The article investigates a transition from globalization to its more restricted model called «slow stabilization» or «slowbalization» in the context of the most decisive challenge to economic diplomacy. The authors of this study identify the problems of globalization, outline possible causes and consequences, and consider the option of returning to comprehensive protectionism as a manifestation of the economic diplomacy of national economic systems in the context of globalization and «slowbalization». The novelty of this work is in using economic diplomacy, in the unique pandemic context, as a driver to support economic recovery, helping to define national and international policies and creating a strong network where government, embassies, consulates, agencies, institutions, companies and households can come together to achieve effective cooperation. The research concludes that economic diplomacy in general, and export promotion agencies in particular, encourage export promotion and trade growth. Authors establish that the strategy of economic diplomacy is the driver of recovery and can assist in the scenario of deceleration defining a clear export strategy, creating a large network that involves all actors and network of offices abroad to spread the exports policy, and employing a wide variety of instruments, such as bilateral, regional, and multilateral agreements.

The article deals with the description and analysis of functioning of the Italian national system of economic diplomacy.The author provides an insight into the historical and economic background and conditions of its development from the earliest stages to present time focusing on the latest events (from 2010 onwards).He casts light upon the procedures and mechanisms of interaction between the key national economic-diplomatic agents i.e. ministry of foreign affairs, ministry of economic development, export-promotion agency ITA, investment-attraction agency Invitalia, other authorized bodies (in particular, the Coordination Council on the Internationalization of the Italian Economy - CRII), public and private institutes. The article outlines the main principles of the new system of foreign economic policy "Sistema Paese" which is being implemented since 2011. This concept is based upon efficient cooperation ("team play") between the chief institutes of economic diplomacy with a system approach to elaboration and realizing measures aimed at the internationalization of the Italian business. Innovative elements of "Sistema Paese" do not just imply another reorganization of the MFA, but a completely new approach to issues concerning the position of Italy on the world arena. The author looks into concrete mechanisms of economic diplomacy which basically include measures of national export promotion and assistance to Italian companies in the course of new markets penetration, as well as measures on attraction of foreign direct investment inter alia from developing countries. He mentions that subnational regions of Italy, especially Friuli-Venezia Giulia, Veneto and Sicily, tend to be more and more involved into processes of FDI attraction. Another important trend and particular feature of Italy's modern economic diplomacy is the practice of decentralization of financial management within the MFA system through providing the heads of diplomatic representations with specific competences in this area. Finally, a special emphasis is put on the tight link between instruments of "soft power" and economic diplomacy and their institutional usage, which has deep historical roots.

Strategy of successful development of the national economic systems of countries-leaders the last years is closely related to leadership in research-anddevelopments, by appearance of new knowledge, development of hi-tech production and creation of mass innovative products. Development of innovative potential is not only a way of dynamic development and success but also backer-up of safety and sovereignty of country, to her competitiveness in the modern world. The necessity of introduction in Ukraine of європейських standards of life and exit of Ukraine on leading positions in the world defined the aim of Strategy of steady development «Ukraine 2020» approved by Decree of President of Ukraine № 5/2015 from January, 12, 2015 and plans of operating under implementation of Agreement about an association from ЕС, by the obligations of Ukraine in relation to the achievement of national Aims of steady development on a period 2030 to The basic displays of origin of economic deprivation and destructive deviation of innovative development of enterprises, lighted up questions that touch maintenance and ways of improvement of strategic management of enterprises innovative activity in the system of institutional structure of forming of innovative behavior, are certain in the article. Reformation of economy of country must take place in the conditions of maintenance of certain calls and risks, in particular, it is a threat of escalation of the battle operating on east, authenticity of worsening of the external economic state of affairs on world commodity markets, migratory processes, braking, destructive deviation and депривація of investment activity. A human capital, and also knowledge and results of scientific researches, must become basis of the Ukrainian innovative competitiveness.

Despite the significant challenges in mobilizing investors resources towards sustainable infrasctrure investments in Latin America and the Carribbean, an investment opportunity in low carbon and resilient assets exists and represents a critical step towards a sustainable economic recovery from the financial duress due to the COVID-19 pandemic and its impacts on health and economic systems of the region. This papers contribuition is two-fold: it attempts to estimate and size an ideal sustainable investable pipeline accross the region generated by several policies promoting public-private-partnerships (PPP) in the transport and energy sectors. Then it identifies and details different investment strategies and financial instruments available to institutional investors to invest in the region while mitigating the risks they perceived and hinder the mobilization of their resources. Such strategies discussed in the paper include: joint ventures with local counterparties, direct and active investments in the national markets, and/or access to markets via partnerships with development financial institutions.

Abstrak  Berbagai permasalahan yang terjadi pada UMKM terdampak pandemi cukup dirasakan oleh para pelaku usaha tersebut. Hal ini tentu saja berakibat pada penurunan keuntungan secara signifikan dikarenanakan tingkat produktivitas yang rendah. Langkah terkait pemulihan ekonomi, dalam hal ini pemerintah melalui kementrian keuangan membuat kebijakan luar biasa untuk memitigasi dampak covid-19 dan perlambatan ekonomi dengan membuat Program Pemulihan Ekonomi Nasional (PEN).  Metode penelitian yang digunakan dalam penulisan ini adalah teknik analisis deskriptif kualitatif. Hasil penelitian menujukkan Program Pemulihan Ekonomi Nasional (PEN) memiliki dampak positif bagi sektor UMKM pada masa pandemi covid-19 sebagai langkah kebijakan yang diambil oleh pemerintah untuk mendukung pemulihan perekonomian nasional khususnya sektor UMKM yang memiliki kontribusi cukup besar. Rekomendasi kebijkan penguatan UMKM tidak hanya pada masa pandemi tetapi juga pada masa pemulihan dan pasca pandemi sehingga percepatan pemulihan ekonomi nasional dapat mencapai kestabilannya. Kata Kunci: Program PEN, Kebijkan Pandemi, UMKM  Abstract - The various problems that occur in SMEs affected by the pandemic are quite felt by these business actors. This of course results in a significant reduction in profits due to low productivity levels. Steps related to economic recovery, in this case, the government through the ministry of finance, make extraordinary policies to mitigate the impact of covid-19 and the economic slowdown by creating the National Economic Recovery Program (PEN). The research method used in this paper is a qualitative descriptive analysis technique. The results of the study show that the National Economic Recovery Program (PEN) has a positive impact on the MSME sector during the COVID-19 pandemic as a policy step taken by the government to support the recovery of the national economy, especially the MSME sector which has a significant contribution. Recommendations for strengthening MSME policies are not only during the pandemic but also during the recovery and post-pandemic period so that the acceleration of national economic recovery can achieve stability. Keywords: PEN Program, Pandemic Policy, MSME 


The purpose of the article is socio-geographical and economic justification of trends, models, mechanisms and priorities for improving managerial system of natural economic systems and territorial economic complexes in the context of decentralization based on adaptation of the clusters model of M. Enright. Main material. Mechanism for managing united territorial communities` natural and economic systems development to ensure sustainable geospatial development of territories based on the example of Kherson region has been applied in the article. It has been proven that the effectiveness of reforms’ progress can be ensured by further consolidation of united territorial communities (UTC) and their clustering. Moreover, the clusters can go outside current administrative districts` boundary, which since 2017 has been fully regulated by the law. To prove the mechanism of UTCs consolidation, it has been proposed to use the model of regional clusters of M. Enright, which was adapted for united territorial communities. To determine the prospects for further UTCs consolidation in Kherson region, followed by the definition of economically proved new zoning, the cluster analysis has been applied. The following criteria for clustering have been chosen: income per capita; own income per capita; infrastructure subsidy per capita. Conclusions. Socio-geographical and economic reasons for the reforming tools of the administrative-territorial system based on the example of Kherson region have revealed and substantiated the relevance of cluster approach in the process of UTCs and their associations` formation. UTCs associations aim to stimulate their development, rationally use available and potential resources, to ensure joint investment activities and project-management. It has been proposed to implement UTCs consolidation on the basis of cluster approach. Clustering, as the example of Kherson region, has been carried out based on the key socio-economic indicators per capita, namely: own incomes, infrastructure subsidy and basic / reverse subsidy. This allowed us to identify and map clusters of the formed UTCs and identify prospects for area without UTCs incorporation (within relevant village councils). UTCs consolidation was based on the characteristics of capacity, self-sufficiency, sustainable development, territorial and functional balance of community interests. This will allow to develop methodological and procedural recommendations for strategic documents at UTC level. Their relevance will be increased in the context of climate change and tackling national economic crisis.

In modern conditions, ensuring the security of economic systems is interconnected with the categories “sustainability” and “development”. Sustainability of an economic system reflects the reliability and strength of its constituent elements, the efficiency and inviolability of horizontal and vertical links within the system itself. Development is one of economic security components, since the lack of development significantly reduces the ability to resist and adapt to internal and external threats. The security of the national economic system is considered as the ability to survive and develop steadily in the conditions of turbulence and the influence of hard-to-predict factors. The success of economic development is largely determined by significant structural changes based on innovation. Consequently, dynamic innovative development must have an adequate innovative structure. “Innovatization” as an economic category is a process of accumulation, preservation, use and development of the innovative potential of the economic system’s acting entities. The economic theory of economic systems’ innovatization is one of the demanded economic paradigms of our time for most developed and developing countries of the world, including Russia. This is due to the decisive role of innovations in the development of economic systems and, as a result, this is as a source and one of the criterion indicators of economic security. The authors, using the holistic approach and the method of structural-logical decomposition in the study, revealed the content and forms of innovatization in economic development structures as a basis for ensuring economic security.

New trends in market relations require new methods to solve issues towards TNCs and other actors within multilateral diplomacy. The use of economic diplomacy and responsible business is essential for TNCs to achieve the sustainability in global trading system. It is important due to frequent political changes in the modern world, to which TNCs are highly susceptible, and therefore, must be reliably protected by revised international law, clearly enshrined into relevant multilateral agreements. As the legal status of TNCs is somehow blurred, the cases of unstable TNCs performance due to political atrocities may occur. The latter leads to disruptions in their work making them to obey states' interests and further concern of the issue from states and global business entities. The disruption of both agent interests creates an overall economic instability and negatively affects the process of sustainability achieving. The work summarizes some problems TNCs face due to confrontation between states, and the question of the importance of economic diplomacy use and legal support for TNCs.

Numerous studies in the field of development of national and international policy measures in the field of ensuring the dynamically sustainable and balanced development of national economic systems and the global economy as a whole are devoted to the issue of increasing the competitiveness of innovative entrepreneurs. In market conditions, the high competitiveness of innovative entrepreneurs is the key to high and stable profits. In this article the author investigates and proposes a system of factors that determine the competitiveness of innovative entrepreneurs. Taking into account the studied theoretical, methodological and practical sources on the stated topic of the presented dissertation research, the author proposes to consider the influence of conditions and factors influencing the formation of competitive potential of innovative entrepreneurs in the internal and external context. Also, the author draws attention to the need of understanding that the presence of competitive potential in the subject of innovative entrepreneurship does not mean that it has unconditional competitiveness, management must have key competencies in order to turn competitive potential into competitive advantage,. In this regard, it is necessary to develop and form a methodology for assessing the competitiveness of innovative entrepreneurs, which, inter alia, will show whether the management of the entity has the necessary key competencies. In connection with the above, we can say that the factors that affect the formation of competitive potential may contribute to, and may counteract the receipt of the necessary (necessary) economic and other effects (business rents) from the main and other activities of the sub object of innovative entrepreneurship. Speaking about classification of conditions and factors influencing the formation of the competitive potential of the subjects of innovative entrepreneurship, it should be noted that a single classification approach currently does not exist. Thus it is possible to allocate some basic approaches to classification in scientific domestic and foreign literature.
