As a result of the crisis, spread of coronavirus infection, growth of inflation for a number of years in Russia there has been registered a decrease in real incomes of the population, as well as the persistent poverty rate. Despite the unprecedented measures taken by the State to provide social support to the population, the fight against poverty is one of the strategic tasks for the state. The poverty rate indicator is included in the performance indicators of state authorities and regional leaders. Methods of assistance to the most vulnerable segments of the population should be comprehensive (include educational programs, retraining, psychological support, employment, social benefits, support measures for beginning and existing entrepreneurs and the self-employed, social contracts, social treasury), but at the same time they should be targeted and personalized.

The spring of 2020 was marked by a severe economic crisis caused by the spread of a new coronavirus infection, falling oil prices and the instability of the global economy. In the current situation of imposition of restrictive measures, many entrepreneurs are deprived of the opportunity to provide services or sell goods, and consumers are unable to use and purchase them. The principle of entrepreneurial freedom is being restricted in order to protect the life and health of the population. These circumstances require the State to take relevant legal and economic decisions, including the establishing of a system of business support measures. In the article, the authors recognize the problematic aspects of realization of the principle of entrepreneurial freedom in terms of the pandemic and the use of the administrative coercive measures. Research is carried out on the positions expressed in the scientifi c literature on the collaboration between the State and business, and the tendencies of improvements in the law in the analysed area are being considered. We conclude that the Russian legal system is not prepared for the epidemiological situation caused by the spread of the new virus. This poses a serious threat to national security. In order to eliminate the threat, some recommendations are made. It is stated that the adoption of the Conception of business legislative improvements, including certain provisions of administrative law, could precede the legislative work. A proposal is made to develop, at the level of federal law, clear legal requirements that defi ne the limits on the restriction of freedom of business in the event of a biological hazard.

This article focuses on the main measures of financial support for businesses and citizens implemented by the state through credit institutions in the context of the spread of coronavirus infection: credit holidays, salary loans, taxation of income on deposits, zero rates of the Bank of Russia’s fast payment service, etc. Their key features, advantages and disadvantages are identified, as well as numerous options for improving financial support measures and their implementation mechanism are proposed. In addition, measures of financial support for self-employed citizens are being initiated, which can be introduced immediately, in particular, through the functionality of the My tax Mobile app. In addition, proposals are being made that may have a positive effect in the long term, in particular, on changing the formula for calculating the newly introduced tax on income on deposits, as well as on the development of alternative card payment systems in Russia. Special attention is paid to the search for a balance of interests between recipients of support and the state.

In the last three months, the dynamics of economic development began to decline, due to the influence of the pandemic. The world was not ready for the big challenge of nature. The article describes the state of small and medium-sized businesses, the state of the economy, the market and the market environment of the countries most affected by the spread of the coronavirus, and also describes the support measures taken by the state for these enterprises. The article presents a model of economic growth for small and medium-sized enterprises operating in the context of the new coronavirus infection.

SQL Server Reporting Services is a way to analyze data, create reports using the indicators and gauges. Indicators are minimal gauges that convey the state of a single data value at a glance, and most are used to represent the state of Key Performance Indicators. Manage and harmonize the performance of an institution's educational institutions, especially universities with the performance of individuals or resources, no doubt is one of the essential elements for the success of an entity of the institution. Integrate the performance of an educational institution with individual performance is not an easy process, and therefore required a systematic approach to manage it. Implementation of a strategic management system based Balanced Scorecard can be used as a performance measurement system that will continuously monitor the successful implementation of the strategy of any public educational institution and measure the performance of its resources in a comprehensive and balanced, not the quantity but the emphasis is more concerned with the quality, so the performance of educational institutions at any time can be known clearly. Contribution of Key Performance Indicators to manage and harmonize the performance of any public institution is a solution in providing information to realize the extent of work that has set targets, identify and monitor measures of success, of course, with performance indicators show a clear, specific and measurable.

In this study the authors analyze the effects of e-government reforms that began in mid-90ies by confronting the promises which these reforms made to government performance in the period before and after the reforms took place. The authors use fiscal and performance indicators of the Slovenian government and courts to argue that e-government did not yield any notable effects on the state performance. Finally, the authors analyze the reasons why e-government technology cannot be regarded as sustainable and suggest a different approach towards researching how to sustainably improve governance for generations to come.

Abstract Background Although poverty associated with severe mental illness (SMI) has been documented in many studies, little long-term evidence of social drift exists. This study aimed to unravel the poverty transitions among persons with SMI in a fast change community in China. Methods Two mental health surveys, using the International Classification of Disease (ICD-10), were conducted in the same six townships of Xinjin county, Chengdu, China in 1994 and 2015. A total of 308 persons with SMI identified in 1994 were followed up in 2015. The profiles of poverty transitions were identified and regression modelling methods were applied to determine the predictive factors of poverty transitions. Results The poverty rate of persons with SMI increased from 39.9% to 49.4% in 1994 and 2015. A larger proportion of them had fallen into poverty (27.3%) rather than moved out of it (17.8%). Those persons with SMI who had lost work ability, had physical illness and more severe mental disabilities in 1994, as well as those who had experienced negative changes on these factors were more likely to live in persistent poverty or fall into poverty. Higher education level and medical treatment were major protective factors of falling into poverty. Conclusions This study shows long-term evidence on the social drift of persons with SMI during the period of rapid social development in China. Further targeted poverty alleviation interventions should be crucial for improving treatment and mental recovery and alleviating poverty related to SMI.

The paper is devoted to the examination of issues related to the increasing importance of budgetary regulation for the proper functioning of a modern innovative society. The key role of the budgetary regulation in the financial process of the State is particularly acute in the context of systemic crises that include socio-economic consequences caused by the spread of a new coronavirus infection (COVID-19) in Russia. In the course of the study, the features of changes in the state financial policy caused by the above-mentioned crisis phenomena are highlighted. The paper describes various approaches to the interpretation of the budgetary regulation as a category of financial law, explores various types and legal forms of methods of the budgetary regulation, analyses mechanisms and the impact of the State on the budget system through the existing legal structure of the budgetary regulation. It is determined that the rules of financial law governing the whole complex of public relations concerning the distribution and redistribution of the national product between the levels of the budget system of the Russian Federation constitute the institution of financial law, namely: the budgetary regulation. The author concludes that the approach based on the concentration of basic powers in the financial field at the federal level significantly slows down the dynamics of development of economic activity in the majority of regions of Russia, while the need for breakthrough innovative development of Russian society determinates the expansion of long-term tax sources of income for regional budgets. In this regard, it is proposed to consolidate additional regulation for revenues gained by regional and local budgets in the form of targeted deductions from federal taxes on a long-term basis.

The article examines the doctrinal approaches to determining the legal nature of the terms of forced return and expulsion of foreigners and stateless persons by bodies of the border guard service. The analysis of domestic and foreign scientific views on time measurement in administrative proceedings has been carried out. The rules of the American and European system of termination of illegal stay of third-country nationals in connection with immigration detention, which is distinguished by its purpose and duration. The place of administrative deportation in the system of migration measures under Russian law is explained by the fact that it is an administrative punishment of foreign citizens and stateless persons who are subject to detention and are kept in specially designated premises. The peculiarities of temporal regulation and its significance in the application of coercive measures aimed at the return of a migrant in the context of the global spread of coronavirus infection are clarified. The allocation of material and procedural terms within the framework of which the state border guards exercise the powers of forced return and expulsion from the territory of Ukraine is reasoned. The focus on achieving the migration result reflects the material content of the terms allotted for departure and / or ensuring the departure of an illegal migrant from the country. The material expulsion terms are also associated with detention, which is applied according to the rules of administrative proceedings and is characterized by a significant duration, especially in a pandemic. The appointment of procedural terms is justified on the basis of the current norms of administrative-procedural legislation and is associated with the performance of the procedural actions necessary to be applied to the court and the phasing of administrative-jurisdictional proceedings. During the quarantine it is allowed to review the procedural terms in contrast to the material ones. Among the prospects of elaboration of the chosen topic, a comprehensive study of the normative regulation of time characteristics of immigration detention in accordance with the new administrative legislation and the return of foreigners (stateless persons) detected during their crossing the state border and entering the temporarily occupied territory of Ukraine is proposed.

Aim. To evaluate the effectiveness of the early start of medical rehabilitation, after a coronavirus infection, with the use of telemedicine technologies at the polyclinic stage. Material and methods. A study was conducted on the basis of the State Medical Institution “City Polyclinic No. 17” with the participation of 65 patients who had pneumonia against the background of COVID-19 infection at the age of 29 to 81 years inclusive, the average age was 54 ± 13.0 years, receiving rehabilitation at the 3rd stage using telemedicine technologies. Results. The Department of Medical Prevention and Rehabilitation of the INPR of the Tyumen State Medical University has developed a “Program of medical rehabilitation of patients who have suffered a new coronavirus infection at the polyclinic stage with the use of telemedicine technologies”. Implemented and implemented on the basis of the State Medical Institution “City Polyclinic No. 17” in Tyumen. Earlier, the beginning of rehabilitation measures at the outpatient stage in patients after pneumonia on the background of COVID-19 infection eliminates shortness of breath in patients with a mild course, with a moderate-severe and severe course restores by 60%. Recovery of muscle strength was noted in all patients. Positive dynamics in the normalization of the psychoemotional background and improvement of the quality of life were reliably obtained. Conclusion. Medical rehabilitation with the use of telemedicine technologies is an effective approach of the healthcare system in restoring the health status of patients who have suffered a coronavirus infection.
