This study aims to analyze economic growth of production centers of leading agricultural commodities food crops in West Sumatera Province. The data used in this study are secondary data with descriptive analysis tool by comparing the economic growth: GDP, agricultural sector and food crop subsector in West Sumatera Province before and after the establishment of production centers for food commodities. The productivity level of leading agricultural commodities in each region that has been determined tends to fluctuate and have not always increased. The rate of economic growth reflected in GDP of the food crops actually decreased significantly from 2014 to 2016. This illustrates that the establishment of production center areas has not fully been able to increase the productivity of production centers nor increase the economic growth of food crops subsector, agricultural sector and the overall economic growth rate in West Sumatera Province.

Based on the results of hypothesis testing it can be proven that the performance of regional financial management (independence ratio) has a positive and significant effect on economic growth, this can be seen from the value of sig. 0.046 <0.05 with a regression coefficient of 1.883. Then the performance of regional financial management has a negative and significant effect on unemployment, this can be seen from the value of sig. 0.030 <0.05 with a regression coefficient of -6.864. But the performance of regional financial management has no significant effect on poverty, this can be seen from the sig. 0.065> 0.05 with a regression coefficient of -0.512. This can be due to the still high income gap in the community, so that the increasing regional income has not been able to significantly reduce poverty in Depok.

Agricultural R&D has been identified as an important determinant of economic output in the agricultural sector. Surprisingly, in previous studies, spatial spillover associated with R&D spending in the agricultural sector has not been taken into account. This paper investigates the effects of spatial spillover of agricultural R&D on regional economic growth across EU-28 NUTS-II regions in the period 1995–2014. In particular, we extend previous studies by considering spillover in all sectors of agricultural R&D performance including business enterprise, government and higher education. The spatial Durbin panel data model is employed to estimate brooders effect including direct and indirect effects. Empirical results show a positive effect of agricultural R&D and its spatial spillover on regional growth in all performance sectors. Moreover, the impact of spatial spillover of agricultural R&D on regional growth depends on the performance of the R&D sectors; positive spillovers are stronger in the business enterprise sector. Finally, the interaction effect between the economic output of the agricultural sector of each region with that of its neighbours is significantly positive.
