The article deals with the description and analysis of functioning of the Italian national system of economic diplomacy.The author provides an insight into the historical and economic background and conditions of its development from the earliest stages to present time focusing on the latest events (from 2010 onwards).He casts light upon the procedures and mechanisms of interaction between the key national economic-diplomatic agents i.e. ministry of foreign affairs, ministry of economic development, export-promotion agency ITA, investment-attraction agency Invitalia, other authorized bodies (in particular, the Coordination Council on the Internationalization of the Italian Economy - CRII), public and private institutes. The article outlines the main principles of the new system of foreign economic policy "Sistema Paese" which is being implemented since 2011. This concept is based upon efficient cooperation ("team play") between the chief institutes of economic diplomacy with a system approach to elaboration and realizing measures aimed at the internationalization of the Italian business. Innovative elements of "Sistema Paese" do not just imply another reorganization of the MFA, but a completely new approach to issues concerning the position of Italy on the world arena. The author looks into concrete mechanisms of economic diplomacy which basically include measures of national export promotion and assistance to Italian companies in the course of new markets penetration, as well as measures on attraction of foreign direct investment inter alia from developing countries. He mentions that subnational regions of Italy, especially Friuli-Venezia Giulia, Veneto and Sicily, tend to be more and more involved into processes of FDI attraction. Another important trend and particular feature of Italy's modern economic diplomacy is the practice of decentralization of financial management within the MFA system through providing the heads of diplomatic representations with specific competences in this area. Finally, a special emphasis is put on the tight link between instruments of "soft power" and economic diplomacy and their institutional usage, which has deep historical roots.

China is increasingly active in regional cooperation, known as regionalism. This change has been catalyzed by the Asian financial crisis in 1997-98, supported by China's economic power and guided by national economic and political needs. Debates abound on whether China's rise is a threat or an opportunity for other Asian countries or for the world, although little research has been conducted on the policymaking for China's regional economic cooperation or economic diplomacy in general. This paper examines to what extent the trends of professionalization, corporate pluralization, decentralization and globalization (identified in Lampton 2001) from 1978-2000, exist in its policymaking on regional trade cooperation from 1978 to 2000. In this article, 'fragmentation' is used to integrate corporate pluralization and decentralization, as they are horizontal and vertical forms of fragmentation. This study therefore contributes to the understanding of China's 'post-WTO' foreign economic policy, economic diplomacy and its 'good-neighbour' diplomacy mulin waijiao.

The article investigates a transition from globalization to its more restricted model called «slow stabilization» or «slowbalization» in the context of the most decisive challenge to economic diplomacy. The authors of this study identify the problems of globalization, outline possible causes and consequences, and consider the option of returning to comprehensive protectionism as a manifestation of the economic diplomacy of national economic systems in the context of globalization and «slowbalization». The novelty of this work is in using economic diplomacy, in the unique pandemic context, as a driver to support economic recovery, helping to define national and international policies and creating a strong network where government, embassies, consulates, agencies, institutions, companies and households can come together to achieve effective cooperation. The research concludes that economic diplomacy in general, and export promotion agencies in particular, encourage export promotion and trade growth. Authors establish that the strategy of economic diplomacy is the driver of recovery and can assist in the scenario of deceleration defining a clear export strategy, creating a large network that involves all actors and network of offices abroad to spread the exports policy, and employing a wide variety of instruments, such as bilateral, regional, and multilateral agreements.

The profusion of American statistics is a frequent source of astonishment to statisticians of other nations. Statistics are assembled and published by official agencies at all levels of government; by trade and industrial associations; by individual business concerns; by the church, universities, and the press; by professional research organizations; by a multitude of societies and associations with innumerable aims and programs; and sometimes by the plain citizen himself. Collectively, the statistical activities of the nation comprise a system in the same sense that the activities of four and one-half million business units comprise a national economic system.There is, in fact, a functional relationship between the national statistical system and the socio-economic order of which it is a part. The primary functions of social and economic statistics are to illuminate practical problems, to assist in the determination of policies, and to aid in arriving at administrative decisions. No sharp line can be drawn in these respects between public and private affairs. Statistics find their raison d'etre as tools, to be used by public officials and by all manner of private interests, and in each case to make some part of the socio-economic system work more effectively.

Ireland’s involvement in international development has become a significant aspect of its foreign economic policy. Its engagement has moved from priorities that were largely domestically determined in the early 1970s and based on bilateral relationships between Ireland as donor and the recipient programme countries, toward priorities and involvements within a multilateral policy framework. This has come about through Ireland’s increasing engagement with international organizations, particularly the UN and the EU. However as the boundaries blur between Overseas Development Aid (ODA) policy and shared global goals, such as addressing climate breakdown and mitigating the scale of international distributive inequality, this can lead to tensions within countries about the implications of international commitments for the priorities at play in domestic politics. This is evident where Ireland’s ODA-driven commitments in the international field are in tension with domestic policy priorities, but also where tension arises in the area of national economic development policy.

AbstractAccepting that Taiwan has accumulated “soft power” since the introduction of democratic reforms in the late 1980s, this paper assesses Taiwan's external communications during Ma Ying-jeou's presidency and how its soft power resources have been exercised. Demonstrating the strategic turn from political warfare to public and cultural diplomacy, the paper begins with the premise that the priority must be to increase familiarity with Taiwan among foreign publics. It then argues that any assessment of external communications in the Ma administration must consider the impact of two key decisions: first, the dissolution of the Government Information Office and the transfer of its responsibilities for international communications to the Ministry of Foreign Affairs and a new Ministry of Culture, and second, the priority given to cultural themes in Taiwan's external communications.

In light of the increasing convergence between public and private sector accounting models, should local governments be required to adopt requirements similar to the Sarbanes-Oxley Act (SOX)? Survey results from 42.2% of municipal finance officers from Ohio and Florida suggest they embrace in concept the enhanced accountability resulting from adopting principal officer certification (POC) and the independent audit committee (IAC) for larger cities. However, like their counterparts in the private sector, they have reservations regarding the benefits of implementation relative to costs. Theories of innovation diffusion and planned behavior provided a theoretical framework for multivariate analysis. The contradictions in our findings may relate to respondents’ reservations regarding the private sector financial reporting model that is becoming increasingly prevalent in public financial management.

The paper reveals the essence of the system of public financial management (PFM), defines its key elements of the PFM system, and articulates goals and objectives in enhancing employment. The authors definition of PFM is given. A comparative analysis of managerial financial cycles in the public and private sectors of the economy is carried out. The historical aspect of the PFM reforms is also analyzed, and various approaches to financial management (income and expenditure) in the public sector are studied and suggested better ways to improve the busyness of the population. Factors influencing the effectiveness of the PFM reforms are revealed. The challenges faced by financial managers in implementing public finance reforms are analyzed, and the opportunities that can be used to achieve the objectives of the PFM system, some of which are simultaneously challenges are analyzed.
