AbstractIn this paper we discuss the SKPD Filing Unit Employee Perception of the Regional Archival Information System Application (SIKEDA) and the Regional Archival Information Network (JIKEDA) in  the City Government of Bukittinggi. The purpose of this study is to determine the competence and optimal shield of SKPD employees in inputting files to the SIKEDA application.This type of research is descriptive research with a qualitative approach. The location of this study was carried out in 5 SKPD Institutions in Bukittinggi, namely: (1) the Library and Archives Office of Bukittinggi City, (2) the Education and Culture Office of the City of Bukittinggi, (3) the Youth and Sports Pariwasata Service of the City of Bukittinggi, (4) the Health Service City of Bukittinggi, (5) Social Service of the city of Bukittinggi. The object of the study was SKPD employees in five government agencies in the city of Bukittinggi. Writing this paper aims to describe (1) To describe the optimization of the use of SIKEDA and JIKEDA applications by Admin node SIKEDA in supporting records management in the city administration of the City of Bukittinggi; (2) To describe the competencies possessed by HR in SKPD in utilizing information technology in the application of SIKEDA and JIKEDA applications in the City Government of Bukittinggi.Data was collected by observation and direct interviews with SKPD employees in the Bukittinggi city government and literature studies in the application of electronic records in the government of the City of Bukittinggi.Based on the discussion, it can be concluded that the First Employee in the SKPD in the City Government of Bukittinggi is still not optimal in inputting the archive to the sikeda Second application.iKeywords: optimization, competence, electronic archives.

AbstractIndonesia is one of the countries that has also been affected by the corona virus or covid-19 which originated from China, to be precise in the city of Wuhan. In early 2020 the corona virus or covid-19 began to enter the country of Indonesia. The corona virus has had a huge impact on the lives of Indonesian people, both positive and negative impacts. Communities affected by covid-19 are increasing day after day, but now to be precise in 2021 the increase in covid-19 infections is not as fast as 2020. And the impact is slowly being controlled by both the government and most Indonesians. The Indonesian people are now able to adjust to life in the midst of this Covid-19 pandemic, even the hospitality that faded at the beginning of Covid-19 entering Indonesia is now starting to slowly be shown by the Indonesian people. This paper aims to provide information about Covid-19 in Indonesia and the Christian hospitality that should be practiced by the Indonesian people, especially believers or Christians. In order to encourage the creation of performance accountability, government agencies need an accountability system so that they can operate efficiently and effectively to realize the transparency of government agencies and maintain public trust in the government, especially the City Government of Manado. This study aims to investigate and describe the System Manado City Government Especially at the Tourism Office. The research method used is descriptive analysis method. The results of this study indicate that the Implementation of the Performance Accountability System of the Manado City Government Agency can improve better transparency where this system is an integration of the planning system, budgeting system, and performance reporting system that is in line with the implementation of the financial accountability system. In this case, each agency, both the leader and the work device, is obliged to record and report on the use of state finances and their suitability with the applicable rules, but in the implementation there are still several obstacles, namely Human Resources that are less understanding and lacking in coordination between providers and trustee / budget users in the institution so that there are differences in the report documents obtained.

<p><em>In recent years, with the rapid development of the media, an increasing number of corporations and even government agencies are using the new format known as the micro film as a means of advertising</em><em> and</em><em> marketing. In this study, we </em><em>took</em><em> the micro films produced by the Taipei City Government </em><em>as objects of analysis to</em><em> investigate the image of the city as constructed in and produced by these films. Furthermore, </em><em>in this study, </em><em>the symbol of image in </em><em>three such micro films </em><em>was </em><em>studied: Love@Taipei, My Micro Tour of Taipei, and Happily Ever After. It was found that in these films, the characteristics of the city of Taipei have </em><em>been </em><em>presented accurately and successfully </em><em>by means of</em><em> the [appropriate selection of] celebrity performers, the romance narratives used, and the lively presentation of these films. Therefore, these films have foregrounded </em><em>an</em><em> image of Taipei that is free, friendly, diverse, and progressive; furthermore, they have successfully conveyed the idea that “Taipei is a city that is positive and capable of outstanding achievements”</em><em>.</em><em> These films, designed to attract audiences, have been made with great skill and portray little elements of the government-run campaigns they are actually part of, thus making them even more entertaining for viewers.</em><em></em></p>

This objective is to describe how the Pentahelix approach model in developing sustainable tourism in the City of Bukittinggi towards a national leading tourism destination. This research is a descriptive research using a qualitative approach. Data were collected through: interviews, observation and literature study. Determination of informants using purposive presentation techniques and key informants of the Head of the Tourism and Culture Office of the City of Bukittinggi. Data analysis by means of: data condensation, data levers and withdrawals. The data validation used source triangulation. The results of the study: (1) The development of tourism in the city of Bukittinggi using the Pentahelix approach model has involved the Bukittinggi City Government, Tourism Academics and Practitioners, Communities and Communities, Business Actors, and the Media. (2) The findings from the field show that the roles and duties of stakeholders are not optimal and (3) The collaboration between stakeholders in the City of Bukittinggi from the results of the research is not synergistic.

Pelayanan yang efektif dan efisien adalah tuntutan dari masyarakat kepada instansi pemerintah dalam memberikan pelayanannya. DPMPTSP Kabupaten Blitar merupakan salah satu instansi pemerintah yang meluncurkan inovasi pelayanan publik. Inovasi yang diluncurkan oleh DPMPTSP adalah Pelayanan Joss Banget Mas, yaitu Jemput Online Single Submission Bersama Instansi Terkait dan Malam Hari Bisa. Inovasi ini merupakan bukti bahwa DPMPTSP Kabupaten Blitar telah melakukan percepatan pelayanan dan sekaligus menjawab permasalahan yang dihadapi oleh masyarakat. Jauhnya lokasi kantor yang berada di tengah kota serta persyaratan yang belum diketahui banyak masyarakat menjadi dasar diluncurkannya inovasi Joss Banget Mas. Tujuan dari penelitian ini guna mendeskripsikan terkait pelayanan Joss Banget Mas. Penelitian deskriptif dengan pendekatan kualitatif merupakan jenis penelitian yang dipilih oleh peneliti dengan pengumpulan datanya menggunakan observasi, wawancara, dokumentasi dan studi kepustakaan. Hasil penelitian menunjukan bahwa inovasi pelayanan Joss Banget Mas telah beroperasi dengan baik dan sesuai dengan kebijakan PP No. 24 Tahun 2018. Selanjutnya sumber ide-ide inovasi mendapatkan masukan dari pegawai maupun masyarakat. Budaya inovasi pada inovasi Joss Banget Mas adalah penyederhanaan syarat-syarat sehingga memudahkan masyarakat dalam mendaftarkan perizinan usahanya. Selanjutnya kemampuan dan alat inovasi Joss Banget Mas cukup memadahi tetapi terdapat kekurangan pada bagian alat yang digunakan. Kemudian tujuan, hasil, pendorong dan hambatan adalah untuk mempermudah pelaku usaha dalam memperoleh perizinan berusaha, hambatannya yaitu sering terjadi error dan down pada server OSS. Terakhir, DPMPTSP Kabupaten Blitar mengadakan pelayanan mandiri kepada masyarakat guna mengumpulkan data inovasi untuk inovasi tunggal. Kata Kunci: Inovasi, Pelayanan Publik, Pelayanan Joss Banget Mas, Online Single Submission (OSS).   Effective and efficient services are demands from the community on government agencies in providing their services. DPMPTSP Blitar regency of the government agencies that has launched public service innovations. The innovation launched by the DPMPTSP Blitar Regency call as Joss Banget Mas Service with Online Single Submission Delivery with Related Agencies and Can Night. This innovation is proof that the DPMPTSP Blitar Regency and at the same time answers the problems faced by the community. The remote location of the launch of the Joss Banget Mas innovation. The purpose of this research is to describe the services related to Joss Banget Mas. Descriptive research with a qualitative approach is the type with the data collection techniques using observation, interviews, documentation and literature study. The results showed that the Joss Banget Mas service innovation had operated well and was in accordance with applicable policies. The second indicator of governance and innovation in its implementation is in accordance with PP. 24 of 2018. Furthermore, sources of innovative ideas get input from employees and the public. The culture of innovation in Joss Banget Mas innovation is the simplification of the requirements so that it makes it easier for the public to register business licenses. Furthermore, the capabilities and innovation tools of Joss Banget Mas were sufficient but there were shortcoming in the parts of the tools used. Then the objectives, results, drivers and obstacles are to make it easier for business actors to obtain business licenses, there are also obstacles, namely frequent errors and downs on the OSS server. Finally, DPMPTSP Blitar Regency provides independent services to the community to collect innovation data for a single innovation. This study aims to evaluate and prioritize the various forms of strategic programs at the Bandung City Government in strengthening the economy and increasing purchasing power of the people in the city of Bandung based on public policy analysis. This study is comprehensive covering macro aspects, namely the potential and economic profile as well as the Human Development Index (HDI) and micro aspects, namely the external and internal environmental analysis relating to economic policy on purchasing power. Furthermore, evaluation and economic policy priorities in an effort to increase the purchasing power of the city of Bandung. There are few steps or effort in evaluating various forms of local government strategic program Bandung in economics in order to increase the purchasing power of the city of Bandung, namely: 1) Observing the potential and the problems by SWOT analysis (strengths, weaknesses, opportunities, threats). 2) Evaluation and prioritization of programs of economic analysis AHP (analytical hierarchy process) and connect it to the macroeconomic indicators Bandung. In conducting the evaluation and priority, strategic programs are done also based on the study of literature and discussions with experts. The number of respondents in this study is 15 (fifteen) and sampling was done by purposive convenience sampling. Based Matrix EFAS (External Strategic Factors Analysis Summary) shows that the Bandung City Government is in a strong position to exploit the opportunities that exist to minimize the threats that will arise with regard to the external factors that affect the purchasing power of the city of Bandung. The Government of Bandung can utilize the opportunities, which are significant factors, in order to increase the purchasing power of the people. These are plans such as: the Central Government Policies Regarding Rice for the Poor (RASKIN), Health Insurance for the Poor (insurance for the poor), and the School Operational Assistance (BOS), National Program Community Empowerment (PNPM), the People's Business Credit (KUR) with Interest Subsidy to Help Low Income Communities . Furthermore, from the results of Matrix IFAS (Internal Strategic Factor Analysis Summary) shows that the Bandung City Government is in a relatively strong position to use and harness the forces that exist to minimize the shortcomings encountered in efforts to improve the people's purchasing power. Internal factors that significantly influence the increase in purchasing power of the city of Bandung are the strong commitment of the Government of Bandung to increase purchasing power. Meanwhile, the biggest disadvantage factor and should be watched and minimized by the Bandung City Government in improving the purchasing power of the city of Bandung is a "Weak Monitoring and Evaluation Capability Strengthening Program Buy". The estimation results of AHP (analytical hierarchy process) to local agencies regarding the analysis of preference evaluation of Government programs of Bandung in economics in improving and strengthening the purchasing power suggests that external factors are the priority aspects. Meanwhile, based on analysis of the preferences of businesses, communities and government agencies to the actors who play an important role in strengthening the purchasing power of the city of Bandung show that the relevant local government agencies play an important role in influencing people's purchasing power state through a set of policies and programs it has taken.

This research depicts the dynamics of street vendors’ resistance to the city government’s policy. The research applied qualitative approach with research strategy of case study. The research result showed that street vendors’ strategies in dealing with the city government were devised in various ways, both covert and open ones. Covert resistance tended to be put up when street vendors were already in a weak position. However, when street vendors were in a firm position, they tended to choose open resistance. The theme of resistance was adjusted to the situation and policies imposed by the government. When eviction was carried out, street vendors’ resistance was focused on the effort to ask for space for trading. When relocation was carried out, street vendors’ resistance was put up to obtain strategic locations and empowerment programs. When the zoning system was applied, street vendors attempted to intervene in the criterion of green, yellow, and red zones.

The City Government of Malang through the Dinas Perpustakaan Umum dan Arsip Daerah Kota Malang through the LAPOBRA service seeks to create friendly services especially for tuna netra. Over the past 4 years, the quality of the services provided can already be assessed. The goal is to find out the services provided to persons with visual impairment have met their expectations or not. The method used is a qualitative approach; type of analytic descriptive research; and the focus of research is the adjustment between PERMENPANRB 14/2017 and SERVQUAL. Based on the findings, the competence of the implementers (competence); implementing behavior (assurance); Handling of complaints, suggestions and input as well as efforts to understand the needs of visitors who are blind (understanding/ knowing the customer), as well as facilities and infrastructure (tangible), are felt to be in accordance with the expectations of blind visitors. Negative results appear on the ease of being contacted and met (access), the cause is due to the lack of interaction and assistance by service providers.

Purpose Technology has influenced the implementation of electronic records management systems (ERMS) in government agencies. The high incidence of poor service delivery in government agencies is a key factor that has put pressure on the government to implement ERMS. Despite the potential benefits of implementing ERMS, the adoption and use of these programs has been slow and some systems have failed. Therefore, the purpose of this study is to assess how Tlokweng land board (TLB) implemented its electronic records management program using Kotter’s model and awareness, desire, knowledge, ability and reinforcement change model. Design/methodology/approach The study adopted a pragmatic paradigm and used a case study research design to collect data at TLB. The research made use of mixed methods approach to collect data using questionnaires, interviews and document reviews. Purposeful sampling was used to solicit data from 53 participants in the land board. Findings The findings of the study revealed that communication has been used as the most effective tool for managing change at TLB. However, TLB has not yet managed to reinforce the change implemented because of the lack of adequate training and motivation of change champions. Moreover, the change management team has little training on the change management framework produced by the Ministry of Lands and Housing. Research limitations/implications The study was limited to one land board in Botswana. Therefore, the findings may not be generalized to all land boards. Originality/value This is the first study to be conducted in Botswana that has assessed change management practices in the implementation of records management systems. This study therefore recommends adoption of the change management lens/framework by a records professional when implementing ERMS.

Drug abuse has increased each year and and has spread to adolescents who are still in school. Goverments city of Surabaya issued  preventive drug abuse policies (Perwali) Number 65 of 2014about policies and strategies for the area in the field of prevention, combating drug abuse and illict drugs (P4GN). One of the priority programs of the Government of the city of Surabaya is forming student-based cadre. The formation of drug abused student-based cadre is a form of social reinforcement among students. The purpose of the research is to find out academic self efficacy of drug abused student-based cadre in Surabaya High School. This research is descriptive research with using qualitative approach. The results showed that self efficacy of drug abused student-based cadre can be seen through the dimension level, the dimension of generality, and dimensions of strenght. Dimension level faced cadres was considered patronizing by friends, many of friends are less open regarding their problems , and  the issue abaout time management.The dimension of generality is obtained because the respondents consider they are able to carry out his duties as motivate friends, discussions, sharing drug-related information to a friend, an extension of the hand counselor teacher and positive activities that lead to prevention drugs. The dimensions of the strenght that is owned by the respondent based on some of the things that is add to the experience and insights, like to help friends, fighting drugs and because chosen to represent the school.
