This chapter examines how the president harnesses the technological advances of new forms of media to reach and potentially mobilize supporters. The White House has embraced the latest technology to take its case to the people. At its core, the new modes of communication offer an opportunity to bypass the press and communicate directly with the public. The chapter first considers the fragmentation of the modern media environment before discussing the potential for the president to exploit the new media to signal likely supporters and reinforce their predispositions to back his initiatives. In particular, it cites Barack Obama’s use of the Internet, and more specifically social media sites like Facebook, Twitter, YouTube, and Flickr, as well as his mobilization of supporters via Organizing for America and Organizing for Action. It also evaluates some of the challenges the new communications environment presents for the White House and the president.

Abstract: This paper presents emerging findings based on 35 semi-structured interviews conducted with children and youth from the research project Children, Young People, and New Media in the Home. The objective of this research is to examine young people’s use of the Internet by focusing on the overall media environment at home. Our study indicates that while children and young people are active and intrepid Internet surfers, they use the Internet to extend their local and school-based social ties, and that they have very little concern for offensive or illegal content issues. We argue that these experiences of children and young people need to be considered an intrinsic facet of Canadian Internet policy development treating children and young people as valid and active citizens.

Purpose. The purpose of the study is connected to the projection of the artistic concept of a “new sincerity” into the politics. Formed at the end of 20th century in art and literature the trend of the “new sincerity” is considered to be related to modern political discourse. The “new sincerity” is found in overcoming the destructive power of irony and the revival of time-tested universal values. Supporters of the “new sincerity” seek in their work to revive those values that leave people vulnerable to the outside world, but make them more humane following David Foster Wallace – an American ideologist and popularizer of this trend. The author of the article proceeds from the premise that the modern media environment is disposed to manifestations of the “new sincerity” and creates conditions for the penetration of this trend into the sphere of political communication. Results. The “new sincerity” in politics is understood as open positioning of politicians through self-identification and offer of the same open position to their addressees. Examples of this communicative trend in political discursive practices are presented by texts of different genres in the present study. Congratulation of the Ukrainian people on the New Year’s day by the President of Ukraine Vladimir Zelensky (2020) serves as the example of the destruction of the format of the New Year’s speech of the head of state on the basis of the “new sincerity” strategy. The pre-election leaflet of the Moscow politician and public figure Maxim Katz is analyzed as an example violating the genre standards of electoral campaigning. The effectiveness of the new way of communication with the voter was confirmed by the election results. The negative effects of the “new sincerity” in public discourse are illustrated by the frank statements of politicians, deputies, officials, destroying their image as elected representatives of the people. The flip side of the “new sincerity” is that the speed and viral nature of the information transfer in new media allow people to give high-profile representation to anyone to the fullest, but at the same time they are not only represented, but also “undressed”. Conclusion. The author believes that the trend of the “new political sincerity” is being formed in the modern media environment, where the seriousness of the conversation is combined with the confidence of intonation and the explication of the personal principle of the politician, and universal values prevail over state ideologies. On the other hand, modern communication technologies do not leave a chance to conceal information about the “unpredictable sincerity” of politicians and officials, which becomes objects of critical reflection in the new media reality.

AbstractIn terms of infrastructure and technology, the media environment of Palestinians in the Occupied Territories developed extensively between the first and second Intifadas. Yet the media environment of the second Intifada was not necessarily more conducive to democratic change than that of the first. This paper argues that technological advances must be evaluated in their political contexts, and that the Palestinian context offers insight into what news media can do when they are not necessarily forums for an effective public sphere. For decades, Palestinians have assembled their media world out of other states' media, and a diverse collection of small and large media. This active process of assembly has itself constituted a productive field of political contestation. During the first Intifada, having no broadcast media or uncensored newspapers, Palestinians relied on small media like graffiti to evade Israeli restrictions. During the Oslo period, the Palestinian Authority (PA) established official Palestinian broadcast media, while Palestinian entrepreneurs opened broadcasting stations and Internet news sites. During the second Intifada, with Palestinian news media hampered by continued PA restrictions and intensified Israeli violence, small and new media enabled networks of care and connection, but were not widely effective tools for political organizing.

AbstractThe possibilities offered by the use of the Internet increasingly intensify the problem of Internet addiction, which has become more prevalent in the last decade, marked by the growing availability of mobile devices and new media and their exacerbation of the problem. Research on Internet addiction, initiated by Kimberly Young at the end of the twentieth century, usually appears in the literature in the context of young people who have been found to be most vulnerable. The phenomenon is known as Adolescent Internet Addiction. Compulsive use of the Internet is a complex phenomenon, its effects being visible in almost all aspects of a young person’s social life. It is manifested in a variety of pathological behaviors and emotional states grouped into several major psycho-physical and social effects that may appear simultaneously, e.g. anger, depression, loneliness or anxiety associated with the lack of access to the network, the weakening of social ties, withdrawal from real life, lack of educational achievement, chronic fatigue or deteriorating health. The authors of this study aim to assess the level of Internet addiction among adolescents in Poland and indicate its main behavioral manifestations, in the students surveyed, which influence their pathological use of the Internet. Our study involved a total of 505 students from three high schools located in Rzeszow (N = 505) and was carried out by questionnaires, including, among others, The Problematic Use of the Internet (PUI) which is the Polish adaptation of Kimberly Young’s Internet Addiction Test (IAT) (Cronbach’s α = 0.89). Statistical analysis of responses from the PUI test allowed us to determine (1) the level of Internet addiction among these adolescents, whereas the univariate (ANOVA) analysis enabled us (2) to verify the hypothesis of the existence of differences in the level of Internet addiction among the investigated groups as far as gender, place of residence or grade are concerned. Generally, the results obtained in our research indicate that the level of Internet addiction among the adolescents investigated is not very high, although two thirds of our respondents showed an above average level of addiction, and every ninth respondent (approximately 11%) was highly addicted to the Internet, men being more often addicted (15.6%) than women (8.3%).

The development of the Internet and social media and networks as a media environment and communication channels combined with the specificity of the journalistic profession in the online environment are a factor which contributes to the emergence and proliferation of fake news. The lack of reliable fact checking by the media and the fast news consumption by the public lead to mass disinformation about certain issues or subjects. The current paper examines fake news from several points of view and describes the models of their use – as harmless jokes, as lack of journalistic competence or professionalism and as means of manipulation and intentional misleading of public opinion. The attempts of big media corporations to fight fake news are also described.

IntroductionThe Scottish Medicines Consortium (SMC) provides advice on which new medicines should be accepted for routine use by the NHS in Scotland. To help increase the accessibility of the advice, SMC produces public information summaries, which have been published on the SMC website since 2018. We conducted an evaluation to investigate if the public summaries are achieving their purpose and subsequently help inform improvements from a user perspective. The objectives were to determine how the public summaries are being used; what users like and what could be improved; and if they have achieved a greater understanding of decisions.MethodsThe first stage of the evaluation involved surveying patient groups (organizations that represent the interests of patients, families and carers) to investigate how they use the public summaries. We then conducted workshops with patient groups and Public Partners (members of the public that volunteer with Healthcare Improvement Scotland) to gather perspectives on the content, language and layout of a selection of public summaries.ResultsThe survey responses (n = 14) illustrate that the public summaries are being used in a variety of ways. The majority (n = 10) of patient groups reported using the public summaries to help explain SMC decisions to the people they support. The workshops highlighted that participants found the public summaries clear and helpful. In general, patient groups felt the level of detail and language used in the public summaries improved their understanding of SMC decisions compared to other sources of information, such as the press release or Detailed Advice Document. There were a number of suggested improvements, including changing the layout (so the SMC decision appears first) and providing definitions for some technical terms. Where actionable, these recommendations have been implemented.ConclusionsWorking in partnership with patient groups and Public Partners has enabled SMC to further strengthen public summaries, and patient engagement more broadly. Improvements have ensured that SMC's decisions are communicated clearly, helping to increase accessibility.

In Chapter 4, data collected through ethnographic research and structured interviews are used to argue that new media tools when used, can profoundly alter social and political practices in Kuwait. Internet use removes inhibitions, gives the public a voice, encourages people to demand access to current, transparent news and information, and enables citizens to become more engaged and active in the world. In the words of one 55 year old female Kuwaiti participant, the Internet “opens the eyes of the younger generation and because of this, they find more freedom to exercise and they can compare freedom in their countries to that in other countries” (Interview, July 2009, Kuwait City). Explanations for the increasingly volatile political and social environment in Kuwait are explored in light of new media use. The persistence of patriarchy in spite of enhanced civic engagement reveals the puzzling nature of oppositional compliance in the emirate.
