Abstract Research background: Foreign aid flows to Africa mostly the Low-Income Countries (LICs) have increased drastically since 2000. Increasing aid flows are expected to stimulate economic growth that can release resources towards enabling LICs to reduce aid dependency. Purpose: The purpose of this study is to discuss the dynamics of bilateral aid trends and patterns among 27 LICs in Africa during 2000–2017. The main question this study tries to answer is: how have aid sources, compositions and dependency changed in LICs? Research methodology: The study employs a descriptive analysis technique to analyses bilateral aid flows to LICs in Africa from 50 donors during 2000–2017. Results: Total net aid flows to LICs increased by 1.5 times during 2000–2017 and were predominantly in the form of grants (92.7%). The study found a shift of sectoral aid allocations from the economic and productive sectors towards the social sector. Net aid as a share of GDP increased almost two-fold; implying an increasing trend of aid dependency in several LICs. Novelty: This study tries to present a full account of bilateral aid flows both from Traditional Donors (TDs) and Non-Traditional Donors (NTDs), unlike many earlier studies that have focused on TDs.

Penelitian ini dianalisis dengan analisis deskriptif kualitatif yang bertujuan memberikan gambaran tentang bagaimana impelementasi kompetensi sosial guru terhadap motivasi belajar siswa Smp Negeri 3 Bungin Kec. Bungin Kab. Enrekang. Teknik pengumpulan data dalam penelitian ini adalah Observasi, wawancara dan Angket. Tekhnik Analisis data menggunakan analisis deskriptif kuantitatif Dalam penelitian ini terdapat dua variabel yang akan diteliti yaitu: Variabel bebas yaitu kompetensi sosial guru dan Variabel terikat yaitu motivasi belajar siswa. Jumlah sampel ialah 22 orang dari 220 populasi. Teknik pengumpulan data dalam penelitian ini adalah Observasi, wawancara dan Angket. kompetensi sosial guru merupakan seperangkat penguasaan, pengetahuan dan kemampuan yang harus dimiliki guru agar dapat melaksanakan tugas-tugas pokok sebagai seorang guru dan  bertanggungjawab dalam mendidik. Cara meningkatkan motivasi belajar siswa antara lain Pemberian Nilai pemberian ulangan dan kerja kelompok. Melihat implementasi kompetensi sosial guru untuk meningkatkan  motivasi belajar siswa sudah berhasilan dalam bidang pendidikan, guru diharapkan mampu  menjadi pigur dalam memajukan  lembaga pendidikan agar siswa termotivasi untuk melakukan perubaha-perubahan dalam memajukan lembaganya pendidikan kedepannya.Kata Kunci: Kompetensi Sosial, Guru,  Motivasi Belajar SiswaABSTRACTThis study was analyzed with descriptive qualitative is purpose which to give an overview of how the implementation the social competence of teachers to students' motivation Smp Negeri 3 Bungin Kec. The research objective was to describe the improvement in social studies learning outcomes of grade V SD Inpres 12/79 Macope students after using the Think Pair Share type cooperative learning model. The approach used is a qualitative approach that is descriptive, this type of research is a classroom action research conducted in two cycles. The focus of research is the social studies learning outcomes of grade V students and the Think Pair Share type of cooperative learning model. The research setting was class V SD Inpres 12/79 Macope. The data analysis technique is descriptive analysis which is carried out by reducing data, presenting data, drawing conclusions, and verification. The results of data analysis indicate that learning using the Think Pair Share type of cooperative learning model can improve social studies results for fifth grade students of SD Inpres 12/79 Macope.

This article examines the impact of financial crisis of 2008-2009 on allocation of development aid. Using OECD data on Official Development Assistance (ODA) allocation for international development by key donor countries, authors test three hypotheses: first, general impact of crisis on ODA allocation; second, impact of crisis on three recipient income groups; third, impact of crisis on relative importance of analyzed factors for ODA allocation decisions. The results show that general impact of crisis on ODA volumes was negative, although donors preferred to increase aid to low-income countries. Impact of factors describing economic situation in donor countries (public debt level, government expenditures and donor growth) increased after crisis. Donor countries might make use of these results to increase efficiency of their development assistance strategies, whereas recipient countries may exploit these results in order to attract more external financing for development.

AbstractThe recent civil war literature suggests that negative economic shocks in low-income countries increase the risk of civil war. Foreign aid can be an effective conflict-prevention tool in times of severe economic conditions. Aid cushions government spending from the downward pressures of economic shocks, providing recipient governments with resources they can use to make rebellion a less attractive option for aggrieved domestic groups. Using Official Development Assistance (ODA) data covering 1990 through 2004, we find that foreign aid appears to be a useful tool for preventing civil wars in the wake of negative economic shocks, and as such aid should be assessed by donors with these conflict-suppressing aspects in mind.

The poem book of Balahindang Sakumpul Sapalimbayan by Iberamsyah Barbary contains local cultural elements of the Banjar community in South Borneo; that reflects the daily life of the Banjar people as a character and identity in the poetic form that different from other ethnic groups. The objectives of this study are to describe the language, the livelihood system, the system of living equipment and technology, the religious system, the social organization system in the poetry book, the semiotic code in the Balahindang Sakumpul Sapalimbayan poem by Iberamsyah Barbary. This research uses an anthroposemiotic approach. The type of research is library research It applies a descriptive analysis method. The researcher takes the data source from the Book of Poetry Balahindang Sakumpul Sapalimbayan by Iberamsyah Barbary published by the Yayasan Kamar Sastra in 2014.  The data collection applies text observation and documentation techniques. The data analysis technique of this research is descriptive. The results of this study are as follows: (1) It uses the Banjar Pahuluan language with denotation and the domination of vocal sound vowels such as a, i, and u.  (2) the livelihood of Banjar people are farming and trading, (3) the living equipment systems that the Banjar people use are as follows: Ironwood logging, jukung, gumba, house, kindai, bungkalang, and lanting.  (4) The religious system of Banjar people comprises tapung tawar, hakikat, makrifat, sharia, faith, and tauhid.  (5) system of a social organization described is wife and king and (6) The use of semiotic codes includes the puzzle code, symbolic code, connotative code, and cultural code.

Kapatu is one of the oral literature that developed in the life people of Bima. As oral literature, Kapatu also represents various aspects of the social and cultural life of the Bima people, one of which is the work ethic. In essence, kapatu has been widely studied, but there are no researchers who focus on the problem of work ethic. Previous researchers examined kapu on elements of cultural structure, form and function, educational values, word forms and sound patterns, and language politeness. Based on this, the purpose of this study is to explain the form of the Bima people's work ethic in the Kapatu culture. This research is a qualitative type using a literary anthropological approach and descriptive method. Sources of research data came from two kapatu singers, Tarman N. Jafar and Khadijah who lived in Raba Kodo Village, Woha District, Bima Regency. Research data in the form of an array of kapatu taken from various titles, namely Dali, Teka Mpende, Kae, Lopi Peng, and Tambora. Data collection techniques using interactive techniques. The data analysis technique used descriptive analysis techniques. The results of this study are the work ethic of the Bima community through the Kapatu culture which represents a high work ethic. The indication of a high work ethic is because in their work the Bima community instills a humble attitude, does not get satisfied quickly, is disciplined, diligent, has a firm opinion, is brave in doing work, works hard, is responsible, patient in sailing, and does not give up easily. work.
