Law enforcement discrimination in handling the theft of electric flow in Dili District of Timor Leste, about the treatment to fellow citizes (discrimination) because the people’s welfare must be the highest law in a country “salus publika supreme lex”. This research is an empirical yuridical law research. This is descriptive research by using primary data and secondary data. The result of this research indicate that every service given by the government through electricidade de Timor Leste (EDTL) as electrical energy distributor starting from the generation of transmission and distribution of electrical energy which become the source of supply to all society that widespread in Dili District of East Timor. In fact, deviates from the mandate of constitution which exist for the welfare of people. The deviations that occur are followed up by unfair law action toward the various level/group that exist in the society as the costumer. Injustice in handling is basically due to the interference of power both economic or political. Diskriminasi Penegakan Hukum Dalam Penanganan PencurianAliran Listrik Di Distrik Dili Timor-Leste, tentang perlakuan terhadap sesama warga negara secara (Diskriminasi) karenakesejahteraan rakyat harus menjadi hukum tertinggi dalam suatu negara “salus publica suprema lex”. Penelitian ini merupakan penelitianhukum yuridis Empirik. Sifat penelitian ini adalah deskriptif yang mempergunakan data primer dan data sekunder.Hasil penelitian nenunjukan bahwa Setiap pelayanan yang diberikan pemerintah melalui Electricidade de Timor Leste(EDTL) sebagai penyalur energi kelistrikan mulai dari pembangkitan transmisi dan distribusi energi listrik yangmenjadi sumber pasokan ke seluruh masyarakat yang menyebar luas di Distrik Dili Timor Leste pada kenyataanya menyimpang dari amanat konstitusi yang ada untuk kesejahteraan rakyat. Penyimpangan yang terjadi ditindaklanjuti dengan tindakan hukum yang  tidak adil terhadap berbagai tingkatan/golongan yang ada dalam masyarakat sebagai pelanggan. Ketidakadilan dalam penanganan yang semestinya pada dasarnya terjadi karena adanya interfensi kekuasaan, baik ekonomi maupun politik.

The misuse of social media that causes defamation Decision: No 574 K / pid.sus / MA / 2018, is one of the many legal problems that have been ensnared due to the misuse of social media. The author uses three types of data sources, namely primary data sources of data obtained from laws and Supreme Court decisions. And secondary data data obtained from law books, law magazines and legal writings. And the last is tertiary legal material is complementary legal material obtained from dictionaries and the internet. and data analysis using qualitative data which is data in the form of words that talk about statutory regulations. The results of the research show that in the application of law enforcement of the ITE Law article 27 paragraph 1 in conjunction with article 45 paragraph 1 there is still a sense of injustice for the community, factors that must also be considered in imposing sanctions on victims of Baiq Nuril. and sociology of law and a strong conscience against actions or decisions in law enforcement. In this case, the government should have strict supervision of the use of information technology. This is aimed at preventing and overcoming efficiently and effectively the act of defamation through social media.

This research is based on the assumption that the rise of homeless and beggars in the City of Alor Setar. This condition has caused disrupt the beauty and comfort of the city as a result of cancer suffered by the city and the State. For this reason, the government through the Kedah Community Virtue Position has built a transit house as a temporary stopover place for which they are then given guidance on Islamic counseling. Based on the facts above, this study answers the problem formulation, namely how to guide Islamic counseling in tackling homelessness in the City of Alor Setar by the Office of Benevolent Society of the State of Kedah, Malaysia. To answer these questions, this study uses descriptive qualitative methods.This study aims to describe the techniques of Islamic Counseling Guidance conducted by Counselor officers in counseling activities carried out by counselors from the Department of Public Virtue to the homeless in the City of Alor Setar. This research is a qualitative research, namely a type of field research field research, the nature of descriptive research, this study uses interview, observation, and documentation data collection techniques. Interviews were conducted with counselors and midfielders who had participated in Islamic counseling activities in the City of Alor Setar Negeri Kedah Darul Aman, Malaysia. Observation was carried out Islamic counseling guidance techniques used and the process of Islamic counseling in the Office of Benevolence of the Community of Kedah Darul Aman, Malaysia. Photo documentation of Islamic counseling activities. The data source of this research is primary data and secondary data. Qualitative data analysis with deductive deduction method. From the results of this study the Islamic counseling process in the public virtue  position using three homeless people can follow the stages of counseling well so that the homeless can be firm in his faith, especially mental and mental health, can control themselves and understand what is ordered and forbidden by Allah SWT so that when the homeless people have come out to the outside community they no longer feel inferior and can also adjust to society.

AbstractThe border area is one of the national strategic areas, the development of border areas is often faced with various security, defense, economic, social and cultural issues. The vulnerability of violations occurring in the Indonesia-Malaysia border region can cause many problems that arise from illegal border crossers, Smuggling of Goods, Illegal Workers, Terrorism. In this essay investigate the extent of government efforts in reducing border violations in Indonesia-Malaysia border region especially in Nunukan district. This research was conducted by Nunukan Regency in several agencies that handle border issues, Nunukan District Government Office, District Command 0911 of Nunukan, Ministry of Immigration Nunukan District, Navy Command Nunukan District This research was conducted by data collection method (field research), to obtain primary data through interview with the competent party in this research, and by method of literature research, to obtain secondary data through binding legal materials. Post-border crossings in Sei Pancang have a significant impact on border residents who want to pass. This can lead to a large number of illegal borderline subscribers. Di essay ini menyelidiki sejauh mana upaya pemerintah dalam mengurangi pelanggaran tapal batas di kawasan perbatasan Indonesia-Malaysia khususnya di kabupaten Nunukan. Penelitian ini dilakukan Kabupaten Nunukan di beberapa instansi yang menangani masalah perbatasan, Kantor Pemerintahan Daerah Kabupaten Nunukan, Komando Distrik 0911 Kab. Nunukan, Kementerian Keimigrasian Kab. Nunukan, Komando Angkatan Laut Kab. Nunukan. Penelitian ini dilakukan dengan metode pengumpulan data (field research), untuk memperoleh data primer melalui wawancara dengan pihak yang kompeten dalam penelitian ini, dan dengan metode studi literatur (literature research), untuk memperoleh data sekunder melalui bahan-bahan hukum yang mengikat. Pasca pentupan pos lintas batas di Sei Pancang berdampak signifikan terhadap warga perbatasan yang ingin melintas. Hal ini dapat memunculkan banyaknya pelangggar batas illegal. Unlicensed mining has been a worldwide issue, including several regions in Indonesia, such as Southeast Sulawesi Province and East Java. The issue that will be examined in this paper is the policies to overcome the unlicensed mining in Southeast Sulawesi Province and East Java. In order to answer the issue, the type of research is socio-legal, by using the primary data in the form of interview result and secondary data in the form of documents the data were obtained from field study and study of literature. The research result shows that the effort to overcome the unlicensed mining by the Government of Southeast Sulawesi Province and East Java are different. The Government of Southeast Sulawesi Province applies the alternative policies such as the unlicensed mining control, aside from the law enforcement policy conducted by the police, prosecutor, and court. This differs from the Government of East Java which views that the law enforcement policy as the only means to overcome unlicensed mining. Unlicensed mining control conducted in Southeast Sulawesi could be an alternative policy since it delivers benefit such as the gaining of valid data of the unlicensed mining location, increasing the community awareness, as the instrument to protect the environment and so forth.

The Core Country Plantation (PIR) is the government program to improve the welfare of smallholders. The purpose of this research is to identify the state of the development of Core Country Plantation (PIR) in Keerom district. This research is qualitative descriptive research. Data collection in this study with two types of data is primary data and secondary data. The results of the identification show that the factors that caused a decline in welfare have an impact on the socio-economic dynamics caused by the low yields of palm oil production. As a solution, the government provides a nucleus plantation program (PIR), to overcome socio-economic dynamics in the Papua border area of Keerom Regency.

Tujuan penelitian ini adalah untuk membahas mengenai kinerja subsektor tanaman pangan dan strategi dan kriteria program yang diprioritaskan untuk mengembangkan usahatani tanaman pangan di Kabupaten Kebumen .Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif. jenis data dalam penelitian ini menggunakan jenis data sekunder dan primer. Kontribusi PDRB paling tinggi di Kabupaten Kebumen adalah sektor pertanian khususnya subsektor tanaman pangan. Namun dari tahun ketahun distribusi subsektor tanaman pangan  menurun. Pada tahun 2009 kontribusi tanaman pangan sebesar 26,65% menurun menjadi 23,66% pada tahun 2013. Padahal pemerintah Kabupaten Kebumen mempunyai visi “Kebumen yang Mandiri dan Sejahtera Berbasis Agribisnis”. Penelitian ini menggunakan data primer melalui instrumen kuesioner dan wawancara sebanyak 35 orang  dengan 10 key person dan menggunakan data sekunder yaitu instansi terkait dan literatur buku. Penelitian ini menggunakan Analisis Hierarki Proses (AHP).Hasil analisis AHP menunjukkan terpilihnya aspek budidaya (nilai bobot 0,311) sebagai prioritas utama dalam pengembangan tanaman pangan di Kabupaten Kebumen. Sedangkan strategi yang diutamakan adalah pendampingan kepada petani untuk menerapkan teknologi budidaya tanaman pangan yang tepat.  The purpose of this study is to discuss the performance of food crop sub-sector and strategy and criteria of the prioritized program to develop food crop farming in Kebumen District. The type of research used in this research is descriptive research. the type of data in this study using secondary and primary data types. GNP contributions highest in Kebumen is the agricultural sector, especially food crops. But from year to year, the distribution of food crops declined. In 2009 the contribution of food crops amounted to 26.65% decreased to 23.66% in 2013. Where as the government of Kebumen has a vision "Kebumen an Independent and Prosperous Based Agribusiness".This research  uses primary data through questionnaire and interview as many as 35 people with 10 key persons and the use of secondary data that is relevant agencies and literature books. This study uses Analytical Hierarchy Process (AHP). AHP analysis results showed the election of aspects of culture (the weight value 0.311) as a top priority in the development of food crops in Kebumen. While the preferred strategy is the assistance to farmers to implement crop cultivation technology right

This research aims to determine the strategy of business development of patchouli oil farmers in improving economic welfare, to analyzing obstacles or barriers in running the cultivation and production of patchouli oil in central Meranti The district of Pintu Pohan Meranti Toba Samosir Regency. This type of research is descriptive research with a qualitative approach because the research intends to understand what phenomena experienced by the subject of research. The method of determining the area of the research use Purposive technique or deliberate with consideration of Central Meranti is one of the villages that the majority of its citizens still hang the livelihood as a patchouli oil farmer. Data collection methods are obtained from primary data and secondary data where primary data is obtained through interviews with Informans as well as direct observations of the field, and secondary data is obtained from the relevant agencies. The Data obtained is then analyzed using SWOT analysis. The results showed that there were only 2 families that still maintain patchouli oil farming efforts with patterns and strategies to develop this business in a simple way. Patchouli marketing is also do by selling directly due to price fluctuations that happen very often. In addition, the limited information such as the writing and socialization of a patchouli is still very limited from the government to the farmers so that more and more farmers are switching commodities.

This journal aims to find about Ownership disputes land rights Related to land registration in Makassar city. The purpose of this study is : 1. to analyze the factors affecting the dispute over ownership of land that has been registered in Makassar. 2. to analyze how far the solutions are provided by the government in resolving ownership of land that has been registered.This research is descriptive research with empirical juridical approach method. Research method used is method by using primary and secondary data with data collecting technique that are interview and questionnaire. The population of this study are the employee office of the state land agency Makassar and public figure. Sample in this research is 30 respondents by using technique purposive sampling.The results of this study shownthat : (1). the factors affecting the dispute over ownership of land are Legal factors, law enforcement factors, facilities and infrastructure factors. (2). There are two solutions are provided by the government in resolving ownership of land, that was The national land agency facilitates to do mediation and Solutions through the judiciary, negotiations, and others Depending on the perpetrators leading in the direction of a good solution to them. Recommendation of this research is Government is expectedPlay an active role So that people did not have problems in dispute signs in the future, that is Increased administration to be more thorough in making land certificates In order to minimize the dispute. With the development and welfare reasons, the government diverts thousands hectare civil‟s gardens for the sake of oil palm plantation development. Beside the unfair handing the Ulayat land mechanism, the switch function of productive agricultural lands led to growing economic inequality which lead to the conflict. Therefore, the thought of Abu Ubaid in the book of al-Amwal regarding the law and politics in the land or plantations as a benchmark in achieving solution upon the issue. The research question in this study namely: How does the view of Abu „Ubaid about the government's role in the distribution and management of plantations? and what kind of policies is needed, so it can effectively decrease the gaps in the current farm/land owner?. The methodology in this present study used descriptive research which is library-based research. The data were analyzed qualitatively. Data used in this study is qualitative data obtained from an authentic source comprising a source of primary data and secondary data sources. The results show that that the law and the way of Abu „Ubaid provide a solution to the inequality of land ownership is very different from the government policy in Indonesia. One of the policy which is to clarify over the abandoned land by tenants is for three years and then the government takes the right for the land. Nowadays the needs of the house are difficult to obtain, although the government is always active and strives to carry out housing development. In the midst of the limited ability of the government, has led to business opportunities to meet the needs of community housing, commonly referred to as developers. Developers in providing homes often do not provide clear information relating to the specification conditions of the house to the consumer. The problems discussed in this thesis writing is, first how the form of legal protection of the consumer for misleading housing ad information? Second, how is the business actor's responsibility for misleading home advertising information? This research is an analytical descriptive research, with normative juridical approach as main approach and empirical juridical as supporter. The data used are secondary data and primary data collected through literature study and field study with interview technique. The analysis is done qualitatively and presented in the form of qualitative descriptive. Based on the results of research that has been analyzed it can be concluded, firstly, forms of legal protection of misleading housing ad information, for the actions undertaken by developers PT. Bangun Persada Sejatera to Villa Anggrek housing consumer, the consumer as an injured party can make various legal efforts to fight for his rights through: the settlement of consumer dispute through litigation and settlement of non-litigation consumer disputes. Secondly, the business actor's responsibility for misleading housing advertising information is that the consumer is entitled to submit his / her complaint relating to the house in the maintenance warranty period of 100 (one hundred) calendar days. Developers as business actors will seek every improvement that complained by consumers. If the consumer feels aggrieved by the business actors, the entrepreneur shall be obliged to provide compensation, compensation and / or reimbursement for loss caused by the user, user and the utilization of the goods and / or services that have been traded.
