The Presidential Regulation on e-Government in 2018 became the starting point for accelerating e-Government implementation in Indonesia. This moment prompted government agencies to compete in digitizing their organizations to apply the regulation. Digital information as the output of this massive digitalization will be abundant and must be managed properly which is certainly vulnerable to threats. Such threats can compromise the authenticity of records and make them untrustworthy. An adequate risk detection framework that fits the context of the digital environment is needed to minimize these incidents. This framework contains a records management perspective that has undergone a paradigmatic shift. This framework adopts the view that records management is an integral part of digital information management. The study used a qualitative method and found that from the perspective of records management, the risk detection framework in digital information management sheds light on aspects of context (external and internal), systems, and processes. However, its smooth implementation in the digital environment, especially in Indonesia, is determined by the extent to which paradigmatic reforms in records management have taken place.

The implementation of electronic records management at the Council of Europe was a crucial step in leading the intergovernmental human rights organization towards comprehensive corporate information management. The motivation for introducing records management was to improve access to information. Finding information proved to be difficult due to the fragmented information landscape, combined with a lack of governance for digital information. To amend this situation, corporate control and standardization were introduced along the whole information life cycle, involving the information producers as key players. The article describes this implementation, covering roughly the decade from 2008 to 2018, from its foundations and preparations to the deployment, awareness-raising and training activities. Special emphasis is put on the instruments that support a standardized records management approach, such as business classification scheme, retention and disposal schedules, and metadata. The success and failure points are briefly presented. It appears that records management can be a catalyst for corporate-wide information management.

El salto de los datos a la primera plana de la gestión de la información está moviendo los cimientos de la disciplina archivística. Conceptos ya consolidados por la gestión documental se ven clonados en un ámbito que posee un atractivo mediático y una pátina de modernidad muy superiores a la gestión documental. Es inevitable, pues, que la gestión de datos sea percibida por el colectivo archivístico como una potencial amenaza. Hasta dónde es real esta amenaza, y de qué forma se puede positivar, es lo que se analiza en este artículo. El análisis se realiza no desde la perspectiva archivística, sino desde la perspectiva de la propia gestión de datos y de sus actores. Partiendo en primer lugar de las necesidades de la analítica de datos y de los científicos de datos, el autor analiza de dónde se obtienen estos datos y, utilizando como marco de referencia el modelo DMBOK2 de gestión de datos, qué oportunidades ofrece este origen para la gestión documental. The leap of data management to the forefront of information management is shaking the foundations of the archival discipline. Concepts consolidated by records management far away are cloned by a discipline with a media attraction and a look of modernity widely higher than records management. It is therefore unavoidable that records management looks data management as a potential threat. This article analyzes to what extent this threat is real, and how it can be converted to an opportunity. The analysis is carried out not from the archival perspective, but from the data management perspective and its agents. Starting from the needs of data analytics and data scientists, the author analyzes the sources of the data and, using the DMBOK2 data management model as a framework, what opportunities are opening for records management.

The research specifically focuses on the implementation of the e-mail management principles in government agencies in order to create, receive, maintain, preserve and provide access to e-mail messages.Cette étude explore les pratiques habituelles de gestion de courriels à partir de la perspective archivistique dans le milieu gouvernemental canadien. The main idea of this research is to examine how teleworking has affected employee perceptions of organizational efficiency and cybersecurity before and during the COVID-19 pandemic. The research is based on an analytical and empirical approach. The starting point of the research is a critical and comprehensive analysis of the relevant literature regarding the efficiency of organizations due to teleworking, digital information security, and cyber risk management. The quantitative approach is based on designing a structural equation model (SEM) on a sample of 1101 respondents from the category of employees in Montenegro. Within the model, we examine simultaneously the impact of their perceptions on the risks of teleworking, changes in cyber-attacks during teleworking, organizations’ capacity to respond to cyber-attacks, key challenges in achieving an adequate response to cyber-attacks, as well as perceptions of key challenges related to cybersecurity. The empirical aspects of our study involve constructing latent variables that correspond to different elements of employee perception; namely, their perception of organizational efficiency and the extent to which the digital information security of their organizations has been threatened during teleworking during the pandemic.

This paper evaluates the keywords and subject areas in records management (RM) publications, as indexed in the Scopus database, with a view to mapping RM research from 1971 to 2018 so as to determine the direction of research in the field. A total of 4 762 documents were obtained from the Scopus database using the term records management and searching within the title, abstract and keywords fields. The data was analysed using VOSviewer software. The findings reveal that interest in RM research has grown as the volume of publications has continued to increase. Whereas there was no dominant area of research in the 1980s, as far as RM research is concerned, the main focus in the 2010s was the management of electronic health records, thereby signalling a shift in RM research from being just an information management exercise to being used for the management of records in the medical and health sector. Other popular research areas in the 2010s were health care, electronic medical record/s, information management, medical computing, information systems, and electronic document exchange. A classification of the RM publications according to Scopus’s broad subject fields revealed that RM research is mainly conducted in computer science, engineering, medicine, and the social sciences. The study predicts a slow growth in the number of RM publications in the next ten years (2019-2028), greater focus on RM in the health sector, and continued dominance of computer-based systems and electronic records as topics of RM research.

In modern conditions of overall informatization, the majorities of children of older pre-school age actively use gadgets and have access to the Internet. However, just one-fourth of parents demonstrate concerns about digital security. That is why the issues associated with cybersecurity training in preschool education, legislative regulation in ensuring the security and development of children in a digital environment are relevant for present-day pre-school education. The study was based on the activities carried out by teachers and psychologists of the methodology association of the Leninsky district of Yekaterinburg. The methods used in the study involved observations, the analysis of information obtained through counseling and psychological checks, interviews, surveys of instructors and specialists dealing with parents in kindergarten. As a result, we revealed the problems with digital competence among all the participants of the process of upbringing and education and defined the impact of parents on the formation of digital literacy. Of special interest is a new position when the modern parent is given a “relief” from a child with the help of gadgets, which calls for family psychological support on pre-schoolers’ secure use of digital technologies. The main task of working with parents is to shape perceptions of the problems associated with free contacts of the child with information technologies and the necessity to control digital information received by the child.

AbstractIn this paper we discuss the SKPD Filing Unit Employee Perception of the Regional Archival Information System Application (SIKEDA) and the Regional Archival Information Network (JIKEDA) in  the City Government of Bukittinggi. The purpose of this study is to determine the competence and optimal shield of SKPD employees in inputting files to the SIKEDA application.This type of research is descriptive research with a qualitative approach. The location of this study was carried out in 5 SKPD Institutions in Bukittinggi, namely: (1) the Library and Archives Office of Bukittinggi City, (2) the Education and Culture Office of the City of Bukittinggi, (3) the Youth and Sports Pariwasata Service of the City of Bukittinggi, (4) the Health Service City of Bukittinggi, (5) Social Service of the city of Bukittinggi. The object of the study was SKPD employees in five government agencies in the city of Bukittinggi. Writing this paper aims to describe (1) To describe the optimization of the use of SIKEDA and JIKEDA applications by Admin node SIKEDA in supporting records management in the city administration of the City of Bukittinggi; (2) To describe the competencies possessed by HR in SKPD in utilizing information technology in the application of SIKEDA and JIKEDA applications in the City Government of Bukittinggi.Data was collected by observation and direct interviews with SKPD employees in the Bukittinggi city government and literature studies in the application of electronic records in the government of the City of Bukittinggi.Based on the discussion, it can be concluded that the First Employee in the SKPD in the City Government of Bukittinggi is still not optimal in inputting the archive to the sikeda Second application.iKeywords: optimization, competence, electronic archives.

<p>With the current exponential growth in the sector of Spatial Data Technology and Mixed Reality display devises we experience an increasing overlap of the physical and digital world. Next to making data spatially visible the attempt is to connect digital information with physical properties. Over the past years a number of research institutions have been laying the ground for these developments. In contemporary architecture architectural design the dominant application of data technology is connected to graphical presentation, form finding and digital fabrication.<br />The <em>arc/sec Lab for Digital Spatial Operations </em>at the University of Auckland takes a further step. The Lab explores concepts for a new condition of buildings and urban patterns in which digital information is connected with spatial appearance and linked to material properties. The approach focuses on the step beyond digital re-presentation and digital fabrication, where data is re-connected to the multi-sensory human perceptions and physical skills. The work at the Lab is conducted in a cross disciplinary design environment and based on experiential investigations. The arc/sec Lab utilizes large-scale interactive installations as the driving vehicle for the exploration and communication of new dimensions in architectural space. The experiments are aiming to make data “touchable” and to demonstrate real time responsive environments. In parallel they are the starting point for both the development of practice oriented applications and speculation on how our cities and buildings might change in the future.<br />The article gives an overview of the current experiments being undertaken at the arc/sec Lab. It discusses how digital technologies allow for innovation between the disciplines by introducing real time adaptive behaviours to our build environment and it speculates on the type of spaces we can construct when <em>digital matter </em>is used as a new dynamic building material.</p>
