The paper deals with the principles of organization of the Olympiad student movement in the Russian Federation, the author describes the purpose of the student contests in higher educational institutions of the country. The considered problem is solved in the process of identifying gifted students and pedagogical work with talented youth. The author describes benefits of student participation in the Olympiad movement, both for students and for institutions of higher education. The paper contains advantages and disadvantages of conducting these activities. The emphasis is on the features of Russian student Olympiads in mathematics, namely in such a subject area as probability theory and mathematical statistics. The paper also contains experience accumulated by the Department of Mathematical Statistics and Econometrics for conducting the Russian student Olympiad on the basis of Samara State University of Economics. To train the Olympic team of the University a computer simulator developed by the teachers of the Department is used. This software which is a graphical multi-window interface allows teachers to interact with students. The computer program contains tasks of previous Russian student Olympiads of various levels.

From 2021 to 2031, an innovative project of the Ministry of Education and Science of the Russian Federation will begin to be implemented, aimed at the formation of strategic leadership of the country’s higher educational institutions on the basis of partnership between them. The article discusses the possibilities of developing directions of training in the field of tourism and recreation on the basis of the Saratov State University named after N.G. Chernyshevsky, the potential of the university and the region is analyzed based on the criteria laid down by the program. It also examines the main problems and paradoxes that hinder the development of professionalization of the tourism industry in the Saratov region. In conclusion, conclusions are drawn about the need to develop new approaches to the professional development of graduates for tourism and recreation through greater participation in the promotion of knowledge and technology, as well as the training of innovative researchers.

The article substantiates the need for integration interaction between educational institutions and enterprises of the real sector of the economy, defines its modern directions. The article analyzes one of the practices of interaction between universities and industrial enterprises of the Altai territory. The article describes the activities of the Altai state University in cooperation with industrial enterprises of the region. A study of the interaction of the University and industrial organizations of the Altai territory in the field of personnel training, as well as in the field of research and development works is being conducted. The article describes the main results of the work of the Altai state University, carried out in the interests of the development of industrial production in the Altai territory. The article describes the results of the University's activities in terms of: modernization of its educational system, creation of innovative enterprises, research activities to develop new technological solutions for the development of industrial production in the region.

Formal university-based distance education has been around for over 100 years. For example, Cornell University established the Correspondence University in 1882, and Chautauqua College of Liberal Arts in New York was awarding degrees via correspondence courses in 1883 (Nasseh, 1997). Soon many other educational institutions, including the University of Chicago, Penn State University, Yale University, and John Hopkins University, were offering these nontraditional learning options for their students. Many institutions then moved to instructional telecommunications as the technology matured. With the entry of the personal computer into homes and workplaces in the 1980s, learning started to become more technology driven. But it was not until the 1990s, with the proliferation of the World Wide Web, that the concept of technology-enhanced education began to change drastically.

The article presents the results of monitoring the readiness of the teaching staff to work with students with disabilities in educational institutions of higher education in the Astrakhan region, Volgograd region, Republic of Adygea, Republic of Crimea and Sevastopol. Information was collected by placing a questionnaire for teachers on the portal of higher inclusive education of the Russian Federation and analyzing the obtained quantitative data from General monitoring forms by region. The monitoring study confirmed the presence of a number of problematic aspects in ensuring the educational process for people with disabilities at the University: the need to develop inclusive competence of the teaching staff; the presence of psychological and methodological difficulties in organizing and conducting the educational process in inclusive academic groups; lack of sufficient knowledge about special technical means of training and skills of adaptation of educational and methodological support taking into account the educational needs of students of various nosological groups.

The article addresses the problem of organizing Olympiads and competitions for schoolchildren and students by the University to identify and support them in their individual educational and career trajectory, with the participation of employers in the region. To solve this problem, I.N. Ulianov Chuvash State University is implementing a number of projects in the partnership system «school – University – enterprise». The article highlights the activities of the Centre for working with the talented youth of I.N. Ulianov Chuvash State University aimed at realization of the strategic project roadmap of the University «Formation and development of the complex for popularization of promising careers, engaging and support of the talented youth in the system of multilevel anticipatory staff training». The article describes a unique experience in organizing academic Olympiads and creative design contests for schoolchildren in conjunction with innovative enterprises of the Chuvash Republic, among which are: «Hope of Chuvashia electrical engineering», «Hope of Chuvashia mechanical engineering», «Builders of the future », «Electronics 4.0», «IT-Ring». Winners and prizeholders of these academic Olympiads and contests get involved into the work of professional navigational guidance platform of the University «Center for career planning». Currently, the University is actively working on adaptation and introduction of the tutorship model. Key indicators of Olympiad movement efficiency in the network of cooperation with enterprises are provided. An analysis of these indicators makes it possible to conclude that various academic Olympiads and competitive activities for schoolchildren held together with enterprises-partners increase the number of winners and prize-holders of the highest level academic Olympiads entering the University. The article also discusses the forms of supplementary education for gifted schoolchildren and their teachers-tutors. It is stated that the value is not holding Olympiads and identifying talented schoolchildren, but regular classes with them in clubs and in supplementary education courses. It is concluded that by attracting talented graduates of secondary educational institutions to enter the University and their active participation in student Olympiad movement organized in partnership with leading innovative enterprises, the problem of professional elite developing in the region is successfully being solved.

This article discusses the results of a field study conducted in 2019 at Tomsk State University (TSU) and Tyumen State University (TyumSU). The purpose of the study is to investigate the motivations behind educators’ choice of their profession and the aspects they say as its advantages and disadvantages. Methodologically, the study is based on 43 in-depth interviews with lecturers of TSU and TyumSU. These universities are located in Siberian cities and are among the group of the leading higher education institutions in Russia. The study shows that the lecturers associate the benefits of work at the university with the opportunities provided by the ‘5-100 Project’ to attain the world standards; good working conditions; prestige of work at a reputable university; stability of university employment; feeling of belonging to the academic; and so on. Most educators are dissatisfied with such aspects of university work as bureaucratization; redundancies; short-term contracts; the lack of transparency and inefficiency in funds distribution; and irregular working hours. We found that despite some divergence of views, the faculty of the TSU and TyumSU share a lot of opinions on the advantages and disadvantages of university work. Thus, the cases of the two Siberian universities provide us with the insights into a larger picture of the Russian system of higher education. These findings can be useful for HR services of universities for recruiting and retaining personnel.

The purpose of the research presented in the article is to analyze a number of problems associated with the development of concepts of an integral system of education and upbringing, their implementation in the activities of universities, including technical ones (on the example of NRU MGSU). The research objectives include the review of the links between the fundamental principles of university education: the unity of teaching and upbringing, fundamentalization, integration of humanitarian, natural science and technical knowledge. This analysis allows us to determine the role and place of the university in the innovative pedagogical system. Methods. Generalization of results, observation, systems approach, induction and deduction. On the basis of historical and comparative analysis, the general and specific features in solving topical issues of education and upbringing in different countries, the specifics of educational processes at different historical stages of the development of Russian society are identified. Results . Based on the analysis of the concepts of foreign and Russian scientists, the key functions of the university as an independent formation of national and technological systems are shown. The historical retrospective introduces the nonlinearity of the development of the university in different models. Conclusions. By analyzing the activities of technical universities, including the National Research Moscow State University of Civil Engineering, the article presents a tendency in the development of the education and training system that meets the modern requirements of modernization of higher education in the Russian Federation.

The article deals with the issues of training in educational institutions and enterprises of railway transport using simulators built on the basis of real actual equipment of railway automation and telemechanics, and virtual simulators that simulate the operation of real equipment by analog or digital modeling. Advantages and disadvantages of real and virtual simulators are considered. The directions for their further improvement are indicated. One of the directions is the development of innovative simulators that combine real equipment and its virtual environment in one laboratory layout. The first innovative simulator at the Department of “Automation, telemechanics and communication on railway transport” is the automated workplace of the train dispatcher. Further improvement of innovative simulators is the development and implementation in the laboratory of station systems of automation and telemechanics of the department of the set of remote fault assignment with an automated workplace of the teacher. The article describes the structural flowcharts of the remote fault assignment set and its main blocks. Innovative simulators also include a simulator of the train passing through the control section KTSM-02, which allows to simulate the operation of floor sensors in the same sequence as when passing a real train. The article describes a virtual simulator, which includes a laboratory model for the study of neutral electromagnetic relays in 3D. Advantages of integrating innovative simulators with virtual educational environment of the University are indicated.

The article reveals the specifics and problems of the qualification requirements for the teacher of a higher education institution within the framework of self-education. Features of self-education of teachers of higher educational institutions at the present stage of reforming the educational system in the Russian Federation are considered. The article analyzes traditionally developed approaches to self-education, advantages and disadvantages of forms of enhancing professional skills through self-education. Recommendations for improving the process of self-education of a teacher of higher education are presented.
