The entire civilized world follows the state of unique monuments of the east, including Syria, where military operations are not yet over. Separate monuments of antiquity have been destroyed, which require immediate examination and, at a minimum, preventing structural elements from collapse. Naturally, publications of the time of the Second World War (Russia, Japan, Poland…) most fully represented the world restoration practice of destruction from mass bombardments and shelling. For these works, it is possible to systematize the degree of danger of the state of the objects at the time of their possible restoration and to estimate the damage caused by the enlarged parameters. Unfortunately, today, the revision of this practice, taking into account modern technologies of engineering restoration of damaged and reconstructing lost monuments, becomes urgent. Without this, it is impossible to defeat the vandals of the 21st century.

E-administration is a relatively new concept related to the broader technological progress and development of modern technologies, as well as a key condition for the development of an effective information society. E-administration means that the state provides as much of its own public services as possible via the Internet in order to facilitate numerous entities, including its own citizens, enterprises, the academia, etc., as well as to guarantee access to various public services and make the access more affordable. Thanks to such measures, citizens’ satisfaction with the administration increases, and the competitiveness of countries and enterprises increases as well.

The author’s tool, whose main task is to attract informally employed people to carry out their activities through the new employment model has been presented. This tool is not a radical solution to combat informal employment, but rather a gentle measure, aimed at increasing the interest of the economically active population to quit shadow employment. In the age of modern technologies, when the problem of computerization of workplaces is relevant, the form of the state-freelance partnership, underlying the proposed tool, will help the population to legalize their income with the least barriers to entry.

The article is aimed at generalizing the essential content of the concept of «remote employment» in the context of components that form it, analyzing the main factors of influence on these components, determining trends and features of development and spread of remote employment in coronavirus crisis. Analyzing and summarizing the scientific works of many scholars and practitioners, the sequence of development and implementation of the novel alternative forms of employment is researched. The tendency to change their essential content is defined as being dependent on the development and introduction of modern technologies. The main factors influencing the possibility of transferring novel forms of employment into a virtual mode are analyzed. The main advantages and disadvantages of spread of remote employment in lockdown conditions are allocated and analyzed. It is specified that a significant part of them can be formulated as follows: the first ones – as an advance that needs to be shared; the second ones – as problems to be solved. Doing this is quite feasible and necessary in order to develop the appropriate policy. As a result of the research, the main obstacles to the development of remote employment are identified, which include a large-scale downturn in the economic attitudes of business entities and the growth of social tension. It is reasoned that under such conditions, the strong-willed orders on the part of government can only worsen the existing situation. It is proved that only strengthening the partnership between the State, business and civil society on the basis of restoring mutual trust of all economic actors will provide an opportunity to develop a deliberate policy of recovery, part of which is the large-scale proliferation of remote labor. Remote labor will become not only a mechanism for overcoming coronavirus crisis, but also a mechanism for large-scale renewal of Ukraine’s economy on the basis of the use of the latest technologies. Prospects for further research in this direction are the creation and adapting of novel forms of remote labor, their formalization, institutional and legal support, the construction of new models of full-fledged social partnership between the State, business and civil society in the sphere of labor and employment, etc.

The authors pointed out the basic challenges related to the use of artificial intelligence (AI) in the area of security and defence of the Republic of Poland. Challenges to Polish security and defence related to modern technologies, including the use of AI systems, arise from the fact that Poland remains outside the leading group of highly technologically advanced countries. It is necessary to implement organisational measures to strengthen and expand the technological potential of the state, above all the development of national solutions in the sector of new technologies and cyber security, and the creation of a comprehensive document that defines the strategic objectives in the area of AI use and the ways of their implementation.

This article is devoted to the study of human rights restrictions in Ukraine. The author states that there is an increasing tendency of human rights restriction in Ukraine. Both the state and private persons are the subjects of violation of human rights. In the legislative policy this tendency has increased since the parliamentary election in 2014. That year is known as the beginning of the in Ukraine. But most of the restrictions of human rights made by the laws of Ukraine (which violate the Constitution of Ukraine) since then have no relation to military activities and national security. The author identifies a number of tendencies: 1) recent amendments to Ukrainian legislation not only limit constitutional rights but also violate the principles of law and constitutional guarantees of human rights; 2) due to the usage of modern informational technologies, violations of the right to privacy are total; however, the law-enforcement agencies do not struggle with such violations systematically; 3) many constitutional human rights are violated by the laws devoted to family relations; those laws are being passed by the Parliament of Ukraine with the very high speed that is not quite usual for legislative process in Ukraine; 4) both the state and private persons use modern technologies to violate human rights; on the basis of modern technologies new ways of violation of human rights appear. Conclusions. The restrictions of human rights, provided by the laws, always have some reasons. But neither political, nor economical, nor social nor any other interest can be the reason for violation of human rights and freedoms. "In spite of the fact that the air was never so full of theories of liberty and wild declarations of «rights», there has been a steady curtailment of «personal freedom»". These words of the great American Henry Ford are so relevant for modern Ukraine.
