System changes from centralized to decentralized governance has provided an opportunity for local governments to regulate and manage Natural Resources (NR) and Human Resources (HR) in the region to create a welfare society can be characterized by the growth of regional economic growth. In order to achieve a prosperous economy, there needs to be planning that begins with recognizing the potential possessed by Langkat Regency so that planning can be prepared well so the regional economic development goals can be achieved. The research was conducted to determine the contribution and sub-sectors growth in the agricultural sector and a base and competitive sub-sectors so that it can be seen the leading subsectors of agriculture. The analysis method used is descriptive analysis will illustrate how the rate of growth and the contribution of sub-sectors in the agricultural sector. Location Quetiont (LQ) Analysis was used to determine the base and non-base sub-sector. While the analysis of Revealed Comparative Advantage (RCA) is used to see the sub-sector competitiveness. The combination of LQ and RCA analysis can then be used to determine the leading sub-sector. From the analysis it is known that sub-sector of the agricultural sector is a base sub-sector which has the potential to become the leading sub-sector.

Agricultural R&D has been identified as an important determinant of economic output in the agricultural sector. Surprisingly, in previous studies, spatial spillover associated with R&D spending in the agricultural sector has not been taken into account. This paper investigates the effects of spatial spillover of agricultural R&D on regional economic growth across EU-28 NUTS-II regions in the period 1995–2014. In particular, we extend previous studies by considering spillover in all sectors of agricultural R&D performance including business enterprise, government and higher education. The spatial Durbin panel data model is employed to estimate brooders effect including direct and indirect effects. Empirical results show a positive effect of agricultural R&D and its spatial spillover on regional growth in all performance sectors. Moreover, the impact of spatial spillover of agricultural R&D on regional growth depends on the performance of the R&D sectors; positive spillovers are stronger in the business enterprise sector. Finally, the interaction effect between the economic output of the agricultural sector of each region with that of its neighbours is significantly positive.

Implement evaluation system and cash expenditure procedure of the most important components the resources for good government. Cash expenditure included transactions that resulted in a diminishing cash and or local bank accounts. The goal of research is to find out how effective the implementation systems and cash expenditure procedures at the Marine and Fisheries Office of Northern Sulawesi. The analysis method used is a descriptive analysis. Studies show that the implementation of cash expenditure systems and procedures for the Marine and Fisheries Office of the Northern Sulawesi  has been effective and according to SE 900/316/ BAKD includes related functions, documents used, generated reports and technical descriptions of the cash expenditure procedure. The should, head of Marine and Fisheries Office the Northern Sulawesi increase and maintain the effectiveness of system operations, cash expenditure and socializing as well as technical guidance to improve the quality of human resources and thus have a positive effect on implementation of the system and cash expenditure procedure.

This study aims to criticize village fund reporting by using qualitative approach. The data used in this study is secondary data in the form of literature related to village fund as well as related research journals. Descriptive analysis method as an analyst tool. The results of the analysis showed that the reporting of village funds in accordance with the regulation of the minister of home affairs number 113 of 2014 concerning the reporting of village funds but not in accordance with the prevailing government accounting standards, other findings indicate a late reporting process, the existence of interfensions in the use and reporting of village funds, obstacles to infrastructure and human resources are lacking. The existence of village funds is very beneficial for the village government in development. Reporting must be consistent with higher regulations, the need for specific reporting for village funds, as well as increased community supervision and participation roles.

<p>Tujuan penelitian ini untuk mengetahui bagaimana profil industri kecil carica di Kabupaten Wonosobo serta untuk mengetahui strategi pengembangan apa yang bisa digunakan. Variabel yang diteliti adalah profil industri yang meliputi sumber daya manusia, permodalan, teknologi, dan pemasaran. Metode analisis data yang digunakan adalah metode analisis deskriptif dan analisis SWOT. Berdasarkan hasil penelitian menunjukkan bahwa profil industri kecil carica di Kabupaten Wonosobo pada tahun 2014 ada 15 unit usaha. Ada beberapa prioritas strategi pengembangan yaang dilakukaan yaitu strategi SO dengan meningkatkan kualitas SDM, memanfaatkan tenaga kerja dari daerah sekitar, dan mengoptimalkan lokasi industri yang strategis. Strategi WO menyiapkan stok produk carica, mengoptimalkan produk carica, dan mengoptimalkan pelatihan dari dinas terkait. Strategi ST dengan meningkatkan kualitas ciri khas produk carica,peranan pemerintah dalam hal mengantisipasi bencana longsor di Dieng, dan melakukan inovasi produk carica. Strategi WT dengan meningkatkan kemampuan manajerial pengusaha, menaikkan harga jual produk carica, dan pada musim kemarau diganti dengan produk makanan komoditas Kabupaten Wonosobo. Berdasarkan hasil penelitian, strategi yang diterapkan dalam kondisi ini adalah mendukung kebijakan yang agresif, yaitu industri kecil carica di Kabupaten Wonosobo dapat bersaing dengan produk olahan makanan jenis lainnya dari berbagai daerah dengan cara menjaga dan meningkatkan kualitas produk carica yang dihasilkan.</p><p>The purpose of this study to find out the profiles of carica industries in Wonosobo regency and to determine what is the development strategy can be used. The variables in this research belongs to human resources, capital, technology, and marketing. Data analysis method used is descriptive analysis method and SWOT analysis. Based on the results of this study showed that small industrial profiles carica in Wonosobo regency in 2014 there were 15 business units. There are several priority development strategies did, those are SO strategy to improve the quality of human resources to improve product quality of carica, utilizing the labor of the surrounding area to increase carica industry, and optimize strategic industrial location. WO strategy to prepare the inventory in the form of stock products carica, carica optimize product to meet consumer demand, and optimize the training of relevant agencies. ST strategies to improve the quality and characteristics of products carica, requires the role of government in terms of anticipating landslides in Dieng, and carica product innovation to improve consumer tastes. WT strategy to improve the managerial capacity of employers, raise the price of products carica, and in the dry season production carica replaced with other processed food products act. Based on the research results can be concluded, the strategy adopted in this condition is to support an aggressive policy.</p>

The background of this research is the phenomenon of village development planning in Sukamaju village which has not been implemented well due to the low human resources in knowledge about RKPDes. The planning of the development in Sukamaju Village using the theory of Syaodih consists of achieving better goals in the future, utilizing resources optimally, paying attention to limitations and striving for efficiency and effectiveness. The purpose of this study is to know the Village Government Working Plan in Sukamaju Village Cilawu District Garut Regency in 2018. This research uses descriptive analysis method. The author took the research location in Sukamaju Village Cilawu District Garut Regency, involving Sukamaju Village government and community Sukamaju Village District Cilawu Garut regency with the number of informants 5 people. From the interviews and observations, it is found that RKPDes in Sukamaju village is still lacking in human resources aspect because the team in RKPDes is still new and not yet understand its duty and its function to run RKPDes. But the effort from Sukamaju Village is to conduct guidance and counseling for Sukamaju Village employees.

In 2030-2040 Indonesia will face a demographic bonus so efforts to prepare for this mental revolution must be made to improve the quality of human resources. One way to do that is by increasing literacy culture among early childhood. This study aims to analyze the implementation of the 15-minute miss reading innovation program in Ciamis Regency and to find out the factors that hamper the implementation of the 15-minute miss reading innovation program. The method used is a descriptive analysis method with a qualitative approach. Where data collection through observation, interviews and documentation. The results of this study indicate that the 15-minute miss reading innovation program has the support of the local government with the issuance of the Regent's Decree as the basis for the running of this program, lack of coordination and human resources that have become a hindering factor for this program so that it has not run optimally, therefore the strategy undertaken is to carry out socialization about the importance of implementing an innovative 15-minute miss reading program for school children to create an independent, productive and quality young generation in facing the challenges of demographic bonus in Indonesia.

Regional development is an important aspect in improving the regional economy, and its relationship with the national economy. East Java Province is one of the regions with the most potential agricultural sector and is the highest national granary area in Indonesia. Maximizing the potential of the resources owned by East Java will accelerate the development process and increase the regional and national economy. For the economic growth,this study aims to examine the crops performance to estimate the pattern of regional economic growth in East Java. The time series data of East Java Central Bureau of Statistics from2008 to 2017 are adopted. The location quotient analysis and shift-share analysis with three indicators, namely regional economic growth, proportional shift growth, and differential shift, are used.The results showed that crops such as corn, green beans, peanuts, soybeans, rice, sweet potatoes, and cassava in 29 districts and 9 cities of East Java have crucial performance and economic growth patterns. As the results, to consider and identify priority policy plans to accelerate regional economic development and growth are suggested.
