The purpose of this paper is to consider the impact of the Covid-19 pandemic on the educational process from the perspective of kindergarten teachers. There is not enough research on the effects that the pandemic has caused in educational work with young children. The paper aims at better understanding of the realization of educational work during the state of emergency in Serbia, which came as a consequence of the unfavorable epidemiological situation. Teachers, children and parents are recognized in the paper as key determinants of educational quality. The results of the assessment of the attitudes of 168 teachers in Serbia on important aspects of the educational process during the state of emergency were statistically processed. Based on the obtained results, conclusions were made that show a sufficient degree of adaptability of teachers to the new situation as well as a significant role of teachers as factors of stability of educational work. The results emphasize a high degree of positive attitudes when it comes to cooperation between teachers and parents. The results show that there is a lot of room for improving the quality of educational work at a distance.

After the declaration of the state of emergency in the country, a significant human and financial resource in Bulgarian municipalities was mobilised in order to fully implement the prescriptions of health authorities and to establish an organization to ensure the safety of life and health of citizens. In addition, municipal administrations continued to carry out their normal activities and provide much of the usual public services. At the same time, the intensity of work in the various activities of the municipality has changed completely, leading to a complete restructuring of the expenditures in municipal budgets. Activities related to social services have suffered an extreme workload. Other activities in the fields of culture, sport, school and children's health, and the economy have been completely discontinued. Educational work has been thoroughly restructured. In this regard, and at the background of drastically reduced own revenues of municipalities compared to the period March - April 2019, an acute shortage of liquid resources in municipal budgets has emerged, which is now growing exponentially. The report will present in detail both the trends in municipal expenditures and the reasons for the reduction of own revenues and will outline proposals for implementing measures to address the liquidity problem of municipalities in a short and medium term perspective.

In recent years, the role of the leader in the effective operation of the school has been vastly debated in the international educational community. Through a historical study of educational leadership, this research discovered that the position of the leader is constantly being reshaped and adapted to the current social, cultural, and economic circumstances. During the last year, due to the coronavirus disease 2019 pandemic, the educational leadership has had to be reshaped worldwide. The aim of this study is to investigate the issues that have arisen from the aforementioned situation, as well as to try to figure out how a school’s principal might apply the basic principles of educational leadership, in a period of crisis. This investigation was focused on the use of the qualitative method. The study included 88 teachers and 5 principals from Cyprus, as well as teachers and parents. Based on the findings of the study, we discovered that the challenges faced by school principals and teachers are primarily linked to alienation, marginalization, time management, improving bureaucracy, problems with technical equipment and distance learning programs. Solution to these obstacles seemed to be the: Empathy, teamwork, and decentralization of the educational system, which are all promoted by the principal, who occasionally has additional authority.

The coronavirus disease (COVID-19) pandemic altered environmental factors. We studied the impact of these changes on asthma exacerbation (AE) by comparing the AE-related environmental factors between COVID-19 (2020) and pre-COVID-19 (2011–2019) eras. Between 2011 and 2020, 278,465 children (<16 years old) visited our emergency department, and 7476 were diagnosed with AE. The number of patients showed spring and fall peaks in 2011–2019. Multivariate analyses showed significant positive relationships of the number of AE patients with the average temperature among all patients and 0–5-year-olds and with sulfur dioxide (SO2) levels in 2011–2019 among 0–5-year-olds. Although the spring peak in the number of patients was not observed in 2020 after declaration of a state of emergency, the fall peak was again observed after the state of emergency was lifted. No changes in average temperature were detected, but SO2 was significantly reduced following declaration of the state of emergency in 2020. Therefore, SO2 reduction might have contributed to the disappearance of the peak of AE. However, a fall peak was observed again in 2020, although SO2 levels continued to be low. These data suggest that person to person interaction seems to be associated with AE, presumably due to unknown viral infections.

In February 2020, the Sars-CoV-2 virus is detected in Brazil. The first death, resultingfrom the disease caused by it, comes in March. Also in March the first case and the first death by Covid-19 in Ceará are notified, and the state decrees a state of emergency. Mobility restriction measures are determined. The situation affects the production of journalism. National surveys (FÍGARO, 2020; FENAJ, 2020) attest to the impact of the pandemic on the conditions and working relationships of communicators and journalists. This study seeks, in addition to the repercussion on workers, to understand the changes caused by the spread of the virus on Ceará's independent journalism initiatives. Contrary movements verified by the referred researches are verified, which accounts for specificities related to the journalism production routines of these initiatives

The article deals with theoretical aspects of a problem of the formation of the readiness of cadets of specialized higher educational establishments of the State Emergency Service of Ukraine for a managerial activity. On the basis of studied literature it was found out by the author that readiness for a managerial activity is considered as a complex, stable personal formation, expressing the aspirations of a specialist, on the basis of available professional knowledge, skills, professional orientation and personal qualities to successfully solve the tasks of management of personnel and a unit as a whole; it provides for the special organization of the educational process of future officers; the awareness of cadets and students about their reflection in the system of training for future activities. It was determined that a managerial activity is a complex socio-psychological phenomenon. The components of the readiness of future specialists of the State Emergency Service of Ukraine for the management activity are determined as: a discipline, a self-organization and punctuality, a possession of an effective management style, an ability to clearly formulate tasks and goals, a possession of etiquette rules, an ability to conduct educational work, a communicative competence. It is also proved that technical, professional, psychological and pedagogical training of students influences the improvement of readiness for a managerial activity. It is theorized that graduates of specialized institutions of the State Emergency Service of Ukraine should be able to quickly take their bearings in emergencies and adapt to them, take initiative, be selfless and persistent in fulfilling their tasks, improve their professional skills, be able to assess the situation correctly and adequately, take managerial decisions and to be psychologically ready for extreme situations while carrying out operational activities and extinguishing fires. It is determined that the cadets of specialized higher educational institutions of State Emergency Service of Ukraine strive for a self-improvement and a self-development, possess executive and communicative skills, and can confidently, timely and faithfully apply functions of planning, organization, motivation, control and coordination.

Purpose. The purpose of the work is to analyze the theoretical and regulatory provisions relating to the definition of forms of preventive action to combat illegal migration and used in the protection of the state border. Methodology. The method covers the application of general theoretical and special methods of scientific knowledge aimed at processing the conclusions of the study. The dialectical method, system analysis, classification and grouping methods, as well as the sociological method are used in the work. Results. The use of the most appropriate and lawful preventive measures is associated with the definition of a scientifically sound system of crime prevention, detailed structural characteristics of which in the activities of the State Border Guard Service of Ukraine to combat illegal migration are covered by two main blocks: procedural and operational. The procedural block concentrates such forms as operative-search activity, proceedings in cases of administrative offenses, proceedings on the application of forced return, forced expulsion and readmission of foreigners or stateless persons. The operational-service block covers the following forms: border service, border control, operational-search and information-analytical activity, engineering-technical control, complex preventive measures (operations). Scientific novelty. According to the results of the research, the system of forms of crime prevention in the activity of the State Border Guard Service of Ukraine on counteraction to illegal migration is substantiated, which envisages procedural and operational-service blocks. Forms of the procedural block of prevention of illegal migration are characterized by the impact on the offense, which has a preventive value, as well as the focus on the restoration of the disturbed state. Operational and official forms of prevention of illegal migration are designed to prevent offenses, as well as their detection to ensure an appropriate procedural response. Practical significance. The results of the research can be used in research work for further study of general and special issues of improving the fight against illegal migration, in the field of lawmaking - to improve the current administrative and migration legislation of Ukraine, in the educational process during the organization of educational activities and teaching administrative law. cycle, in law enforcement - to increase the efficiency of bodies and units of state border protection.

The present paper intends to address the impact of COVID-19 crisis upon the consumer buying behavior of fresh vegetables directly from local producers as observed 30 days later, after enforcing the state of emergency in Romania within a well-defined area, namely, the quarantined area of Suceava. The study relies on the interpretation of answers received from the quarantined area (N = 257) to a questionnaire applied online nationwide. The starting point of this paper is the analysis of the sociodemographic factors on the purchasing decision of fresh vegetables directly from local producers before declaring the state of emergency in Romania (16 March 2020). Further research has been conducted by interpreting the changes triggered by the COVID-19 crisis on the purchasing intention of such products before and after the end of the respective crisis. The aim of this scientific investigation relies on identifying the methods by which these behavioral changes can influence the digital transformation of short food supply chains.

This article presents the essential issues in the provisions of the law relating to public security in force in the Republic of Poland which are used in conditions of extraordinary internal threats that cannot be dealt with using ordinary legal tools. The considerations are based on an analysis of the legally regulated obligations of the state as a political organisation to society for securing the conditions for its survival in a changing security environment. This serves to present the basic issues of public security and the rules for the use of the State instruments for states of emergency. The rest of this article presents the relationship between issues of public security and a state of emergency. In this part of the article it is essential to discuss the circumstances that must exist to be able to employ specific legal measures in the conditions of threats to the constitutional order of the State and threats affecting the security of the citizens or of public order (including those caused by terrorist activities). Consequently, it discusses the impact of the rigours of a state of emergency in relation to the potential for limiting the escalation of these threats. The final part of the article also presents other instruments, apart from the state of emergency which, in the Polish legal system, can be used in the fight against threats which endanger public security and that are related to prohibited activities in cyberspace.

Abstract On 24th of February 2020, the Ministry of Health in Romania announced the operationalization of the Green Line, known as Telverde, within the National Institute of Public Health, in order to provide citizens with information related to the prevention of Sars-Cov-2 infection. The number of registered calls increased considerably at the time of the declaration of the pandemic, the beginning and the cessation of the state of emergency and during the issuance of military ordinances. Different key periods were studied and compared so that we could determine if the major administrative and legislative events have influenced the number of registered calls. Our findings sustained the supposition that the major events that took place during this period have indeed influenced the number of telephone calls made to TelVerde helpline.
