Subject. We investigate the influence of modern trends in the development of the financial market on the labor market for young specialists in the financial sector, identifying the growing contradictions between new requirements for professional qualifications and the ability of educational institutions to provide appropriate competencies for future financial market specialists majoring in Finance and Credit. Objectives. The aim is to study theoretical aspects and analyze the professional competence of young specialists majoring in the field of Finance and Credit in the context of financial market transformation. Methods. We employ methods of economic analysis, the content analysis, comparison, and expert assessments. The program and analytical documents of the Bank of Russia and the data of the Ministry of Science and Higher Education and the Ministry of Labor and Social Protection served as the information base for the study. Results. The paper confirms the hypothesis about the lack of flexibility and adaptability of the system of higher professional education with respect to high rates of changes in the financial market, both institutional and technological. We prove the inconsistency of new demands of the financial market and the emerging competencies of university graduates majoring in Finance and Credit. Conclusions. The study serves as a prerequisite for predicting the prospects for the labor market development, which is represented by qualified specialists – graduates of educational institutions, in order to harmonize the interests of all participants of the financial market.

The Latvian labor market has been facing the problem of a quality labor force shortage for several years now. The acquisition of demanded specialties in Latvia is possible in the framework of professional education, which is offered at three levels – the level of primary education, professional secondary education, and professional higher education. Since 2015, work-based learning has been introduced in the professional education of Latvia, serving as a measure for the economic enhancement for the entry of quality labor force into the labor market. As a part of this initiative, educational institutions in cooperation with employers develop curricula that match the requirements of the labor market. This learning model is based on an example of a higher professional education model, where practical skills are acquired mostly during the students’ field practice. To conduct the empirical research on work-based learning in higher professional education, at first, it is necessary to look at the historical aspects of this learning model. The given article provides historical evidence, describing the historical development of work-based learning in professional education in Latvia. The beginnings of work-based learning in Latvia date back to the 14-15th century, but for the first time given form of education in its contemporary meaning has been introduced in Soviet times, as historical sources show the calls for get to know work experience as an integral part of communist work schools. After the regaining of independence, Latvia focuses on building the democratic education system, and since 2015 work-based learning is explicit in the Law on Professional Education as a specific form of education. Since its inception, work-based learning has reflected the public’s perceptions of the necessary specialties in the labor market.

The article considers issues related to the formation of scientific and research competence in students of nonlinguistic universities by means of a foreign language. Using a foreign language as a tool for obtaining information of a scientific or professional nature is particularly relevant in the current labour market. The distinctive feature of the new federal standard of higher professional education is its focus not only on the accumulation of knowledge, but also on the formation of the ability to apply knowledge in practice, on the development of certain competences. Therefore, it is necessary to switch from the content to the effectiveness of the educational process. Scientific research work is becoming an important part of a student ‘s professional training. This is one of the key factors of development and active formation of the qualities essential for a would be railway specialist. Creation of knowledge-intensive industries in the field of railway transport changes the requirements to the skills of university graduates. Skills in selecting and analyzing of information, applying it creatively, identifying problems and making management decisions are in demand. Project technology is offered as a tool for forming the research competence among students of railway specialties. The feasibility of this method as an effective way of organizing research activities of students of railway and economic specialties is justified.

The article contents the problems of the organization of present methodical service: the different interpretations of the activities, objectives, tasks, various forms of institutions offering information and methodological support of the educational process, regarding aspects of finance - state-owned, independent, low cost, as well as on the main activity - educational institutions of additional professional education or not. The article presents the results of the analysis of the structures and functioning of municipal methodical service of Russia. The difference in the interpretation of municipal methodical service determines the organization of the Methodist work blurring. The article offers solution to according problem by standardizing the professional activity of municipal methodical service, process of methodological support of educational activities, professional paths of Methodists based on standardization of Methodists competences. The article proposed a system of professional competence of the present Methodist of municipal methodical service.

Background and objectives. In Ukraine, until the mid-2000s, social policy with regard to people with disabilities was primarily compensatory in nature. Now the situation is gradually changing, the objectives of social policy are recognized to ensure equal rights and opportunities for people with and without disabilities. With the signing (2008) and ratification (2012) of the UN Convention on the Rights of Persons with Disabilities, our country has assumed the obligation to ensure the full social participation of people with disabilities in society. One of the resources that increase the chances of people with disabilities to master various spheres of life can be higher professional education, especially in an inclusive format.Methods. The study used: biographical method and interview method – to collect and summarize the information obtained; statistical method – to process the results of the survey, predictive method – to summarize various aspects of the use of inclusive education format in the system of higher professional education. Findings. The potential of the institute of higher professional education as a channel of social inclusion is proposed to use both at the macro level through the use of the model of socio-entrepreneurial approach of forming a system of higher professional inclusive education, and at the micro level through the identification and description of practices of forming an inclusive format of education in a particular university and tracing the life trajectories of people who received higher professional education in an inclusive format.Conclusion. The analysis of the successes and difficulties of higher professional education for people with disabilities shows that there is an objective need to consolidate the efforts of the higher education community with regional public organizations, executive authorities, regional and city institutions of health, education and social protection to support young people with disabilities.

Studying the further development of higher education, improving the quality of education, expanding the integration of science and industry, we came to the following conclusions: literature on the formation of professional education of students, as well as an analysis of educational (and pedagogical) practice in higher education, despite the fact that more was done work on the development of professional readiness of students, the problem of the formation of professional readiness of future teachers has not yet been completely resolved. To solve this problem, we set ourselves the following tasks: to explain the concept of “professional readiness” among future teachers, taking into account the requirements of the time (for example, students of pedagogical universities); analyze factors affecting student readiness; development of innovative methods of forming students' readiness. A practical study of the problem showed that the most effective process of forming the professional readiness of a future teacher occurs in a real process or in the process of educational activity close to it. Building on the educational process on the basis of an innovative approach, bachelors develop creative skills to analyze existing materials needed to solve professional problems, to independently solve new problems. The study showed that the practical activity of students in their chosen specialties guarantees clear prospects for future professional growth, as well as employment, contributes to the formation and increase of their professional competence; The development of the experimental and educational base of educational institutions, increasing the level of education provided, stimulating the professional growth of teachers, the customer will be given the opportunity to train highly qualified personnel on the basis of educational institutions.
