recruit, retain, and ready personnel. This chapter explores the creation of anti-poverty programs that functioned through the military manpower procurement system. Military resources were tapped to fight the War on Poverty and the War on Poverty was used to staff the military. Civilian rehabilitation programs identified clients through the system used to conscript soldiers. The Pentagon’s Project 100,000 drafted men otherwise unqualified for military service into the armed forces, ostensibly to offer them skills they could use to become successful breadwinners in their civilian lives. Civilian rehabilitation programs and Project 100,000 both were based on the assumption that useful men financially supported their families. Both explicitly tied breadwinner masculinity to citizenship in the name of national defense. And both specifically targeted poor and minority men, overtly tying this constituency to the military to the exclusion of wealthier (white) men.

Abstract Background Hypertension is a main yet potentially modifiable cardiovascular risk factor. It is the most widespread disease of the 21st century, especially in highly industrialized societies. It is estimated that hypertension affects about 25% of the adult population in the world and reaches a ceiling of 32% and another 30% of the adult population is characterized by pressure values classified as pre-hypertensive. The prevalence of hypertension is geographically diverse and closely depends on economic and socio-cultural conditions. The relationship between hypertension and obesity is the subject of many studies that explicitly confirm the occurrence of positive coincidence. Methods The study was observational-retrospective, and included a group of 17 282 men, aged 19, from the southeastern region in Poland. All subjects met the qualifications for compulsory military service in 2017. We analyzed selected data obtained from the records of the Ministry of National Defense. Results Hypertension was found at 0.6%, weak body structure at 0.8% and obesity co-existing with cardiorespiratory insufficiency has been reported 2.6% of respondents. The underweight concerned almost 7%, and the overweight and obesity of 25% of conscripts. The vast majority of people with hypertension were characterized by excessive body weight (74.8%), mainly overweight. Conclusions Hypertension was seen in a negligible percentage of males studied and was significantly associated with an increase in BMI, particularly with regards to being overweight. Excessive body weight significantly more often affected people with a higher degree obesity co-existing with cardiorespiratory insufficiency, affecting of the system and men with hypertension. Excessive body weight was seen in a considerable percentage of males studied and was significantly associated with the prevalence of hypertension and obesity co-existing with cardiorespiratory insufficiency, but not affecting of the system. Key messages The assumed observation contribute to the presentation of selected indicators of health status and their relationship with hypertension in a large population of 19-year-old men. Data obtained this way, enrich the state of knowledge about the growing problem of hypertension and they can be a valuable ground for developing educational and preventive programs for Public Health.

Starting from secondary and higher education, there is practically no difference in the ratio of enrollment of students between men and women. However, historically, especially at the beginning of the formation of the modern education system, the opportunities for girls to get education were less favorable than for boys. Even in the compulsory primary school, the frequency of girls attending educational institutions was very low. Access to secondary education for girls was also limited. The situation began to change at the turn of the 19–20 centuries. In Japan, a number of laws were passed that opened the doors of educational institutions for girls. In September 1872, the Law on Education was passed, which introduced compulsory primary education for all. Representatives of all social groups, as well as women received the right to education. According to this law, by 1880, 25,000 primary schools should be created in the country. It is important to remember that then almost all children began to attend school. At that time, foreign specialists are actively involved, who help to adapt to the new system, and teach in schools. Education along with military service and the taxes payment became the third important duty of the Japanese. Japan has achieved gender equality in education, at least provided equal opportunities for access to every level of education. There was an imbalance in the gender distribution of students at some faculties and departments in higher education institutions. Thus, for example, women were prevailing in the field of education, literature, nursing, men were prevailing in science and technology. However, thereafter, the number of female students specializing in science and technology substantially increased. Today, many girls are studying at the National Defense Academy and the University of Marine Science and Technology. All this became possible thanks to the reforms that the Japanese educational system began in the early twentieth century

One of the priorities of the Ministry of National Defense is the creation of a new branch of Armed Forces – the Territorial Defense Forces (Polish: WOT). It was initiated by the establishment of the Territorial Defense Bureau, and then the Command of the Territorial Defense Forces. The process of creating brigades and sub-units of these troops is parallel to the completion of the WOT Command. The main idea of their functioning is the widespread, optional access of volunteers to serve under the so-called territorial military service. Due to the intensive formation of new structures, a high-level military education is facing a major challenge, which is taking steps to urgently fill positions both for professional officers and for officers of territorial military service with graduates. The material presented in the present paper is an attempt to analyze and propose solutions that are not necessarily final but are treated as a basis for further substantive discussion.
