This research is based on the assumption that the rise of homeless and beggars in the City of Alor Setar. This condition has caused disrupt the beauty and comfort of the city as a result of cancer suffered by the city and the State. For this reason, the government through the Kedah Community Virtue Position has built a transit house as a temporary stopover place for which they are then given guidance on Islamic counseling. Based on the facts above, this study answers the problem formulation, namely how to guide Islamic counseling in tackling homelessness in the City of Alor Setar by the Office of Benevolent Society of the State of Kedah, Malaysia. To answer these questions, this study uses descriptive qualitative methods.This study aims to describe the techniques of Islamic Counseling Guidance conducted by Counselor officers in counseling activities carried out by counselors from the Department of Public Virtue to the homeless in the City of Alor Setar. This research is a qualitative research, namely a type of field research field research, the nature of descriptive research, this study uses interview, observation, and documentation data collection techniques. Interviews were conducted with counselors and midfielders who had participated in Islamic counseling activities in the City of Alor Setar Negeri Kedah Darul Aman, Malaysia. Observation was carried out Islamic counseling guidance techniques used and the process of Islamic counseling in the Office of Benevolence of the Community of Kedah Darul Aman, Malaysia. Photo documentation of Islamic counseling activities. The data source of this research is primary data and secondary data. Qualitative data analysis with deductive deduction method. From the results of this study the Islamic counseling process in the public virtue  position using three homeless people can follow the stages of counseling well so that the homeless can be firm in his faith, especially mental and mental health, can control themselves and understand what is ordered and forbidden by Allah SWT so that when the homeless people have come out to the outside community they no longer feel inferior and can also adjust to society.

This study aims to (1) identify the level of untidiness of setllement area in Sindulang Satu Urban Village based on identification of slum conditions (physical), other considerations and legality of land at the site, (2) analyze the pattern of handling the slums and choose the appropriate pattern to be applied to the region. Region slums in the city of Manado North Sulawesi selected as the study area. Limitation of the study area is determined on a region-located strategically Sindulang One area that affects the tourism sector as well as residential typology which is a blend of rolling hills and waterfront settlements (DAS Tondano) and the beach (Boulevard Phase II). The research was conducted for 2 (two) months from the month of January 2017 to February 2017. Methods of data collection is done by the method of field research (Field Research Methods) as well as with library research methods (Library Research Methode). The data used in this research is the primary data collected and processed its own form of existing data found in the object of research is the identification of space utilization, status of ownership of land and buildings, state of the infrastructure and facilities of existing settlements. In addition, also used secondary data is data obtained from other parties or data that are processed or published by various government agencies (Kotaku. 2016). The variables used in this study is the data on the observation of research sites, including the identification of the condition of untidiness / physical, identification of other considerations and identification of the legality of the land, as follows: (1) The condition of the building, (2) The condition of roads, with criteria ie the coverage of the environment and the quality of the road surface environment, (3) the condition of water supply, (4) the condition of drainage environment, (5) Condition wastewater management, (6) Conditions waste management, (7) the condition of fire protection, (8) another consideration, (9) The legality of land. The analysis was performed with regard to the object of analysis and interpretation of the data description of the physical condition, other considerations and the legality of land obtained in the field / location of research and literature review, then associated with a pattern appropriate treatment to be applied to an area of research. The analysis was performed using analysis techniques Formula Rate location based on the Minister of Public Works and Public Housing No. 02 / PRT / M / 2016 on Improving the Quality of the Slum Housing and Slum (Anon. 2016). Then the pattern of treatment in improving the quality of slum area carried out in accordance with Law No. 1 of 2011 Article 97 (Anonymous, 2011), through (1) The restoration; (2) Rejuvenation; or (3) Resettlement. Handling practices followed by management to maintain the quality of housing and settlements. The research showed that (1) the area of Sindulang One Urban Village is one area of slums in the city of Manado with typologies / characteristics of settlements in the hills, plains and the waters edge (DAS Tondano and the waterfront) is based on the identification of the condition of untidiness, other considerations and the legality of land categorized as slum heavy that its existence is affecting the level of the city of Manado in general untidiness, therefore, this area can be prioritized to be one of the priority areas in the handling of the slums. The pattern of treatment that can be done to do that is the rejuvenation of the city with alternative land sharing to maximize the feasibility of the location to the fulfillment of environmental facilities and public facilities on land that is legal, and the land consolidation which is a pattern of development that is based on the wisdom of setting land ownership to improve the quality of life and maintenance resources natural as well as maximizing the strategic location of the region.

ABSTRACTThe background of this research by still violations freight car or truck against these rules (network traffic) in Jalan Basuki Rahmat and Jl R. Soekamto at hour 6:00 to 9:00 pm. This study aims to determine the implementation Perwali Palembang Number 59 Year 2011 concerning Route Setting of Freight Cars in Palembang. This study uses descriptive qualitative research with descriptive research. The data used are primary data and secondary data. Data was collected through observation, interview and documentation. This study uses the theory of Policy Implementation Ripley and Franklin, where the success of policy implementation is influenced by three dimensions: (1) the level of compliance, (2) a smooth routine functions and (3) the performance and impact of the implementation desired. Based on field research results show for the dimensions of the level of compliance in the implementation of Palembang Perwali still not maximal, fluency routines function has not run smoothly, and the performance and impact of the implementation and the maximum desirable yet not been reached. The conclusion from this study is that the implementation of Perwali Palembang Number 59 Year 2011 concerning Route Settings of Freight Cars in Palembang (Studies in Basuki Rahmat street and R. Soekamto street) have not been successful. This study gives suggestions for traffic rules are adhered to and implemented the network it is necessary to increase the frequency of monitoring and sanctioning the firm.

This article discusses the implementation of wages in agriculture in Nagari Bukit Kandung Subdistrict X Koto Atas, Solok Regency in a review of muamalah fiqh. The type of research is field research (field research). The data sources consist of primary data sources, namely from farmers and farm laborers who were carried out to 8 people and 4 farm workers, while the secondary data were obtained from documents in the form of the Bukit Kandung Nagari Profile that were related to this research, which could provide information or data. Addition to strengthen the primary data. Data collection techniques that the author uses are observation, interviews and documentation. The data processing that the author uses is qualitative. Based on the results of this study, the implementation of wages in agriculture carried out in Nagari Bukit Kandung District X Koto Diatas Solok Regency is farm laborers who ask for their wages to be given in advance before they carry out their work without an agreement to give their wages at the beginning. Because farm laborers ask for their wages to be given at the beginning, many farm workers work not as expected by farmers and there are also farm workers who are not on time to do the work that should be done. According to the muamalah fiqh review, the implementation of wages in agriculture in Nagari Bukit Kandung is not allowed because there is an element of gharar in the contract and there are parties who are disadvantaged in the contract, namely the owner of the fields.

his Research proves that the implementation of Aceh Qanun No. 12, 13 and 14 Year 2003 on Khama r, M a i s i r , and Khalwat in Subulussalam is not completely worked well, because in addition to legal issues qanuns, most have efforts political consolidation of the central government and local government. This thesis supports and strengthens the conclusion Michail Buehrel in this article entitled “The Rise of Sharia by Laws in Indonesia District an Indication For Changing Patterns of Power Accumulation and Political Corruption ” (2008) who found the formulization of Islamic Law in the region is political consolidation instrument for exploring the local government, especially financially in building. Buehler did not even find a conservative movement in the imposition of Islamic Law in the area. This research also support M.B Hooker’s opinion in his work entitled Indonesian Syariah : Defining a National School of Islamic Law, (2008)which states that in legislative process of Islamic law in aceh. There are many obstacles and barriers , because the Sharia Law to be applied must necessarily correspond with the system national law, while the central government to add more breadth of autonomy for Aceh in the part of Islamic Law to legislate in the part of law qanuns jina>na>t . This thesis does not agree with the conclusion of Harold Crouch in his work The Recent Resurgence of Political Islam in Indonesia, “ Islam In Southeast Asi a: Analysing Recent Development” , ed. Anthony L. Smith, (Singapore: ISEAS, 2002) as saying that the barrage history of failure of Islamic parties in order to implement Islamic Law-making opportunities for the application of Islamic Law in Indonesia did not exist. Crouch’s opinion just say that the application of Islamic Law to be in the sense of establishing an Islamic State. Data obtained from field research (field research) with qualitative methods and approach the socio - legal - historical . The primary data of the document and the results wawancara and field observations. Primary data in the form of documents are: Law No. 44 In 1999, Law No. 18 of 2001, Law No. 11 In 2006, Qanun 5 In 2000, Qanun No. 12, 13, 14, 2003, Qanun 7 In 2013, Qanun 6 In 2014 and Qanun 8 Year 2014. The primary data in the form of interviews and observations sourced from: Office of Islamic Law (DSI), the Wilayatul Hisbah (WH), the Court Syar'iyah (MS), the Police, the Mufti Consultative Assembly (MPU), the Aceh Tradition Council (MAA). Secondary data in the form of: 1) the books on Islamic law, sociology and anthropology of law, the historical development of Islam in Indonesia; 2) journals and other scholarly works that examine the rules of Islamic law, the application of Islamic law, social and Community; 3) as well as other sources such relevant, scientific papers, websites, newspapers, magazines and others

The discussion of this research is the development of creative cities in a country is the result of the efforts of the government and creative actors in the city in the country. Creative city can not be separated from the potential of social capital that is owned by the people in the city. Social capital is a social organization concept that includes network of norms and social trusts that facilitate mutual coordination and cooperation including in developing the regional economy. This research aims to (1) know the contribution of social capital in making a creative city, (2) express the social capital and creativity of individuals and communities to realize creative city, and (3) know aspects of social capital that dominant influence on a creativity of the city. The method of this research is qualitative primary data with technic observation and indepth interview, also secondary data in the form of document and archive analysis from Bandung city as one of creative city in Indonesia. Research is done during 2015-2016. Conclusions this research are (1)Social capital that form trust, tolerance, cooperation, openness, and independence of the community greatly contributes in the creation of creative city because through the braided integration of social capital that forms a norm of behavior binding for its citizens to be creative and does not require material capital,(2)Individual urban creativity formed through the process of socialization of elements of social capital in the life of society to trigger creativity of individuals and society as a whole, and (3) The form of openness, tolerance, and cooperation are the dominant elements of social capital in growing the creativity of individuals and societyKeywords: Creatif city, Social capital

Sharia banking are interested in getting involved channeling financing to the real sector of SMEs, including Bank BNI Syariah Makassar and Bank Panin Dubai Syariah Makassar. The purpose of this study is to determine the development of SMEs financing provided by sharia banking. Then to find out the role of sharia banking for the distribution financing for SMEs in the city of Makassar. As well as to find out the form of integration of the development of the department of sharia banking UIN Alauddin Makassar, through the distribution of financing for SMEs in sharia banking institution. This type of research is a field research, by taking data directly. The nature of the research is qualitative. The data source uses primary data and secondary data related to the research theme. The data analysis technique used in this research is qualitative descriptive, which describes the objects in the study. The results of this study indicate the development of the distribution of financing in sharia banking reaching 15.93 percent. Then Bank BNI Syariah and Bank Panin Dubai Syariah Makassar channeled financing to SMEs sector, reaching 20 percent. The form of integration in the development of departement sharia banking is by presenting courses on object management of financing sharia banking and courses on SMEs business.

This article aims at describing the role of Yayasan Karya Cipta Indonesia (YKCI) in copyright protection in Indonesia and the mechanism of royalty payment on Indonesian songs to the YKCI. The approach used in this study is normative approach as this study is conducted on secondary, primary, and tertiary legal materials, such as books, legal journals, and expert (secondary data) research results; its main legislation is Law no. 19 of 2002 on Copyright (primary data); English and Indonesia dictionaries and tertiary law which is the result of library research, supported by legal materials in the form of documents from field research results. From the collected legal materials, analysis in the method of the qualitative descriptive was conducted. The results indicated that YKCI's role as an administrator body in copyright protection is to collect royalties from parties that use songs or music commercially and help dispute resolution between creators, users or record producers of songs or music creations. Furthermore, the mechanism of royalty payments to YKCI shall be initiated by the authorization of YKCI by the creator or the copyright holder of the song, so on the basis of such power of attorney, YKCI exercises the collection or withdrawal of royalties by a percentage mechanism from the dealer's selling price through a permit saving per song at a rate for recording into a cassette, CD, VCD, and other media. Law Number 19 of 2002 on Copyright should be accompanied by the willingness and ability of the apparatus in enforcing it so that what to be achieved with the Act can be obtained. In addition, it is recommended that the government immediately issue provisions on the roles, duties and functions of the Copyright Council as well as the organic rules that explain the authority of YKCI which may be the appointment of the Director-General of Intellectual Property Rights (IPR) as endorsement of a collective society in order to attract royalties. The government also needs to make a standard contract of licensing agreement between the Copyright of Songs and Music in the event of announcement. In addition, YKCI also needs to be open including to the power of attorney (Creator of the song) so that the Creator can know the frequency of their song announcement and the large royalty that must be obtained.

After the earthquake, tsunami, and liquefaction on 28 September 2018, the condition of the five-story building was damaged, but it is still inhabited by dozens of families. This paper seeks to explore the attitude of the Palu City Government-Regional People's Representative Council (DPRD), residents, and parties outside the government and outside the residents regarding the use of these flats after the earthquake. The research was conducted qualitatively. Primary data were collected from direct observation and interviews and sources of mass media coverage also complement the secondary data needs. Borrowing Robert K Merton's structural functionalism theory, this research finds a condition if after a disaster, residents strengthen their institutions by building consensus or mutual agreement. Meanwhile, the City Government of Palu, although stated that they prohibited them from returning to the apartment, they have not been able to provide a more feasible housing solution after the earthquake. Ironically, members of the DPRD, as partners of the mayor in the government in Palu City, do not yet know about this condition.

The success of developing a village cannot be separated from the role of the Village Head and the entire community. A developed village can be seen from the adequate facilities and infrastructure. The head of government has a big responsibility for the progress of his village in order to create a prosperous society. The formulation of the problem in this study is how the role of the village head in the implementation of development in Li-Eue Village and how the Siyasah Fiqh and Village Law review the role of the village head in the implementation of development in Li-Eue Village. This type of research is classified as field research (field research), which is descriptive analysis, namely research that tells and describes data sourced from primary data through interviews, observations and reports in the form of documents and secondary data by conducting library research in the form of Al- Qur'an, Hadiths, opinions of scholars, laws and regulations, documents and books and other scientific works. Based on the results of the analysis, it can be concluded that the role of the Li-Eue Village head in the implementation of development in Li-Eue Village is generally less than optimal so that it is less trustworthy or responsible for the duties as village head. Judging from the existence of several developments that have not been implemented. And less transparent and less mobilizing community participation. Review of Siyasah Fiqh and Village Law, namely leaders who are less trustworthy and less responsible.

Indonesia is a country that has quite a large population, one of which is the largest population in the city of Surabaya as a metropolis. With this large number of people, the poverty rate for families in the community is high, so the government provides a program to break the poverty chain, the Family Hope Program (PKH). The purpose of this study is to determine the implementation of social empowerment in the city of Surabaya through the family hope program that can make the community / beneficiary socially and economically independent life and measure the family hope program as a manifestation of community independence. This study used descriptive qualitative method. Data sources consist of primary data and secondary data. Primary data sources were obtained from observations and interviews. Data processing is done through the process of data reduction, data presentation, and conclusion checking or verification. The analysis used in this research is to use the basic principle model of community independence. The results of this study, show that social empowerment through the family of hope program by using a model of community independence is still not going well to create an economically and socially independent community. This can be seen from the data of the community / beneficiaries can live independently after receiving a family of hope program. Through the basic principle model of community independence from Sunyoto Usman (2003) which includes: creating climate, strengthening power, and protecting.Keywords: Human Development Index, Social Empowerment,Welfare
