It also examines the physical process of deportation that offers important insights into both the history of the immigrant experience and immigration policy. The chapter focuses on domestic politics and foreign affairs as driving forces behind the immigration policy and its implementation. It analyzes the history of the business of deportation, revealing that interpenetrating public and private relations have decisively shaped enforcement practices, with devastating consequences for migrants.

Abstract While the history of U.S. immigration policy has traditionally been directed “inward,” toward questions of American law, institutions, policy regimes, and modes of national belonging, an emerging historical scholarship is asking how U.S. immigration policy has been shaped by U.S. foreign relations. This essay draws together, builds on, and transforms this literature by foregrounding new questions of transnational, imperial, and global inequality in the making of U.S. immigration politics and policy, and by problematizing not only closures and exclusions, but selective openings in the U.S. immigration regime. Despite conventional claims that immigration is and has been a matter of “domestic” politics, in fact, U.S. immigration policy has long been self-consciously engaged with transnational realities. Indeed, as the essay argues, while serving as a way that Americans could define the nation against an “outside,” U.S. immigration policy has simultaneously been instrumentalized to project U.S. national-imperial power out into the world. This geopolitics of mobility has taken wide-ranging, overlapping, and often contradictory forms: the pursuit of labor power, the management of overseas colonies, the diffusion of U.S. goods, practices, and values, the building of legitimacy, the containment of enemies, and the rescue of friends. An imperial history of U.S. immigration control has the capacity both to frame new historical inquiries and to draw attention to the crucial ways that many migrants to the United States have already been enmeshed in U.S.-centered fields of power long before they approach the recognized boundaries of the U.S. state.

In this study, the authors examine the governance system of industrial policy in the era of economic growth in Korea from the perspective of statesociety relations. Specifically, we consider the public and private actors who engaged in governance processes related to industrial policy and their interactions, as well as the formal and informal institutions that constrained the actors. As a principal actor, the government established the effective and efficient institutions in each stage of the governance process. These institutions not only enhanced the industrial policy capacity of the government but also created an environment that permitted various stakeholders in private sector to be involved in the governance system. The private actors in the governance process, in turn, became major sources of information and driving forces of industrial promotion.

This article deals with the increasing connections among the Tunisian diaspora and its homeland provided by a widespread use of the social Web. The main aim is to evaluate to what extent the Tunisian diaspora has contributed to a wider diffusion of cyberactivism concerning legitimate claims for democracy and human rights, considered as one of the main driving forces behind the 2011 revolution. After introducing some epistemological and methodological issues related to the study of the Web, the article deepens the history of Tunisian migrants’ online activism in order to grasp connections with the later configuration of the cyberdissidence in their homeland. The last section is dedicated to interpretation of the graphs in order to compare the research hypotheses with the results stemming from the e-Diasporas project methodology.

New Zealand’s Local Government Act 2002 ushered in a new phase in local government, a phase that is best characterised by the term ‘empowerment’. Not only were councils empowered to promote social, economic, environmental and cultural well-being, in contrast with previous more prescriptive legislation, but citizens were empowered to engage in community-led strategic planning. In many respects the new statute reflected contemporary international public management trends in which governance is increasingly being conducted via networks of public and private actors. However, with the change of government from a centre-left Labour-led coalition to a centre-right National-led government following the November 2008 general election, it is less certain that local government and communities will continue to experience a strengthening of the pluralisation of governance that has been a feature of the past decade. This article argues that the potential disempowerment of local government, and possible attenuation of community-led strategic planning in New Zealand, comes at a time when the momentum for devolution to local government and other communities is increasing elsewhere.

Resumen: El presente artículo realiza una descripción y análisis de la localización y características del espacio litoral del municipio de Coveñas en el departamento de Sucre, Colombia. A partir de este análisis se pudo identificar y explicar los problemas urbanos y ambientales que padece este espacio litoral. Dentro de estos problemas, se destacan: la Inaccesibilidad a los bordes costeros, la alta densidad de segundas residencias en zonas de potencial uso turístico, la alta densidad de zonas construidas frente a manglares, las falencias en el sistema de alcantarillado, las inundaciones, el inadecuado uso de los arroyos y, sobre todo, las inexactitudes del sistema de planificación territorial. Es así como se expone la “solución” aplicada por los actores públicos y privados para los problemas urbanos ambientales de Coveñas, la cual consiste, únicamente, en la construcción de obras para contrarrestar la erosión de las costas, dejando de lado los demás problemas que afectan al municipio. Se puede afirmar que no se han adoptado, ni se prevén soluciones para minimizar los problemas que aquejan al municipio y a la comunidad. Lo que se pretende con este análisis es plantear soluciones, desde la planificación territorial, para disminuir los problemas descritos con antelación, para demostrar cómo, desde las falencias en la planificación territorial, se deriva un compendio de problemas que pone en juego la riqueza natural, el potencial turístico y el bienestar de la población de este municipio. ___Palabras clave: Coveñas, Sucre, Colombia, sistema de planificación territorial, oportunidades urbano-ambientales. ___Abstract: The present article makes a description and analysis of the location and characteristics of the coastal space of the municipality of Coveñas in the department of Sucre, Colombia. From this analysis, it was possible to identify and explain the urban and environmental problems that this coastal area has. These problems include inaccessibility to coastal edges, high density of second residences in areas of potential tourist use, high density of built-up areas in front of mangroves areas, sewer system failures, floods, inadequate use of the streams and, above all, the inaccuracies of the territorial planning system. This is how public and private actors apply the “solution” for the urban environmental problems of Coveñas, which only consists in the construction of works to counter the erosion of the coasts, leaving aside the other problems that affect the municipality. It can be affirmed that solutions have not been adopted, nor are they foreseen to minimize the problems that afflict the municipality and the community. The aim of this analysis is to propose solutions, from territorial planning; to reduce the problems described in advance, to demonstrate how, fromthe shortcomings in territorial planning, a compendium of problems derives that puts in play the natural wealth, the tourist potential and the well-being of the population of this municipality. ___Keywords: Coveñas, Sucre, Colombia, territorial planning system, urban-environmentalopportunities. ___Recibido: 9 de abril de 2016. SUMMARYCommunity-based natural resource management (CBNRM) has been on the ascendancy for several decades and plays a leading role in conservation strategies worldwide. Arriving out of a desire to rectify the human costs associated with coercive conservation, CBNRM sought to return the stewardship of biodiversity and natural resources to local communities through participation, empowerment and decentralization. Today, however, scholars and practitioners suggest that CBNRM is experiencing a crisis of identity and purpose, with even the most positive examples experiencing only fleeting success due to major deficiencies. Six case studies from around the world offer a history of how and why the global CBNRM narrative has unfolded over time and space. While CBNRM emerged with promise and hope, it often ended in less than ideal outcomes when institutionalized and reconfigured in design and practice. Nevertheless, despite the current crisis, there is scope for refocusing on the original ideals of CBNRM: ensuring social justice, material well-being and environmental integrity.

After a short overview of the history of probiotics, the author presents the development of human intestinal microflora based on the newest genetic data and the microbiological features of main probiotics. The indications of probiotic administration have been defined and extended in recent years. The author reviews significant results of probiotic treatment in some gastrointestinal diseases based on meta-analytical data. Probiotics are useful in preventing and treating diarrhoea caused by antibiotics and Clostridium difficile caused diarrhoea. In the treatment of Helicobacter pylori infection, preparations containing certain Lactobacillus,Bifidobacterium strains or Saccaromyces boulardii could enhance by 5–10% the rate of successful eradication and reduce the incidence and severity of the side effects. Some symptoms of irritable bowel syndrome and thus the quality of life can be improved by probiotics. Their beneficial effect in ulcerative colitis was proven, while in Crohn’s disease has not yet been defined. The use of probiotics is not included in guidelines, with the exception of the Maastricht IV/Florence consensus. For each disease it is advisable to use probiotics containing strains only with proven beneficial effect. The efficiency of preparations containing mixed strains has not yet been properly investigated. The author reviews the rare but potentially serious side effects of probiotics. In Hungary, there are many probiotic preparations available which can be purchased in pharmacies without prescription: their use is more empirical than evidence-based. The European Food Safety Authority has recently rejected claims for probiotics to be classed as medicines given the lack of convincing evidence on the effects of probiotics on human health and well-being.
