Metamodern digital trends as a factor in increasing the productivity of agricultural organizations

The article identifies the main features of the metamodern - the era of fluctuations between structured and systemic modernity and vague and indefinite postmodernity. The technological trends of the era are revealed - digitalization of all spheres of civilization's life, their impact on the socio-economic ecosystem is determined. The author notes the penetration of digital technologies into all spheres of the economy, and, in particular, into the agro-industrial sector. The factors hindering the introduction of digital technologies in the agro-industrial complex are identified. The most important digital technologies that can increase the productivity of agricultural production have been identified. The scientific work used the logical and historical research methods, the comparative method, the analogy method, the systematic approach. The conclusion is made about the influence of digital trends of metamodern on the agricultural sector of the country's national economy as a factor in increasing the productivity of agricultural enterprises and their competitiveness in the domestic and world markets.

Ukraine’s adaptation to the modern market system of economic activity is determined by the need to implement a number of urgent reforms aimed at increasing the role of the state in the integrated development of the economic and priority agro-industrial sector. Radical reforms of state regulation of agricultural production are necessary to overcome the existing crisis phenomena and ensure further intensive development of the agro-industrial complex. In the practice of progressive highly developed countries, the agro-industrial complex of which was formed under the influence of state regulation, demonstrates that in market conditions the efficiency of agricultural production largely depends on the level of state incentives and state support. The article examines the main aspects of state support for agriculture in modern conditions, which are regulated by regulations. The economic significance of state support is determined, its current state and main directions for agricultural enterprises are studied. The results of the analysis of preconditions and measures that led to the change of directions and volumes of state support in the budget for 2020 are presented. Ways to develop state support for the country’s agricultural sector have been identified. Some world models of state support are analyzed and prospects for Ukraine are outlined. The obtained results are similar to domestic studies and defend the belief in the need for state support of the competitive environment, and not only certain forms of management and ensuring food security by means of regulatory policy coordinated to support the industry.

The article discusses the main directions and forms of adaptation of agricultural production experience to integration into digital platforms for the functioning of the agricultural sector. The informational and statistical basis of the study is determined; a circle of modern research centers that deal with the use of digital technologies in the agricultural sector is outlined; the technologies used in the agricultural sector are classified based on the cliometric approach, that demonstrated by analyzing the yield of grain crops in Russia from 1850 to 2019. Digital platforms for the functioning of the agro-industrial complex are highlighted, allowing to implement areas and forms of adaptation of agricultural production experience to integration into them. Concrete recommendations are given on the use of digital technologies in the field of agricultural production from the standpoint of increasing the competitiveness of agro-food products.

Abstract. It is determined that ensuring food security and healthy nutrition for the growing population of the planet will remain a challenge for the world community. The global dominants and tendencies of development of agro-production activity within the global market of agro-food products are analyzed. The grouping of leading countries with a highly innovative agro-industrial sector, which is formed taking into account the goals of sustainable development based on the construction of a clustering model using the K-Means algorithm is done. Their experience of formation of the state policy directed for support of innovative transformations of agrarian and industrial complex is generalized and recommendations on implementation of their best achievements in the domestic agricultural sector are offered. The aim of the work is a comprehensive assessment of innovative transformations taking place in the agricultural sector in the context of the challenges of global sustainable development. The task of the research is to determine the most successful group of countries in terms of implementation of intensification of production activities, the effectiveness of innovation policy and the ability to meet the demand for food, taking into account the requirements of sustainable development; providing recommendations for the modernization of agricultural production of domestic producers. This article notes that the main task of sustainable development of agricultural production in Kazakhstan is a special approach to its financial provision and financial regulation. Features of the circulation of funds in the organization of finance of agricultural enterprises which are a combination of relations with regard to the formation, distribution and use of funds, determine the search for the main sources of income of financial resources in the agricultural sector. The aim of the research is that one of the directions of sustainable development of agricultural production and adjustment of Kazakhstan's agrarian policy should be an investment development strategy based on the current situation in the agro-industrial complex of Kazakhstan. Transfer of agro industrial complex to the industrial-innovative way of development on the basis of strengthening of its material and technical base, growth of competitiveness of agricultural production assumes an increase in financing of the agro-industrial complex.

This article substantiates that innovation is objectively necessary to ensure sustainable development of agricultural enterprises and the agricultural sector. The study notes that the introduction of digital technologies such as the Internet of Things, cloud computing, big data, blockchain, artificial intelligence, robotics can be widely applied in the agricultural sector. It is noted that the agricultural has a number of specific features: a variety of biological objects that are affected; various and complex technological processes, distribution of controlled parameters over a large area; high risks of the external environment. In this regard, the use of technologies for working with large data arrays is especially important here. The smart Agriculture concept will allow monitoring the growth of crops, a decision-making system for irrigation and the choice of fertilizers. The main goals of introducing digital technologies into agricultural production are to increase labor productivity, increase the quantity and quality of products. The introduction of digital technologies will make it possible to manage the quality of agricultural products through the introduction of modern breeding and genetic developments, provide an individual approach to the maintenance and feeding of livestock and poultry. The use of digital technologies has a positive environmental effect and will reduce the harmful impact on the environment. Updating the technological base of agricultural production through the use of digital technologies will allow controlling costs and increasing the economic efficiency.

The article examines the impact of digital technologies on agricultural production. Digital technologies are classified according to the degree of influence on the development of agricultural enterprises. Groups of technologies with high average and low impact on the configuration of the value chain in agricultural production are identified. The basic (main) and auxiliary (possible) conditions for digitalization of agricultural production are defined, which are the starting point for implementing digital transformations in the agricultural sector of the economy. Along with significant advantages, the key problems of implementing digital innovations in agricultural production are identified.

The problems of agricultural production management, the prospects for its development in a crisis (the resource one and pandemic), creation of necessary conditions for the effective activity of commodity producers are considered. The results of the main trade relations for the Republic of Kazakhstan in 2015-2019 and the priorities of the state internal agricultural policy are analyzed within the framework of the geostrategic goals of developing the market for agricultural products, raw materials and food, as well as creating favorable conditions for the activity of an agricultural producer. Basing on the analysis, the main reasons for the existing production problems in the agro-industrial complex of the republic were revealed: production technical and technological ones, underdeveloped production infrastructure, segmental approach to financing agricultural producers and their associations in the absence of comprehensive measures for the development of the agro-industrial sector, low prestige of labor in agriculture, insufficient investment attractiveness and the significant influence of external factors on the production efficiency. The article provides statistical data showing trends in foreign trade in the context of the main types of agricultural products and partner countries. The role of the Chinese agri-food market on the development of Kazakh agricultural production and the consumer market is shown. The role of the One Belt and One Road initiative in the formation of commodity flows, including transit of goods and the economic effect of developing other fields. The features of agricultural production in the crisis are highlighted, which allow the use of digital tools and other economic measures to activate processes in the agricultural sector. The need for active application of republican sustainable development goals that contribute to solving the problems of hunger, poverty and caring for future generations is indicated.

The theoretical and practical directions of development of ecological agriculture in the country are justified, based on the idea of closed cycle, which corresponds to ecological and economic principles. The works of domestic and foreign scientists on this issue were studied. The main economic indicators of agricultural production on the example of Pavlodar region were analyzed: dynamics of gross output of agricultural sector; the number of operating agricultural enterprises and peasant (private) farms; distribution of the land fund by land categories. Information on violation of environmental legislation in the field of land resources protection and on the volume of waste in the industry is provided. The problems that hinder the implementation of the main provisions of greening of production activities in agro-industrial complex are identified. Summarizing the arguments of domestic and foreign scientists, the need to develop and implement the mechanism of functioning of agricultural entities is shown, which is based on the use of secondary resources, implementation of which in the future will allow, using comprehensive analysis of the used technologies, to modernize the production capacities of processing enterprises, implementing the principle of minimizing waste, ensuring expansion of the market for environmenttally friendly products. Models of rational production are shown: outsourcing and in sourcing. Measures of public support for the use of environmental innovations, environmental insurance, public-private partnership instruments, strengthening control over compliance with the principles of rational environmental management, economic incentives for agricultural producers are proposed.

The agricultural sector is most subject to the influence of risk factors. This might be explained by the fact that the efficiency and the output of agricultural production depends not only on invested labor and funds, but also on climatic, weather, environmental conditions, natural disasters. In this regard, the development of theoretical foundations of operational risk management in agriculture is highly relevant. The objective of our study was to develop measures to improve the methods of risk assessment and operational risk management at the level of agricultural enterprises, taking into account the requirements of environmental management and environmental protection. The article discusses the conditions and features of agricultural production at the present stage of economic development, gives a comparative description of various sectors of the economy by the presence of risk factors and proposes methods for operational risk management in the agro-industrial complex. The article analyzes the peculiarities of legal relations in the sphere of agribusiness on the basis of research on agrarian relations, economic activity (entrepreneurship) and agro-industrial complex. A comprehensive analysis of relations in the field of business in the agricultural sector is given. Their object and subject composition is established, which is narrower than in agrarian-legal relations. It is emphasized that the object of legal relations in the field of agribusiness, the essence of which is expressed through action - different in content and character, is pluralistic in nature, which causes its multilevel and complexity. The subjects of legal relations in the said sphere are agricultural enterprises of various organizational and legal forms (farms, agricultural cooperatives, agricultural joint-stock companies, agricultural limited liability companies, agricultural private enterprises, etc.), as well as those providing agricultural production and production. products (enterprises in the field of information, logistical and logistical support. The same aspect explores the relationship between agribusiness and agro-industrial complex, which are not inherently identical concepts. The basis for their isolation is the orientation of business entities: in the agro-industrial complex - production and marketing, and in agribusiness - marketing.
