  The development of alternative management tools to the old management models increasingly requires the expansion of autonomy in the activities of higher education institutions. A prominent place in the system of autonomy of the university is occupied by the aspect of financial independence. This article is devoted to the analysis and generalization of key global trends in the development of financial autonomy by higher education institutions, highlighting the complex process of autonomy of universities, studying the world experience of expanding their autonomy on the right to dispose of funds and organize other financial processes. The study outlined further prospects for increasing the financial and economic independence of universities, clarified the current and projected limits of the powers of universities in the paradigm of developed and legally established model of autonomy, identified effective solutions to the complex process of financial and economic autonomy. The results of the study can be used to learn the processes of expanding the financial and economic  autonomy of higher education institutions in the global dimension.  

Numerous efforts have been taken to prepare graduates for employment right after their graduations. The statistics show that over 53,000 of Malaysian graduates were unemployed in 2017 and expected to increase in 2018 as the total unemployment for all group of people in July 2018 was 518,600. Although the outcome-based education (OBE) has been advocated in the 1970s to improve students’ achievement, higher education institutions are still struggling to produce quality and capable graduates to the industry. As the new education systems are emerging from time to time, academics of higher education institutions might have different interpretations of outcome-based education and its practices. Therefore, this study was conducted to identify the level of knowledge, attitude, and practice (KAP) relating to the OBE among academics in Universiti Putra Malaysia and to compare the respondents’ work profile characteristics with the KAP towards the implementation of the OBE. A total of 173 academics participated in this study through an online survey. The findings of this study indicated that the majority of the respondents were well versed with the knowledge of OBE and have a positive attitude and practices towards the implementation of OBE. Next, the results show that there are significant differences between positions on the respondents’ knowledge, and for the year of service in UPM on respondents’ attitude and practices towards the OBE implementation. It is anticipated that the findings from this study may help the university to improve the OBE system and to prepare the academics with the right knowledge, attitude, and practice towards the OBE implementation.

This includes higher education institutions. The role of social networks in a higher education institution is important; It helps show what the university does, what services it offers, the achievements of its students, what achievements they get, etc. Social networks, with the right strategies, can create a great impact on how students see the university and what to do, and also they become an admission tool to generate interest in future students.

This article aims to place the theme of equal opportunities and educational inclusion in Higher Education Institutions, analyze the challenges of universities regarding guaranteeing these rights, all within the framework of what is established in the different instruments international and national, to show their state of art in view of the need to implement policies and actions in order to respect, protect, guarantee and promote the right to higher education through the conditions of full equality for all the actors that are part from the university community, various orientations, initiatives, advances, potentials and difficulties arise that arise in the challenge of achieving inclusive universities. Despite advances in international and national legislation, it is still a pending challenge for Higher 302 Education Institutions to guarantee equal opportunities and inclusive education. Resumen Este artículo, tiene como propósito situar a la temática de la igualdad de oportunidades y la inclusión educativa en las Instituciones de Educación Superior, analizar los retos de las universidades respecto a garantizar estos derechos, todo ello en el marco de lo establecido en los diferentes instrumentos internacionales y nacionales, que muestre su estado de arte ante la necesidad de implementar políticas y acciones con el fin de respetar, proteger, garantizar y promover el derecho a la educación superior a través de las condiciones de plena igualdad para todos los actores que forman parte de la comunidad universitaria, se plantean diversas orientaciones, iniciativas, avances, potencialidades y dificultades que se presentan en el desafío de lograr universidades inclusivas. A pesar de existir avances en la legislación internacional y nacional, aún constituye un reto pendiente para las Instituciones de Educación Superior el garantizar la igualdad de oportunidades y la educación inclusiva. Academic freedom, institutional autonomy and respect for the rule of law in relations between public authorities, higher education institutions and students are essential to democratic societies, and can be considered as the fundamental values of the European Higher Education Area. The European Governments have recognized the university autonomy as a precondition for the successful development of higher education. The European Commission notes as a priority the creation of a new framework for universities that are characterized by increased levels of autonomy and accountability. The Council of the European Union confirms this approach and establishes a direct relationship between autonomy and the ability of universities to meet the expectations of society. International experts emphasize the direct link between the institutional capacity of higher education institutions, the ability to identify and develop their own institutional profile and the autonomy of universities. The necessity and role of autonomy in the sphere of higher education is determined. Autonomy of higher education institutions plays an important role in the strategic positions and declarations at the European and world level. It is confirmed by the relevant documents. The autonomy of universities (institutional) consists of the academic, financial, organizational and personnel autonomy. The level of university autonomy in Ukraine and European countries is analyzed on the basis of its components. Author designates that universities are the most independent in solving issues of personnel, academic, organizational and financial autonomy. Ukraine takes a position almost at the end of the «middle-low» cluster of systems, which testifies to the areas existence in which autonomy is limited.

Choice of profession is a social phenomenon that every person has to face in life. Numerous studies convince us that not only the well-being of a person depends on the chosen work, but also his attitude to himself and life in general, therefore, the right and timely professional choice is very important. Research about factors of career self-determination of students of higher education institutions in Ukraine shows that self-determination is an important factor in the socialization of young person, and the factors that determine students' career choices become an actual problem of nowadays. The present study involved full-time and part-time students of Institute of Philology and Mass Communications of Open International University of Human Development "Ukraine" in order to examine the factors of career self-determination of students of higher education institutions (N=189). Diagnostic factors of career self-determination of students studying in the third and fourth year were carried out using the author's questionnaire. Processing of obtained data was carried out using the Excel 2010 program; factorial and comparative analysis were applied. Results of the study showed that initial stage of career self-determination falls down on the third and fourth studying year at the university, when an image of future career and career orientations begin to form. At the same time, the content of career self-determination in this period is contradictory and uncertain, therefore, the implementation of pedagogical support of this process among students is effective.

In doing so, one can discern the directions for reform in order to put the university system in a competitive advantage for an emerging knowledge society. This chapter looks at the current state of universities in India and highlights the initiatives under way for change and proposes required policy changes.

Purpose This study aims to examine the extant literature to analyze the relationship between quality assurance (QA) and innovation in the higher education context. Design/methodology/approach This study selected 63 articles through a systematic literature review in Scopus and Web of Science databases and performed a descriptive and thematic synthesis-analysis on the sample. Findings The research identifies several perspectives discussed on QA systems covering experiences, criticisms and practice implications. The literature review shows there is no clear consensus on whether innovation in higher education institutions (HEIs) is fostered or hindered by QA processes. However, it seems that the likelihood of innovativeness and positive QA outcomes are directly linked to how these processes are managed in universities. Research limitations/implications This review highlights the university management concerns that emerge with QA issues as it is not yet clear to what extent innovation is actually promoted in scenarios where QA is applied. Hence, this literature review could be considered comprehensive but not exhaustive. Further studies are recommended to improve the understanding of how HEIs can both innovate and ensure quality at the same time. Originality/value The paper contributes to the existing body of knowledge by advancing the opportunities and challenges that HEIs face due to QA system features.
