Factors Affecting Agricultural Land Conversion in the Irrigation Organizationof Subak Sebuah, Kerobokan Urban Village, Sub-District of Kuta Utara,Badung Regency, Bali The research aimed to investigate the factors that affect the conversion of agriculturalland and the dominant factors that affect the conversion of agricultural land in thetraditional irrigation organization of Subak Sebuah, located at Kerobokan Urban Village,Sub-District of Kuta Utara, Badung Regency, Bali. The location was chosenpurposively in Subak Sebuah, Kerobokan Urban Village, Sub-District of Kuta Utara,Badung Regency, Bali. The number of respondents was 70 people by using quotasampling method. This research used factor analysis. The findings showed that factorsaffecting the conversion of agricultural land in the Subak Sebuah are economic factors(land selling price, land leasing price, farm income, household expenditure), socialfactors (following neighbors, age, and the number of family members working outsidethe agricultural sector) and land conditions factors (availability of irrigation water,access to irrigation water, land area before conversion, and location of land). Thedominant factors affecting the conversion of agricultural land in Subak Sebuah,Kerobokan Urban Village, Sub-District of Kuta Utara, Badung Regency, Bali are theeconomic factors.

This study aims to: (1) Knowing the dynamics of fiscal policy and the performance of the agricultural sector, (2) Analyze the factors that influence fiscal policy and the performance                   of the agricultural sector, and (3) Analyzing the impact of fiscal policy on the performance of the agricultural sector. The data used in this study were pooled 2005-2013 data in the aggregate. Econometric model the impact of fiscal policy on the performance of the agricultural sector is built in the form of simultaneous equations, consisting of 7 equations with 25 total variables in the model, 7 endogenous variables, 12 exogenous variables, and 6 variables lag. The model is estimated by 2SLS method SYSLIN procedures and historical simulation with SIMNLIN procedure.The results showed that: (1) The development of fiscal policy in Southeast Sulawesi from year to year tends to increase, (2) The performance of the agricultural sector from the aspect of GDP has decreased, from the aspect of labor is still consistent, in terms of investment to grow positively, and assign roles which means to decrease the number of poor people, (3) factors affecting fiscal policy is local revenues, equalization funds, other revenues, as well as the lag fiscal policy, (4) the factors that affect the performance of the agricultural sector from the aspect GDP is labor, direct expenditure and GDP lag; from the aspect of labor is the total labor force, investment, land area, direct expenditure, as well as the lag of labor; from the aspect of investment is influenced by GDP per capita, land area, interest rates and investment lag; as well as from the aspect of poor people, are affected by population, investments, direct expenditure and poverty lag, (5). Fiscal policy impact on the agricultural sector GDP increase, a decrease in the number of poor, declining agricultural laborers, and a decrease in the amount of investment in the agricultural sector.Keywords: Fiscal policy, the performance of the agricultural sector, the simultaneous equations

Background: Pulses are one of the most important food crops grown globally owed to their higher protein content. It also accounts for larger financial gains of the agricultural sector by amounting for a large part of the exports. The present study was carried out to determine the factors affecting production of pulse crops in Rajasthan. Methods: This paper based on secondary data collected over the years i.e. from 2000-01 to 2017-18. The Cobb-douglas production function was used to the observation for the estimation of elasticity of selected variables contributing to the production of pulses in Rajasthan state, Cobb douglas type production function was employed to assess the effects of seed, fertilizer, manure, human labour, irrigation, bullock labour and plant protection measures on pulses production. Result: The results from the study have shown that fertilizer and plant protection measures were positively significant while the variable corresponding to irrigation water was negatively significantly affecting the gram production. The variables such as seed and irrigation water were found positive and significant, while plant protection measures had significant negative effect on black gram production. Only two variables namely, fertilizer and irrigation water were found positively significant out of estimating production function of green gram.

Abstrak  Pertumbuhan  penduduk dan dinamika pembangunan telah menggeser pemanfaatan lahan yang akhirnya menimbulkan kompleksitas permasalahan lahan yang semula berfungsi sebagai media bercocok tanam (pertanian), berangsur-angsur berubah menjadi multifungsi pemanfaatan. Berubahnya pemanfaatan lahan pertanian ke non pertanian dapat disebut juga sebagai alih fungsi lahan. Kabupaten Aceh Besar adalah salah satu kabupaten yang terus menghadapi permasalahan alih fungsi lahan, khususnya lahan sawah. Alih fungsi lahan ini mengakibatkan luas lahan sawah di Aceh Besar terus menurun. Lahan yang paling banyak mengalami alih fungsi lahan adalah jenis lahan sawah yang menjadi lahan non pertanian. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor yang menyebabkan terjadinya alih fungsi lahan sawah dan mengidentifikasi dampak sosial dan ekonomi yang dialami petani mantan pemilik lahan akibat alih fungsi lahan sawah menjadi lahan non pertanian. Berdasarkan hasil regresi secara parsial dari analisis regresi faktor harga jual, kebutuhan hidup dan kondisi lahan berpengaruh nyata terhadap konversi lahan sawah di  Kecamatan Baitussalam Kabupaten Aceh Besar. Bedasarkan hasil regresi secara serempak dari hasil regresi didapatkan bahwa harga jual, kebutuhan hidup dan kondisi lahan secara serempak mempengaruhi konversi lahan sawah di Kecamatan Baitussalam Kabupaten Aceh Besar. Berdasarkan isu dampak sosial sebagai akibat alih fungsi lahan di lihat dari keinginan kondisi lama, meningkatkan rasa kerjasama dan kekeluargaan, serta kemampuan memenuhi kebutuhan keluarga mendapatkan hasil yang positif dengan nilai ≥ 50%. Berdasarkan isu dampak ekonomi sebagai akibat alih fungsi lahan di lihat dari peningkatan pendapatan mendapatkan hasil yang positif dengan nilai ≥ 50%.Impact Of Paddy Fields Function  On Community Socio-Economic Conditions Of Baitussalam District, Aceh Besar RegencyAbstract  Population growth and the dynamics of development have shifted land use which eventually led to the complexity of the problem of land that used to function as a farming medium (agriculture), gradually becoming a multifunctional use. Changing the use of agricultural land to non-agriculture can also be referred to as land conversion. Aceh Besar District is one of the districts that continues to face the problem of land conversion, especially rice fields. The conversion of this land function has caused the area of paddy fields in Aceh Besar to continue to decline. The land that has experienced the most land use change is the type of rice field that becomes non-agricultural land. This study aims to identify the factors that cause the conversion of paddy fields and identify the social and economic impacts experienced by farmers former landowners due to the conversion of paddy fields to non-agricultural land. Based on the partial regression results from the regression analysis, the factors of selling price, life necessity and land conditions have a significant effect on the conversion of paddy fields in Baitussalam District, Aceh Besar District. Based on the simultaneous regression results from the regression results, it was found that the selling price, life needs and land conditions simultaneously affected the conversion of paddy fields in Baitussalam District, Aceh Besar District. Based on the issue of social impacts as a result of land use change seen from the desires of the old conditions, increasing the sense of cooperation and kinship, as well as the ability to meet family needs get positive results with a value of ≥ 50%. Based on the issue of economic impact as a result of the transfer of land functions, it can be seen from the increase in income that has a positive result with a value of ≥ 50%.

The available water condition is smaller than the need of irrigation water of agricultural land that is needed is an expression of conflict in the field. To overcome this is by the regulation of several parameters, including the regulation of planting schedule and reduction of land area. The model of irrigation system used is based on the optimum area regulation of cultivable land. Parameters used to overcome this problem are planting schedule, land failure risk and k factor. The k factor is the ratio of water availability to the water requirement. The output of this system is optimal net benefit based on alternative land area of irrigation. The result of the formula will show the optimal amount of land that produces the optimal net benefit based on certain cropping schedule and certain effective rainfall. The system will also demonstrate that optimization will be achieved if there is a water balance between the availability and demand for irrigation water. The system referred to in this study is a dynamic system. The purpose of this research is to make early design of dynamic system to optimize agricultural irrigation system. The results obtained in this research form the formation of feedback loops and interaction between loops with each other on irrigation systems of agricultural land.

West Sumatra is one of the tobacco producing provinces in Indonesia and the largest producer is Limapuluh Kota Regency. The majority of the population of Limapuluh Kota Regency livelihoods as farmers and one of them is tobacco farmers. The profession of tobacco farmers is often a seasonal profession for the community. Because the price, production and area of tobacco land are fluctuating. This research aims to find out the potential of tobacco farming to farmers' incomes in terms of income when compared to UMP West Sumatra, business feasibility, minimum land area and price. Research methods are survey using questionnaire instruments. The data used is primary and secondary data. Data analysis methods use income analysis, Z test comparison analysis, feasibility analysis, minimum land area and price. The results showed that the analysis of wet and dry tobacco farm income has the potential to provide benefits for farmers indicated by the value of the R/C feasibility analysis > 1. Comparative analysis with UMP West Sumatra using Test Z showed if the H1 hypothesis was accepted. Analysis of land area and minimum selling price shows that land area and price level appropriate to achieve income level in accordance with UMP West Sumatra.

Agricultural land conversion (ALC) is an incentive–driven process. In this paper we further investigate the inter–relationship between land economic value (LEV) and ALC. To achieve this goal, we calculated LEV for agricultural and non-agricultural (housing) uses in two areas in East Java, Indonesia. The first area represents suburban agriculture, facing rapid urbanization and experiencing high rate of ALC. The second area represents rural agriculture with zero ALC. Furthermore, we identified factors affecting LEV in both areas for both uses. The resut of this study show that agricultural land yielded higher economic benefit in rural area. Conversely, comparing to agricultural land, housing creates 7 times higher value in urban area. Moreover, agricultural land shown to create higher profit after converted. Ironically, the similar comparison doesn’t exists in rural area. Agricultural land only yielded 19% more value, indicate that agricultural land can be easily converted. It is also proven by the growing number of new urban core in the periphery area. There are several factors affecting land economic value, for agricultural use, soil fertility, accessibility, and cropping pattern are important variables. While accessibility and location in urban area increases land value for housing.

Abstrak. Lahan pertanian di wilayah pinggiran kota besar di Indonesia, sangat rentan mengalami alih fungsi menjadi kawasan non pertanian. Kegiatan pemantauan lahan secara periodik dalam bentuk penelitian terhadap alih fungsi lahan sawah sangat diperlukan untuk menemukan apakah Rencana Tata Ruang Wilayah Kabupaten yang telah ditetapkan tersebut berjalan sesuai dengan perencanaannya atau telah terjadi ketidakselarasan. Penelitian ini bertujuan mengetahui perubahan penggunaan lahan sawah tahun 2007-2016 dan untuk menghitung prediksi ketersediaan lahan sawah dan produksi beras tahun 2017-2026 di Kecamatan Darussalam Kabupaten Aceh Besar. Hasil yang diperoleh dari penelitian ini yaitu luas lahan sawah di Kecamatan Darussalam telah berkurang sebesar 1.068 ha atau 56,9% selama tahun 2007-2016. Sebaran sawah aktual akan mengalami defisit kecukupan lahan sawah terhadap kebutuhan beras di Kecamatan Darussalam  di periode tahun 2024-2025.Prediction Of Paddy Fields Availability Using Forecasting Method In Darussalam Sub District)Abstract. The agricultural land at suburban region in Indonesia, is very vurnerable to being converted into non-agricultural sector. The land monitoring activities in study form against paddy fields land conversion is very necessary to figure out whether the District Spatial Plans that had been set goes according to the planed or there have been inconsistencies. This study aims to know the change of paddy fields land use in 2007-2016 and to calculate the predictions of availability  of paddy fields and rice productions on 2017-2026 in Darussalam, Aceh Besar Districts. The results obtained from this study are the paddy fields in Darussalam Sub Districts have decreased by 1,068 ha or 56,9% during 2007-2016. The actual paddy fields swill be deficit in the adequacy of paddy fields to the needs of rice in Darussalam Sub Dictricts in 2024-2025.

This study aims to know and identify the cause of land conversion in East Bolaang Mongondow Regency. This research will be conducted for 3 months. The data in this research is secondary data. Secondary data is data obtained by related institutions such as BPS (Central Bureau of Statistics), sub-district office and village office. The method used is descriptive method. The results showed that the cause of the occurrence of agricultural land conversion in East Bolaang Mongondow Regency due to the increasing number of population and economic factors that encourage people willing to sell their plantation land to be a place of business and government policies for road construction. From the three factors of land conversion, most the prominent is the increasing of population.*jnkd*.

Bio-slurry is the residual product of biogas processing waste through the decomposition process without oxygen (anaerobic). Bio-slurry can be used as organic fertilizer for agricultural land. This study aims to: 1) assess the value of willingness to pay (WTP) for bio-slurry fertilizer, 2) find factors affecting farmer’s willingness to pay (WTP) of bio-slurry fertilizer. The research was carried out from January to February 2020 in Central Java. Determination of the location is purposive based on the farmers in Magelang and Demak Regency that have utilized biogas waste to be organic fertilizer and had been commercialized. Primary data were obtained from 80 farmers using purposive sampling, with the aid of questionnaire. Data analysis using contingent value method (CVM) to evaluate the farmer’s willingness to pay and logistic regression to analyze its determinant factors. The result showed that farmer’s willingness to pay (WTP) rate of bio-slurry fertilizer was IDR. 937,5/kg, which was above the market price. The determinant factors are farm income, education, price, and experience using organic fertilizer positively related to farmers’ willingness to pay bio-slurry fertilizer whereas land area negatively related to farmers’ willingness to pay bio-slurry fertilizer. The value of willingness to pay show the opportunity for bio-slurry fertilizer to survive in market by taking into account continuity of production and quality.
