The Special Economic Zone (SEZ) is one of the government’s industrial development policy. The Government established fifteen SEZ, and Mandalika Tourism SEZ is one of them. However, Mandalika’s performance was far from satisfactory. This study aimed to analyze the policies of the regional and central government in supporting the performance of Mandalika SEZ. This study used a qualitative approach by conducting interviews and focus group discussions of the stakeholders. The study found several aspects that need more attention from the government: the certainty and ease of providing incentives, community support, preparedness of organizations and institutions, and provision of special Online Single Submission (OSS)within the SEZ. The study recommended that the Ministry of Home Affairs and regional government should optimize the policies of the regional government in supporting the SEZ, such as the provision of guidelines on the central-regional incentives, affirmative actions (mainly in the empowerment of the local community), SEZ administrator institution, adjustment to the SEZ OSS that involves many regional permits, and the development of supporting areas.

The Regional government which carried out based on the principle of autonomy as wide as possible implies that the regions are given the authority to regulate and manage all their own affairs. So, this study tried to conduct a study of normative law to further examine the nature of the implementation of regional autonomy, and the second tried to analyze the role of regional regulations in order to support the implementation of regional autonomy through library research using the statute approach and conceptual approach. The results of the study indicated that one of the important ideals and rationalities for implementing regional autonomy was to make the policy process closer to the society, not only in the central government. For this reason, authority needs to be given so that local governments can take their own initiative to make decisions regarding the interests of the local community through laws at the local government level. Thus, the contents of the Regional Regulations are to accommodate the interests of the people in the regions in order to achieve happiness and prosperity that is distributed equally to the people in the area.Pemerintah daerah dilaksanakan berdasarkan prinsip otonomi yaitu memberi dan melaksanakan rumah tangga itu sendiri. Untuk alasan ini, penelitian ini adalah studi hukum normatif untuk memeriksa lebih lanjut tentang pelaksanaan otonomi daerah dan pendekatan lain yang dapat dianalisis dengan menggunakan pendekatan perpustakaan menggunakan pendekatan Statuta dan pendekatan konseptual. Hasil penelitian menunjukkan bahwa salah satu cita-cita dan rasionalitas penting pelaksanaan otonomi daerah adalah membuat proses lebih dekat dengan masyarakat, tidak hanya di pemerintah pusat. Untuk alasan ini, perlu mengisi ruang sehingga pemerintah dapat mengambil inisiatif sendiri untuk membuat keputusan tentang lingkungan masyarakat melalui peraturan di tingkat pemerintah daerah. Ini adalah konten materi dari Peraturan Daerah pada dasarnya untuk mengakomodasi manfaat masyarakat di daerah dalam rangka mencapai kebahagiaan dan kemakmuran yang didistribusikan secara merata kepada orang-orang di daerah tersebut.(The regional government is carried out based on the principle of autonomy is giving and carrying out the household itself.  ABSTRACTThe implementation of public services is still going on with the old public administration practices. Therefore, it is time for the bureaucracy to change its mindset. The development of the paradigm of public administration can bring enlightenment to the bureaucracy. Public Service innovation and creativity is one of the right solutions in the era of regional autonomy in achieving the welfare of modern regional government. The Indonesian state in running the government, the relationship between the central government and local governments must be well and harmoniously established. The intertwined goal is for the prosperity of the people. Regional autonomy can provide flexibility for regions to innovate and create local community creativity as material for local government policies. Negara Indonesia dalam menjalankan pemerintahan, hubungan pemerintah pusat dan pemerintah daerah harus terjalin dengan baik dan harmonis. Tujuan yang terjalin tersebut untuk kemakmuran rakyat. Otonomi daerah dapat memberikan keleluasaan bagi daerah untuk melakukan innovasi dan kreativitas masyarakat setempat sebagai bahan kebijakan local government. Pelaksanaan desentralisasi dalam negara kesatuan berarti memberikan hak untuk mengatur dan mengurus kepentingan dan aspirasi masyarakat setempat pembentukan daerah otonom dan penyerahan kewenangan secara hukum dari pemerintah pusat ke pemerintah daerah untuk mengatur, mengurus dan/atau bagian dari urusan pemerintahan tertentu. Untuk itu daerah otonom diberikan kewenangan untuk membentuk peraturan daerah. Penelitian ini merupakan penelitian hukum normatif yang membahas tentang urgensi pembentukan peraturan daerah pada era otonomi daerah ialah sebagai rule dari pelaksanaan otonomi daerah, utamanya menyangkut urusan-urusan pemerintahan sebagaimana dimaksud pada Undang-Undang Pemerintahan Daerah dan Peraturan Pemerintah Nomor 38 Tahun Tahun 2007 tentang Pembagian Urusan Pemerintahan antara Pemerintah, Pemerintahan daerah Provinsi, dan Pemerintahan Daerah Kabupaten/Kota. Serta konsep ideal peraturan daerah pada era otonomi daerah dikembalikan kepada asas formil dan materil pembentukan peraturan perundang-undangan sebagaimana termuat didalam Undang-Undang Nomor 12 Tahun 2011 tentang Pembentukan Peraturan Perundang-Undangan. URGENCE FOR ESTABLISHING REGIONAL REGULATIONS IN THE ERA REGIONAL AUTONOMY The implementation of decentralization in a unitary state means giving the right to regulate and manage the interests and aspirations of the local community, the formation of an autonomous region and the delegation of legal authority from the central government to the regional government to regulate, manage and/or part of certain government affairs. For this reason, autonomous regions are given the authority to form regional regulations. This research is a normative legal research that discusses the urgency of the formation of regional regulations in the era of regional autonomy, namely as a rule for the implementation of regional autonomy, especially regarding government affairs as referred to in the Regional Government Law and Government Regulation Number 38 of 2007 concerning Division of Affairs. Government between the Government, Provincial Government, and Regency/City Regional Government. And the ideal concept of regional regulations in the era of regional autonomy was returned to the formal and material principles of the formation of laws and regulations as contained in Law Number 12 of 2011 concerning the Establishment of Legislations.

One of the main regional income sectors of Maluku Province comes from the tourism sector. As one of the main sectors to generate regional income, the tourism sector must be further developed so that the results can also be felt more optimally for the government and the community. One of the efforts carried out by the Central Government and the Regional Government of Maluku Province to develop the tourism sector is through organizing an international level tourism event, namely Sail Banda Event held in Banda District, Central Maluku Regency, Maluku Province. This study aims to evaluate the extent to which the development of the Banda Subdistrict area after the implementation of the Sail Banda Event and the impacts that have been made on the development of the Banda Subdistrict area. This is because even though the Sail Banda Event has been carried out but it is suspected that there was no impact from the holding of the event to increase the income and health of the local community in Banda District. In this study, the approach used is a qualitative deductive approach using analysis of regional development achievements.  The results of this analyzes will be used to see the impact of organizing the Sail Banda Event. The findings of this study are that the implementation of the Sail Banda Event in Banda District does not have a significant impact on increasing the income and welfare of the community. Of the four objectives of organizing the Banda Sail Event, only one goal was achieved, namely increasing tourist visits.

Regency is included in the category of underdeveloped regions and has the highest poverty rate in Banten Province. Therefore, the Regional Government of Pandeglang together with the central government has sought to develop the potential of the region with various policies, one of which is the Development of the Special Economic Zone of Tanjung Lesung. Various government policies and the needs of the community, the private sector towards residential space, pushed the northern and southern regions of Pandeglang to experience greater population density. This condition raises a new culture from the local community, namely making the residence and area adjacent to the road as a micro business. The micro business continues to be developed by the government, although it is contrary to the policy of the Pandeglang Regency RTRW.

Abstract Background Regulatory inspection of private drug shops in Uganda is a mandate of the Ministry of Health carried out by the National Drug Authority. This study evaluated how this mandate is being carried out at national, district, and drug shop levels. Specifically, perspectives on how the inspection is done, who does it, and challenges faced were sought from inspectors and drug sellers. Methods Six key informant interviews (KIIs) were held with inspectors at the national and district level, while eight focus group discussions (FGDs) were conducted among nursing assistants, and two FGDs were held with nurses. The study appraised current methods of inspecting drug sellers against national professional guidelines for licensing and renewal of class C drug shops in Uganda. Transcripts were managed using Atlas ti version 7 (ATLAS.ti GmbH, Berlin) data management software where the thematic content analysis was done. Results Five themes emerged from the study: authoritarian inspection, delegated inspection, licensing, training, and bribes. Under authoritarian inspection, drug sellers decried the high handedness used by inspectors when found with expired or no license at all. For delegated inspection, drug sellers said that sometimes, inspectors send health assistants and sub-county chiefs for inspection visits. This cadre of people is not recognized by law as inspectors. Inspectors trained drug sellers on how to organize their drug shops better and how to use new technologies such as rapid diagnostic tests (RDTs) in diagnosing malaria. Bribes were talked about mostly by nursing assistants who purported that inspectors were not interested in inspection per se but collecting illicit payments from them. Inspectors said that the facilitation they received from the central government were inadequate for a routine inspection. Conclusion The current method of inspecting drug sellers is harsh and instills fear among drug sellers. There is a need to establish a well-recognized structure of inspection as well as establish channels of dialogue between inspectors and drug sellers if meaningful compliance is to be achieved. The government also needs to enhance both human and financial resources if meaningful inspection of drug sellers is to take place.

This paper discuss good governance model for conflict resolution around water tourism area in Indonesia. This paper developed structural factors that influence water tourism such as the population, economic development, regional generated revenue, real-time sector revenue, poverty rates, and water management which is the focus of the study affected the rising of the water conflict. This study is field research qualitative study. The objects in this research are water tourism stakeholders which are composed of three different water tourism management in Karanganyar, Central Java, Indonesia, namely Grojogan Sewu, Jumog and Peblengan. This study conducted in Karanganyar as a district that has a natural beauty with huge potential to further develop its natural attractions. The data sampling is done by observation and interview. From the result of this study it can be concluded that (1) there needs to be a clear explanation for the villagers near the water tourism area that the natural resources of water needs to be preserved and used moderately ; (2) a communication needs to be established between the stakeholders and those using the water resource, for the sake of the villagers’ welfare as well as the economic improvement; (3) the government, both the regional government as well as the central government need to make regulation to keep the condition of the nature without ignoring the possibility of conflict ensuing because of water usage by the villagers; (4) increasing the role of the villagers in managing the water resource so that there will be no prolonged conflict in the future.

The increase of regional capacity in managing the needs of Regional Development accompanied by the Delegation of Authority from Central Government to Regional Government, has implications in increasing the need for Development Funds, while the Regions can’t continue to rely on the fulfillment of these needs to the Central Government. In response to this, in implementing Autonomy, the Regions are given additional Authority of Financial Management. Such authority, creates demands for the Regions to be creative and focused in achieving the Government Goals that have been established.,As an effort to execute duties and functions of Regional Government in the form of Regional Financial Management, then a region must be able to recognize the potential and explore all the resources it has. Local Government is expected to dig deeper related to the potential derived from its own financial resources, especially in order to meet the needs of government financing and development in the region, one of them through Local Own Revenue as one of the main sources of Regional Financial Reception. Independence of Local Own Revenue for a Regional Government, giving positive support to the ability of the region in meeting the needs to build the region. Thus, the greater source of income derived from the potential owned by a region, the more freely the area can accommodate the needs of community without the interest of Central Government which is not in accordance with the needs of people in the region.

Social assistance is the provision of assistance in the form of money or goods provided from the Central Government to the Regional Government or central institutions in the region. The expenditure / burden of social assistance in the Regional Office of the Ministry of Religion of North Sulawesi Province is in accordance with Government Accounting Standards (GAS). for procedures for social assistance that have been going well, can be seen from the procedures stipulated in the proposal until the disbursement of funds or goods. Presentation of financial statements using accrual methods makes it easier for the government to produce accurate government financial reports.Keywords: Government Accounting Standards, Social Assistance
