In the context of ensuring the information and psychological security of a society in the Russian Federation, the problem of uncontrolled growth of the Internet destructive content is being considered. The problem of search and identification of destructive information demands the minimal subjectivity and the maximum automation, because it is still solved generally by expert methods with drawing up registers of the forbidden sources. Existing search methods (expert processing, thematic search, intelligent data processing methods) used to find specific words in the text have been considered, the advantages and disadvantages of these methods have been stated. For solving the task set the intellectual algorithm of the modified search of destructive content has been suggested using foul language in the textual information as an example. The suggested approach has a different system of self-replenishment of the dictionary on the basis of identification of the unknown words as foul ones. The correctness of the dictionary replenishment is controlled by an expert. A detailed description of the developed algorithm has been presented. The example of the algorithm operation and initial results of its approbation are given.

In 2004, the canton of Zurich possessed 376 hectares of uninterrupted open forest. Such stretches of forest provide essential habitats for animal species that favour both light and heat. Standardised surveys, and available data relative to existing flora and fauna has greatly facilitated the evaluation of the forest's vegetation and inhabitants. This contribution presents both the methods used, and the initial results. The advantages and disadvantages of the so called LiWa-indicator are discussed,and the way this evaluation method can be used to manage the plan of action entitled «Open forests in Canton Zurich»is illustrated.

The utmost negative impact of advancement of technology is an exponential increase in security threats, due to which tremendous demand for effective electronic security is increasing importantly. The principles of any security mechanism are confidentiality, authentication, integrity, non-repudiation, access control and availability. Cryptography is an essential aspect for secure communications. Many chaotic cryptosystem has been developed, as a result of the interesting relationship between the two field chaos and cryptography phenomenological behavior. In this paper, an overview of cryptography, optimization algorithm and chaos theory is provided and a novel approach for encryption and decryption based on chaos and optimization algorithms is discussed. In this article, the basic idea is to encrypt and decrypt the information using the concept of genetic algorithm with the pseudorandom sequence further used as a key in genetic algorithm operation for encryption: which is generated by application of chaotic map. This attempt result in good desirable cryptographic properties as a change in key will produce undesired result in receiver side. The suggested approach complements standard, algorithmic procedures, providing security solutions with novel features.

The paper deals with the principles of organization of the Olympiad student movement in the Russian Federation, the author describes the purpose of the student contests in higher educational institutions of the country. The considered problem is solved in the process of identifying gifted students and pedagogical work with talented youth. The author describes benefits of student participation in the Olympiad movement, both for students and for institutions of higher education. The paper contains advantages and disadvantages of conducting these activities. The emphasis is on the features of Russian student Olympiads in mathematics, namely in such a subject area as probability theory and mathematical statistics. The paper also contains experience accumulated by the Department of Mathematical Statistics and Econometrics for conducting the Russian student Olympiad on the basis of Samara State University of Economics. To train the Olympic team of the University a computer simulator developed by the teachers of the Department is used. This software which is a graphical multi-window interface allows teachers to interact with students. The computer program contains tasks of previous Russian student Olympiads of various levels.

In this article, the author outlines the issues of enterprise development of small and medium–sized enterprises, individual entrepreneurs and self–employed in the regions of the Russian Federation in modern realities». The author presents the directions of development of this sector of the economy according to the national project on the development of small and medium–sized enterprises, the dependence of their development on many causes is shown, including from the development of territories, urban development projects, tax regimes, support programs, and other factors. Data on concessional loans issued to small and medium–sized businesses, including sole proprietors, are presented starting from 2019 to 2020, and the planned loan volumes for them from 2021 to 2024 by Federal Districts of the Russian Federation, law on integrated development of territories, as well as the advantages and disadvantages of the Professional income tax. The importance of the development of subjects is indicated of enterprise development of small and medium–sized enterprises, individual entrepreneurs and self–employed as a strategic task for the development of the country’s economy.

The relevance of the topic is largely due to the development of the country's tax base and the expansion of the geography of the special tax regime of the NAP. The main aspects of the functioning described in the work help to assess the advantages and disadvantages of the tax for self-employed persons. The purpose of the study is to reflect the trend in the development of a special tax regime for self-employed citizens in the Russian Federation. In connection with the purpose of the study, the following tasks were solved: to reveal the essence of the “self-employed population”, to characterize the main provisions of the special tax regime of the NAP, to consider the statistics of the number of self-employed persons in the Russian Federation, to identify the specifics of the tax regime for the self-employed population. The subject of the research is the special tax regime "Tax on professional income". The object of the research is the regulatory framework, as well as statistical data submitted by individuals to the Federal Tax Service on the implementation of activities to provide services to other individuals for personal, household and (or) other needs.As part of this research article explores the concept of "self-employed" citizens and trends in the use of special tax regime for the self-employed population in Russia according to the Federal Law from 27.11.2018 No. 422 «On the experiment of establishing a special tax regime "Tax on professional income"». The positive and negative aspects of the functioning of the tax regime are identified and the dynamics of the implementation of the law is studied.

The paper provides statistics of spleen traumas, anatomy and characters of the organ damage. The most common methods of spleen hemostasis, currently used in surgical clinics of the Russian Federation, are presented. A small historical excursus about existed methods of hemostasis is given in the paper. A comparative analysis of currently used methods, their advantages and disadvantages is carried out. Some possible criteria for an ideal method of spleen hemostasis are listed as well.

And tax stimulation has always been the most effective tool for innovation in economic activity.The purpose of this study is to substantiate the role of tax potential in stimulating the effectiveness of innovation in the digital economy. The object of research is the tax potential of the territory. The subject of the research is tax stimulation for the efficiency of innovation in the digital economy. The article presents the advantages and disadvantages of the existing tax system for stimulating innovation in Russia, the tax benefits as the main tool for stimulating innovation in the Russian Federation, the proposals for improving legislation on taxes and fees.

This paper studies one of intelligent data processing methods: using association rules for data analysis. The method of association rule obtaining what was initially developed to analyse consumer’s basket has turned to be a good tool for other tasks too. The method helps search and find regularities of the form X  Y in different kinds of data. Nowadays this method is widely applied in the tasks of large scale database processing and analysing. As a result, methods of association rule construction occupy their place among the basic methods of intelligent data processing. The paper consists of two parts: theoretical and experimental. The theoretical part examines the mathematical aspects of association rule construction in detail and describes basic concepts and algorithm application possibilities. The experimental part presents implementation results and analysis of experiments. Conclusions have been drawn concerning the efficiency of association rules’ application in search of regularities. Even though the association rules mining method is among the fundamental data processing methods, in Latvia this method is not widely used, therefore, the article under consideration reveals the potential possibilities of the association rule mining in the analysis of statistical data.

The National Preventive Mechanism (NPM) is a unified system for monitoring the observance of human rights in places of detention, the system complies with international standards. In each State, the National Preventive Mechanism has its own characteristics. The article presents the results of a comparative legal study of the legislation of foreign states that have created the National Preventive Mechanism. Based on these results, identifies and analyzes three existing models of the National Preventive Mechanism in the world, identifies their advantages and disadvantages, and describes in detail all modifications of these models. The scientific work substantiates the author's position that the empowerment of National Preventive Mechanism functions to several decentralized bodies coordinated by one of them is optimal for the Russian Federation. Special attention is paid to the need to include in the National Preventive Mechanism of Russia an independent, regular and preventive public control over the observance of human rights in places of detention.
