The purpose of the article is to reveal the particularities of special tactical training of future officers of the State Border Guard Service of Ukraine in the departmental institutions of higher education. The Special Tactical Training is understood as training of the officers of the State Border Service of Ukraine to act with weapons in various situations of operational and service activity. The discipline allows to perform comprehensive assessment of cadets’ readiness to carry out service duties for the protection of the state border, including the specifics of mobile units’ missions. To create real-life conditions, airsoft equipment and interactive shooting complexes of the "Laser Tag" type, multimedia shooting complexes, etc. are widely used. The results of the study confirm that the conditions for conducting such training in the border guard higher education institutions should be brought closer to the real situations, taking into account the specifics of operational and service activity at the border.

The analysis of legislative support of higher education of Latvia was carried out. It was defined, that institutions of higher education are autonomous institutions of education and science with the right to self-government. The autonomy of higher education institutions is characterised by the division of power and responsibility between the State authorities and the management of the institution of higher education, as well as between the management and the academic staff. The sources of funding of higher education institutions from state sources were found out. They include the financial resources of the state budget for education; income from tuition fees; targeted financial resources. The types of economic activity of higher education institutions were determined. The components of the system of state funding of higher education institutions were highlighted: formula funding (basic funding of studies), which is related to the number of study places; performance agreements for preparation of a certain number of specialists and for development of scientific activity; 3) formula funding (basic funding of science) for institutions of higher education, scientific institutions, and scientific institutes established by institutions of higher education; 4) funding to scientific activities through competitions. The allocation methods of state financial resources for higher education institutions were determined. The first one includes direct allocations from the state budget to higher education institutions. The second one involves indirect subsidies through state-guaranteed loans. The components of new three-pillar model of state higher education funding were presented. They are: basic (base) funding, performance funding, and innovation- and profile-oriented financing. The analysis of financial autonomy indicators of universities was carried out.

The paper considers the problems of interaction between potential employers and educational institutions of higher education in training specialists by means of the analysis of the opinions of two relevant groups’ representatives. The expert poll showed that, in general positively estimating the quality of higher education in Russia and Kemerovo Region, the respondents from the real sector of economy are more critical in their opinions. From higher education institutions they expect specialists better trained in practice and management. Both the educational institutions and the enterprises are ready for all-round cooperation which requires improving the existing mechanisms of their partnership and developing new ones.

Introduction. The national doctrine of education development in Ukraine states that education should become a strategic resource for improving people's well-being, ensure national interests, strengthen the authority and competitiveness of the state in the international arena. However, the state and trends of changes in education, especially in higher education, do not adequately meet the requirements of society and the state. Globalization, innovation processes, and the adoption of sustainable development priorities on the one hand determine intellect and knowledge as the main priorities of ensuring the development of society in the future. On the other hand they determine the necessity of bringing the system of higher education in general, and its educational and scientific activity, in particular, in accordance with time requirements. The state and institutions of higher education have the task of overcoming the problems and implementing measures that would contribute to the development of educational and scientific activities of higher education institutions. Therefore, the relevance of the study is the importance of understanding the state of educational and scientific activity of higher education institutions to determine the prospects for developing and outlining the measures of state, regional policy and policy of educational institutions in order to ensure their strategic development. Purpose. The article aims to identify problems and prospects for the development of educational and scientific activities of higher education institutions. Method (methodology). The following methods have been used in the course of the research: method of theoretical justification, method of statistical analysis, method of comparison, abstract and logical method, graphical and tabular method, methods of mathematical statistics. In particular, the trend method has been used, which allowed to formulate a forecast and make conclusions about the prospects of the development of educational and scientific activity of institutions of higher education. Results. The main tendencies and consistent patterns of development of educational and scientific activity of institutions of higher education have been revealed. In particular, it has been determined a significant reduction in the number of institutions of higher education and reduction of student contingent, which reflects the emergence of crisis phenomena in educational activities. The number of postgraduates and doctoral students has significantly reduced, reflecting a decline in interest in research. Mostly such problems are related with a significant reduction in the funding of higher education institutions, in particular, the reduction of funding for research and the reduction of state orders. On complex, crisis conditions, in which Ukraine's higher education has found itself, it is important to implement support measures, which are oriented on time and market demands. Measures to support higher education in Ukraine should be strategically aimed at ensuring the development and competitiveness of domestic higher education institutions in a globalized and long-term perspective.

This research has a singular and notable importance, because if something should concern a Higher Education Institution, it is knowing what is the destiny within society of the human resource trained in its classrooms, that product that the institution delivers to the community who are its graduates and professionals. For the Institutions of Higher Education it is satisfactory on the part of employers, that the training received in the Institution of Higher Education is indicated, that the majority of graduates and professionals are incorporated into the occupational market; that is to say; some exercise their profession and others do it in occupations that do not correspond to their profession, which is justified, being aware that one of the great problems of the contemporary world is undoubtedly the lack of demand for human resources for stable work, which according to Authorized and reliable studies of every 10 people who join the economically active population, only 3 have real possibilities of fully joining the labor market, either in the private or public sector.

A number of studies have considered the evaluation of efficiency in higher education institutions. In this paper, we focus on the issue of revenue efficiency, in particular ascertaining the extent to which, given output prices, producers choose the revenue maximising vector of outputs. We then relax the price taking assumption to consider the case in which the market for some outputs is characterised by monopolistic competition. We evaluate efficiencies for English institutions of higher education for the academic year 2012–13 and find considerable variation across institutions in revenue efficiency. The relaxation of the price-taking assumption leads to relatively small changes, in either direction, to the estimated revenue efficiency scores. A number of issues surrounding the modelling process are raised and discussed, including the determination of the demand function for each type of output and the selection of inputs and outputs to be used in the model.

The Incluir Program influenced institutional policies for the implementation of accessibility actions for people with disabilities in higher education, in all Brazilian states. With financial support from the MEC, Brazilian universities created and/or restructured diversity support units in Federal Institutions of Higher Education and State Institutions of Higher Education. Thus, the objective of this work is to analyze how the current situation is, from the productions of theses and master's thesis, since their publication, to understand how these Higher Education institutions have organized to support the entry and permanence of people with disabilities after this financial contribution and the publications of the inclusion public policies in Brazil. The methodological procedures of this research are qualitative and bibliographic in nature, using content analysis. The results of this investigated period revealed progress in the implementation of public policies, after 2005, with the creation of diversity support units and resources for the inclusion of young people and adults with disabilities, it was also possible to identify the need for teacher formation and for professionals working in these institutions to eliminate the attitudinal and communication barriers located in many higher education institutions.

Under the influence of globalization and integration of economic processes in the domestic economy, the importance of intellectual resources is growing. Based on its use in economic activities, enterprises and organizations are able to realize their intellectual capital. The main condition for the formation of this special type of capital is the presence of intellectual potential that arises in the process of manifestation of intellectual abilities and professional competencies of the company's staff. The intellectual component is the fundamental basis of the system of relations between science, industry and society. Therefore, educational institutions play an important role in raising the intellectual level of the national economy. The theoretical approaches to determining the economic essence of the intellectual capital of higher education institutions have beem summarized in this article and the main aspects of realizing the intellectual potential of educational and research institutions in Ukraine have been explored. The availability of intellectual capital allows scientific organizations to formalize and implement in the market various forms and types of knowledge: research, skills, experience, competencies, professional skills. The purchase of knowledge allows commercial organizations to significantly increase the level of their technical and technological solutions, develop know-how, to acquire ownership of the right to use knowledge in the form of patents, licenses, franchises. On this basis, the production of new products can be carried out; use of new technologies, new management methods; creation of a trademark; development of new activities; entering new markets. The implementation of the socio-economic policy of the state should be based on the intensification of intellectual activity of higher education institutions, because in market conditions it is the state that should stimulate educational institutions to form intellectual capital. The important role of intellectual capital of higher education institutions is manifested in the fact that it allows them to become intellectual enterprises and significantly affect the national economy by increasing its competitiveness.

Introduction. Higher education has been constantly upgrading, competition in the educational services market is intensifying in recent years. This leads to an increase in the role of marketing in the activities of higher education institutions. It is necessary to constantly look for new ways to improve the efficiency of the management of higher education institutions. Such an opportunity exists only with the constant use of marketing and the improvement of its tools. In connection with the mentioned, important and actual tasks of the present time is research and improvement of the methodology of developing an advertising campaign of higher education institutions in order to enable educational institutions to overcome existing problems in their marketing activities and develop this trend in the future. Methods. Commonly used methods of research are used in the course of the research: dialectic, monographic method, abstract and logical, method of scientific generalization, and specific methods of statistical processing of information. Results. The article deals with the general situation on the domestic market of educational services. The specifics of advertising activity of educational institutions are revealed, in particular, the necessity to study this issue, due to its urgency and lack of elaboration, is substantiated. Advertising activity is considered as a necessary condition and factor of sustainability, the competitiveness of the educational institution and its success in the education market. It is indicated on the preconditions of reorientation of priorities of educational activity into the sphere of improvement of marketing activity and advertising process of an educational institution, as well as tasks, which should carry out advertising activity in the field of educational services. Discussion. Further research is planned to be carried out in order to assess the effectiveness of the use of modern marketing tools by higher education institutions.
