During December 2019, the AICPA released an Exposure Draft and Invitation to Comment: Maintaining the Relevance of the Uniform CPA Examination based on a practice analysis conducted during 2019. Among the proposed changes to the CPA exam, the level of governmental accounting content tested in the Financial Accounting and Reporting (FAR) section of the CPA exam would be reduced, with the potential removal of governmental accounting material altogether. The following is the comment letter submitted to the AICPA on behalf of the Government and Nonprofit (GNP) Section of the American Accounting Association, which opposes the proposed changes.

This study aims to examine the effect of transparency, competency, financial accounting systems on the accountability of regional financial management with the government's internal control system as a moderating variable with a case study in Indragiri Hulu Regency. The population of this study were all employees in all OPDs in Indragiri Hulu Regency as many as 45 OPDs so that a sample of 180 respondents was obtained from this population using the purposive sampling method. The data analysis method used in this research is the quantitative analysis method with WarpPLS version 6.0 as data processing software. The results show that transparency, competency, and financial accounting systems affect the accountability of regional financial management, the implementation of the government internal control system can moderate the effect of transparency and financial accounting systems on the accountability of regional financial management, and the implementation of the government internal control system cannot moderate the effect of competency on the accountability of regional finance management. The purpose of this study was to test the influence of the understanding of accounting system, government financial management and work environment on the performance of work units (a study in Regional Ministry Departments/ Work Units in Keerom Regency). Population of this research was the 62 respondents from finance managers in the Regional Ministry Departments/ Work Units. The sampling technique used was a non-Probability sampling in saturation sampling. Data collection was conducted through field studies and literature. A Multiple Linear Regression with the F-test and t-test was employed to analyse the data collected and test the hypotheses. The study results showed that the understanding of the government financial accounting system did not influence performance of the work units. Government financial management had no effect on the performance of the work units. Work environment influenced work units performance. Lastly, understanding government accounting system, government financial management and work environment simultaneously influenced performance of work units. This chapter examines institutional change in the Ottoman economy with a focus on its financial crises and subsequent reform attempts. Traditional fiscal institutions functioned well until the late sixteenth century when the state introduced tax reforms and dismantled the traditional tımar system. In the nineteenth century, the administration sought solutions such as the debasement of the coinage and domestic borrowing to finance its deficits. In 1854, the government resorted to foreign borrowing and initiated reforms to improve its financial accounting to gain credibility in foreign markets. After twenty years of borrowing, the Porte defaulted in 1875, and in 1881 signed the Decree of Muharrem, which led to the establishment of the Ottoman Public Debt Administration (OPDA). The OPDA era saw unprecedented levels of foreign direct investment and played a pivotal role in the integration of the Ottoman Empire into the world economy.

ABSTRACT: We develop a model to examine the effects of Financial Accounting Standards Board (FASB) Interpretation No. 48, Accounting for Uncertainty in Income Taxes (FIN 48), on the strategic interaction between publicly traded corporate taxpayers and the government. Several of our findings contradict conjectures voiced by members of the business community regarding the economic effects of implementing FIN 48. Specifically, taxpayers with strong facts obtain higher expected payoffs from uncertain tax benefits and some disclosed liabilities understate the expected tax liability. Consistent with the common conjectures, however, some taxpayers are more likely to be audited or are deterred from entering into transactions that generate uncertain tax benefits because of FIN 48.

In the preparation of financial statements based on financial accounting standards is an improvement in quality of financial statements, which will leverage the credibility of the financial statements in question. The research’s object to be studied are MSMEs in Food and Beverage Sector. The formulation of the problem in this study is, a. How is the preparation of MSME financial statements in the Food and Beverage sector based on EMKM SAK in Tlogomas Sub-District, Malang City, b. What are the constraints faced by MSMEs in the Food and Beverage Sector in implementing EMKM SAK in Tlogomas Sub-District Malang, c. What strategy model is effective from the government so that MSMEs can apply the SAK EMKM optimally. This research method used a combination of research methods (Mixed Methods). With adequate accounting, MSME entrepreneurs can fulfill the requirements in applying for credit, such as making financial reports. The researcher offers a model for the application of electronic-based financial reporting, this is to attract investors to contribute their capital, considering that currently entering the free market. This program also makes easier for the Bank to read the financial statements of micro entities.

This article discusses the organization of upstream oil and gas industri in Indonesia from managerial perspective. For Indonesian context, actually this has been arranged by the Statement Oil and Gas Standard Accountancy No.29 Year 2009. In developed countries such as United States there is Standard Financial Accounting Statement issued by Financial Accounting Standard Board (FASB). In order to obtain clarity and transparency and to avoid different interpretation between the contractors and the government, therefore there ought to be explicit principles and methods in production sharing contract and desired accountancy period so that the similar method can be applied on APBN (National Planning and Expenditure Budget). This is since accountancy method affects financial report. With the latter, contractor’s performance and state income can be measured. Research methodology are ground research and exploratory research, reaseacher assumption based on field condition and resolve problem from literature study.

Cooperatives are one of three types of business entities that support the Indonesian economy in addition to State-Owned Enterprises (BUMN) and Private-Owned Enterprises (BUMS). The development and growth of cooperatives in Indonesia is endeavored to continue to synergize with the duties of cooperatives in holding their institutions accountable to the government and the development of their business to their members. This is a form of implementation of cooperative accountability in which cooperatives must be able to manage services and be informed to interested parties in the form of financial statements. The purpose of this study was to find out how the accountability of Karya Mandiri Selong cooperatives through cooperative financial statements that have been prepared. Accountability of Karya Mandiri Selong cooperatives through the preparation of financial reports is not optimal as indicated by the preparation of financial statements in the form of monthly reports containing reports on loans or accounts receivable and deposits from cooperative customers. This is because the management's understanding of financial accounting standards is still lacking. The hope is for the future Karya Mandiri Selong cooperatives can compile financial reports in accordance with financial accounting standards so that accountability is maintained and member trust increases.

Peraturan Menteri Keuangan  No. 111/PMK.07 mengatur tentang tata cara penerbitan obligasi daerah tetapi belum ada daerah yang menerbitkan termasuk Provinsi Jawa Tengah. Dilihat dari tingkat solvabilitas dan likuiditas, Provinsi Jawa Tengah sudah memenuhi syarat penerbitan obligasi daerah karena nilai dari DSCR telah memenuhi batas minimum yaitu sebesar 2,54 tetapi dari sisi sumber daya manusia dirasa masih belum mampu. Tujuan dari penelitian ini adalah untuk menganalisis relatif kemandirian keuangan Provinsi Jawa Tengah dibandingkan Provinsi lain serta mengidentifikasi potensi dan peluang Provinsi Jawa tengah dalam penerbitan obligasi daerah serta menganalisis strategi penerbitan obligasi Daerah di Provinsi Jawa Tengah. Sampel dalam penelitian ini terdiri dari 8 keyperson. Adapun metode penelitian yang digunakan adalah analisis deskriptif untuk mengetahui relatif kemandirian keuangan daerah, potensi dan peluang penerbitan obligasinya dan Analisis Hierarki Proses (AHP) untuk menentukan strategi yang digunakan dalam prioritas penerbitan obligasi daerah. Hasil penelitian menunjukkan bahwa permasalahan mendasar yang dihadapi adalah masih terbatasnya sumber daya manusia yang terampil. Prioritas utama adalah sumber daya manusia, yang kedua adalah kemandirian keuangan daerah, dan yang terakhir adalah kemampuan keuangan daerah. Minister of Finance Regulation No. 111/PMK.07 set the procedures for published bonds, however the fact is none of regions have successfully published it. Seen from the level of solvency and liquidity, Central Java Province had already qualified for issuance of municipals bonds has reached 2.54 DSCR value but in terms of human resources it still not able. The suggestion of this study is government and related sides are expected to apply the policy based on the result of this study. Then, the government and related sides have to focus on the publication priority of region bond through training in reporting financial accounting of region government according to standard accounting of central government’s financial report. There were eight key persons as sample in this study. The methods used in this study were descriptive analysis used to know the relative region financial independent, potential and opportunity in publishing bond and hierarchy process analysis (AHP) used to determine strategy in publication priority of region bond. The finding of this study shows that the basic problem is the limited skilled of human resource. The main priorities in publishing region bond in Central Java Province are criteria region financial independent, criteria of region financial capability, and criteria human resource.

Organization of Prov. Regional Disaster Management Agency North Sulawesi Moves in the Field of Disaster Management Operations Centers which need to implement Government Regulation No. 71 of 2010 on accrual bases to provide information from financial records and facilitate more effective performance. In accounting there are two records of the first cash basis and accrual basis. Accrual Basis is the basis for facilitating performance measurement, in regulating clearer and more understandable. This study uses descriptive research methods that aim to explain the circumstances, events or everything related to programs that can be explained in words or numbers. The application of Government Regulation No. 71 of 2010 concerning accrual basis is certainly in accordance with what has been implemented by the Law that has been implemented by the government, Government Accounting Standards, Financial Accounting Standards. Accrual basis application needs financial statements, so that problems can be found or what things are not in accordance with the activities of either budgeting or calculation of budgeting.Keywords: Accrual Basis, Government Accounting, Government Accounting Standards, Financial Accounting Standards, Descriptive Methods.

Local Government Accounting and Financial Reporting in Spain has been recently reformed by the new Accounting Instructions published in 2103 and in force since the 1st of January 2015. Once the financial reports corresponding to 2016 fiscal year have been published, the main purpose of this paper is to empirically evaluate, the perceptions and opinions that local governmental accountants have about the recent reform. Our analysis has found a clear gap between the aims of the reform and the opinion of local governmental accountants, who consider the system too complex and clearly biased towards financial accounting information.
