The Latvian labor market has been facing the problem of a quality labor force shortage for several years now. The acquisition of demanded specialties in Latvia is possible in the framework of professional education, which is offered at three levels – the level of primary education, professional secondary education, and professional higher education. Since 2015, work-based learning has been introduced in the professional education of Latvia, serving as a measure for the economic enhancement for the entry of quality labor force into the labor market. As a part of this initiative, educational institutions in cooperation with employers develop curricula that match the requirements of the labor market. This learning model is based on an example of a higher professional education model, where practical skills are acquired mostly during the students’ field practice. To conduct the empirical research on work-based learning in higher professional education, at first, it is necessary to look at the historical aspects of this learning model. The given article provides historical evidence, describing the historical development of work-based learning in professional education in Latvia. The beginnings of work-based learning in Latvia date back to the 14-15th century, but for the first time given form of education in its contemporary meaning has been introduced in Soviet times, as historical sources show the calls for get to know work experience as an integral part of communist work schools. After the regaining of independence, Latvia focuses on building the democratic education system, and since 2015 work-based learning is explicit in the Law on Professional Education as a specific form of education. Since its inception, work-based learning has reflected the public’s perceptions of the necessary specialties in the labor market.

Subject. We investigate the influence of modern trends in the development of the financial market on the labor market for young specialists in the financial sector, identifying the growing contradictions between new requirements for professional qualifications and the ability of educational institutions to provide appropriate competencies for future financial market specialists majoring in Finance and Credit. Objectives. The aim is to study theoretical aspects and analyze the professional competence of young specialists majoring in the field of Finance and Credit in the context of financial market transformation. Methods. We employ methods of economic analysis, the content analysis, comparison, and expert assessments. The program and analytical documents of the Bank of Russia and the data of the Ministry of Science and Higher Education and the Ministry of Labor and Social Protection served as the information base for the study. Results. The paper confirms the hypothesis about the lack of flexibility and adaptability of the system of higher professional education with respect to high rates of changes in the financial market, both institutional and technological. We prove the inconsistency of new demands of the financial market and the emerging competencies of university graduates majoring in Finance and Credit. Conclusions. The study serves as a prerequisite for predicting the prospects for the labor market development, which is represented by qualified specialists – graduates of educational institutions, in order to harmonize the interests of all participants of the financial market.

The study of the specifics of professional choice and of the factors that determine labor orientations of the youth is one of the urgent sociological tasks for researchers all over the world. The universal, supranational nature of this task under globalization explains the need to compare labor orientations of the Russian youth with their foreign peers. The article aims at assessing the basic ideas about the labor market of the youth in Russia, Germany and China. The empirical part of the article is presented by the survey and interviews of the Russian, German and Chinese youth. The author considers typical problems that the young professionals face when searching for a job, their opinions on the most important work qualities, similarities and differences in the perception of the ideal worker. Young people in Russia, Germany and China name different aspects of working life as the most important: Russian respondents value wages and the stability of organization more than the Chinese and especially German. On the other hand, German and Chinese students prefer activities that reveal personal creativity and leave space for personal life. Considering social capital, unlike their peers from Germany and China, Russian respondents do not associate the fact of having a university diploma with potential success in the labor market. More often than the Chinese and Germans respondents, the Russian youth mention nepotism and corruption as an obstacle to successful employment. Among the similar social perceptions of the respondents from three countries, one can name the difficulties associated with the lack of work experience. The interaction of educational institutions and employers can help in overcoming the difficulties that the young Russians face when searching for a job.

Although the engineering profession has been called “the failed profession” owing to its lack of social closure, engineers have been successful in claiming their area of expertise and specialized knowledge as legitimate areas of research, knowledge, and intervention. In this article, the historical development of engineering professions in Sweden is used as a case of professional development. With the use of primary statistical sources and secondary historical sources, I endeavor to explain engineers’ professional development via coinciding factors such as the expansion and scientific content of lower and higher engineering education, the struggle for power in interest groups and unions, and engineers’ position in what seems to be an ever-increasingly diversified labor market. I argue that the professionalization process for Swedish engineers has fluctuated and that more than one professional take-off (two or even three) has occurred.

This chapter has presented the idea and use of artificial and natural intelligence technologies. A system of professional education, on the one hand, is one of the main institutions of human socialization, and the formation of a harmoniously developed, active, creative personality, on the other hand, ensures the reproduction and development of the personnel potential of the society. Realization of the goals of education is carried out in interaction with the socioeconomic environment, the dynamic change of which predetermines the conditions for the activity of educational institutions. An acceleration of scientific and technological progress in all areas of knowledge raises the task for ensuring the continuous growth of professional skills throughout the whole life. Structural and institutional replacing in professional education is reflected in various models of higher professional education. These alternative technology-mediated environments reflect the increasing need to serve a generation of learners who prefer to learn through experience or by interacting with learning tools.

The author shows how additional professional education (APE) helps professional educational institutions to train competitive specialists under the conditions of integration in the professional education sphere. It is argued that professional education establishments (PEE) should carry out labor market research and forecasting in order to maintain competitiveness at the educational services market. The concept of �competitive specialist� is explored, and the necessity to work out a model for forecasting the set of graduates� competences for the highly-demanded professions. The paper suggests practical recommendations to enhance competitiveness of PEE graduates through the development of the additional professional education system.

This article analyzes the use of human capital theory as applied to the youth labor market. A model of the interaction of social actors in the labor market of the Russian Federation is given. The article considers the concept of the youth potential and its components. Within the framework of this model the orientation of young job seekers to develop their potential for high economic benefi ts is required, while employers are involved in activities on the professional socialization of students and graduates in order to develop human capital and training of mobile professionals with a high level of professional and general cultural competence. The value of the proposed model is associated with the development of common cultural and professional competences. The model refl ects the economic behavior, characteristic of the young students and graduates, who receive higher professional education. This model is not the main but additional way to explain human behavior in the fi eld of employment, based on the conceptual and methodological basis of economic sociology.

The paper shows the possibility of applying metaprograms to the professional training of students. Metaprograms are considered as behavioral regulators operating in a number of contexts: training, communication, information analysis, etc., which are formed during the socialization of a person and change over time. Recommendations on the optimization of the educational process for students of secondary vocational education and technical universities based on mental metaprograms are offered. New methods and forms of training were tested in educational institutions of Tomsk, an increase in cognitive activity and an increase in student performance in both the system of secondary specialized and higher professional education were revealed.
