This study aimed to determine the impact transformational leadership on employee engagement teachers of state vocational high schools. This research uses the quantitative-causal approach as the method of survey research. This approach was chosen to analyze the relationship patterns between variables with the aim to know the direct effect of a set of exogenous variable toward the endogen variable. In this research, transformational leadership is an exogenous variable, and employee engagement is an endogen variable. This research was conducted in  The State Vocational High Schools in Depok City (West Java Province).  The analysis unit in this research is the teachers from The State Vocational High Schools. The population is all the teachers in State Vocational High Schools which live in Depok with a total of 166 teachers out of 4 schools. The samples were selected with the simple random sampling method by choosing the members of the population randomly, ignoring the classes (levels) of each of the population members, bearing in mind that the population is homogenous and has a large number. From the existing population, the number of samples was calculated with the Slovin formula. Therefore, the sample used in this research is 118 teachers. To obtain data in this research, a questionnaire was used for the two variables: transformational leadership (X), and employee engagement  (Y).  All the questionnaires were filled in by teachers from The State Vocational High Schools in Depok. Individualised education programmes (IEP) will be practiced with children with special needs (CWSN) and their families. The main factor for IEP’s success is the participation of the family and also, their children. In this study, views and suggestions about participation of families of CWSN in their IEP processes are examined. The research is based on qualitative research. Five mothers and a grandmother with CWSN were participated; data are collected via semi-structured interview technique and analysed with inductive analysis technique. This research uncovers that the participants didn’t participate in their children’s diagnosis, assessment, settlement and follow-up processes, and they were not content with the assessment results. Also, the participants who didn’t participate in the IEP weren’t even aware of the legal obligation that they had to and their children’s IEP, they weren’t in cooperation with the teacher in that process, and teachers didn’t show the progress in the children to the families even if they recorded that. Keywords: Children with special needs (CWSN), family, individualised education programmes (IEP).

The statistics of the Ministry of National Education (MEB) show that the number of students who are pursuing their education in general education environments in scope of inclusion programs is increasing every year. It is observed that the number of special needs students who continue their secondary education after primary education is increasing with the regulation that makes it mandatory to have 12 years of education. While directing special needs (SN) students towards secondary education, families and experts prefer vocational high schools where these students can learn functional skills. This is why the opinions of teachers who work at vocational high schools are important. The purpose of this study is to investigate the opinions of technical teachers working at vocational high schools, school counsellors, culture course teachers and special education teachers providing support education to students on the processes of vocational counselling, training and employment of special needs students. Towards this purpose, semi-structured interviews were held with a total of 59 teachers using a form prepared by the researchers. The findings indicated that the opinions of technical teachers at vocational high schools on inclusion and continuation of SN students in vocational high schools were more negative in comparison to those of culture course teachers and school counsellors, and there were significant shortcomings in the professional training of SN students. It was also seen that special needs teachers were not sufficiently informed about the job prospects and employment of SN students, and they used limited opportunities for their students.
