The study is devoted to improving the mechanism for the implementation of state youth policy. Youth is the driving force behind the development of society, which requires the participation of all elements of the social system in its formation and direction of the development process along the path of progress. Assessing the experience of management processes in the Russian Federation, it can be argued that state regulation and the solution of youth problems, and especially with regard to graduates of vocational schools and higher educational institutions, is generally imperfect. Therefore, the development of an effective youth policy should be based on the principle most acceptable for today’s youth – partnership in a comprehensive solution to pressing problems of both young people and society as a whole, as well as on equal interaction of the state with all interested social partners and public structures.

AbstractSocial partners have played a privileged role in German social security administration since Bismarckian times. In 2014, a new legislation empowered the social partners to set the level of the statutory minimum wage and to demand the extension of collective agreements. This article examines the interdependence of the trade unions’ and employer organisations’ membership numbers and their involvement in state regulation of labour and social security law. In case the interest in autonomous regulations is not going to increase, the state will have to step in with more heteronomous regulation. This would incrementally lead to a system change.

Introduction. The paper analyzes the specificity of the dialectical development of the integrated social systems of such a personality and society. The presence of positive (natural) contradictions is recognized as a necessary and creative factor in social practice. Under the influence of this type of contradiction, the old, outdated forms of social structure (individual components of the social system) are denied and transformed to new, more perfect ones occurs as a result of their successful resolution. Methods. In the analysis, the author relied on a system-holistic approach, traditional general philosophical methods: induction and deduction, theoretical analysis and synthesis, extrapolation, etc. Discussion. The social system as an integrated unity goes through a number of stages from inception, formation and maturity to the transition to a qualitatively new state. Accordingly, the process of the emergence and development of dialectical contradictions also has several stages: from insignificant differences between opposite sides at the beginning of the emergence of the system to their strengthening and exacerbation. The nature of the contradictions depends on the specifics of the opposing sides, as well as on the conditions in which their interaction unfolds. The determining factor here, in the opinion of the author, is the positive (natural) direction of social opposition, under the influence of which the essence of the contradictions themselves is formed. Conclusion. According to the dialectical approach, the source of social development is the unity and struggle of opposites within the social system. However, the presence of opposite sides is a necessary but insufficient condition for development. They create the preconditions for it, but do not act as its driving force. Only a change in one opposition relative to another creates alternative tension, giving rise to a dialectical contradiction. Therefore, the antagonistic or non-antagonistic character of the latter is due to the positive (natural) or negative character of the social opposition itself.

This article shows that the deployment of modern high-tech companies in the regions affects the development of smart cities. In particular, it was noted that high-tech companies not only create high-tech products, but also are an example of optimization of management processes, economical consumption of various types of resources, and also serve as one of the factors for the accumulation of intellectual capital and the quality of life of the population in the regions. It is shown that modern advanced technologies of a smart city affect not only the social aspects of the region’s development, serve to improve its legislative, managerial and social foundations, but also encourage megacities to solve the problems of efficient use of the environment.

The article deals with the higher education institutions national aggregate rating constructing problem. This task is relevant in terms of improving management processes in educational organizations. This problem is formulated as a collective choice problem. Proposed to use voting in small groups as aggregation procedures, which satisfies the Condorcet principle. Three collective choice rules description is given in the paper. Obtained on the Bord, Copeland and Kemeny basis procedure salternatives final orderings stability is illustrated by concrete examples. The empirical mean is considered as a Kemeny median approximation. The Bord procedure instability with respect to changes in the initial scores obtained by universities in the ranking mechanisms under consideration is illustrated by examples. This paper presents the results of applying the described small-group voting procedures to a limited sample. This sample consists of data from 15 higher educational institutions from one of the Russian Federation regions. Universities constructed three aggregated ranks proximity degree was evaluated using two metrics - Kendall's rank correlation coefficient and Kemeny's distance. Based on the obtained results comparative analysis, it was made a conclusion about the expediency of using Condorcet-consistent collective selection procedures when constructing educational organizations aggregate ranking.

The article presents the stages of implementation of complex automation of colleges in the Chuvash Republic. The regulatory framework for the use of information technologies and automation processes in educational institutions is described, in particular, the “Concept of regional automation”, approved by the Government of the Russian Federation on December 29, 2014, which sets the main goals and areas of activity for the use of information and communication technologies in the subjects of the Russian Federation. The article provides information on the inclusion of the Chuvash Republic in the all-Russian process of automation of organizations of secondary vocational education, which was determined by the order of the Ministry of Education and Youth Policy of Chuvashia “On the implementation of a set of measures for the development and implementation of an automated information system in state professional educational organizations of the Chuvash Republic” dated September 11, 2014. The process of automation of the educational process in the system of secondary vocational education of the Chuvash Republic based on 1C is traced. Provides information on the implementation of the software 1C:College in educational institutions of the republic; creation of an information and analytical system of secondary vocational education of the Ministry of Education and Youth Policy of the Chuvash Republic, through which reporting information is collected and aggregated; development of the module “Personal web account of an applicant for 1C:College” for receiving documents from applicants on the basis of the Novocheboksarsk Chemical and Mechanical College.

Tajik students studying in the Russian Federation can be considered as a social system. Indeed, it is characterized by such universal (common to all social systems) characteristics as complex interrelation and interconitionality of internal processes, emergence, dynamics of social processes, and interconnection with outside environment. There are also a number of specific features of the social system of Tajik students studying at universities of the Russian Federation, namely as a social system. The application of a systematic approach, as well as the principles and concepts of management theory, makes it possible not only to formalize the very concept of the target asset (the social system of Tajik students studying in the Russian Federation), but also to describe its management system. Modeling of the target asset based on a set-theoretic approach was carried out for such difficult-to-formalize characteristics as personal data of Tajik students, data on their educational process, data on employment and obtaining additional professional skills, social and everyday nature data. For this purpose Boolean and linguistic variables are used in the work inter alia. The results obtained in the work of modeling the target asset (the social system of Tajik students studying in the Russian Federation) will subsequently describe not only the process of TS management, but also the specifics of monitoring the achievement of targets for the simulated management system.


Stress is a topical subject. It has assumed great significance in the present day world. Today, modern man is afflicted with stresses of various kinds. The origin of these stresses may be found in several types of frustrations, conflicts or pressures of the modern day life pattern. As the stress may emanate from either of these roots, personal experiences of stress differ. Role is the expectation of works from a person in respect of the social system and his own expectations. For better results the role has to be evaluated, shared with others and if these role expectations conflict with each other, it creates stress in role’s position. Researchers working on the increasing complexity of organizations have recognized the potential of conflict and stress in the performance of organizational roles. This paper is an effort by the researcher to know about the link relationship of gender and level of stress in staff members of educational institutions.

Organizational Climate is a subjective perception about the condition of a person in an organization that is sustainably maintained by involving all stakeholders, so that organizational goals can be achieved effectively and efficiently. If the organizational climate setting in an institution is positive, then the vision, mission and goals which are the ideals of the school will be effectively achieved. This research uses research library type research. The data analysis technique uses content analysis. Based on the results of research conducted by experts, including Tagiuri, argues that in developing the organizational climate in schools, there are four dimensions namely the ecological or environmental dimension, the social dimension, the social system and the culture that surrounds it. These four dimensions according to Taguiri include all dimensions in educational institutions to achieve the goals of the organization of educational institutions. Among the strategies that can be used to develop a positive organizational climate through these four dimensions, namely by making a policy or regulation by the Principal, where the policy leads to the improvement of organizations that are oriented to quality.

Today organization is changing. Organizational change does not come easy. How education is resourced, delivered and taken up? This transformation should be shaped by educators and policy-makers. Educational institutions are called to change approaches and methodologies, to respond to the important social function they play. University as promoting to generative learning and skills, should become an open university, geared to the development of knowledge, and to the involvement of the social partners, as a new Management. If these aspects concern, in the first instance, pedagogy, psychology and sociology, more than others, the vision does not exclude other disciplines, both for their theoretical and methodological choices, through which they contribute to create a new training project. Therefore, there are many practical interventions to undertake, and should be followed in which, however, the network must be made reliable, in a multi-disciplinary and interdisciplinary perspective and approach.
